Chandigarh, January 29- Haryana Chief Minister, Sh. Nayab Singh Saini has condemned former Delhi Chief Minister, Sh. Arvind Kejriwal for spreading fear among people for his political gains, calling his statement unfortunate and irresponsible. The Chief Minister has asked the former Delhi Chief Minister, Sh. Arvind Kejriwal to apologize to the people of Delhi and Haryana for his remarks.

On Wednesday, Sh. Nayab Singh Saini visited Point No. 4 of the Yamuna River near Dahisara village at the Delhi-Haryana border, performed prayers, and drank Yamuna's water to demonstrate its purity.

Arvind Kejriwal is playing petty politics with lies

The Chief Minister while responding to Kejriwal’s claim that the Haryana BJP government is sending poisoned water into the Yamuna, clarified that water samples taken by the Water Authority of India did not contain any toxic substances.

The Chief Minister accused Arvind Kejriwal of engaging in deceitful politics. He said that Kejriwal failed to fulfill the promises he made to Delhi’s citizens over the last 10 years. By falsely claiming that Yamuna’s water is toxic, Kejriwal is creating unnecessary fear and distress among people, which is highly unfortunate, said Sh. Nayab Singh Saini.

Sh. Nayab Singh Saini, citing the reports of the last four samples from the Pollution Control Board, said that Yamuna’s water was found to be completely clean at Haryana’s border before entering Delhi. Haryana is sending clean water to Delhi, but when it returns to Haryana via Palwal and Faridabad, its condition worsens significantly.

Sh. Nayab Singh Saini also raised concerns over the Rs. 8,500 crore allocated by the central government for water purification and sewage treatment in Delhi. He questioned where the money had gone, stating that Kejriwal failed to install proper treatment plants to release clean water into the Yamuna.

He further alleged that Delhi saw no development in the last 10 years, which is why streets remain waterlogged, and the sewage system is dysfunctional.

The Chief Minister recalled how 10 years ago, Kejriwal stood near the Yamuna and promised to clean the sacred river, but no action was taken. Now, the people of Delhi are eagerly waiting for the upcoming elections.

Arvind Kejriwal should apologize for his misleading statements

Sh. Nayab Singh Saini said that Kejriwal must apologize for his misleading statements. He accused Kejriwal of consistently blaming Haryana sometimes for stubble burning, sometimes for water pollution without any factual basis.

The test reports from Point No. 4 of the Yamuna River at Dahisara village, showing ammonia nitrogen levels to be Below the Detection Limit (BDL = 0.5) on January 28, 2025. The same results were recorded on January 16, 2025, December 17, 2024, and November 26, 2024.

CM inaugurates the International Saraswati Mahotsav at Adi Badri

Mahotsav to be celebrated from January 29 to February 2, 2025

CM inaugurates and lays the foundation stone of 29 development projects worth Rs. 54.71crore

Chandigarh, January 29- Haryana Chief Minister, Sh. Nayab Singh Saini inaugurated the International Saraswati Mahotsav-2025 at Adi Badri, Yamunanagar on wednesday. The Mahotsav will be held from January 29 to February 2, 2025.

On this occasion, the Chief Minister also inaugurated and laid the foundation stone of 29 development projects worth Rs. 54.71 crore. These include the inauguration of 15 projects worth Rs. 26.71 crore and the foundation stone for 14 projects worth approximately Rs. 28 crore.

While speaking on the occasion, Sh. Nayab Singh Saini said that the International Saraswati Mahotsav is being inaugurated at Adi Badri, the original place of the Saraswati River. The Mahotsav aims to draw global attention to India's rich civilization and preserve our culture and traditions for future generations.

He said that according to the Mahabharata, the Saraswati River originally emerged from Adi Badri, located below the Shivalik Hills. It once flowed through Haryana, Rajasthan, and Gujarat for approximately 1,600 kilometers before merging into the Arabian Sea. However, over time, the river disappeared.

Efforts to revive the Saraswati River

The Chief Minister said that recognising the importance of the Saraswati River, Prime Minister, Sh. Narendra Modi initiated the efforts to revive it by linking it with Narmada and Sabarmati rivers when he was the Chief Minister of Gujarat. Similarly, efforts are being made by the Haryana Government to revive Saraswati river by connecting rivers, constructing Saraswati Sarovars and reservoirs. Out of 633 archaeological sites mentioned along the Saraswati River’s path, 444 are in Haryana alone. The Survey of India and Haryana’s revenue records provide clear evidence of the river’s historical existence.Therefore our government has taken up the task to revive the river.

Sh. Nayab Singh Saini said that when the BJP government came to power in 2014, they took a major step toward restoring the river by establishing the Haryana Sarasvati Heritage Development Board in 2015. Scientific research has confirmed that traces of the Saraswati still exist in the Adi Badri and Ghaggar regions. Based on this research, a plan has been developed to bring the river back to the surface. As part of this initiative, 18 bridges have been built over the Saraswati River in Kurukshetra and Yamunanagar. Besides this, 111 heritage sites, including temples and river ghats, have been restored. A pipeline has also been laid to channel water from the Som River into the Saraswati Sarovar at Adi Badri.

Agreement with Himachal Pradesh for perennial flow of water in Saraswati river

The Chief Minister said that the Haryana government has signed an agreement with Himachal Pradesh to ensure a perennial flow of water in the Saraswati River. Under this agreement, a dam is being built on the Som River, along with the construction of the Som-Saraswati Barrage and a reservoir. Apart from this, efforts are also being made to channel rainwater into the river in the catchment area of Saraswati river. To protect the purity of the Saraswati river, 25 liquid waste management projects have been set up in Yamunanagar, Kurukshetra and Kaithal for sewage treatment.

On this occasion, Chief Minister, Sh. Nayab Singh Saini, Cabinet Ministers, Sh. Shyam Singh Rana and Sh. Krishan Kumar Bedi announced a grant of Rs 11 lakh each to Adi Badri Gaushala.

During the Mahotsav, the Chief Minister also planted saplings. Cultural programmes were presented by children and a painting competition on Maa Saraswati was organised.

Agriculture and Farmers Welfare Minister, Sh. Shyam Singh Rana, Social Justice, Empowerment, SCs & BCs Welfare and Antyodaya (SEWA) Minister, Sh. During this visit, Sh.Ranbir Gangwa announced Rs.10 lakh each for the construction of Dhanak and SC Chaupals in village Khokha, along with an assurance for the construction of a hall for the BC Chaupal. Additionally, he announced Rs.10 lakh each for General, SC, and BC Chaupals in village Kharkari and the establishment of an open gym. He assured that there would be no shortage of funds for development works.

The Cabinet Minister said that the present government has introduced welfare schemes for every section of society, including youth, women, and the underprivileged. He said that the BJP government, under the leadership of Chief Minister, Sh. Nayab Singh Saini, has taken significant steps for the welfare of the DSC community, benefiting people across all age groups.

Case filed against Kejriwal under Disaster Management Act- Vipul Goel

Haryana Government takes strong stand on Kejriwal’s statement about water supply

Chandigarh, January 29- Haryana Revenue and Disaster Management Minister, Sh.Vipul Goel said that the Haryana government has taken a strong cognizance of the statement of former Delhi Chief Minister Arvind Kejriwal regarding Delhi’s water supply. The Haryana government has filed a case against Kejriwal in the Sonipat court under the Disaster Management Act.

Revenue and Disaster Management Minister, Sh.Vipul Goel said this while interacting with the journalists here today.

Sh. Vipul Goel while calling Kejriwal’s statement absurd and misleading said that the Election Commission should take strict cognizance of such baseless statements. Kejriwal has done cheap politics by making such allegations on Haryana causing the state government to take legal action.

The Revenue and Disaster Management Minister said that the water supplied to Delhi is the same water consumed by the President, Prime Minister, and Union Ministers. He accused Kejriwal of spreading fear not only among Delhi’s people but also among Haryana’s citizens with his false claims.

He criticised the Delhi government for completely failing to clean the Yamuna River. He accused Kejriwal of making baseless allegations against Haryana just to save his political image before the elections. He emphasised that the people of Haryana consider the Yamuna sacred, and spreading false propaganda is both an insult to Haryana and an attempt to mislead the people of Delhi.

Sh.Vipul Goel said that Arvind Kejriwal claimed that he stopped so-called “poisonous water” from entering Delhi, but there is no evidence to support this claim. He said that Kejriwal has an old habit of covering up his failures by making false statements.

The minister further accused the Delhi government of failing to keep its promise of cleaning the Yamuna. He stated that out of 37 sewage treatment plants in Delhi, only 17 are operational, which reflects the inefficiency and negligence of the Delhi government. He said that this mismanagement is not only affecting the people of Delhi but also those living in Haryana’s Faridabad, Palwal, and Mewat districts.

In order to realize the dream of Prime Minister Sh. Narendra Modi, this ambitious scheme of the Central Government aims to provide financial assistance for affordable housing to urban poor and middle class families across the country in the next five years. In accordance with the vision of Chief Minister Sh. Nayab Singh Saini, Haryana has taken decisive steps to ensure the smooth implementation of PMAY-U 2.0.

Haryana Chief Secretary Dr. Vivek Joshi today chaired the 17th meeting of the State Level Sanctioning and Monitoring Committee (SLSMC) for Pradhan Mantri Awas Yojana-Urban (PMAY-U) and the first meeting of the SLSMC for Pradhan Mantri Awas Yojana-Urban 2.0 (PMAY-U 2.0).

Dr. Joshi emphasized the need to eliminate loopholes in fund distribution and directed officials to implement an OTP-based verification system to prevent financial mismanagement. He also called for a detailed sample survey to assess the genuineness of beneficiaries and ensure that banks should disburse loans in a hassle-free manner. "The benefits of this scheme must reach the poor without leakage," the Chief Secretary asserted, underscoring the importance of strict monitoring and accountability in the implementation process.

The Chief Secretary stressed the need for a wide public awareness campaign through print and electronic media, display of flex banners/hoardings at prominent places, distribution of leaflets/handbills in major slums and colonies, and advertisements on YouTube, Instagram, Facebook, X, etc.

The meeting was informed that 15,256 applicants have been allotted one marla plots for constructing pucca houses under the Mukhya Mantri Shehri Awas Yojana and financial assistance under Beneficiary Led Construction (BLC) vertical of PMAY-U 2.0 will be provided to these 15,256 beneficiaries.

PMAY-U 2.0 offers a multi-pronged approach to addressing the housing deficit, encompassing construction and purchase options. The scheme caters to Economically Weaker Sections (EWS), Lower Income Groups (LIG), and Middle Income Groups (MIG) residing in urban areas. A beneficiary family, defined as husband, wife, unmarried sons, and/or unmarried daughters, must not own a pucca house (a permanent dwelling unit) anywhere in India to be eligible under the scheme. PMAY-U 2.0 offers affordable housing opportunities to EWS families (annual income up to ₹3 lakh), LIG families (₹3 lakh to ₹6 lakh) and MIG families (₹6 lakh to ₹9 lakh). The scheme prioritizes vulnerable groups, including widows, single women, persons with disabilities, senior citizens, transgenders, individuals from Scheduled Castes/Scheduled Tribes, and other vulnerable sections such as street vendors and construction workers.

The scheme’s scope extends to all statutory towns as per the 2011 Census and subsequently notified towns, including designated planning areas. PMAY-U 2.0 supports the construction of houses with a minimum carpet area of 30 square meters, offering flexibility to States/UTs to increase this up to 45 square meters, while maintaining the central government’s financial assistance levels. The scheme will be delivered through four distinct verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and the Interest Subsidy Scheme (ISS).

The Department of Housing For All has been designated as the State Level Nodal Agency, streamlining the administrative process. Crucially, the state has established the State Level Appraisal Committee (SLAC) and the State Level Sanctioning and Monitoring Committee (SLSMC) to oversee project approvals and implementation. A Memorandum of Agreement (MoA) has been signed with the Ministry of Housing and Urban Affairs, solidifying the state’s commitment to the scheme. Monitoring will be conducted at three levels—city, state, and central—through dedicated committees such as the Central Sanctioning and Monitoring Committee (CSMC).

Further, while reviewing the progress of Pradhan Mantri Awas Yojana-Urban, the Chief Secretary was informed that the DPRs of 80 ULBs having 68,016 beneficiaries have been accepted by the GoI. 20,016 houses have been constructed under the scheme while work is underway for the construction of 12,513 houses and a total fund of Rs 622.67 crore has already been disbursed among the beneficiaries. Further, Letters of Intent have been issued to 34,598 beneficiaries of BLC vertical. Home loan of Rs 8459.91 crore has been sanctioned to 44,722 beneficiaries and interest subsidy of Rs 989.36 crore has been disbursed under Credit Linked Subsidy Scheme.

The Haryana Right to Service Commission has imposed a fine of Rs. 5,000 on Commercial Assistant (CA) Devi Lal and Rs. 3,000 on former Sub-Divisional Officer (SDO) Dharambir Singh

Chandigarh, January 29 – The Haryana Right to Service Commission has imposed a fine of Rs. 5,000 on Commercial Assistant (CA) Devi Lal and Rs. 3,000 on former Sub-Divisional Officer (SDO) Dharambir Singh, both of whom were employed at Dakshin Haryana Bijli Vitran Nigam (DHBVN) in Tohana, Fatehabad. The fine was levied after the two officials failed to provide the applicant with the notified service within the prescribed time and mishandled the appeal without taking appropriate action.

An official spokesperson shared details about the case, explaining that Sunil Kumar, the Principal of Girls Senior Secondary School, Kanheri, Fatehabad, had lodged a complaint on May 29, 2024, regarding a correction in his NDS category electricity bill. However, CA Devi Lal closed the case the very next day without conducting any proper investigation.

The spokesperson further clarified that the matter was escalated to the First Grievance Redressal Authority (FGRA) and Second Grievance Redressal Authority (SGRA), but no resolution was achieved. Subsequently, the complainant filed a self-appeal with the Commission on December 25, 2024. Sunil Kumar informed the Commission that a net meter had been installed on February 25, 2021, but he had not received an electricity bill for two years and eight months, until October 2023. In November and December 2023, he received bills which were paid, but in January 2024, he was issued an unusually high bill, prompting him to lodge a complaint.

After a thorough review of the facts, the Commission determined that CA Devi Lal was at fault for prematurely closing the complaint without proper consideration. Similarly, former SDO Dharambir Singh was found guilty of neglecting to take appropriate action to resolve the issue on June 20, 2024. His justification—stating that billing had not occurred from August 2021 to June 2023 due to data migration from Hartron to the R-APDRP system—was deemed unacceptable.

Exercising its powers under Section 17(1)(H) of the Haryana Right to Service Act, the Commission imposed a fine of Rs. 5,000 on CA Devi Lal and Rs. 3,000 on former SDO Dharambir Singh. Additionally, the Commission has directed the current XEN, Krishna Kumar, to issue a revised bill within one week and submit a report to the Commission by January 31, 2025.
