*New regulations will help curb fraudulent schemes and create a secure financial environment: CM Atishi*
*New rules enable confiscation of assets in financial fraud cases*
NEW DELHI-06.11.24-The AAP Government has introduced new rules aimed at halting fraudulent financial schemes in Delhi. These rules were approved by Chief Minister Atishi, on Wednesday, and are designed to protect people from fake investment schemes that make false promises and defraud individuals in the name of high returns. The government will now have the authority to take strict action in such cases, including investigations and asset confiscations.
Speaking on the matter, Chief Minister Atishi said, “For a long time, people have been lured by false promises of high returns, only to face losses in the end. Through these new rules, the Delhi Government will keep a close watch on such fraudsters.”
Under the new rules, the Delhi Government has introduced a clear ceiling on contributions to self-help groups (SHGs) to support their genuine activities while preventing potential misuse. Under this, contributions up to INR 50,000 per month and INR 5 lakh per year by each SHG member will be exempt from the new regulations. This measure will allow small and legitimate groups to continue their activities without interference, while keeping larger deposits under government scrutiny. "This will ensure that their activities remain unaffected, while preventing misuse," said CM Atishi.
With these regulations, the government now has the authority to empanel specialized agencies for forensic and digital audits for investigating cases of fraud and seizing assets involved. This will enable the government to detect fraud more swiftly and help victims recover their funds.
Previously, the government lacked the authority to confiscate assets in such cases, making it challenging to take action. This new framework aims to deliver justice to victims and eradicate fraud at its roots.
CM Atishi stated, "Now, agencies working with the government will assist in identifying, investigating, and prosecuting fraudsters.”
This initiative by the Delhi Government is a significant step towards maintaining transparency in financial transactions and strengthening public trust. The new regulations will help eliminate fraudulent schemes and create a secure financial environment, particularly benefiting small groups who are conducting honest work.

*DERC will soon issue guidelines for high-tension line shifting*
NEW DELHI-06.11.24-The Aam Aadmi Party government has moved to fast-track the shifting of high-tension power lines in Delhi in a bid to extend relief to citizens. Chief Minister Atishi, on Wednesday, directed officials to simplify the policies for shifting high-tension lines.
To implement this, the Delhi Electricity Regulatory Commission (DERC) will issue new guidelines. The goal is to ensure transparency and timely payments for line shifting by power distribution companies (DISCOMs).
Under this policy, funds will be allocated for plans involving the shifting of 11kV, 33kV, and 66kV high-tension (HT) lines, as well as 400-volt low-tension (LT) lines, which are to be moved for the safety of the public.
For rural areas, farmers, public buildings, and unauthorized colonies, the government bears the full cost of shifting. Currently, power companies only shift high-tension lines after receiving 100% advance payment, which has caused delays.
However, now high-tension lines will be shifted with just a 30% advance payment. DERC will soon issue the necessary guidelines for this.
This step has been taken with the safety of Delhi’s residents in mind, to speed up the process of shifting power lines. As a result, 9 high-tension lines in Burari, Kirari, and Bawana constituencies will soon be shifted. This will also speed up shifting in other areas of Delhi where high-tension lines need to be moved.
