Chandigarh, September 04 – Haryana Chief Electoral Officer Mr. Pankaj Aggarwal said that the notification for the Haryana Legislative Assembly general elections will be issued on September 5, 2024, and the nomination process will begin on the same day.

The Chief Electoral Officer said that candidates can submit their nomination papers until September 12, 2024. The nomination papers will be scrutinised on September 13, 2024, and candidates may withdraw their nominations until September 16, 2024. Voting will take place on October 5, 2024, with the vote counting scheduled for October 8, 2024.

He informed that during the nomination process, candidates are permitted to bring a maximum of four people to the office of the Returning Officer (RO) or Assistant Returning Officer (ARO). In addition, no more than three vehicles are allowed within 100 meters of the RO/ARO office. Mr. Pankaj Aggarwal also stated that candidates can submit their nomination papers at the office of the concerned RO/ARO between 11 am and 3 pm.

He said that the Returning Officer (RO) and Assistant Returning Officer (ARO) should display nomination-related information on notice boards in their offices and other government offices frequented by the public on the morning of September 5th.

Nomination can be submitted in online and offline mode

Mr. Pankaj Agarwal informed that the Election Commission has provided candidates with the option to file nominations both online and offline. Candidates opting for online submission must create an account at https://suvidha.eci.gov.in, complete the nomination form, deposit the security amount, and select a time to submit the nomination to the Returning Officer. He added that candidates who file their nomination online must print the completed form, have it notarized, and submit it in person to the Returning Officer along with the required documents.

Maximum limit of election expenditure is Rs 40 lakh

He stated that the maximum limit for election expenditure by candidates in an assembly constituency is Rs 40 lakh. Any election expenditure exceeding Rs 10,000, whether by candidates or political parties, must be made via crossed account payee cheque, draft, RTGS/NEFT, or any other electronic mode linked to the candidate's bank account designated for election purposes.

At the time of nomination, the candidate will have to deposit Rs 10,000 as security deposit

Mr. Pankaj Agarwal stated that according to Election Commission guidelines, candidates must deposit a security amount of Rs 10,000 at the time of nomination for the Vidhan Sabha election. Candidates from Scheduled Castes, however, are required to deposit half of this amount, i.e., Rs 5,000, regardless of whether they are contesting from a general or reserved constituency.

Candidates will have to fill all the columns of the affidavit of the nomination paper

The Chief Electoral Officer stated that candidates must complete all columns in the affidavit submitted with their nomination papers. If any column is left blank, the Returning Officer will issue a notice to the candidate, requiring them to file a revised affidavit with all columns duly filled. Failure to submit a complete affidavit even after receiving such a notice may result in the rejection of the nomination paper by the Election Officer during the scrutiny process.

He said that the preparations related to the nomination process have been reviewed with all the District Election Officers and according to the District Election Officers, all the preparations related to the nomination have been completed.

Complaints Related to Violation of the Model Code of Conduct to be Resolved within 100 Minutes

Chandigarh, September 4 - Haryana Chief Electoral Officer, Sh. Pankaj Agarwal, informed that complaints related to the violation of the Model Code of Conduct are being resolved within 100 minutes on the C-Vigil app. This app allows users to upload audio, video, and photos as evidence.

He further mentioned that due to the awareness of citizens, a total of 3,239 complaints have been received in Haryana from August 16 to September 4, out of which 2,957 have been found valid. Providing district-wise details, he stated that 103 complaints were received from Ambala district, 24 from Bhiwani, 418 from Faridabad, 8 from Fatehabad, 209 from Gurgaon, 84 from Hisar, 15 from Jhajjar, 30 from Jind, 81 from Kaithal, 7 from Karnal, 43 from Kurukshetra, 3 from Mahendragarh, 7 from Mewat, 35 from Palwal, 80 from Panchkula, 10 from Panipat, 31 from Rewari, 207 from Rohtak, 1,615 from Sirsa, 81 from Sonipat, and 148 from Yamunanagar. Out of the total complaints, 2,957 were found valid by the Returning Officers and Assistant Returning Officers, and appropriate actions were taken according as per the rules.

Haryana Chief Electoral Officer stated that any individual or political party can file a complaint related to the violation of the Model Code of Conduct on this app. Complaints can be registered on the app at any time during the election process. Election officers are closely monitoring election activities through the C-Vigil app, and preventive actions are being taken wherever violations of the Model Code of Conduct are observed. He added that officers associated with elections can view complaints related to model code of conduct and election expenditure directly on their mobile through C-Vigil app.
