Chandigarh, 10 December - Union Home Minister and Minister of Cooperation Shri Amit Shah chaired a review meeting on the implementation of three new criminal laws in the presence of Haryana Chief Minister Shri Nayab Singh Saini in New Delhi today. The meeting reviewed the implementation and current status of various new provisions related to police, prisons, courts, prosecution and forensics in Haryana. Union Home Secretary, Chief Principal Secretary to the Chief Minister of Haryana Sh Rajesh Khullar , Chief Secretary Sh Vivek Joshi and Director General of Police (DGP) of the state Sh Shatrujeet Kapoor , Director Generals of the Bureau of Police Research & Development (BPR&D), Director General of the National Crime Record Bureau (NCRB) and several senior officials of the Ministry of Home Affairs and the State Government were present in the meeting.

During the discussion in the meeting, the Union Home Minister said that under the leadership of Prime Minister Shri Narendra Modi, three new criminal laws are becoming the protectors of civil rights and the basis of 'ease of justice'. The Home Minister asked Haryana to ensure 100 percent implementation of new criminal laws in the state by March 31, 2025.

While emphasizing on the use of technology, Shri Amit Shah said that more than one forensic mobile van should be available in every district of the state. He emphasized that the responsibility of monitoring Zero FIRs should be of a Deputy Superintendent of Police (Dy.SP) rank officer, and their translation into other languages should be ensured according to the states. The Home Minister said that the Director General of Police (DGP) of the state should sensitize all the police personnel that providing timely justice is their priority.

Union Home Minister and Minister of Cooperation suggested the Director General of Police of Haryana to ensure that all Superintendents of Police investigate the cases within the prescribed timelines. He added that the Chief Minister of Haryana should review the progress of implementation of the three new laws every 15 days and the Chief Secretary and Director General of Police once a week with the officials of all the departments concerned.

Chandigarh, December 10 - Haryana Chief Minister Sh. Nayab Singh Saini said that with progressive vision and continuous efforts, Haryana is playing an active role in promoting global cooperation. As a result of providing better infrastructure for global investors, Haryana is the first choice for foreign investors today. The Haryana Government is taking meaningful steps towards managing financial arrangements for technical assistance with the aim of completing the development projects of Integrated Aviation Hub at Maharaja Agrasen Airport, Hisar. In this regard, a Memorandum of Understanding (MoU) was signed between the US Trade and Development Agency (USTDA) and Haryana Airport Development Corporation (HADC) at Haryana Bhawan in New Delhi on Tuesday in the presence of Chief Minister Sh. Nayab Singh Saini.

The MoU was signed by US Ambassador Eric Garcetti on behalf of the US Trade and Development Agency (USTDA) and Dr. Narhari Singh Bangar, Advisor, Department of Civil Aviation on behalf of Haryana Airport Development Corporation. This agreement has been made for technical assistance for the preparation and implementation of development projects like operations at Hisar airport, integrated manufacturing cluster and world port cargo logistics hub, overhauling (MRO) facility etc.

The Chief Minister said that this MoU will help in taking the aviation sector of Haryana state to new heights. The proposed roadmap from this agreement will not only lead to technical progress in the aviation sector but will also lead to long-term economic development. This partnership with the US will set an example in innovation and cooperation and its benefits will be important in developing Maharaja Agrasen Airport, Hisar. This agreement also includes creating different projects for the development and operation of the airport and attracting investors under public private partnership.

*MoU will create new employment opportunities in Haryana*

The Chief Minister said that this partnership will help in achieving India's strategic objectives in infrastructure. He said that this MoU in the aviation sector will create new employment opportunities in the state of Haryana. He assured that the Haryana Government will discharge its responsibility under this MoU with full seriousness. Sh. Nayab Singh Saini said that the Haryana Government is contributing to realizing the dream of Prime Minister Sh. Narendra Modi of a developed India. He said that the aim of the government is to make the state a preferred place in the manufacturing and logistics sector.

US Ambassador to India Eric Garcetti said that through this MoU, a new chapter is being added between Haryana and America in the civil aviation, which will prove to be an important link in global development. He said that he has been an Ambassador in India for the last two years and Indian culture has won his heart. He said India is a growing economy and it is now achieving new dimensions in infrastructure. In future, friendly relations between India and America will become stronger.

During the MoU signing programme, Chief Principal Secretary to the Chief Minister, Sh. Rajesh Khullar welcomed the US Ambassador and other dignitaries and apprised them of the working style of the Haryana Government.

She submitted her nomination papers to the Returning Officer, Sh. Ashok Kumar Meena. The Chief Minister, Sh. Nayab Singh Saini, BJP State President, Sh. Mohan Lal Badoli, Cabinet Ministers, Sh. Krishan Lal Panwar, Rao Narbir Singh, Sh. Mahipal Dhanda, Sh. Vipul Goel, Sh. Shyam Singh Rana, Sh. Krishan Kumar Bedi, Smt. Shruti Choudhry, Ms. Arti Singh Rao, Ministers of State, Sh. Prime Minister is Continuously Empowering Women

The Chief Minister highlighted that Prime Minister, Sh. Narendra Modi is consistently working on empowering women by launching new schemes and policies. He noted that on Monday, the Prime Minister launched the “Bima Sakhi” scheme from Panipat, which will greatly benefit women by providing employment opportunities and making them stronger and more self-reliant. He attributed the BJP's strong support from women to the Prime Minister's relentless efforts in women empowerment.

The Chief Minister said that the "double-engine government" in Haryana is running numerous schemes for women, including self-help groups, “Drone Didi,” “Lakhpati Didi,” and programmes for women entrepreneurs. Furthermore, the Prime Minister's “Nari Shakti Vandan Bill,” which provides 33 percent reservation for women in Lok Sabha and State Assemblies, will empower women and allow them to play a crucial role in the country’s development.

Responding to the media questions about the farmers' agitation, the Chief Minister said that as a son of a farmer, he understands their problems. Expressing gratitude to Prime Minister, Sh. Narendra Modi for entrusting a farmer's son with State’s responsibility, the Chief Minister said that the Prime Minister has worked tirelessly over the past decade to empower and strengthen farmers. He criticized Congress and other parties for politicizing farmers' issues, calling it unfortunate. He urged them to refrain from engaging in politics in the name of farmers.

*Congress should ensure 100 percent procurement of farmers' crops at MSP

Sh. Nayab Singh Saini criticized Congress, accusing it of spreading misinformation that the BJP government would abolish MSP. He said that contrary to this claim, MSP is not being discontinued, but Congress is losing trust of the public. He said that the Haryana government has ensured 100 percent procurement of farmers’ crops at MSP and that the Prime Minister has been consistently increasing MSP every year. He challenged Congress, which is in power in Himachal Pradesh, Karnataka, and Telangana, to ensure 100 percent MSP procurement of crops in their states.

The Chief Minister accused political parties in the I.N.D.I. bloc of exploiting farmers' issues for politics. He called on AAP leader, Sh. Arvind Kejriwal to assure Punjab farmers of MSP procurement and introspect before pointing fingers at others.

Hisar Airport to start operations soon

The Chief Minister said that the Maharaja Agrasen Airport in Hisar is in its final stages of completion and will commence operations soon. This airport will open up opportunities for an industrial hub around Hisar and drive development, generating numerous employment opportunities, said Sh. Nayab Singh Saini. He said that this airport would benefit not only Haryana but also Punjab and Rajasthan significantly.

Posting Orders Issued for Group-D Employees Under Common Cadre

Chandigarh, December 10 – The Haryana Human Resources Department has begun the process of issuing posting orders for Group-D employees under the common cadre, recruited through Advertisement No. 01/2023. These employees have already submitted their joining at the offices of the Divisional Commissioner or the Deputy Commissioner, Panchkula.

A letter addressed to all Head of Departments states that a district-wise list of the Group-D employees allocated to various departments will be shared with the respective Heads of Departments through email next week. The Heads of field offices be directed to allow these employees to join their duties immediately and subsequently issue specific orders assigning them to particular offices within their districts.

Departments must also ensure that the medical fitness certification and character verification of these employees are completed if not already done before their joining.

Additionally, each district has been instructed to appoint a Nodal Officer to oversee the joining process of the Group-D employees. The Nodal Officer will be responsible for preparing a consolidated list of employees who report for duty and submitting it to the Human Resources Department (Common Cadre-I Branch).

Three New Services of HSIIDC Notified Under the Right to Service Act

Chandigarh, December 10 - The Haryana Government has notified three new services of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) under the Right to Service Act, 2014, with clearly defined time limits for their delivery.

A two-day deadline has been set for granting permission for de-mortgage. Similarly, Provisional Transfer Letter (PTL) must be issued within 45 days, and a Final Transfer Letter (FTL) within 7 days. A notification to this effect has been issued by the Chief Secretary Dr. Vivek Joshi.

Additionally, the permission for mortgage must also be issued within two days. For other services, a time frame of 15 days has been prescribed for change of constitution and 40 days for bifurcation of plot.

Estate Officer has been designated as the officer responsible for all these services, except for plot bifurcation. For plot bifurcation, the Deputy General Manager or Assistant General Manager (Estate) will be the designated authority.

The grievance redressal mechanism for these services has also been clearly outlined. The Head of Department (Estate) will serve as the first Grievance Redressal Authority, while the Managing Director will serve as the second Grievance Redressal Authority.
