Chandigarh, March 7 – On the first day of the Budget session of the Haryana Vidhan Sabha which commenced here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who expired between the period from the end of the previous session and the beginning of this session.

Chief Minister Sh. Nayab Singh Saini, who is also the Leader of the House, paid tributes and read out the obituary resolutions. These include Sh. Manmohan Singh, former Prime Minister of India, Chaudhary Om Parkash Chautala, former Chief Minister of Haryana, Sh. Satpal Sangwan, former Minister of Haryana, Dr. Kirpa Ram Punia, former Minister of Haryana, Sh. Surinder Singh Aujla, Chaudhary Karam Singh, Sh. Hem Raj, all former Members of Haryana Legislative Assembly, and Sardar Baaj Singh, Freedom Fighter.

Vidhan Sabha Speaker, Sh. Harvinder Kalyan also read the obituary resolutions and paid tributes to the departed souls. Sh. Bhupinder Singh Hooda also read the obituary resolutions on behalf of his party. The House conveyed its heartfelt condolences to the members of the bereaved families.

The House expressed sorrow on the sad demise of Padma Vibhushan Dr. Manmohan Singh, former Prime Minister of India, who passed away on December 26, 2024. Dr. Manmohan Singh played a vital role in developing Economic Liberalization Policy during decade of 1990s, which had a significant impact on the economy of India. During his long, illustrious and highly distinguished parliamentary career, he served as the Chairperson of the Committee on Commerce and also as member of Committee on Finance, Rules Committee, Committee of Privileges and General Purposes Committee.

He is recognized worldwide as a distinguished scholar in the field of economics and public policy. He also held several significant positions, including Governor of the Reserve Bank of India and Deputy Chairperson of the Planning Commission. He was honoured with several prestigious awards including the Padma Vibhushan in 1987 and the 'Euro money Award' for the best Finance Minister in the year 1993. He will always be fondly remembered for his duty-bound, innate simplicity and humane nature other than being an economist of repute.

The House also expressed deep sense of sorrow on the sad demise of Chaudhary Om Parkash Chautala, former Chief Minister of Haryana, on December 20, 2024.

Ch. Om Parkash Chautala was born on January 1, 1935. Being brought up and educated in a rural atmosphere, he had closely seen and felt the problems of rural Haryana. The long and illustrious legislative career of Chaudhary Om Parkash Chautala began in the year 1970, when he first got elected to the Haryana Legislative Assembly. He was also elected to the Haryana Legislative Assembly in the years 1990, 1993, 1996, 2000, 2005 and 2009. He adorned the office of Chief Minister of Haryana five times from December 2, 1989 to May 23, 1990, July 12, 1990 to July 17, 1990, March 22, 1991 to April 5, 1991, July 24, 1999 to March 2, 2000 and March 2, 2000 to March 5, 2005. In his death, Haryana has lost an administrator of high calibre. The House conveyed its heartfelt condolences to the members of the bereaved family.

The House also expressed its deep sense of sorrow on the sad demise of Sh. Satpal Sangwan, former Minister of Haryana, on March 3, 2025. Sh. Satpal Sangwan was born on January 7, 1942. He was elected to the Haryana Legislative Assembly in the years 1996 and 2009. Не remained Minister during 2011-14 and held a number of important portfolios. He was a committed social worker.

The House also mourned the sad demise of Dr. Kirpa Ram Punia, former Minister of Haryana, on January 19, 2025. He was born on January 1, 1936. He was elected to the Haryana Legislative Assembly in 1987 and remained Minister during 1987-89. He held a number of important portfolios including Development & Panchayat, Social Welfare, Agriculture, Technical Education, Industries, Tourism and Mines & Geology during his tenure as, Minister in the State.

The House also gave a tearful farewell to 21 brave soldiers of Haryana who showed indomitable courage and made the supreme sacrifice while safeguarding the unity and integrity of the motherland. Bandaru Dattatraya while addressing the House on the first day of the Budget session of the state Vidhan Sabha on Friday reaffirmed the state government’s unwavering commitment to 'Viksit Haryana-Viksit Bharat' and urged all members of the House to work collectively towards the state’s holistic development.

Addressing the House, Sh. Bandaru Dattatraya said, every member must remember that no obstacle should hinder the fulfillment of the resolution of 'Viksit Haryana-Viksit Bharat.' He said that he is confident that every member will make the best use of every moment of time in this House and prioritize public welfare.

Sh. Bandaru Dattatraya highlighted that it is well-known that there is now a favourable environment for the nonstop development of the state. In the coming days, the entire state will be watching how this Haryana Vidhan Sabha makes decisions and formulates policies. It is the responsibility of every member to ensure that our state and its people derive the maximum benefit from this favourable time, said the Governor.

Sh. Chandigarh, March 7– Haryana Governor Sh Bandaru Dattatraya, in his address during the Budget session of the Vidhan Sabha, reiterated the Haryana government's strong commitment to enhancing the economic well-being of farmers, ensuring agricultural profitability, and supporting their welfare. He highlighted various initiatives aimed at directly benefiting farmers and ensuring their financial security.

Governor said that over the last nine seasons, a total of Rs. 1,25,000 crore has been transferred to the bank accounts of 12 lakh farmers for the purchase of crops at Minimum Support Price (MSP) through the e-Kharid portal. This initiative is aimed at facilitating the procurement process and providing direct financial relief to the farming community.

The Governor further emphasized the success of the 'PM Kisan Samman Nidhi' scheme, under which Rs. 6,563 crore has been disbursed to 20.24 lakh farmers in Haryana through 19 installments. This scheme has significantly helped farmers manage their smaller expenses. In addition, under the 'Pradhan Mantri Fasal Bima Yojana', claims worth Rs. 8,732.76 crore have been paid to 34.57 lakh farmers. Over the past decade, farmers have also received compensation of Rs. 4,872 crore from the government treasury.

The Governor also highlighted Haryana’s unique distinction as the only state in the country where all 24 crops are procured at MSP. In a significant policy move, the government has abolished the centuries-old practice of ‘Abiyana’, which had been in place since the British era.

Recognizing the challenges posed by the delayed monsoon last year, Governor Sh Bandaru Dattatraya pointed out that the government has granted a bonus of Rs. 1,345 crore to farmers, offering Rs. 2,000 per acre to provide relief during the sowing season of Kharif crops. This bonus marks the first-ever instance of such financial assistance being provided during sowing.

The Governor also shared the implementation of the Agricultural Land Lease Act, which was unanimously passed in the previous session of the Vidhan Sabha. This Act aims to address long-standing issues between landowners and farmers regarding land possession and compensation. Furthermore, farmer leaseholders who have been occupying Shamlat land for 20 years have now been granted ownership rights of that land.

Governor said that the state government is actively promoting the cultivation of fruits and vegetables as an alternative to traditional crops, focusing on horticulture. As part of this initiative, Prime Minister Sh. Narendra Modi laid the foundation stone of main campus of Maharana Pratap Horticulture University in Uchani, district Karnal, on December 9, 2024. This university will play a crucial role in advancing research and education based on future agricultural needs.

He said that the government is also promoting organic farming and has registered approximately 24,000 farmers on the 'Natural Farming Portal'. Currently, 9,910 farmers are practicing natural farming on 15,170 acres of land. Apart from this, the Bhavantar Bharpai Yojana is being implemented to protect horticultural farmers from market price fluctuations. The 'Mukhyamantri Bagwani Bima Yojana' covers 46 horticultural crops, offering compensation of Rs. 30,000 per acre for vegetable and spice crops, and upto Rs. 40,000 per acre for fruit crops.

Under the 'Mera Pani-Meri Virasat' scheme, the government has provided financial assistance of Rs. 7,000 per acre to farmers for sowing alternative crops instead of paddy. To date, financial assistance amounting to Rs. 147.50 crore has been provided to 1,28,605 farmers under this scheme.

Chandigarh, March 7 – Haryana Governor Sh. Bandaru Dattatraya today highlighted the state's efforts to secure a consistent water supply for its residents through the construction of key dams on the upper reaches of the Yamuna River.

Speaking during the first day of Budget session of the Vidhan Sabha, the Governor said that State government is actively working on the construction of the Renuka, Kishau, and Lakhwar Vyasi dams, which are being constructed to ensure a consistent water flow from the Yamuna and its tributaries, Giri and Tons. Once completed, these dams will supply 47.81% of the total stored water to Haryana, significantly enhancing the state's water security.

In his address, the Governor also said that a Memorandum of Understanding (MoU) has been signed with the Government of Himachal Pradesh for the construction of the Adi Badri Dam. The dam, being built by the Himachal Pradesh government, is expected to be completed by June 2027 and will further augment water availability for Haryana.

Governor Sh Bandaru Dattatraya reiterated the state's commitment to securing its legitimate share of water from the Ravi-Beas rivers and completing the long-pending Sutlej-Yamuna Link Canal project. He said that the Haryana government is continuously advocating for its water rights in this matter.

He said that Haryana Pond and Waste Water Management Authority has been established with the objective of renovating and rejuvenating ponds across the state, as well as managing and treating contaminated water. Under the Amrit Sarovar Mission, a total of 2,215 ponds have already been successfully renovated, contributing to the state’s water conservation and management efforts.

Chandigarh, March 7 – Haryana has become the first state in the country to implement a comprehensive crèche policy aimed at ensuring the well-being of children and enhancing the economic empowerment of women. Currently, 572 Anganwadi cum crèches and 273 stand alone crèches are functional across the state.

This was stated by Haryana Governor Sh. Bandaru Dattatraya in his address to the first day of Budget session of the Haryana Vidhan Sabha here today. He said that the state’s initiatives are driven by the vision of Prime Minister Sh. Narendra Modi and are aimed at uplifting women and children through multiple welfare schemes.

The Governor further shared that the empowerment of women is a top priority for the state government. Haryana is committed to making women self-reliant, with the goal of enabling 5 lakh women in the state to become 'Lakhpati Didi'. Already, 2 lakh women have achieved this milestone. In furtherance of the vision under 'Namo Drone Didi,' a target has been set to provide drone pilot training to 5,000 women in the state. So far, 100 women have been successfully trained to operate drones, and they have been provided with drones worth up to Rs. 8 lakh free of cost.

Highlighting the government’s dedication to women’s welfare, the Governor mentioned the launch of the 'Bima Sakhi Yojana' by Prime Minister Sh Narendra Modi on December 9, 2024, from Panipat. The scheme is aimed at economically empowering women across the nation. He said that the loan limit for women entrepreneurs under the 'Haryana Matri Shakti Udyamita Yojana' has been increased from Rs. 3 lakh to Rs. 5 lakh, effective from November 13, 2024.

Governor Dattatraya also highlighted several other initiatives that prioritize the health of women and children, including financial assistance for pregnant and lactating mothers under the 'Pradhan Mantri Matru Vandana Yojana', support under the Mukhyamantri Maternity Assistance Scheme, fortified milk distribution under the 'Mukhyamantri Dudh Uphaar' scheme, and free sanitary pads for adolescent girls and women from poor families under the 'Mahila and Kishori Samman Yojana'. Additionally, Mission Indradhanush continues to vaccinate pregnant women and children to prevent diseases.

He said that to ensure active participation of women in Panchayati Raj Institutions, they have been given 50 percent representation, starting from December 7, 2020. About 64,500 self-help groups are operational in the state. Now, 33 percent of ration depots in the state would be allocated to women, with 252 ration depots having already been allotted to them in the past four months.

Chandigarh, March 7 – Under a remarkable model to transparency and merit-based recruitment, Haryana Governor Sh. Bandaru Dattatraya said that over 1,75,000 youth have secured government jobs in the last 10 years on merit. This shift has ushered in a new era of transparency in government operations. In addition, services of approximately 1,20,000 contractual employees have been secured until their retirement.

The Governor made these statements during his address at the first day of Budget session of the Haryana Vidhan Sabha here today.

While highlighting the state's continued efforts to empower its youth through transparent and merit-based recruitment processes, he said that the state government has extended service security to guest faculty and guest instructors in the Technical Education Department, along with extension lecturers and guest professors in colleges.

A major step in the recruitment process has been the abolition of interviews for Group-C and Group-D recruitments, which has been in effect since December 13, 2018. This move is designed to eliminate bias and streamline the recruitment process, giving every youth in the state an equal opportunity based on merit.

Governor also highlighted the success of the 'Harhith' project, which has already signed contracts with 1,600 applicants from Haryana. Currently, 1,200 'Harhith' stores are operational across the state, providing enhanced self-employment opportunities to the youth, thereby contributing to the state's economic growth and youth empowerment.

National Education Policy-2020

Chandigarh, March 7 – Haryana Governor, Sh. Bandaru Dattatraya said that the National Education Policy-2020 is focussed on promoting qualitative, employment-driven, and research-based education in the state. This policy has been implemented across all universities and their affiliated colleges, starting from the academic session 2024-25.

Addressing the first day of Budget session of the Haryana Vidhan Sabha here today, the Governor said that tuition fees for female students at the undergraduate level will be waived in all government and government-aided colleges. In addition, tuition fees for postgraduate female students is being waived if their family’s annual income is less than Rs. 1,80,000.

The Governor also highlighted the implementation of the ‘PM Vidyalakshmi Yojana,’ a financial assistance program for meritorious students. Under this scheme, students enrolling in top-tier higher education institutions are provided loans by banks for the full amount of their tuition fees and other course-related expenses, without the need for mortgage or guarantee.

Furthermore, he mentioned that a total of 250 PM Shri Vidyalayas have been established across the state under the PM Shri Vidyalaya Yojana. Starting this financial year, a cash incentive of Rs. 1,11,000 per student has been introduced for Scheduled Caste students who achieve 90% or more marks in the 12th class. To date, cash incentives amounting to Rs. 7.81 crore have been distributed to 704 students.

Under the ‘Super-100’ programme, launched in 2018, meritorious students from government schools are provided admission to coaching centers for competitive exams such as IIT, JEE, NEET, and others. So far, 190 students have qualified for IIT Advance, and 333 students have qualified for NEET under this initiative.

Sharing the state's sports achievements, the Governor stated that the youth of Haryana have brought immense pride to both the state and the nation through their exceptional performance in sports on the global stage. On January 17, 2025, 11 of our talented players were honoured by the President, Smt. Droupadi Murmu. Similarly, out of the 6 medals won by the country in the Paris Olympics 2024, 5 medals were secured by players from Haryana. Similarly, out of 29 medals won in the Paris Paralympics 2024, eight medals were bagged by Haryana’s athletes. I wholeheartedly congratulate the players, their families, and coaches for these remarkable achievements. He said that Haryana government provides the highest cash prizes to medal-winning athletes. Till date, cash prizes worth Rs. 593 crore have been awarded to our players.

Governor reiterates his government's unwavering commitment to providing accessible healthcare services to every individual

Chandigarh, March 7 – In line with the goal of establishing a medical college in every district, the Bhoomi Pujan for the Sant Sarsai Nath Medical College in Sirsa has been successfully performed. Presently, 15 medical colleges are operational in the state, and work of establishing government medical colleges in 11 districts in under progress.

This was stated by Haryana Governor Sh. Bandaru Dattatraya while addressing the first day of Budget session of the Haryana Vidhan Sabha here today.

While reiterating the state government's unwavering commitment to providing accessible healthcare services to every individual, he further highlighted that the construction of the Pandit Deendayal Upadhyaya Health Science University in Kutail, district Karnal, has been completed, with its commissioning expected shortly.

He said that the foundation stone for a new 500-bedded hospital at ESIC Medical College and Hospital, Faridabad, costing Rs. 625 crore, was laid by the Prime Minister Sh. Narendra Modi on October 29, 2024. The Atal Cancer Care Centre was inaugurated at Civil Hospital, Ambala Cantonment, on May 9, 2022. This is the first government-run cancer treatment centre in the state, equipped with state-of-the-art medical facilities. About 20,000 patients are treated here annually.

He said that the country's first Shri Krishna Ayush University was established in Kurukshetra in the year 2017. Since 2020, 53 doctors have done MD in Ayurveda from this University. OPD and BAMS classes have been started in the National Institute of Ayurveda, a 250-bedded hospital, being built in Panchkula at a cost of about Rs 270.54 crore. In this, 100 beds have been kept for Ayurvedic treatment and 150 beds for naturopathy.

He said that under the 'Chirayu Ayushman-Bharat Yojana,' all citizens of the state with an annual family income of up to Rs. 1,80,000 are provided free treatment up to Rs. 5 lakh annually, effective from November 21, 2022. For families with an annual income between Rs. 1,80,000 and Rs. 3 lakh, the benefit is extended on an annual contribution of Rs. 1,500. Till date, claims worth Rs. 2494 crore have been disbursed against 18.80 lakh claims under this scheme.

He said that from October 28, 2024, free treatment of up to Rs. 5 lakh annually has been initiated for the elderly above 70 years of age. So far, 8043 such beneficiaries have received free treatment totalling Rs. 16 crore in the state. In addition, free dialysis services are being provided to all kidney patients in the state from October 18, 2024. Currently, this facility is available at 20 district hospitals as well as medical colleges in Karnal, Nuh, Rohtak and Agroha (semi government medical college).

Chandigarh, March 7 – Haryana Governor Sh. Bandaru Dattatraya, while highlighting the state's commitment to social welfare with key initiatives aimed at providing direct support to impoverished families, said that under the 'Deendayal Upadhyaya Antyodaya Parivar Suraksha Yojana,' Rs. 840.90 crore has been disbursed to 22,585 families who have faced the tragic loss or disability of a member due to accidents. In addition, over 13 lakh poor families have been provided with gas cylinders for just Rs. 500 per month through the 'Har Ghar-Har Grihini' Yojana.

During his address at the first day of Budget session of the Vidhan Sabha, the Governor said that these initiatives align with the Antyodaya philosophy of Pandit Deendayal Upadhyaya, showcasing the state government’s dedication to the welfare and empowerment of all backward and disadvantaged communities.

He said that the government has granted rights to the Scheduled Castes, who were deprived till now, by classifying their reservation into two categories. Backward Class-B has been granted a five percent reservation for the post of Sarpanch, while 50 percent of their population is now eligible for reservation for the post of Panch in Panchayati Raj institutions. Similarly, 50 percent of population has also been granted reservation in urban local bodies. In addition, the annual income limit for the creamy layer of the backward class has been raised from Rs. 6 lakh to Rs. 8 lakh.

He said that under the Mukhyamantri Teerth Yatra Yojana launched in December 2023, elderly individuals from low-income group families have been given the opportunity to visit Ayodhya and bathe in the Sangam during the recently held Maha Kumbh in Prayagraj. Through the HAPPY Yojana, 11,64,692 people from the state have traveled a total of 42.14 crore kilometers, free of cost since December 2023.

He said that a total of 52,288 applicants have been registered under the Pradhan Mantri Awas Yojana-Urban 2.0 in the state. Under the 'Mukhyamantri Shahri Awas Yojana,' 15,256 families have been allotted 30 square yard plots in 14 cities. Similarly under the 'Mukhyamantri Awas Yojana, a total of 4,533 plots of 100 square yards each have been allotted in 62 villages and 50 square yard plots have been provided in Mahagram.

He said that the government has implemented a proactive approach for social security pensions. Pension schemes for old age, Divyangs, widows, destitute children, widowers, and unmarried men and women are being operated under this proactive pension mode. Till date, benefits amounting to Rs. 1093.40 crore have been directly credited to the bank accounts of 5,43,663 beneficiaries through this unique initiative. In addition, the Government has introduced a monthly pension of Rs. 3,000 for patients suffering from hemophilia and thalassemia. There is no age limit for this pension, and it is provided in addition to any other pension.

He said that monthly disability pension of Rs. 3,000 has been extended to 10 additional categories of disabilities. These categories include cerebral palsy, muscular dystrophy, speech and language disabilities, multiple sclerosis, Parkinson's disease, sickle cell anemia, multiple disabilities, specific learning disabilities, autism spectrum disorder, and chronic neurological conditions.

Chandigarh, March 7 – Haryana Governor Sh. Bandaru Dattatraya said that state government has extended financial assistance of approximately Rs. 1,476 crore to 7,40,000 labourers through various welfare schemes. In addition, due to the imposition of 'GRAP-4' in the NCR region, financial assistance of Rs. 265 crore was provided to 6.54 lakh registered labourers.

During his address at the Budget session of the Vidhan Sabha here today, the Governor said that our diligent labourers have made a significant contribution in positioning Haryana among the leading states of the country in terms of development.

He said that under the Financial Assistance and Kanyadan Yojana, Rs. 1,01,000 is now provided for the marriage of labourers' daughters. A new initiative has also been introduced, whereby an amount of Rs. 75,000 is given three days prior to the marriage. The remaining balance of Rs. 26,000 is disbursed upon submission of the marriage certificate.

Chandigarh, March 7- Haryana Governor, Sh. Bandaru Dattatraya while addressing the House on the first day of the Budget session of the state Vidhan Sabha on friday said that industries are the backbone of our economy. To accelerate industrial development in Haryana, the government has created an ecosystem for "Ease of Doing Business." He said that today, investors in Haryana can access more than 150 services online. All necessary approvals are ensured within 15 to 30 days. Alongside traditional sectors, emerging sectors are also being promoted in mission mode. Haryana has become the first choice for investors from India and abroad, shared the Governor.

The Governor said that Prime Minister, Sh. Narendra Modi’s goal of making India a five-trillion-dollar economy is being supported by Haryana through the formation of the "Mission Haryana-2047 High-Level Task Force." Its goal is to increase the state’s Gross State Domestic Product (GSDP) to one trillion dollars by 2047. This task force is identifying sectors with the highest economic growth potential.

He said that a global city is being developed on 1,000 acres along the Dwarka Expressway in Gurugram as an industrial and business hub. Industrial model townships are being developed on 3,300 acres in Kharkhoda and 1,400 acres in Sohna. Under the Delhi-Mumbai Industrial Corridor, an "Integrated Multi-Modal Logistics Hub" is being developed in Narnaul over an area of 887 acres at a cost of Rs.1,852 crore.

The Governor said that Maruti Suzuki India Limited is establishing a car manufacturing plant on 800 acres at IMT Kharkhoda with an investment of Rs. 18,000 crore, generating 10,000 jobs. Suzuki Motorcycle India Private Limited is also developing a two-wheeler manufacturing facility on 100 acres at IMT Kharkhoda, with an investment of Rs. 2,000 crore which will lead to creation of 2,000 jobs.

Sh. Bandaru Dattatraya further shared that an electronics manufacturing cluster is being developed in Sohna over 500 acres at a cost of Rs. 662 crore. The government is focusing on green technology, renewable energy, and electric mobility to take the state’s industrial sector to new heights. The "Registered Vehicle Scrappage & Recycling Facility Incentive Policy-2024" has been introduced to set up vehicle scrapping and recycling facilities in Haryana.

The Governor said that a total of 72 sewage treatment plants have been commissioned across the state at an investment of Rs. 433 crore. Furthermore, 333 canal-based and 7,046 tube well-based water tanks, along with 1,655 boosting stations, have been developed in both urban and rural areas at a cost of Rs. 2,334 crore, shared Sh. 74 new substations (66 Kv and above) have been set up at a cost of Rs. 5,138 crore-Governor

The Governor said that in the power sector, 74 new substations (66 Kv and above) have been set up at a cost of Rs. 5,138 crore. Additionally, 648 transformers have been installed to enhance the capacity of existing substations and 2,648 km of transmission lines have been laid. Under the ‘Mhara Gaon-Jagmag Gaon’ Yojana, 24-hour electricity supply is now available in 5,877 villages. As part of the ‘PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan)’scheme, 1.43 lakh solar pumps have been installed, with farmers receiving a 75 percent subsidy, shared Sh. Chandigarh, March 7- Haryana Governor, Sh. Bandaru Dattatraya while addressing the House on the first day of the Budget session of the state Vidhan Sabha on Friday said that the state traders play a crucial role in the development of the state. The government is fully committed to protecting their interests, he said.


Sh. Bandaru Dattatraya shared that Haryana has recorded a 28 percent increase in GST collection, the highest among large states. He said that to facilitate traders and taxpayers, a 'Kar-Bhawan' has been constructed in Rewari at a cost of Rs. 29 crore. ‘GST Suvidha Kendra’ has been set up in all 27 GST offices at an additional cost of Rs.29 crore, he shared.


The Governor said that a Startup GST Facilitation Cell has been set up in Gurugram, and an MSME GST Cell has been established in Panchkula. The government has increased the commission for arhtiyas on paddy procurement from Rs. 46 per quintal to Rs. 55 per quintal. So far, Rs. 309 crore has been disbursed to arhtiyas, shared Sh. He said that last month, to provide relief to small traders, 'Haryana One Time Settlement Scheme-2025' was approved to settle the outstanding arrears under seven Acts prior to the GST regime. Under this scheme, taxpayers with outstanding dues of up to Rs. 10 lakh will be eligible for a waiver of up to Rs. 1 lakh on their dues, informed Sh. Bandaru Dattatraya.

Chandigarh, March 7- Haryana Governor, Sh. Bandaru Dattatraya while addressing the House on the first day of the Budget session of the state Vidhan Sabha on friday said that the path to the state’s development runs through its villages.

He said that under the "Svamitva Yojana," ownership rights have been granted for properties falling within the Lal Dora to resolve long-standing property disputes in villages. The "Haryana Land Records Information System" (Web HALRIS) has been implemented in all 143 tehsils and sub-tehsils, shared Sh. Bandaru Dattatraya.

The Governor said that after entrusting the leadership of panchayats to educated individuals, the government is actively working towards their empowerment by delegating responsibilities and allocating funds. He said that to expedite development projects within Panchayati Raj Institutions, Sarpanches have been authorized to undertake works worth up to Rs. 21 lakh without a tender process.

Sh. Bandaru Dattatraya further shared that the honorarium of Zila Parishad presidents, vice-presidents, members, Panchayat Samiti presidents, vice-presidents, members, sarpanches, and panches has been increased. Former Zila Parishad presidents, vice-presidents, former Panchayat Samiti presidents, vice-presidents, and former sarpanches are now receiving pensions. He said that villagers who have been residing in houses constructed on panchayati land for over 20 years have been granted ownership rights upto 500 square yards of land.

The Governor said that to provide basic civic amenities in areas lacking essential services, 2145 unauthorized colonies have been regularized since 2015. Metropolitan Development Authorities have been established in Sonipat, Gurugram, Faridabad, Panchkula, and Hisar to ensure the planned development of metropolitan cities, informed Sh. Minister of Women and Child Development, Mrs. Shruti Chaudhary said that, as in previous years, the Haryana Government is organizing a state-level program to mark International Women's Day. The event will acknowledge the struggles, achievements, and significant roles of women in society. The primary objective of the day is to promote women's empowerment, ensure gender equality, and further strengthen women's roles in society. Women from across the state will participate in the program.

Mrs. Chaudhary further said that among the individuals being honoured, Smt. Shanta Ranga of Karnal will receive the prestigious Smt. Sushma Swaraj Award, along with a cash prize of Rs. 5 lakh. The Indira Gandhi Mahila Shakti Award will be conferred upon Bala Verma of Hisar and Rekha Rani Dhiman of Jind. Meenu Devi of Hansi will receive the Kalpana Chawla Shaurya Award, while Kamlesh Arora of Ambala will be honoured with the Lifetime Achievement Award.

Ranbir Gangwa today handed over an appointment letter to the sister of brave soldier Nishant Malik of Hisar district who sacrificed his life during an encounter with militants in Poonch- Rajouri area of Jammu and Kashmir in 2022.

While talking to journalists at his office located in the Haryana Civil Secretariat, Sh. Ranbir Gangwa said the Haryana Government is always committed to honour brave soldiers and the welfare of their families.

He said the family of brave soldier Nishant, who sacrificed his life for the country during an encounter with militants, was provided financial assistance of Rs 50 lakh at that time as per the scheme of the Haryana Government. Today, the appointment letter has been handed over to the sister of the martyred soldier to appoint her to the post of JE (Civil) in the Public Works Department as per her qualification.

The minister said the Haryana Government is running many schemes for the welfare of the families of the soldiers who protect the country.

He said the Central Government under the leadership of Prime Minister Sh. Narendra Modi is working for the welfare of the soldiers. The state government under the leadership of Chief Minister Sh. Nayab Singh Saini is doing everything possible for the welfare of soldiers. He said the government has increased the assistance given to the families of martyred soldiers from Rs 50 lakh to Rs 1 crore and is also providing government jobs to the families of martyred soldiers.

On this occasion, MLA from Hansi, Sh. Vinod Bhayana said we always stand with the families of the martyred soldiers and we are proud of their sacrifice. The country can never repay their debt.
