The valiant sons and daughters of Haryana will leave an indelible mark of the state across the country, says Nayab Singh Saini

Chief Minister felicitates candidates from Haryana who qualified for the Indian Administrative Service and other civil services at his residence

Chandigarh, April 29 – Haryana Chief Minister, Sh. Nayab Singh Saini felicitated 64 candidates from Haryana who have successfully cleared the UPSC Civil Services Examination 2024 and extended his heartfelt congratulations to them. In a ceremony held at his residence Sant Kabir Kutir, on Tuesday the Chief Minister expressed hope that these bright minds would contribute their talents to realizing Prime Minister Sh. Narendra Modi’s vision of making India a developed nation by 2047, and continuing to uphold the pride of Haryana through their commendable service.

Sh. Nayab Singh Saini said, You all are the foundation and torchbearers of a developed India. The nation has high expectations from you. I am confident that through your service in every corner of the country, you will not only strengthen the spirit of unity in diversity but also bring glory to Haryana. He urged the candidates never to forget their values and roots, and wherever they serve, establish a legacy of success through their competence and integrity.

Sh. Nayab Singh Saini said that prior to 2014, youth in Haryana had to make rounds of the offices of MLAs and ministers to secure government jobs. However, after 2014, the state government implemented the Mission Merit policy and established a transparent system of recruitment—providing government jobs without parchi-kharchi. Since then, young aspirants have been preparing through coaching centers and successfully entering government services. The state government has provided over 1.75 lakh government jobs based on merit and transparency. He added that in the last 10 years, even the smallest villages in Haryana have seen 5 to 6 youth securing government jobs, while in larger villages, this number ranges from 350 to 400.

The Chief Minister said that Prime Minister, Sh. Narendra Modi believes in delivering what he promises, and the Haryana government is following the same path. He emphasized that even before taking the oath of office, the present state government fulfilled its promise made to youth during elections by issuing joining letters to 26,000 candidates.

He said that the selected candidates have reached this milestone through determination, hard work, and dedication. He extended his heartfelt congratulations to them and their parents.

Highlighting the transformative changes in the country over the past decade, Sh. Nayab Singh Saini said that it is a matter of pride that powerful nations are now praising India on the global stage. He asserted that it is everyone's duty to make India a global leader, and the role of the youth will be crucial in achieving this goal.

The Chief Minister further said that just as senior officers have contributed to Haryana’s progress and development, these young officers will now work for the welfare of 140 crore Indians. With their commitment, they will help script the story of a Viksit Bharat by 2047, fulfilling the vision of the Prime Minister.

Earlier speaking on the occasion, Haryana Chief Secretary Sh. Anurag Rastogi urged the candidates to draw lessons from every chapter of the epic Mahabharata. He emphasized that the Gita teaches the message of selfless action (karma), and that one's duty should always aim at the welfare of others. He expressed confidence that the candidates would follow this principle and dedicate their future services to the betterment of the nation.

Director General, Information, Public Relations and Languages Department, Sh. K.M. Pandurang also addressed the gathering. He said that the candidates had cleared one of the toughest examinations through hard work. As they move forward to serve the country in various roles, their responsibilities have increased, and their objective should now be to work for the greater good of society.

Principal Secretary to Chief Minister Sh. Arun Kumar Gupta, OSD to Chief Minister Sh. B.B. Bharti and Sh Vivek Kalia, along with other officers and the proud parents of the successful candidates als remained present on this occasion.

The Stories of Successful Youth—In Their Own Words—Who Secured Jobs Without Parchi-Kharchi

Ajay Kolia, a resident of Dhani Gopal village in Fatehabad district, shared that both he and his brother had earlier secured jobs in the Haryana government—he as a Gram Sachiv and his brother in the Haryana Police—without parchi and kharchi or political influence. Thanks to this transparent system established by the government, he was able to continue preparing while working, and has now succeeded in the UPSC examination.

Similarly, Vijay Lakshmi from the village of Tharwa in Fatehabad expressed her gratitude. She hails from a humble background—her father is a farmer and her mother a homemaker. Despite societal pressure and criticism for sending a daughter of marriageable age to study in Chandigarh, her parents stood by her. Their unwavering support led to her securing the 233rd rank in the UPSC exam. The same people who once criticized her family are now offering congratulations.

Samita Katkade Thakur, originally from Nashik, Maharashtra, shared that she previously secured a Block Development and Panchayat Officer (BDPO) post in Haryana on merit and is currently posted in Guhla block, Kaithal. She continued preparing for the civil services alongside her job and has now achieved this milestone. On hearing her story, Chief Minister Sh Nayab Singh Saini warmly stated, "You are now Haryana’s daughter, and this affection will always remain with you."

Likewise, several other officers shared their journeys: HCS officer Yash Malik posted in Sirsa; Tehsildar Dheeraj Kumar Panchal from Rohtak; and Assistant Excise and Taxation Officer Aastha Singh from Panchkula—all noted that they first received jobs in the Haryana government through a completely transparent, merit-based process. Now, they have successfully cleared the UPSC examination.

On this occasion, Chief Minister Sh Nayab Singh Saini honoured candidates by presenting them with copies of the sacred Gita and mementoes.

Bhagwant Mann’s Statement on Water Distribution Shocking says Haryana Chief Minister

Mann Trying to Divert Public Attention by Twisting Facts for Political Gains in Punjab – Nayab Singh Saini

Chandigarh, April 29 – Haryana Chief Minister, Sh. Nayab Singh Saini has termed the statement made by Punjab Chief Minister, Sh. Bhagwant Mann regarding water distribution as shocking. He said that on April 26, he personally spoke to the Punjab Chief Minister over the phone and informed him that the Technical Committee of Bhakra Beas Management Board (BBMB) had decided to release water to Punjab, Haryana, Delhi, and Rajasthan on April 23. However, officers from Punjab were showing reluctance in implementing this decision. On that day, Sh. Bhagwant Mann gave a clear assurance that he would immediately instruct his officers to ensure its implementation by the next morning, said Sh. Nayab Singh Saini.

The Chief Minister further stated that when, by 2 PM the next day (April 27), Punjab government officers had done nothing and even stopped responding to calls from the Haryana Government officers, he wrote a letter to Sh. Bhagwant Mann to apprise him about the facts.

The Chief Minister said he is astonished that instead of responding to his letter even after 48 hours, the Punjab Chief Minister released a video in an attempt to mislead the public by disregarding the facts and polishing his political image in Punjab.

Punjab Chief Minister’s claim that Punjab or the BBMB had not maintained records of water distribution in the past is totally baseless- CM

Sh. Nayab Singh Saini strongly refuted Punjab Chief Minister’s claim that Punjab or the Bhakra Beas Management Board (BBMB) had not maintained records of water distribution in the past. He called the statement completely baseless and false.

The Chief Minister emphasized that every single drop of water is meticulously accounted for — not just by BBMB, but also by the governments of Rajasthan, Punjab, Delhi, and Haryana at all times.

He further pointed out the contradiction in Punjab Chief Minister Bhawgant Mann’s statement in which he is accusing previous Punjab governments of failing to maintain data. It seems that Bhawgant Mann conveniently ignored the fact that during the years 2022, 2023, and 2024, Haryana consistently received no less than 9000 cusecs of water at the Contact Point (HCP) during the months of April, May, and June.

The Chief Minister further clarified that the water released by BBMB at the HCP includes 500 cusecs for Delhi's drinking water, 800 cusecs for Rajasthan, and 400 cusecs for Punjab itself. Thus, the actual quantity of water received by Haryana remains only 6800 cusecs, he said.

Punjab Chief Minister seems to have forgotten that Paddy Cultivation Banned in Punjab and Haryana During April-May -CM

Sh. Nayab Singh Saini said that the Punjab Chief Minister seems to have forgotten that in the months of April and May, paddy cultivation is not carried out in either Punjab or Haryana, as it is legally prohibited. During these two months, the water released by BBMB is solely for drinking purposes.

He further pointed out that while Sh. Bhagwant Mann mentioned low water levels in Pong and Ranjit Sagar dams, he did not address the status of Bhakra Dam — from which Haryana receives its water, not from Pong or Ranjit Sagar. The demand from states fluctuates every 15 days and is decided by a technical committee. Over the past week, Haryana has received only 4000 cusecs of water, which is roughly 60% of its total demand, said the Chief Minister.

He added that the Punjab Chief Minister is fully aware that the water released from the dam in May is meant for drinking use by Punjab, Haryana, Delhi, and Rajasthan. Of the water that reaches the HCP point during May, 800 cusecs is allocated to Rajasthan, 400 cusecs to Punjab, and 500 cusecs to Delhi. When the Aam Aadmi Party was in power in Delhi, it raised no objections over Delhi’s water share. However, now that AAP has lost the Delhi elections, the Punjab Chief Minister is making such statements to punish the people of Delhi, said Sh. Nayab Singh Saini.

Haryana has not yet received its full share-CM

The Chief Minister also dismissed Punjab's claim that Haryana had exhausted its water share in March as completely baseless. In reality, Haryana has not yet received its full share. If BBMB were to provide the remaining water as per Haryana’s demand, it would amount to just 0.0001 percent of the water stored in Bhakra Dam — a figure so small it would have no impact on reserves.

The Chief Minister emphasized that it is essential to empty water reservoirs before June in order to store rainwater during the monsoon season. If the reservoir is not cleared in time, excess water will flow to Pakistan via Harike-Pattan, which is neither in the interest of Punjab nor the nation.

Rise above a narrow-minded approach and cooperate in the national interest by ensuring Haryana receives its fair share of water-CM

Sh. Nayab Singh Saini appealed to the Punjab government to rise above a narrow-minded approach and cooperate in the national interest by ensuring Haryana receives its fair share of water. This step would not only enhance inter-state harmony but also ensure proper utilization of water resources, he said.
