Single-Window Operative System to issue 'No Dues Certificate' for candidates contesting Municipal Elections: Haryana State Election Commissioner Sh. Dhanpat Singh

Chandigarh February 11: Haryana State Election Commissioner, Sh. Dhanpat Singh, said that a single-window operative system will be established to issue 'No Dues Certificates' to candidates contesting the Municipal Elections. This system will be available in the concerned Municipal Corporation, Municipal Council, and Municipal Committee areas, allowing candidates to obtain their 'No Dues Certificate' from a single location.

He stated that the 'No Dues Certificate' related to the Municipal Corporation, Municipal Council, Municipal Committee, Cooperative Society, Primary Agricultural Cooperative Society, District Central Cooperative Bank, District Primary Cooperative Agriculture Rural Bank, and the Electricity Department will be available through the single-window operative system. In this regard, orders have been issued by the Haryana Chief Secretary.

Chandigarh, February 11 - Haryana State Election Commissioner, Sh. Dhanpat Singh, said that with the declaration of Municipal Elections, the Model Code of Conduct is now in effect in the state. The State Election Commission has decided to hold general elections for the seats of Mayors and members of all wards of 8 Municipal Corporations, as well as Presidents and members of all wards of 4 Municipal Councils and 21 Municipal Committees across the state. Additionally, by-elections will be conducted for the Mayor seats in the Municipal Corporations of Ambala and Sonipat, the President's seat in the Municipal Council of Sohna (Gurugram) and Municipal Committees of Assandh (Karnal) and Ismailabad (Kurukshetra). Furthermore, by-elections will also be held for the posts of member in ward number 11 of the Municipal Committee of Ladwa (Kurukshetra), ward number 14 of the Municipal Committee of Safidon (Jind), and ward number 5 of the Municipal Committee of Taraori (Karnal).

He said that, according to the election schedule, voting for the general and by-elections of these municipal bodies, except for the Municipal Corporation of Panipat, will take place on March 2. Voting for the Mayor and Ward Councillors of the Municipal Corporation of Panipat will be held on March 9. During this period, no new schemes or projects can be announced, and no foundation stones will be laid. Additionally, no projects or buildings will be inaugurated in the concerned areas. He emphasized that any violation of the Model Code of Conduct will be taken seriously by the State Election Commission.

He clarified that no officer or official involved in election duties in these districts, nor any employee of these municipal bodies, will be transferred from their present place of posting until the completion of the election process. Chandigarh, February 11 – The Haryana Government is making all efforts to ensure that tourists get international-level facilities in the world's largest jungle safari proposed in Gurugram. In continuation of this, Environment, Forest and Wildlife Minister Sh. Rao Narbir Singh is constantly visiting major wildlife rescue centers and jungle safaris in the country and abroad, taking stock of the measures taken to preserve wildlife there and the facilities being provided to visitors in the jungle safari.

The Environment Minister, along with departmental officials associated with the project, visited the Gorewada Wildlife Safari in Nagpur, Maharashtra and Vantara Wildlife Rescue Center in Jamnagar, Gujarat and directed the concerned officials to study the best services and facilities provided there. He said the jungle safari to be built in Gurugram will be the world's largest jungle safari, so his effort is to provide the best mix of all the best wildlife rescue centers and jungle safaris in the world here. He said the start of this project in the Aravalli mountain range will increase the footfall of tourists, create employment opportunities locally and promote tourism. Apart from this, it is expected to boost the local economy and increase government revenue.

Sh. Rao Narbir Singh said the Aravalli mountain range is known for its natural beauty, biodiversity and historical heritage. With the implementation of this important project in the Millennium City, tourists will get a unique experience. This initiative will not only support the local tourism industry but will also contribute to environmental conservation and encourage active participation of local communities in which visitors will be made aware about conservation efforts and the importance of biodiversity.

Two-day orientation programme for Haryana MLAs to begin on February 14

Chandigarh, February 11 – A two-day orientation programme will be organized for members of the Haryana Legislative Assembly on February 14-15 under the guidance of Haryana Legislative Assembly Speaker Sh. Harvinder Kalyan. Lok Sabha Speaker Sh. Om Birla will be the Chief Guest at the programme. Chief Minister Sh. Nayab Singh Saini will be the special guest and Legislative Assembly Speakers of various states will also be present on the occasion.

In this regard, Haryana Legislative Assembly Speaker Sh. Harvinder Kalyan is reviewing all the preparations and guidelines have been given to officials to ensure all the arrangements. The training of MLAs will be held in the House of the Legislative Assembly, and for this, special arrangements are being made in the entire campus of the House. During this, a team of the Parliamentary Research and Training Institute for Democracies will train the MLAs on various subjects.

Notably, after the formation of the 15th Legislative Assembly, Sh. Om Birla is coming to Haryana Vidhan Sabha for the first time. All foolproof arrangements are being ensured for his welcome. Haryana RTS Commission slaps penalty each on two MSME officials for rejecting Quality Certification Case

Chandigarh, February 11 – In a bold move to uphold accountability, the Haryana Right to Service (RTS) Commission has imposed a penalty on two officials of the Directorate of MSME, Haryana, for unjustly rejecting a case under the Quality Certificate Assistance Scheme. In addition, the Commission has directed the Director General of MSME to compensate the complainant.

The RTS Commission spokesperson informed that the complainant had filed a complaint on December 17, 2024, regarding the rejection of his application for assistance under the “Quality Certificate Assistance Scheme” (RTS 30 days). His application for assistance towards quality certification was denied based on an alleged non-response to a query, without being given an opportunity to respond. His application was rejected by the headquarters officials without justification.

Taking strong cognizance of the matter, the Haryana Right to Service Commission not only imposed a penalty on the erring officials and directed compensation for the victim but also took proactive steps to prevent such issues in the future.

Name can be included in voter list till last day of filing nomination: State Election Commissioner

Chandigarh, February 11 - Haryana State Election Commissioner Sh. Dhanpat Singh said a person whose name is in the voter list of the Vidhan Sabha constituency but is not included in the ward wise final published list of Municipal Corporation, Municipal Council or Municipality, can get his name included in the voter list by filling Form 'A' with the concerned Returning Officer till the last day of filing nomination.

He also said that necessary changes due to transfer from one part of the updated Vidhan Sabha voter list to another part can be included in the relevant Municipal Corporation electoral rolls by following the proper procedure. He further said that if any of the persons who get their name registered on the last day of filing nomination want to contest the election, then he will be allowed to file the nomination.

The Returning Officer will be the competent authority to include the name in the voter list till the last date of filing nomination. The decision taken by the Returning Officer will be final.

Teachers can be transferred to schools in their area: Education Minister Mahipal Dhanda

Efforts underway to further improve education for 22 lakh students in government schools

Education Minister directed officers to ensure better playgrounds and sports equipment for students in government schools

Chandigarh, February 11 - Haryana Education Minister, Sh. Mahipal Dhanda, said that the National Education Policy 2020 will be implemented in Haryana this year. Efforts are underway to further enhance the education level for the 22 lakh students across 14 thousand government schools in the state. As part of this initiative, the transfer of about one lakh teachers will be ensured by May 31, 2025, in accordance with the Teacher Transfer Policy.

He further said that teachers will be given preference for transfers to schools within the block of their district to further improve the examination results of government schools. The process of rationalizing posts has already begun and will be completed by March 7. He said that in the first phase, teachers will be transferred to PM Shri and Model Sanskriti schools followed by transfer to all other schools.

The Education Minister was presiding over a review meeting with officials of the School Education Department here today. During the meeting, the progress of constructing labs, classrooms, and boundary walls for 1,497 PM Shri, Model Sanskriti Senior Secondary, and High Schools across the state was reviewed. A budget will be allocated for these schools to ensure that the work is completed by March 2026. Additionally, arrangements will be made for Computer Labs, Atal Tinkering Labs, Vocational Labs, and Open Gyms in the schools.

Education Minister, Sh Mahipal Dhanda, directed officers to ensure better playgrounds and sports equipment for students in government schools. He directed that letter be sent to all principals, seeking a report on the condition of the school playgrounds, details on the medals won by students in various sports, and the contributions of PTIs and DPEs in training athletes. He further stated that teachers with poor performance will be closely monitored, and he will personally oversee this process.

The Education Minister stated that more science labs will be established in schools to provide promising students with the opportunity to showcase their talent. He also emphasized that efforts will be made to enhance the artistic and craft skills of students.

Principal Secretary, School Education Department, Sh. Pankaj Agarwal, Director, Secondary Education Department, Sh. Jitender Kumar, and other officials were present at the meeting.

Free bus pass facility for students in Haryana up to 150 kms continues

Chandigarh February 11: The Haryana Government has been providing a free bus pass facility for all students (both boys and girls) of schools, colleges, and institutions affiliated with the Haryana Government, recognized state boards, or universities, up to 150 km since July 5, 2024. No changes have been made to this facility by the Transport Department, and it continues to be applicable as before.

However, during the previous government, a concessional bus pass facility up to 60 km was available to the students.
