Chandigarh, December 9- The Prime Minister, Sh. Narendra Modi on Monday launched the nationwide Bima Sakhi Yojana from Panipat, Haryana, marking a significant milestone in the empowerment of women. Reflecting on the success of the Beti Bachao Beti Padhao campaign, which began in Panipat in 2015, the Prime Minister acknowledged its positive impact not just in Haryana but across the country. He said that Panipat has become a symbol of women empowerment and progress.
On this occasion, the Prime Minister also virtually laid the foundation stone for the main campus of Maharana Pratap Horticultural University in Karnal. On this occasion, the Prime Minister symbolically handed over the Bima Sakhi Niyukti Patras to 5 women from Haryana, Karnataka, Tripura, Uttar Pradesh and Himachal Pradesh. These Patras were handed over to about 25,000 Bima Sakhis across the country.
Haryana Governor, Sh. Bandaru Dattatraya, Haryana Chief Minister, Sh. Nayab Singh Saini, Union Minister of Power and Housing & Urban Affairs, Sh. Manohar Lal, Union Minister of State, Sh. Krishan Pal, Haryana Cabinet Ministers, Smt. Shruti Choudhry and Kumari Arti Singh Rao also remained present on this occasion.
The Prime Minister expressed his deep connection with Haryana, highlighting the state's role in promoting world peace and religious teachings, especially through the International Gita Mahotsav being held in Kurukshetra.
The Prime Minister expressed gratitude to the people of Haryana for re-electing the BJP government for a third consecutive term, noting that the slogan "Ek Hai-To Safe Hain" had become a model for the nation.
The Prime Minister also lauded Chief Minister, Sh. Nayab Singh Saini’s government, highlighting that after coming to power, in just a few months, Chief Minister, Sh. Nayab Saini’s government is gaining praises from all over the country. The entire country has seen that as soon as the state government was formed, government jobs were given to the youth without any Parchi Kharchi. He assured the people of Haryana that the double engine government formed for the third consecutive will further accelerate the pace of development of the state.
The Prime Minister said that the Central and Haryana governments are constantly working for the welfare of farmers. In the last 10 years, Rs 1.25 lakh crore has been given to farmers in Haryana as MSP. In addition, Rs 14,000 crore has been given to farmers for paddy, millet and moong crops. He said that Rs 800 crore has been given to drought affected farmers. The Prime Minister also expressed confidence that the establishment of the Maharana Pratap Horticultural University would help establish Haryana as a leader in the production of fruits and vegetables.
Sh. Narendra Modi said with the launch of Bima Sakhi Yojana, India has taken another strong step towards women empowerment today. He said the number 9 has great importance in our scriptures. ‘Maa Shakti’ is worshipped for 9 days during Navratri. Today is also the day of worship of ‘Nari Shakti’ as the Bima Sakhi Yojana has been launched. He said under this yojana, it has been targeted to make 2 lakh Bima Sakhis in 3 years. Under this scheme, training will be imparted to women by the LIC. A Bima Sakhi will be able to earn a minimum Rs 1.75 lakh per annum. He said that this scheme is going to give social security to women and impetus to the ‘Insurance for All’ mission.
The Prime Minister also said some people were not able to understand how Narendra Modi has been getting the blessings of women for the last 10 years. He said those who considered women merely as a vote bank and made announcements in their name only during elections, such people will not be able to understand this strong relationship. To understand it, they will have to see the journey of the last decade as then, there were no toilets for women, no gas connections, no functional water tap connections in houses and no property in the name of women. The Prime Minister said his government did all these works for the welfare of women. Giving 33 percent reservation to the women in the legislative houses is one of the biggest examples.
Haryana has performed extremely well in the implementation of ‘Lakhpati Didi’, Union Finance Minister
Delivering the welcome address on the occasion, Union Finance Minister, Smt. Nirmala Sitharaman said the Central Government under the leadership of Prime Minister, Sh. Narendra Modi is implementing several schemes which are aimed at empowering women. She said in this year’s Budget presented in July 2024, Rs 3.3 lakh crore have been earmarked for women-related schemes in the country.
She said the Prime Minister has always believed that women should not just be participants in the development process, they should become its leaders. Highlighting the achievements in various women-related schemes, the Finance Minister said out of the 54 crore Jan Dhan accounts opened in the country, 55 percent belong to women, and out of the 50 crore Mudra loans disbursed in the country, 70 percent have been given to women. She said that a target has been set to make 3 crore women ‘Lakhpati Didis’ in the country, till now more than 1.15 crore women have been made ‘Lakhpati Didi’. She said that Haryana has performed extremely well in the implementation of this scheme.

Addressing the gathering during the programme held on Monday at Panipat, Sh. Nayab Singh Saini said that Haryana is a land that symbolizes sacrifice, patience, valor, and service, and is once again inspired to convey a message of women empowerment.

He reaffirmed Haryana's commitment to contributing maximally to the development of India and ensuring the success of the Bima Sakhi Yojana.
The Chief Minister said that this new initiative will make women self-reliant and enable them to contribute significantly to building a developed India. He expressed gratitude to the Prime Minister Sh. Narendra Modi for this initiative and also thanked him for laying the foundation stone of the main campus of Maharana Pratap Horticulture University.
While addressing the national level function organized in district Panipat, Sh. Nayab Singh Saini said that the Prime Minister had once stated that India's development is possible only when 50 percent of its population—women—become empowered. If women join the mainstream and contribute to the country's economy, India’s progress is assured.

The Chief Minister said that about nine years ago, on January 22, 2015, from this historic land, Prime Minister, Sh. Narendra Modi had launched the ‘Beti Bachao-Beti Padhao’ campaign. Thanks to this campaign, Haryana has witnessed a remarkable improvement in its gender ratio, which has risen from 871 to 916.
The Chief Minister said that the Beti Bachao-Beti Padhao campaign has completely transformed Haryana. The State has now emerged as a beacon of women's empowerment. This transformation is evident as the Prime Minister, Sh. Narendra Modi has chosen Panipat to inaugurate initiatives focused on women. On behalf of the people of Haryana, he assured that the ‘Bima Sakhi Yojana’ would be made as successful as the ‘Beti Bachao-Beti Padhao’ campaign.

The Chief Minister said that the Prime Minister considers women as one of the four pillars of a developed India. To increase women’s participation in Indian democracy, the central government has granted them 33 percent reservation in legislatures. Inspired by this, the Haryana government has also taken concrete steps for women's empowerment.
He shared that the central government has set a target of making 5 lakh ‘Lakhpati Didis’ (women with incomes exceeding Rs. 1 lakh annually) in the state. So far, 1,45,773 women have achieved this milestone. Additionally, to promote the ‘Namo Drone Didi’ vision, the state government is providing free drone pilot training to 5,000 women from 500 self-help groups.
The Chief Minister said that colleges have been established every 20 kilometers to provide higher education close to home for daughters. In the past decade, 77 government colleges have been opened, including 32 exclusively for girls. Furthermore, under the ‘Har-Ghar Grihini Yojana,’ poor families receive a gas cylinder for just Rs. 500 per month. Women are being made self-reliant by connecting them with self-help groups. So far, 56,000 women’s self-help groups have been formed, with an enrolment of 6,50,000 women. Besides this, 33 percent reservation has been provided to women in the allocation of ration depots.

The Chief Minister also emphasized the government’s steps for youth welfare, employment, and skill development programs. In its third term, the state government has provided 26,000 government jobs without Parchi Karchi. To date, 1,71,000 government jobs have been given. He expressed special thanks to the Prime Minister for appreciating Haryana’s initiative during the Rozgaar Mela on October 29.
The Chief Minister said that inspired by Pandit Deendayal Upadhyay’s philosophy of ‘Antyodaya’, the state government is providing free-of-cost dialysis facilities to kidney patients in government hospitals and medical colleges. Additionally, free treatment under the Ayushman Bharat Scheme has been extended to senior citizens above the age of 70.
