*Success in reducing air pollution has been achieved through cooperation of Delhiites and actions taken by government: Gopal Rai
NEW DELHI: 12th November, 2024 The Aam Aadmi Party (AAP) government, committed to reducing air pollution in Delhi, has launched a campaign to distribute electric heaters to night security guards. Delhi’s Environment Minister Gopal Rai inaugurated the campaign on Tuesday at the Delhi Secretariat by providing electric heaters to security guards as part of the Winter Action Plan. He stated that all government departments have been instructed to supply heaters to their guards and employees working night shifts.
Delhi Environment Minister Gopal Rai stated that to address the problem of pollution during the winter season, the government announced a Winter Action Plan based on 21 focus points on September 25. Relevant departments are now working diligently to implement this plan on the ground.
The Delhi Environment Minister highlighted that, when reviewing pollution levels in Delhi and across northern India in recent years, the city’s air quality index (AQI) would typically exceed 400 from November 1 to November 15. He stated, “There have been days when Delhi’s AQI even fell into the ‘severe plus’ category. However, this year, Delhi’s AQI has not yet entered the severe category.”
He explained that this is mainly due to three factors that have helped prevent Delhi’s pollution levels from reaching critical levels: first, the ongoing long-term efforts within the city through the Winter Action Plan, which includes immediate measures to control dust pollution, vehicle emissions, and biomass burning; second, the temperature this year is still somewhat warmer compared to previous years; and third, there is a light breeze blowing intermittently.
He continued, “Previously, three factors combined after November 1—a drop in temperature, the rapid onset of smog, and additional pollution from Diwali fireworks—which exacerbated the pollution.”
Minister Gopal Rai said, “From outside, smoke from stubble burning would also add to this, creating a pollution layer that increased the number of severe days in Delhi. So far, due to the efforts of Delhi’s residents, we have stayed out of the severe category, and we want all Delhi residents to continue their support in this way.”
He further explained, “Under the anti-dust campaign, construction sites across Delhi have been closely monitored, and over 200 mobile anti-smog guns are working 24/7 on Delhi’s roads. Last year, we operated one shift, but this time, the mobile anti-smog guns are working in three shifts.”
As winter progresses, local fires also play a significant role in increasing Delhi’s pollution levels. Gopal Rai mentioned that during the launch of the anti-open burning campaign, it was decided that Resident Welfare Associations (RWAs) would be advised to provide heaters for workers on night duty to prevent open fires.
He further stated, “This year, we have expanded this initiative. In addition to RWAs, all government departments in Delhi with night-shift workers are required to provide heaters for them to reduce the need for open fires during cold nights. Private institutions and construction sites with night-shift workers are also directed to provide heaters.”
The Minister further said, “They have also been directed to provide heaters for their night-shift workers. Through this initiative, our goal is to better control small instances of biomass burning around Delhi this year compared to last year.”
He added, “We hope that with the cooperation of Delhi residents, this effort will succeed. The ‘Red Light On, Gaadi Off’ campaign is progressing rapidly across Delhi.”
Minister Gopal Rai said that AAP has launched a sticker campaign on autos to remind people at every intersection to turn off their engines at red lights. Currently, the Environment Department and DPCC are providing heaters for night-shift staff working in the Secretariat as a starting step.
He further said and concluded, “We hope that this facility will soon be extended to all government departments where night-shift workers are present. We also urge private agencies with night-shift workers to quickly provide this facility for their workers to further reduce biomass burning’s contribution to pollution.”

During a padyatra, villagers informed Transport Minister Kailash Gahlot that Munirka has produced many international-level swimmers who travel daily to Talkatora Stadium for training, but they faced difficulty due to the lack of direct bus service. With the extension of Route 610A, athletes from Munirka and Nangal Dewat now have direct connectivity to Talkatora Stadium, easing their commute to training sessions.
