Chief Minister holds pre-budget consultation meeting with representatives of textile industry in Panipat
Suggestions given by entrepreneurs will be included in the upcoming budget– Chief Minister

Chandigarh, January 30- Haryana Chief Minister, Sh. Nayab Singh Saini held a pre-budget consultation meeting with representatives of the textile industry in Panipat on Thursday for the 2025–26 budget. Industries and Commerce Minister, Rao Narbir Singh also remained present during the meeting.
The Chief Minister said that the suggestions received from the textile industry would be considered for inclusion in the upcoming budget to ensure that industries fully benefit from the state government’s policies and generate maximum employment opportunities.
The Chief Minister encouraged entrepreneurs to submit their suggestions either through the government’s dedicated portal or in writing. These suggestions will help formulate new policies in the budget to strengthen the state’s social and economic infrastructure, he said.
Sh. Nayab Singh Saini further said that the state government has formulated a policy to make the textile sector self-reliant. Continuous efforts are being made to promote small industries. He said that under the leadership of Prime Minister, Sh. Narendra Modi, both the Central and Haryana governments are working towards promoting self-employment. The government's objective is to ensure a significant contribution from the industrial sector in the nation’s development, he said.
Over 9,000 suggestions received for the budget so far
The Chief Minister said that to realize the vision of an inclusive budget, the state government is inviting suggestions from various sections of society so that the best ideas can be incorporated into the state budget. He said that, for the first time, the state government has introduced a system allowing any citizen to submit budget-related suggestions online from the comfort of their home. A dedicated portal has been developed for this purpose. So far, 9,000 suggestions have been received through pre-budget consultations held with representatives from various sectors across the state, said Sh. Nayab Singh Saini.
He said that the objective of holding pre-budget consultation meetings is to formulate policies that ensure the welfare and economic upliftment of every section of society.
The Chief Minister expressed confidence that the suggestions provided by various entrepreneurs in Panipat today would play a crucial role in strengthening and empowering the state through the upcoming budget.
Notably, around 15 representatives from different industry organizations participated in this discussion and shared their suggestions with the Chief Minister.
MLA, Sh. Parmod Vij, Additional Chief Secretary, Town and Country Planning Department, Sh. A.K. Singh, Director General, Swarna Jayanti Haryana Institute for Fiscal Management, Sh. Chandigarh, January 30- Haryana Chief Minister, Sh. Nayab Singh Saini, on Thursday, launched the registration process for Half Marathon-2.0, scheduled to be held on March 9 in Faridabad. To kick off the event, the Chief Minister personally registered online and encouraged residents of the district to participate enthusiastically in this grand event.
The event was also attended by Industries and Commerce Minister Rao Narbir Singh, Revenue and Urban Local Bodies Minister Sh. Vipul Goel, Minister of State for Food, Civil Supplies and Consumer Affairs Sh. Rajesh Nagar, Minister of State for Sports Sh. Gaurav Gautam, Chief Principal Secretary to the Chief Minister Sh. Chief Minister Sh. Nayab Singh Saini stated that under the Haryana Uday Outreach Program, the message of a Drug-Free Haryana is being spread to the people of the state through marathons held across Haryana. To inspire the youth to move forward with renewed energy and a positive attitude, the Haryana Government is encouraging people to stay away from social evils by organizing awareness campaigns through initiatives like Rahgiri and marathons. He called on the citizens of the state to actively participate in this noble cause and contribute to realizing the vision of a Drug-Free, Healthy, and Prosperous Haryana.
While congratulating the people of the district for the Faridabad Half Marathon-2.0, the Chief Minister highlighted that this event has become an annual tradition for the city. Chandigarh, January 30 - Haryana Chief Minister Sh. Nayab Singh Saini said that the upcoming state budget will prioritize the welfare of the people, ensuring full representation for all sections of society, including farmers, youth, women, and traders.
Sh. Saini made these remarks while interacting with the media after presiding over a meeting with industrialists and representatives from the textile industry in Panipat today.
In response to a question regarding former Delhi Chief Minister, Sh. Arvind Kejriwal’s statement, Haryana Chief Minister Sh. Nayab Singh Saini said that baseless propaganda should not be spread for political gain. He accused Kejriwal of insulting the people of Haryana and asserted that the people of Delhi will not be misled by him again. Sh Nayab Singh Saini further added that the situation in Delhi had become unimaginable, something Kejriwal himself is aware of. “The people of Delhi gave him two chances, but this time, they will not offer him another, as he failed to meet their expectations,” he stated.
The Chief Minister said that the Central Government had allocated Rs 8,500 crores to the Delhi Government for setting up Sewage Treatment Plants (STPs), but neither the STPs were established nor could the funds be accounted for. He pointed out that the streets of Delhi are flooded with water, clean drinking water is not available in households, and even the ponds remain neglected. There is a severe lack of water distribution. Instead of addressing these issues, Arvind Kejriwal is focusing more on rhetoric, the Chief Minister added.
Responding to a question about the civic elections in Haryana, the Chief Minister said that the party is fully prepared for the Mayor's election.

Chandigarh, January 30 - Haryana Chief Minister Sh. Nayab Singh Saini said new initiatives are being taken to encourage industrial institutions and promote investment for the economic progress of the state. Policies will be simplified on the basis of suggestions received in the pre-budget consultation meetings and he himself will review the issues related to the Haryana Enterprise Promotion Centre (HEPC) every three months.
The Chief Minister was chairing the sixth meeting of the pre-budget consultation with stakeholders related to the manufacturing sector for the financial year 2025-26 in Faridabad today. In the meeting, representatives of various organizations related to the manufacturing sector put forward their suggestions for the upcoming Budget. State Industry and Commerce Minister Sh. Rao Narbir Singh, Revenue and Disaster Management Minister Sh. Vipul Goel, Minister of State for Food and Civil Supplies Sh. Rajesh Nagar, Minister of State for Sports Sh. Gaurav Gautam, former minister and MLA Moolchand Sharma and others were present in the meeting.
Sh. Nayab Singh Saini listened carefully to the suggestions of the representatives who arrived in the pre-budget consultation meeting and also assured to consider the necessary issues in the upcoming Budget. He said in the Budget, meaningful efforts will be made to meet the current needs as well as long-term goals. The upcoming Budget is a reflection of our collective ambitions and priorities. For the preparations of the Budget, it is necessary that we communicate with all sections of society so that necessary positive efforts can be made to fulfill the needs and dreams of every citizen of Haryana, he said.
The Chief Minister said in the last few years, Haryana has made remarkable progress in various fields, including agriculture, industry, education, infrastructure and technology. Giving priority to constructive suggestions for strengthening rural economy, promoting industrial investment, empowering youth through skill development and social welfare, proper representation will be given in the upcoming Budget. To make the Budget inclusive, a meeting was held with representatives of different sectors and their suggestions were also taken. He also assured to sympathetically consider the suggestions put forward by the representatives regarding food processing, improving public transport, promoting facilities in industrial areas, promoting small industries, skill development, promoting MSMEs, ease of doing business and necessary reforms in industrial policy.

In the meeting, Chief Principal Secretary to the Chief Minister, Sh. Rajesh Khullar said the Chief Minister, who also holds the charge of the Finance Ministry, has taken a new initiative for the Budget this time. Along with state residents, other citizens can also give their suggestions online for the upcoming Budget of Haryana. He said the suggestions can be given by going to the sector and sub-sector category through the https://bamsharyana.nic.in portal. More than 8800 suggestions have been received through this portal so far.
*Successful programs made from suggestions received in consultation meetings*
Additional Chief Secretary of Finance, Industry and Commerce Department, Sh. Anurag Rastogi said more than 407 good suggestions have been received in the past through the pre-budget consultation meetings. On the basis of these suggestions, successful programs like Harhit Store, Drone Technology, STEM Lab and Super 30 were made. He said suggestions for the Budget can be given online on the portal till February 3.

*Haryana’s Rs. 3.14 Lakh Crore credit plan for 2025-26 unveiled*
*Banking sector to play a proactive role in achieving the credit targets: Chief Secretary*
Chandigarh, January 30- The National Bank for Agriculture and Rural Development (NABARD) has assessed a credit potential of Rs 3.14 lakh crore, reflecting an increase of 37.64% over the previous year under priority sector lending in Haryana for the year 2025-26. The credit potential under agriculture, MSME and other priority sectors, including education and renewable energy, has a share of 35.60%, 57.12% and 7.28%, respectively. NABARD’s State Focus Paper (SFP) was released by Haryana Chief Secretary Dr. Vivek Joshi here today during the State Credit Seminar 2025-26.
Speaking on the occasion, the Chief Secretary appreciated the efforts of NABARD to assess the credit potential under agriculture, MSME, export, education, renewable energy etc. of the state that align with the government’s vision for farmers’ welfare and rural development with emphasis on crop diversification, climate-resilient agriculture, shrimp farming and promoting vegetable clusters. He urged banks, government departments, NABARD, SLBC, academic institutions and all other stakeholders to synergize coordinated efforts for creating increased employment opportunities in rural areas.
He said the State Focus Paper shall act as a benchmark and guiding force for the activities to be undertaken in this year to strengthen the rural economy. “Haryana has always been at the forefront of agriculture, contributing significantly to India’s food security. Our farmers, with their relentless efforts, have made Haryana the ‘bread basket of India’. However, we must acknowledge the challenges posed by depleting groundwater, fragmented landholdings, growth of MSME sector and climate change, which require urgent and innovative solutions,” Dr. Joshi said.
To maintain the growth of crop loans, concerted efforts are needed to produce more from less land and more crop per drop by enhancing farm productivity, crop diversification, coverage of all eligible farmers through KCC, proper implementation of the expanded KCC scheme in letter and spirit, coverage of farmers under the PMFBY, organic farming, etc. Farmer Producer Organizations (FPOs) need to be encouraged for collectivization efforts and aggregation of produce. Integrated farming systems, with emphasis on greater diversification should be popularized. Dr. Joshi called for digitising the KCC process through an online portal as done by states like Madhya Pradesh and Tamil Nadu.
In order to bring transparency and efficiency in operations of PACS, the Central Government has launched a PACS computerization project in which NABARD is National Implementing Entity and in our state, 710 PACS are being covered under the scheme. Similarly, NABARD is also implementing the digitization project for Agriculture Rural Development Banks including HSCARDB and 19 DPCARDBs. Efforts are also being taken to take forward the M-PACS scheme of GoI, he said. The Chief Secretary also appreciated the RBI’s efforts fostering agricultural growth, rural development and financial inclusion in Haryana.
He said the Haryana Government is fully aligned with NABARD’s vision. “We have been actively implementing programs such as micro-irrigation schemes, financial literacy campaigns, and digital initiatives to enhance access to credit and markets. I urge the banking sector to play a proactive role in achieving the credit targets set for priority sectors and to ensure that underserved regions and communities are not left behind,” the Chief Secretary added.
Smt. Nivedita Tiwary, Chief General Manager, highlighted the consultative process to arrive at the credit potential of Rs 3.14 lakh crore of the state by assimilating the potential worked out in Potential Credit linked Plans for all 22 districts of Haryana. She appreciated the need for dovetailing the Credit Potential worked out for all 22 districts by NABARD with the District Credit Plan prepared by Lead Banks. She reiterated NABARD’s commitment towards addressing the pressing challenges faced by Haryana’s agricultural and rural sectors and promoting sustainable solutions that would benefit the farmers and villagers. Financial inclusion is central to developmental initiatives, especially the computerization of Primary Agricultural Cooperative Societies (PACS) and expansion of mobile ATMs and Business Correspondents (BCs) in rural areas, in order to enhance digital literacy and access to financial services, she said.
Later, the Chief Secretary also took a round of an exhibition organized by NABARD. Senior executives of RBI, banks, senior officers of state government and academic institutions of the state were also present on the occasion.

Make concrete plan to end water logging problem, Agriculture Minister tells officials*
Chandigarh, January 30 - Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana directed agriculture officers to make a concrete plan to resolve the problem of waterlogging and saline land in the state, and said there will be no shortage of budget for the benefit of farmers.
Sh. Rana was chairing a meeting of officials of the Agriculture and Farmers’ Welfare Department here today. On this occasion, he reviewed the steps being taken for the improvement of waterlogged and saline land. Additional Chief Secretary Sh. Raja Shekhar Vundru, Director Sh. Rajnarayan Kaushik and other senior officials were present in the meeting.
Addressing senior officials of the department from the field, the Agriculture Minister said these officials were in direct contact with the farmers, and in consultation with them, the officials should suggest alternative measures to resolve the problem of water logging and saline land as soon as possible. He told the officials that in the villages where panchayat land is affected by water logging, they need to encourage the farmers to rear prawns by making ponds there. This will not only help in using saline water but will also provide additional income to the panchayats. He instructed the officials to explore the possibility of a district-wise plan to improve the waterlogged land. He said in areas where the problem is more, efforts should be made to resolve the issue by draining out the water.
The minister was informed that 686 villages in 13 districts of the state are affected by water logging. He said 8 per cent of the agricultural land of the state, i.e. 9,82,731 acres of land is affected by water logging problem. At present, Sirsa and Gurugram districts have been made water logging -free, while Fatehabad district will be made so by the end of this year.
Officials said Sub Surface Drainage Technique and Vertical Drainage Technique are adopted to free the land from sediments and salts. Apart from these, under the biological drainage scheme, both the techniques are made effective by planting water-consuming trees like Safeda etc.

Chandigarh, January 30 - Haryana Health Minister, Kumari Arti Singh Rao announced that Haryana will be made a leprosy free state. To achieve this, an awareness campaign has been launched, which will run until February 13. She emphasized that people suffering from leprosy are provided with free treatment in the state.
A program was also held in village Kharak Mangoli, in Panchkula district, to mark Leprosy Awareness Day. During the event, three leprosy patients from the village were honored. Additionally, attendees took an oath to refrain from discriminating against individuals affected by leprosy.
Health Minister Kumari Arti Singh Rao, while making the people of the state aware on Leprosy Awareness Day, emphasized that leprosy is neither a curse nor a result of sins from past lives. Paying tribute to Mahatma Gandhi on this occasion, she highlighted that the Father of the Nation was deeply compassionate towards leprosy patients and advocated for their non-discrimination. She also noted that Gandhi was committed to the eradication of leprosy.
The Health Minister stated that leprosy is a simple disease caused by the Mycobacterium bacteria, primarily affecting the skin and nerves. It is one of the least contagious diseases, even less so than the common cold. Leprosy can affect people of any age, both men and women. If left untreated, it can spread from person to person and may lead to disability. However, timely treatment can prevent the disease's spread. A leprosy patient can lead a completely normal life if the disease is detected early. With early diagnosis, complete recovery is possible through multi-drug therapy. The Minister further said that leprosy is fully cured after 6 to 12 months of treatment. Over the past 10 years, 4,277 individuals affected by leprosy have completed their treatment and are now living normal lives with their families.
The Health Minister said that leprosy treatment is available free of cost at all government health centers across Haryana. He further highlighted that the state government has successfully eradicated smallpox and polio. He expressed confidence that, in the coming years, Haryana will also become a leprosy-free state.
She shared that Health Department workers conduct door-to-door surveys to quickly detect and identify suspected leprosy patients. He explained that symptoms such as light yellow marks on the skin and numbness in the palms or soles may indicate leprosy. He urged individuals experiencing these symptoms to seek care at the nearest health center, as delaying treatment can lead to disability. If anyone notices signs of leprosy in someone around them, they are encouraged to immediately take the person to the nearest health center. Additionally, if leprosy is confirmed in a suspected individual, the person who reports it is rewarded with Rs 250 by the government. The Minister also clarified that, currently, no one with leprosy is sent to leprosy colonies. Instead, affected individuals are able to live normal lives with their families.
Dr. Manish Bansal, Director General, Haryana Health Services Department, shared that currently, only 382 leprosy patients are being treated in Haryana, with most of them coming from neighboring states. He also mentioned that the Haryana government provides anti-leprosy medications free of cost at government hospitals, community health centers, and primary health centers across all districts.
In addition, leprosy patients are provided with "Micro Cellular Rubber Footwear," psychiatric medicines, scalp care items, crutches, self-care kits, and other necessary supplies free of cost, as per their individual requirements. Dr. Bansal also shared that there are 19 leprosy colonies across various districts in Haryana, where 567 individuals affected by leprosy, along with their families who have completed their treatment, currently reside. Four of these colonies are managed by the Hindu Kusht Nivaran Sangh, and one by the Red Cross Society, both of which receive government assistance. The remaining 14 colonies have been established by the leprosy patients themselves.

Chandigarh, January 30- Haryana Urban Local Bodies Minister, Sh. Vipul Goel said that no compromise will be tolerated with the quality of construction work.He directed to blacklist contractors compromising on quality work.
Sh. Vipul Goel said this while presiding over a meeting of municipal bodies officers from across the state in Chandigarh. Industries and Commerce Minister, Rao Narbir Singh also remained present in the meeting.
He said that the senior officers must visit the field at least once a week to ensure accurate reporting. This will prevent subordinate officers from misleading them and will also help in staying updated on all issues.
He said that ULB is a department whose efficiency is reviewed by the public everyday such as when people step out for morning walks and observe the sanitation conditions.
*Emphasis on Cleanliness of Cities and Towns*
Highlighting the importance of cleanliness Sh. Goel assured that there is no shortage of resources or Budget and said that no negligence will be tolerated in the matter. He further directed the officers for timely review of work in the district, he will also personally inspect in each district soon to assess the work being done, he added.
Sh. Vipul Goel directed officers to relocate the stray cattle to nearby gaushalas.Complete records of gaushalas are available online on the Gau Seva Aayog’s website, which provides information on the capacity of each gaushala.
The minister further stated that officers who perform well in relocating stray cattle in major cities and towns should be rewarded. At the same time, those who are negligent in their duties should be held accountable.
*Resolve sewer overflow issues*
Sh. Vipul Goel acknowledged that complaints about sewer overflows have been received from several major cities and directed officers to resolve these issues as quickly as possible. He said that there should be no complaints regarding sewerage or drinking water services anywhere in the state.
*Remove encroachments from department’s land*
He also directed officers to ensure that no unauthorized encroachments exist on department-owned land. Any such encroachment should be removed immediately, and the land records should be updated accordingly.
Commissioner and Secretary, Urban Local Bodies Department, Sh. Vikas Gupta and other senior officers of the department also remained present.
