Chandigarh, May 25- In a strong reaffirmation of his government’s commitment to inclusive development and women empowerment, Haryana Chief Minister, Sh. Nayab Singh Saini on Monday said that women journalists are not just chroniclers of society but powerful voices shaping the democratic narrative of the nation. He said their courage, commitment and professionalism reflect the rising strength of “Nari Shakti” in a rapidly changing India.

‘The Chief Minister was interacting with members of the Women Journalists Welfare Trust in New Delhi. Media Advisor to the Chief Minister, Sh. Rajeev Jaitly was also present on the occasion.

Lauding the role of women journalists working in challenging conditions, the Chief Minister said that journalism demands resilience, balance and truthfulness, and women journalists have consistently proven their excellence in all these aspects. He said the Haryana Government is working with speed, transparency and sincerity, keeping public welfare at the core of governance, and he personally remains closely attentive to important issues highlighted through the media.

Referring to the broader national vision, the Chief Minister said that Prime Minister, Sh. Narendra Modi has envisioned a ‘Viksit Bharat’, which rests on four strong pillars i.e women, youth, farmers and the underprivileged. He said Haryana is actively contributing to this vision through focused and result-oriented governance.

Highlighting women-centric initiatives, the Chief Minister said that the historic ‘Beti Bachao, Beti Padhao’ campaign, launched from Haryana by the Prime Minister, has brought transformative social change. He said that collective participation of society has led to encouraging improvements in the sex ratio in several regions, and in many village panchayats, the birth rate of girls has surpassed that of boys. He further said that women sarpanches from such villages have been honored and also designated as brand ambassadors of the campaign.

The Chief Minister said that women are being empowered economically through Self Help Groups (SHGs), enabling them to become financially independent and self-reliant. He shared that initiatives like Swadeshi Mela in Panchkula have showcased inspiring success stories of women who have achieved financial stability through SHGs.

He further said that women associated with SHGs are also successfully operating Atal Canteens established in grain markets to serve farmers. Haryana, he said, is also playing a leading role in implementing the ‘Namo Drone Didi’ initiative under the vision of the Prime Minister.

On governance and welfare measures, the Chief Minister said that the Haryana Government has implemented a monthly financial assistance scheme of Rs 2,100 for women to strengthen their economic independence, and this initiative was introduced in the very first year of the present government.

Addressing infrastructure development, he said that a dedicated pipeline project from the Munak Canal to Gurugram and Nuh is being developed to ensure improved drinking water supply. He informed that tenders worth nearly Rs 2,000 crore have been prepared, and additional plans are underway to strengthen water management through STPs in low-lying areas connected via the Sohna region.

On the SYL issue, the Chief Minister said that he has already held discussions with the concerned Union Minister and the matter is being actively pursued.

CM dismisses ‘Cockroach Party’ Claim, Slams Opposition for Spreading Baseless Political Narrative

Responding to a question on the ‘Cockroach Janata Party’, the Chief Minister said such narratives have no connection with the youth of Haryana or the country. He said he regularly interacts with young people and has never encountered such sentiments, adding that such issues are politically motivated and lack ground relevance.

Sharing a personal reflection, the Chief Minister said that public service remains his top priority, often leaving limited time for family interactions. He shared that even planned family visits, such as a recent proposed trip to Vrindavan, had to be postponed due to urgent official commitments.

Reiterating his government’s commitment, the Chief Minister said Haryana will continue to move forward with a clear focus on empowerment, transparency and development, ensuring that every section of society benefits from the growth journey.

Chandigarh, May 25 – Haryana Chief Minister and Chairman, Sonipat Metropolitan Development Authority (SMDA), Sh. Nayab Singh Saini chaired the third meeting of the Authority. In the meeting several important agenda items related to the overall development of the Sonipat Metropolitan Area, strengthening urban infrastructure and expanding civic amenities were approved. Various development projects were discussed and approved in the presence of senior officers from different departments.

Energy, Transport and Labour Minister, Sh. Anil Vij, Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa, Cooperation Minister, Dr. Arvind Sharma, MLAs, Sh. Nikhil Madan, Sh. Devender Kadyan and Smt. Krishna Gahlawat, along with Mayor, Sh. Rajiv Jain, were also present in the meeting.

Important projects related to roads, drainage, drinking water, sewerage, parking, sports, religious tourism, environment protection and renewable energy in the Sonipat urban area were approved during the meeting. These include construction of a 45-metre-wide master road between Sectors 16/17, master road crossings connecting different sectors in the Rai area, land acquisition for remaining portions of master roads in various sectors, construction of open courts and a pavilion in the Sector-4 sports complex, and construction of a multi-level parking and commercial office complex.

Apart from this, projects related to the development of a religious and cultural ghat at Mimarpur on the banks of the Yamuna river, strengthening of master sewer lines and the storm water drainage system in different sectors were also approved. Proposals for construction of retaining walls, flood walls and fencing along drains in Sonipat, Kharkhoda and Kundli areas to prevent solid waste dumping were also approved.

The meeting also approved proposals to strengthen the urban drainage system using modern technology, expansion of the master water supply network in different sectors, and installation of grid-connected solar power plants at water infrastructure sites. These projects will help reduce energy costs and promote environmental protection.

A proposal for construction of a four-lane bypass road for the Ganaur area was also approved, which will improve traffic movement and provide better connectivity to nearby villages and residents.

The Chief Minister directed officers to plan new schemes and projects keeping in mind the estimated population of the region so that people can get maximum benefit from development works. He also directed officers to ensure that contractors complete projects within the fixed timeline and strict action should be taken against those failing to complete work on time.

With the approval of these projects, infrastructure in the Sonipat Metropolitan Area will be strengthened and facilities related to traffic, drainage, drinking water, sports, tourism and environment will be expanded, providing better urban amenities to citizens.

During the meeting, CEO, Sonipat Metropolitan Development Authority, Sh. Sushil Sarwan informed the Chief Minister about the action taken on decisions made in the previous meeting and upcoming projects.

Chandigarh, May 25 – The Health Department, Haryana, has refuted certain recent media reports regarding Out-of-Pocket Expenditure (OOPE) in the state, stating that the reports present misleading conclusions based on selective and erroneous interpretation of data from the National Sample Survey (NSS) 80th Round on Household Social Consumption: Health.

The department clarified that these reports fail to consider the broader structural, epidemiological and healthcare utilization factors influencing expenditure patterns in Haryana and do not accurately reflect the overall performance, affordability and expanding reach of the state’s public healthcare system.

A spokesperson of the Health and Family Welfare Department stated that Haryana’s public hospitals continue to provide healthcare services at substantially lower costs compared to private hospitals. The average hospitalization cost in public hospitals is significantly lower than in private healthcare facilities, demonstrating the affordability and accessibility of government healthcare services in the state.

The spokesperson said the higher OOPE observed in Haryana is primarily driven by structural and epidemiological factors rather than inefficiency in the public healthcare system. These factors include a growing burden of non-communicable diseases such as diabetes and cardiac ailments, increased dependence on private diagnostic and pharmacy services and delayed healthcare-seeking behaviour, which often leads to higher treatment costs at advanced stages of illness.

Haryana represents a “middle-transition state” with improving healthcare utilization and rising institutional care. While the state has better healthcare access and infrastructure compared to several states, the increasing demand for specialised and advanced healthcare services also contributes to higher expenditure patterns. The relatively higher expenditure in some public healthcare cases should be viewed as an outcome of a maturing healthcare system with increasing access to advanced medical care rather than as evidence of systemic inefficiencies.

Haryana has made substantial progress in expanding institutional healthcare access and strengthening public healthcare delivery. Institutional deliveries in the state have reached approximately 96.2 percent, while public healthcare utilization in rural areas stands at nearly 66.8 percent. Overall public healthcare utilization in the state has crossed 61 percent, reflecting growing public trust in government healthcare institutions.

Haryana has significantly strengthened its healthcare infrastructure over the years through expansion of medical colleges, district hospitals, primary healthcare centres and diagnostic services. The state has also improved road connectivity, emergency referral systems and digital healthcare management, leading to greater access to institutional care across rural and urban areas.

To further strengthen healthcare delivery and reduce OOPE, the department is aiming at targeted interventions such as universal availability of free medicines and diagnostics, strengthening in-house laboratory services, expanding screening and treatment for non-communicable diseases at the primary healthcare level, improving insurance coverage and regulating unnecessary private diagnostic and pharmacy expenses.

It is also working to strengthen district and sub-district hospitals, enhance specialist availability and promote early healthcare-seeking behavior among citizens to ensure timely treatment and lower medical expenditure. Haryana is steadily moving towards a more efficient and accessible public healthcare model with a strong focus on affordable treatment, improved healthcare infrastructure and enhanced patient services across the state.

Chandigarh, May 25: Haryana Chief Minister Sh Nayab Singh Saini today visited Tau Devi Lal Stadium in Sector-3 to review the arrangements for the ongoing Physical Measurement Test (PMT) being conducted for police recruitment and interacted with the candidates participating in the process.

The Haryana Staff Selection Commission is conducting the Physical Measurement Test at Tau Devi Lal Stadium as part of the recruitment drive for police personnel.

During his visit, the Chief Minister interacted with the candidates appearing for the PMT and extended his best wishes for their bright future. He also sought feedback from the candidates regarding the arrangements made by the administration.

The Chief Minister said that all necessary arrangements have been put in place for the convenience of the candidates and their family members to ensure that they do not face any inconvenience during the recruitment process. He stated that he had personally visited the stadium to review the arrangements and encourage the candidates.

Emphasizing transparency and efficiency in the recruitment process, the Chief Minister said that extensive measures have been undertaken to make the entire PMT process transparent, well-organized, and candidate-friendly.

On the occasion, the Chief Minister also met family members accompanying the candidates and inquired about the facilities being provided to them. The candidates appeared highly enthusiastic upon meeting the Chief Minister, and many of them clicked selfies with him. Right to Service Commission Takes Strict View of HSVP Negligence, Expresses Displeasure Over E-Auction Before Completion of Development Works

Commission Orders Rs. 5,000 Compensation to Allottee, Directs HSVP to Make Payment Within 15 Days

Chandigarh, May 25 – The Haryana Right to Service Commission, while hearing a complaint related to delayed possession of a plot in Faridabad, has expressed concern over the allotment of plots before completion of development works by the Haryana Shehri Vikas Pradhikaran (HSVP).

The matter pertains to Plot No. 47, Sector-89, Faridabad, allotted to Mr. Ayush Kataria through HSVP’s e-auction process. In his complaint before the Commission, the allottee stated that despite completing the entire payment process and all required formalities in November 2023, possession of the plot has still not been handed over even after a considerable period of time. He also submitted that no clear timeline regarding possession had been communicated to him.

In its report submitted before the Commission, Estate Officer-II, HSVP, Faridabad stated that possession could not be offered due to pending development works at the site. The department informed that water supply, sewerage and road works have been completed, while electrification work is still underway. It further stated that the earlier possession offer was withdrawn in view of the pending work and that the process for payment of interest on delayed possession has now been initiated. The allottee has been requested to provide bank details for the same. HSVP also informed that a fresh possession offer will be issued after completion of the electrification work.

While passing its order, the Commission observed that development works should ideally be completed before plots are put up for e-auction so that allottees do not face inconvenience later. The Commission also noted that citizens invest in such schemes with trust and expect the concerned authorities to ensure timely completion of essential infrastructure.

The Commission also observed that in cases of delay in handing over possession, the allottee is entitled to interest as per applicable provisions. It noted that following the Commission’s intervention in similar matters, HSVP has started processing such cases relating to delayed possession.

Sharing more details, spokesperson of the Haryana Right to Service Commission, the Commission took into account the inconvenience and financial burden faced by the allottee due to rising construction costs, possible loan liabilities and continued delay in possession. Reference was also made to recent observations of the Hon’ble High Court regarding the role of public authorities in ensuring affordable housing for citizens.

The Commission stated that although the matter appeared to warrant higher compensation, under the Haryana Right to Service Act, 2014, it can award compensation only up to Rs.5,000. Accordingly, HSVP has been directed to pay Rs.5,000 as compensation to Mr. Ayush Kataria within 15 days and submit a compliance report by June 5, 2026.

The Commission further directed that HSVP may initially release the compensation amount from its own funds and later recover it from the concerned officials after completing due inquiry, if required. Necessary bank details have also been sought from the allottee to facilitate the payment process.

The Commission clarified that the allottee is free to approach appropriate forums, including the Consumer Commission or the Hon’ble High Court, for seeking any additional compensation relating to financial loss, mental harassment or other difficulties arising out of the delay.

It further observed that certain corrective steps have now been initiated by HSVP, including withdrawal of the earlier possession offer and initiation of the process for payment of interest on delayed possession. The Commission expressed hope that the remaining formalities would be completed at the earliest and possession of the plot would soon be handed over to the allottee.

Villages to Play Greater Role in Water Management Under Haryana’s O&M Policy-2026

Chief Secretary Anurag Rastogi directs Creation of Model Villages for Effective Water Management through Village Water and Sewerage Committees on Government-Community Partnership Basis

Chandigarh, May 25: Haryana Chief Secretary Sh. Anurag Rastogi on Monday reviewed the progress of implementation of the Operations and Maintenance (O&M) Policy-2026 for Rural Water Supply Schemes and reiterated the state's commitment towards strengthening sustainable, efficient and citizen-centric drinking water services across rural Haryana.

During the review meeting, the Chief Secretary assessed various components of the policy and emphasized that ensuring access to safe drinking water requires not only the creation of infrastructure but also a robust mechanism for its long-term operation and maintenance. He stressed the need for continuous monitoring, strong institutional support and active participation of communities to ensure uninterrupted water supply services.

Sh. Rastogi stated that the policy has been formulated to promote a decentralized and community-driven model of rural water management, empowering villages to take greater ownership in the operation, maintenance and sustainability of their water supply systems. He directed officials to develop model villages in every district to demonstrate the effective on-ground implementation of the policy and encourage wider community participation across the state.

Village-Level Institutions to Play a Key Role

Commissioner & Secretary, Public Health Engineering, Sh. J. Ganesan highlighted that Village Water and Sewerage Committees (VWSCs) have been entrusted with a central role under the policy framework. These committees will be responsible for planning, monitoring, infrastructure management, grievance redressal, billing, collection of user charges and maintaining records related to village water supply systems. The committees will also monitor repair work, supervise maintenance activities and coordinate with technical teams of the Public Health Engineering Department (PHED) for timely resolution of issues.

The Chief Secretary directed all Deputy Commissioners to hold meetings of the District Water and Sewerage Mission (DWSM) for smooth implementation of the Operation and Maintenance Policy-2026 and to extend full coordination and administrative support to all concerned departments, Gram Panchayats, and Village Water & Sewerage Committees (VWSCs).

Women Participation to Strengthen Grassroots Governance

A significant feature of the policy is its emphasis on inclusive governance and women's participation in decision-making processes. Officials informed that at least 50 percent representation of women has been ensured in Village Water and Sewerage Committees, reflecting the government's commitment towards empowering women at the grassroots level.

Women associated with Self Help Groups (SHGs) are also being actively involved in various activities, including generation and distribution of water bills, collection of user charges, water quality testing and complaint redressal mechanisms. The initiative is expected to strengthen both service delivery and economic empowerment of rural women by creating additional income-generating opportunities.

Technology to Bring Transparency and Better Services

The Chief Secretary also reviewed technology-driven initiatives aimed at improving transparency and efficiency in water management systems. Citizens are being provided multiple digital payment facilities through Bharat Bill Pay and other online platforms, enabling easier and faster payment of water charges. An integrated complaint redressal mechanism has also been established through various digital platforms, including online portals and service applications, to ensure timely response to public grievances.

Citizen Grievance Redressal System to be Strengthened

A centralized complaint redressal system has been established through the toll-free number 1800-180-5678, and grievance redressal will be facilitated by Self Help Groups (SHGs) with the support of Village Water and Sewerage Committees (VWSCs) and PHED. Further, PHED has been mandated to ensure time-bound redressal of citizens’ complaints under the prescribed Right to Service timelines.

Financial Support to Strengthen Water Infrastructure

The Chief Secretary also reviewed the financial assistance and incentive structure designed under the policy to strengthen operation and maintenance of rural water systems. Under the framework, financial support is being extended to Gram Panchayats for repair and maintenance activities, while incentives have also been introduced to encourage collection of user charges. Officials informed that the government has developed a structured fund flow mechanism to ensure availability of resources for maintenance and operational activities at the village level.

Officials stated that the O&M Policy-2026 is expected to significantly improve operational efficiency, transparency and long-term sustainability of rural drinking water infrastructure across Haryana while promoting a stronger sense of ownership among local communities.

‘Vridh Seva evam Swasthya’ portal to be launched for senior citizens: Arti Singh Rao

‘Sanjeevani Yog’ to provide holistic treatment to patients in hospitals

Chandigarh, May 25 – Haryana Health, Medical Education, Research and AYUSH Minister, Ms. Arti Singh Rao, said that the state government will soon launch two major welfare initiatives to provide better and holistic healthcare services to citizens, especially senior citizens. She said the government is committed to improving the quality of life of elderly people and ensuring easy access to healthcare services for them.

Special health camps for senior citizens every Thursday

Health Minister, Ms. Arti Singh Rao said that special weekly health camps will be organised every Thursday at all Ayushman Arogya Mandirs (AYUSH) across the state to ensure better health and improved quality of life for senior citizens.

She said that a ‘Vridh Seva Evam Swasthya’ portal has been developed for proper monitoring and management of data related to these health camps, which will soon be launched. The main objective of the portal is to ensure transparent monitoring of healthcare services being provided to elderly people across the state.

‘Sanjeevani Yog’ programme for OPD and IPD Patients

Ms. Arti Singh Rao said that to make healthcare services stronger, preventive and holistic, the Health Department is launching a special programme called ‘Sanjeevani Yog (SanYog)’. Under this programme, yoga sessions, pranayama and guidance on healthy lifestyle practices will be provided by AYUSH doctors and yoga assistants to patients and their attendants visiting OPDs and waiting areas of district hospitals, Community Health Centres (CHCs) and Primary Health Centres (PHCs).

The Health Minister said that patients admitted to IPD wards will also be provided special yoga therapy and lifestyle counselling on the advice of concerned medical officers and doctors.

She said that all preparations for the implementation of this initiative have been completed and the official launch of the ‘Vridh Seva Evam Swasthya’ portal and ‘Sanjeevani Yog (SanYog)’ programme will be held soon.

The Health Minister reiterated that this unique combination of yoga, pranayama and modern medicine will prove to be a milestone in making Haryana a healthy and disease-free state.

Haryana Chief Secretary Sh. Anurag Rastogi reviewed the progress of the National Manuscript Survey and directed departments to further accelerate outreach and documentation efforts across the state.

During the review meeting, the Chief Secretary assessed the ongoing implementation of the survey across districts and emphasized the need for coordinated efforts among government departments, educational institutions and district administrations to ensure comprehensive documentation of valuable manuscripts available across Haryana.

Rastogi stressed that preservation of manuscripts is not merely an archival exercise but an important initiative aimed at safeguarding centuries-old knowledge, traditions and cultural values for future generations. He underlined that such efforts would help preserve India's rich intellectual heritage and strengthen its accessibility for researchers and scholars.

The review highlighted that the Department of Archives, Haryana, has been designated as the State Nodal Department for implementation of the National Manuscript Survey, while a State-Level Standing Committee under the chairmanship of the Chief Secretary has been constituted for effective monitoring and execution of the initiative. District-level committees and nodal officers have also been appointed across the state to facilitate smooth implementation of the survey process.

Commissioner & Secretary, Archives Department, Dr. Saket Kumar informed that continuous monitoring and district-level coordination are being undertaken to ensure timely progress of the survey. The initiative is expected to create a comprehensive digital repository that will significantly contribute towards preserving India's knowledge systems and making them accessible to scholars, researchers and future generations worldwide.

Among the districts, Kurukshetra emerged as the top-performing district with 15,818 manuscripts uploaded on the Gyan Bharatam portal so far. The Chief Secretary commended the district administration for its exemplary performance and urged other districts to intensify their efforts to accelerate the survey and documentation process across the state.

The Chief Secretary also reviewed awareness initiatives undertaken by the Department of Archives, including print and social media campaigns aimed at encouraging public participation in identifying and documenting manuscript collections across Haryana.

The Gyan Bharatam Mission, launched by the Ministry of Culture, Government of India, aims to survey, document, conserve, digitize and disseminate India's manuscript heritage through collaboration with academic institutions, museums, libraries and private collectors.

Drinking water supply system is being continuously monitored across the state

Chandigarh, May 25– Haryana Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, the state government is working with transparency, accountability and public welfare as its top priorities. He said that ensuring a smooth drinking water supply to the people during the intense summer season is among the government’s highest priorities.

He said that the Public Health Engineering Department is continuously monitoring the drinking water supply system across the state. Officials have been directed to ensure the quick resolution of water-related complaints and make sure that no area faces a drinking water shortage. Water is also being supplied through additional tankers in areas where needed.

Sh. Ranbir Gangwa said that the government’s aim is to provide basic facilities to people in a timely and transparent manner. The department is also continuously working towards water conservation, strengthening the pipeline system and improving the drainage system.

He said that the Public Works Department is also carrying out large-scale development works across the state to strengthen the road network. Continuous efforts are being made towards the construction of new roads, the strengthening of old roads and improving traffic facilities so that people can get safe and smooth transportation facilities.

The Public Works and Public Health Engineering Minister said that the Haryana Government is continuously working with commitment for the development of the state and the welfare of the people.

Haryana Intensifies Clean Air Action Plan; Major Push for EV Buses, Pollution Monitoring and Sustainable Infrastructure

Chief Secretary Anurag Rastogi outlines comprehensive strategy to strengthen environmental management across NCR districts

Chandigarh, May 25: Haryana has adopted a comprehensive and technology-driven approach to tackle air pollution, with a strong focus on sustainable mobility, enhanced environmental monitoring and improved urban infrastructure. As part of its strategy, the state plans substantial augmentation of Continuous Ambient Air Quality Monitoring Stations (CAAQMS), with all identified gaps targeted to be addressed by September 2026.

Sharing details after participating in a high-level review meeting on air pollution mitigation measures in the NCR region chaired by Advisor to Prime Minister Sh. Tarun Kapoor, Haryana Chief Secretary Sh. Anurag Rastogi said the state is moving ahead with a well-defined action plan focused on reducing emissions and improving environmental quality across major urban centers.

Sh. Rastogi said Haryana is undertaking a major transition toward eco-friendly public transport, with a target to deploy 925 electric buses across major NCR cities during 2026. Purchase orders for 575 electric buses have already been secured, while procurement for the remaining fleet is being expedited through the High-Powered Purchase Committee.

Cities including Gurugram, Faridabad, Panipat, Karnal and Rohtak are expected to witness a major expansion in electric public transport infrastructure, further strengthening Haryana’s commitment to sustainable urban mobility. Sonipat has already made significant progress in aligning its targeted electric bus fleet.

Complementing these initiatives, Haryana has successfully notified its Vehicle Aggregator Policy covering delivery service providers and e-commerce entities, along with the establishment of a dedicated web portal for streamlined onboarding and operational processes.

Under the state’s EV Policy, various incentives are being offered to encourage the adoption of environmentally friendly vehicles.

Strict Enforcement and Advanced Emission Monitoring

To strengthen vehicular emission control measures, Haryana is set to implement the “No PUCC, No Fuel” policy across all 2,780 fuel stations in NCR districts from October 1, 2026. A phased installation of Automatic Number Plate Recognition (ANPR) systems is underway to ensure full implementation before the deadline.

As part of enforcement efforts, action against End-of-Life (EoL) vehicles has also intensified. Many ageing vehicles have been impounded or scrapped between January and April 2026, while daily enforcement measures continue across the region. Moreover the transport department has taken the target of impounding 100 such end of life vehicles per day now onwards.

Industrial Compliance and Expanded Air Quality Network

Sh. Rastogi said Haryana has made significant progress in ensuring industrial compliance with environmental norms. Out of 1,349 air-polluting industries requiring Online Continuous Emission Monitoring Systems (OCEMS), 1,286 units have already been connected to the Central Pollution Control Board monitoring network.

Similarly, installation/retro fitment of Air Pollution Control Devices (APCD) is progressing steadily with a structured roadmap in place to achieve full compliance of the CAQM directions of stringent emission norms for the boiler and furnaces in the NCR area by September 2026. Action against polluting units in non-conforming industrial areas is also being carried out on a continuous basis. It has been directed to HSPCB to do a fresh survey in this regard and identify all the illegally operating units in the non-conforming areas within 30 days.

To strengthen data-based decision making, Haryana is rapidly expanding its ambient air quality monitoring network. Against the requirement of 45 CAAQMS stations, 22 are already operational, while work orders for the remaining stations are scheduled to be issued by June 15, 2026, with full operationalization targeted by September 30, 2026.

Modern Infrastructure and Smart Waste Management

Under the Commission for Air Quality Management (CAQM) framework, Haryana is undertaking a large-scale road redevelopment initiative covering 1,164.31 kilometers during 2026 with an investment of over Rs 2,953 crore. Administrative approvals and work orders for a substantial portion of the project have already been issued.

The state has also strengthened waste management systems through GPS-enabled tracking of Construction and Demolition (C&D) waste transportation and geo-tagging of waste collection and processing facilities.

It has been directed to all the intervening departments to expedite all the works related to reduce and mitigate air pollution and ensure works get done on time and try to advance such dates of completion before the winter inclement weather conditions.

Student interest in technical institutions increases in session 2025-26

Chandigarh, May 25 – Haryana Education Minister, Sh. Mahipal Dhanda said that providing maximum employment opportunities to youth is the main objective of the State Government, and efforts are being made in this direction. He directed officers to ensure 100 percent placement for students receiving technical education by organising more ‘Rojgar Mela’ across the state, so that youth can get jobs according to their qualifications.

The Education Minister was chairing a review meeting with senior officers of Polytechnic Education at the office of the Haryana State Board of Technical Education in Panchkula today.

Orders issued to improve infrastructure and equipment in institutions

During the meeting, the Education Minister directed officers to further improve facilities for students in all government institutions, community institutions and engineering colleges. He asked officers to ensure better hostel facilities, clean toilets and proper drinking water arrangements. He also directed that modern equipment should be provided in college laboratories so that students can gain practical knowledge effectively. He said no compromise would be tolerated in infrastructure and technical resources.

Increased trust in technical education, admissions rise significantly

During the meeting officers informed the Minister that student interest in technical institutions in Haryana has increased significantly during the academic session 2025-26. A major rise has been recorded in admissions to technical courses such as Diploma Pharmacy, B.E. and B.Tech. Admissions in government institutions and university departments have also increased rapidly.

Expressing happiness over this, the Education Minister said that the increase reflects the growing trust of people in the quality and reliability of technical education in the state.

It was informed during the meeting that large-scale Rojgar mela and placement drives were organised in various government polytechnic institutes during the academic session 2025-26. As a result, 4,650 students received direct campus placements, while 1,142 youth secured jobs in reputed companies through Rojgar Mela.

Apart from this, under the Model Online Transfer Policy (MOTP), data of nine different cadres, including Lecturer and Programmer in Computer Engineering, Lecturer in Electronics Engineering and Lecturer in Civil Engineering, has been fully updated to promote administrative transparency. The Education Minister directed officers to continue working with the same transparency and speed in future as well.

Haryana Government Revises Bakrid Holiday, Declares May 28 as Gazetted Holiday

Chandigarh, May 25: The Haryana Government has issued a revised notification changing the date of the gazetted holiday declared on the occasion of Id-ul-Zuha (Bakrid). As per the notification issued by Haryana Chief Secretary Sh. Anurag Rastogi, Thursday, May 28, 2026, will now be observed as a gazetted holiday across all government departments, boards, corporations, educational institutions and other establishments under the Haryana Government.

Earlier, the holiday had been notified for Wednesday, May 27, 2026. However, through the revised notification, the date has now been changed in view of the observance of the Id-ul-Zuha (Bakrid) festival.

The government has further stated that the gazetted holiday on May 28, 2026 will also be observed under the provisions of Section 25 of the Negotiable Instruments Act, 1881, making it applicable for institutions covered under the Act as well.

Haryana Extends ₹3 Lakh Compassionate Financial Assistance to Families of Part-Time Employees

Decision to benefit families of deceased workers engaged on part-time basis in government departments and public undertakings

Chandigarh May 25- The Haryana Government has expanded the scope of its compassionate financial assistance scheme by extending a one-time financial aid of ₹3 lakh to the families of deceased part-time workers employed in government departments, boards, corporations and public sector undertakings.

According to instructions issued by the Chief Secretary Sh. Anurag Rastogi, the benefit was earlier available only to employees working on adhoc, daily wage and contract basis. The government has now decided to include part-time employees under the scheme as well.The communication has been sent to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, Sub Divisional Officers (Civil), universities and various boards and corporations across the state for strict compliance.

This move reflects the state government’s effort to provide social security and financial support to economically vulnerable families facing sudden loss of earning members.The Chief Secretary has directed all concerned authorities to ensure implementation of the revised instructions in “letter and spirit.”

Haryana Unveils Comprehensive Reservation Framework for Ex-Servicemen and Families; Decades-Old Rules Replaced

Chandigarh May 25- The Haryana Government has issued revised and consolidated instructions governing reservation for ex-servicemen and their spouses, widows and children in direct recruitment to government services.

The instructions have been circulated to all Administrative Secretaries, Heads of Departments, Boards and Corporations, Divisional Commissioners, Deputy Commissioners and universities in the state for strict implementation. The revised policy seeks to remove ambiguities that had led to varying interpretations during recruitment processes in the past and establish a common framework for all departments and institutions.

The revised policy provides a broader and more comprehensive definition of ex-servicemen to remove uncertainty regarding eligibility. The government has clarified that only Haryana domicile candidates will qualify under the category.

The definition now covers personnel serving in the Regular Army, Navy and Air Force who retired after earning pension, those released on medical grounds due to military service-related disability, individuals discharged because of reduction in establishment and personnel completing specific periods of engagement. The revised framework also includes Territorial Army pensioners, Army Postal Service personnel, gallantry award winners, medically boarded-out recruits and Short Service Commissioned Officers completing their initial terms of engagement.

The government has simultaneously imposed strict conditions by clarifying that personnel discharged because of dismissal, misconduct or inefficiency would not be entitled to reservation benefits and neither their spouses nor children would be eligible to claim benefits under the category.

The revised instructions also provide clarity for serving military personnel planning to move into civilian employment. According to the policy, Armed Forces personnel can apply for civil posts if they are likely to complete their prescribed military service within one year from the last date for submission of applications. Such candidates would be required to submit prescribed certificates and formal undertakings confirming their eligibility and release from service before appointment.

One of the most significant provisions in the revised instructions is the strengthening of the "single benefit principle." According to the government, once an ex-serviceman secures regular employment in any department, board, corporation, university, cooperative bank or institution under the Haryana Government or Government of India by availing reservation benefits, the individual along with his or her spouse, son and daughter would no longer be eligible to claim reservation for any future appointment. However, age relaxation for seeking a higher position in future recruitment processes would continue.

The government has also clarified that if an ex-serviceman or family member had applied for multiple vacancies before securing their first regular government job, reservation benefits may still be availed in one subsequent recruitment process. However, this would be permitted only after submitting a self-declaration providing complete details of applications submitted prior to joining the initial civil employment.

To prevent duplication and ensure transparency, the Haryana Sainik and Ardh-Sainik Welfare Department has been assigned responsibility for maintaining records of all ex-servicemen and family members who secure regular employment through reservation benefits.

The policy also introduces flexibility for ex-servicemen who do not wish to seek re-employment in civil services. Under such circumstances, eligible ex-servicemen can submit a declaration permitting reservation benefits to be transferred to one family member, including a spouse, son or daughter. However, such benefits can be transferred only if the ex-serviceman has not already secured employment in any department, board, corporation or institution under the Haryana Government or Government of India.

The government has also separately addressed reservation provisions for families of battle casualty military personnel. The revised policy states that such families would be required to exercise a choice between receiving reservation benefits for up to two family members or obtaining compassionate appointment for one family member under the Veer Shaheed Samman Yojna, 2023..

The revised instructions further establish a clearly defined order of priority for recruiting agencies while preparing final selection lists under the ex-servicemen category. Under the policy, disabled ex-servicemen who are physically fit for the concerned posts would receive the highest priority for appointments. In cases where such candidates are unavailable, preference would be given to other eligible ex-servicemen, followed by eligible family members of disabled ex-servicemen and battle casualty military personnel. Thereafter, family members of other eligible ex-servicemen would be considered.

The government has also provided a detailed clarification on the definition of disabled ex-servicemen, specifying that only individuals whose disabilities are attributable to military service and supported by official certification from military authorities would qualify under the category.

The government has clarified that reservation benefits would be applicable right from the preliminary examination stage onwards. Recruiting agencies would be required to prepare separate merit lists for ex-servicemen and provide qualifying mark relaxation at every stage of the recruitment process.

The policy further clarifies that disabled ex-servicemen selected under the ex-servicemen category would be counted under ex-servicemen reservation as well as their respective vertical category but would not be adjusted against vacancies reserved for Persons with Benchmark Disabilities.
