Chandigarh, February 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the Haryana Wild Life (Protection) Rules, 2024. Under the new rules, criteria have been established for obtaining various types of permits related to the Wildlife Department.
The Haryana Wildlife (Protection) Rules, 1974 have been repealed under the provisions of the Wildlife (Protection) Act, 1972, and the Haryana Wildlife (Protection) Rules, 2024 were approved by the Haryana Government. Under the Haryana Wildlife (Protection) Rules, 2024, guidelines and procedures have been formulated for the public regarding the process of obtaining permits and approvals from the Department of Wildlife.
The rules provide detailed procedures and prescribed formats for granting permits related to wildlife education, scientific research, or scientific management. They also outline the procedures and formats for granting permits for the conservation of specified plants for special purposes.
Further, under these rules, a detailed procedure and prescribed format has been established for individuals to conduct surveys or investigations on land within the boundaries of sanctuaries. The rules also provide for the registration process of individuals possessing arms and specify the procedure and prescribed format.
Additionally, the rules define the complete process including detailed procedures and prescribed formats for the trade or commerce of wildlife animals, articles, and trophies. The rules also define powers and procedures for taking cognizance of offenses under the law, along with the prescribed formats for the same.
The enactment of the Haryana Wildlife (Protection) Rules, 2024 will make the process of obtaining permits from the Department of Wildlife more transparent and simplified for the public.

*Aarthiyas receive major relief as Haryana Cabinet approves Rs 3.09 Crore for losses in Rabi Season 2024-25*
Chandigarh, February 4– In a major relief to Aarthiyas, the Haryana Government has approved a reimbursement to compensate for the weight loss due to moisture during the Rabi procurement season of 2024-25. The State Government will borne a total of Rs 3,09,95,541 to compensate the losses incurred by the Aarthiyas.
This decision was taken during the Haryana Cabinet meeting which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today.
Out of the total amount, Rs 77,22,010 will be borne by the Food, Civil Supplies, and Consumer Affairs Department, Rs 1,71,16,926 will be covered by the Haryana State Cooperative Supply and Marketing Federation Limited (HAFED), and Rs 61,56,605 will be borne by the Haryana State Warehouse Corporation (HSWC).

Chandigarh, February 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the amendment in the Haryana Village Common Lands (Regulation) Act, 1961.
Through Act No. 19 of 2024, land in Shamilat Deh, which was leased out before the commencement of the Punjab Village Common Lands (Regulation) Rules, 1964 by the Collector under the Haryana Utilization of Lands Act, 1949 for a period of 20 years, has been excluded from the ambit of Shamilat Deh. As a result, the provision related to leasing such lands has been approved for deletion.
In addition, under the Act, it was previously stated that the Gram Panchayat could sell land up to 500 square yards occupied by unauthorized constructed houses at not less than the market rate. The Cabinet has now approved that the rate at which such land can be sold will be prescribed in the Rules. Furthermore, earlier the power to grant approval in such cases was with the State Government, now it has been decided that approval in this regard will be granted by the Director Panchayats instead of the State government.

*Haryana CM flags off buses for media persons for Mahakumbh*
Chandigarh, February 4 – Haryana Chief Minister Sh Nayab Singh Saini today flagged off two buses for media persons heading to Mahakumbh in Prayagraj and wished them a safe journey. Speaking to the media persons, he said that special buses are being operated by the Haryana Government to ensure the convenience of the public attending the Mahakumbh.
He further said that through the Mukhyamantri Tirtha Darshan Yojana, the stategovernment facilitates visits to significant pilgrimage sites across the country for devotees. To make it easier for senior citizens to visit the Mahakumbh fair and participate in the holy dip, the state government has expanded the scope of the Tirtha Darshan Yojana to include Mahakumbh. The first batch for Mahakumbh was sent on Republic Day. So far, under this initiative, a large number of pilgrims from across the state have visited Ayodhya and other key pilgrimage destinations.
It is worth noting that under the Mukhyamantri Tirtha Darshan Yojana, free pilgrimage trips are arranged for senior citizens aged 60 and above, provided their family’s annual income is less than Rs 1.8 lakh. Devotees must register on the Saral portal to avail of this benefit. The Haryana government’s aim is to ensure that even families from economically disadvantaged backgrounds can experience the blessings of visiting sacred temples, which is a work of great importance.

Chandigarh February 4: Haryana Chief Minister, Sh Nayab Singh Saini, while reviewing the progress of the Apple, Fruit, and Vegetable Market in Pinjore and the India International Horticulture Market in Ganaur, instructed the officers to complete the work within a specified time frame. Additionally, he directed that work should begin on the construction of Flower Market in Gurugram, which will provide Haryana's flower farmers with a major platform to showcase and sell their produce. The Flower Market is proposed to be constructed on 8.26 acres of land in Sector-52 A.
Sh Nayab Singh Saini was chairing a review meeting of the Haryana State Agricultural Marketing Board held here today.

The first phase of the Apple, Fruit, and Vegetable Market in Pinjore was inaugurated by Chief Minister, Sh Nayab Singh Saini on July 17, 2024. With the establishment of this market, the apple trade has gained significant momentum. During the 2024-25 seasons, 71.67 lakh apple boxes arrived at the Mandi, compared to 32.28 lakh boxes in 2023-24. Additionally, a total of 93 shop plots have been sold, with an auctioned value of Rs 171.70 crore.

The Chief Minister directed that the construction work for the first phase of the India International Horticulture Market in Ganaur be completed at the earliest. The project includes the development of an office colony, 17 market sheds, a retail zone, an institute block, a police station, a fire station, and a farmer’s rest house. The estimated cost of the project is Rs 3,050 crore. He emphasized that the International Horticulture Market will not only benefit farmers but also prove to be highly advantageous for fruit and vegetable producers, the general public, and traders.
*HSAMB has constructed 18,693 kilometer roads in the State*
During the meeting Chief Minister, Sh Nayab Singh Saini directed the Haryana State Agricultural Marketing Board (HSAMB) and other road construction agencies to ensure the maintenance of all roads in the State. He emphasized that travelers entering Haryana from other states should feel they are in Haryana as they travel through it. The Chief Minister assured that sufficient funds will be allocated for this initiative. HSAMB has constructed 18,693 kilometer roads in the State. At present the Board is maintaining 11,123 kilometers of these roads.
*Use high-quality materials for road work*
He further directed that wherever road repairs are needed, they should be completed with in the stipulated timelines. Additionally, he instructed officers to use high-quality materials for road work. He also highlighted the importance of ensuring that the Harpath App remains functional, so that citizens can easily report road damage, which will be addressed promptly. He said that the State Government has prepared various public welfare schemes and it is the responsibility of the offices to ensure their effective implementation on the grass root level.
While reviewing the condition of roads transferred by HSAMB to the Zila Parishad, the Chief Minister highlighted the State Government's efforts to strengthen the Zila Parishads across Haryana. A total of 1,979 kilometers of roads in five districts—Bhiwani, Fatehabad, Karnal, Palwal, and Yamunanagar—have been handed over to the Zila Parishads. The Chief Minister directed that proper maintenance of these roads be ensured. He also instructed that repair work be completed promptly wherever needed and emphasized the use of quality materials for the repairs.
*Subsidized meals at Rs 10 provided to farmers and laborers in Atal Kisan Majdoor Canteens across the state*
It was shared during the meeting that the Atal Kisan Majdoor Canteens are being set up in mandis across the state to provide subsidized meals at the rate of Rs 10 for farmers and laborers. These canteens are being operated by Women Self-Help Groups under the Haryana State Rural Livelihood Mission (HSRLM). A total of Rs 12.23 crore has been released as assistance to the Self-Help Groups for providing 74.63 lakh meals through 46 canteens as of December 2024. It was also informed that work is underway to establish seven more Atal Canteens. Additionally, a proposal for setting up 40 more canteens is currently under approval by the government.
*6,000 people have benefited so far under the Vivadon Ka Samadhan Scheme*
It was informed that under the Vivadon Ka Samadhan Scheme, 6,000 people have benefited so far. HSAMB launched this scheme to provide an opportunity for allottees who are defaulters in paying their installments, extension fees, or who have not constructed their shop/booth within the stipulated time frame.

Chandigarh, February 4 – Haryana Chief Minister Sh Nayab Singh Saini said that since the formation of the Bharatiya Janata Party government in Haryana under the leadership of Prime Minister, Mr. Narendra Modi, the state has made significant strides in all-round development. He said that since 2014, there has been a remarkable transformation in every aspect of the state, from infrastructure improvements to welfare initiatives, with the common people experiencing these positive changes firsthand.
The Chief Minister was addressing the media persons following a Cabinet meeting here today. Agriculture and Farmers Welfare Minister, Sh Shyam Singh Rana, Cooperation Minister, Dr. Arvind Sharma and Director General of Information, Public Relations and Languages Department, Sh K. Makrand Pandurang were also present.
Responding to a question regarding the upcoming elections for urban local bodies, the Chief Minister said that we are fully prepared for the elections.
In response to another question, the Chief Minister said that the Haryana Government is consistently reimbursing treatment costs for all private hospitals under the Ayushman Bharat Card Scheme. He said that the "double engine" government led by Prime Minister Sh Narendra Modi is offering free treatment up to Rs. 5 lakh to the poor and needy through this scheme. To date, approximately 20 lakh beneficiaries in Haryana have received assistance through the Ayushman scheme.
*Delhi people frustrated with the Aam Aadmi Party government*
Sh Nayab Singh Saini said that during the Delhi election campaign, people expressed their dissatisfaction, stating that they had been deprived of the benefits of the Ayushman Card Scheme. The Delhi government has confined the needy to Mohalla Clinics, which only provide first aid, with no coverage under the Ayushman Scheme for hospital admissions during health emergencies. He further stated that Sh Arvind Kejriwal has only given empty promises to the people of Delhi over the past 10 years. The people of Delhi are extremely frustrated with the Aam Aadmi Party government, and people will work to vent this frustration in the Delhi Assembly elections on February 5.
He also mentioned that Prime Minister Sh Narendra Modi has announced that under the Ayushman Card Scheme, free treatment up to Rs 10 lakh will be provided to the needy and poor people in Delhi.

In response to a question about the ongoing crackdown on gangsters by the Haryana Police, Chief Minister Nayab Singh Saini stated that it is the state government's responsibility to ensure the safety and security of its people. He said that anyone involved in wrongdoing will face consequences, and the police will take strict action against those involved in criminal activities.
When asked about corruption, the Chief Minister asserted that there is no tolerance for corruption in Haryana. He assured that strict action would be taken against anyone found indulging in corrupt practices.

The Chief Minister described the budget for the year 2025-26, presented by the third-term government of the Center, as a strong foundation for a developed India. He stated that this budget reinforces Prime Minister Sh Narendra Modi's vision of transforming India into a developed nation by 2047. He added that no matter how much good work the current government accomplishes, it is the opposition's compulsion to criticize. While the opposition is entitled to its views, it should ensure that such opposition does not harm society.
The Chief Minister further highlighted that under the leadership of Prime Minister Sh Narendra Modi, India has made significant progress in all areas of development over the last 10 years. He remarked that the budget presented by Union Finance Minister Smt. Nirmala Sitharaman for 2025-26 serves as an answer to those critics who view development through a political lens. The budget demonstrates that when the intentions are clear, the results are equally impressive.
Describing the Union Budget as inclusive and focused on the welfare of all sections of society, the Chief Minister said that a developed India encompasses six key aspects: freedom from poverty, 100 percent quality school education, access to quality, affordable, and comprehensive healthcare, 100 percent skilled workers with meaningful employment, greater participation of women in economic activities, and the upliftment of farmers who make India the food basket of the world. Expressing his gratitude to Prime Minister Sh Narendra Modi and Finance Minister Smt. Nirmala Sitharaman for the Union Budget of 2025-26, he said that this budget is a crucial step toward India's overall development. He added that the budget is not merely a financial document but a powerful tool for the upliftment of every section of the country.
*Haryana, an Agriculture-Dominated State, to gain significantly from Budget's Agriculture Sector Schemes*
The Chief Minister highlighted that the Union Budget has provided significant relief to farmers, small industries, and the middle class. He said that income up to Rs 12 lakh has been made tax-free, benefiting crores of people. The limit for Kisan Credit Cards for farmers has been increased from Rs 3 lakh to Rs 5 lakh, providing greater financial support. Under the Dhan-Dhanya Krishi Yojana, special attention will be given to 100 low-productivity districts, which will enhance farmers' income.
Additionally, a five-year mission has been outlined in the budget to boost cotton production, which will strengthen the country's textile industry. Loans up to Rs 5 lakh will be provided to cotton farmers at low interest rates. The Chief Minister said that this budget is a significant step toward improving the standard of living of farmers and strengthening the agriculture sector. As Haryana is an agriculture-dominated state, it stands to benefit greatly from these provisions. To further strengthen the urea supply, a new plant with an annual capacity of 12.7 lakh metric tonnes will be set up in Namrup, Assam.
The Chief Minister highlighted that the Union Budget has introduced a new scheme for 5 lakh women from the SC-ST category, offering them a term loan of up to Rs 2 crore. He further said that to promote startups, the loan limit has been increased from Rs 10 crore to Rs 20 crore. This initiative is a significant step toward empowering women and strengthening new startups. The Chief Minister also pointed out the major announcements made in the education and health sectors. Over the next five years, 75,000 new seats will be added in medical education, expanding access to healthcare training. Additionally, a comprehensive multi-sectoral rural prosperity and resilience program will be launched to tackle the lack of employment in the agriculture sector. This program aims to create new job opportunities in agriculture through skill development, investment, and technology. Its goal is to ensure that migration is a choice, not a necessity, for every villager.
The Chief Minister said that the loan guarantee cover for the MSME sector has been increased from Rs 5 crore to Rs 10 crore, providing additional support to small industries. Special credit cards will also be issued for small industries, with 10 lakh cards planned for distribution in the first year. Furthermore, a special scheme will be launched for the toy industry under the 'Make in India' initiative. Recognizing the success of the PM Swanidhi scheme, the Chief Minister mentioned that it will be further strengthened. To date, 68 lakh street vendors have benefited from this scheme. The new version of the scheme will offer enhanced support, including larger loans from banks, UPI-linked credit cards with a limit of Rs 30,000, and capacity-building initiatives.
Expressing his gratitude to Prime Minister Narendra Modi and Union Railway Minister Ashwini Vaishnav for allocating Rs 3,416 crore to strengthen Haryana's rail infrastructure in the Railway Budget, Nayab Singh Saini said that this amount is 11 times greater than the Rs 315 crore allocated from 2009 to 2014. He further highlighted that since 2014, 823 km of railway track work has been completed in Haryana, and work is currently underway on 14 new projects covering 1,195 km, with a total investment of Rs 15,875 crore.
He mentioned that 34 railway stations in Haryana are being developed as Amrit stations with an allocation of Rs 1,149 crore. Additionally, work is currently underway on 14 new railway tracks in the state, with a total investment of Rs 15,875 crore for laying 1,195 km of new tracks. During this period, the electrification of 121 tracks has been completed, and the construction of 534 railway flyovers and underpasses has also been carried out. He further highlighted that Rs 398 crore has been allocated for the modernization of railways under the Kavach projects. Haryana has also received connectivity for five Vande Bharat Express trains. Currently, Wi-Fi facilities have been provided at 144 railway stations across the state.

*Haryana to Conduct Training on AI for Government Employees Under Mission Karamyogi*

Chandigarh, February 4 – Haryana Chief Secretary Dr. Vivek Joshi held a meeting today with Shri Adil Zainulbhai, Chairman of the Capacity Building Commission (CBC) of India, to discuss training initiatives for government employees under ‘Mission Karamyogi Haryana’. The initiative, implemented by the Haryana Institute of Public Administration (HIPA), aims to enhance the skills of civil servants and other government employees.
Dr. Joshi emphasized the need to equip government officials with knowledge of Artificial Intelligence (AI). He directed officials to collaborate with HIPA and conduct AI training programs for Additional Chief Secretaries (ACS) and Director-level officers as the first phase, eventually extending the training to the entire state workforce.
The meeting was informed that HIPA is working towards training approximately 3.17 lakh government employees to ensure ethical and responsive governance. The Chief Secretary instructed officials to register all Haryana government employees, including those in boards and corporations, on the Mission Karamyogi portal. He also stressed the importance of offering training modules in Hindi for broader accessibility.
To maximize the impact of the initiative, Dr. Joshi urged HIPA to collaborate with various state departments, including Police, Forest and Wildlife, and Women and Child Development, integrating their specialized training courses into the platform. He also emphasized training all Deputy Commissioners and expanding the program to the district level.
Shri Adil Zainulbhai highlighted Haryana’s leadership in conducting physical training on ethics for all civil servants, a model now being replicated in other states. He noted that courses on workplace ethics, stress management, motivation, communication, service rules, and new laws have gained popularity. Additionally, training on Urban Local Bodies' issues such as cleanliness and solid waste management is being provided.
With AI transforming governance, Shri Zainulbhai underscored the necessity of AI literacy for government employees and students. HIPA has designed 17 AI-related courses to familiarize employees with this rapidly evolving technology.
Mission Karamyogi, part of the National Programme for Civil Services Capacity Building (NPCSCB), seeks to create a competent, citizen-centric civil service with a deep understanding of India’s priorities. The initiative aims to empower officials for effective and efficient public service delivery in a dynamic governance environment.
Earlier, the Chief Secretary welcomed Shri Adil Zainulbhai and his team, presenting him with a memento and bouquet. *Haryana Gears Up for Procurement of Oilseeds and Pulses for Rabi Marketing Season 2025-26*
*Procurement to Commence from March 20 for Various Crops*
Chandigarh, February 4 – Haryana Chief Secretary Dr. Vivek Joshi today reviewed the preparations for the procurement of oilseeds and pulses for the Rabi Marketing Season 2025-26. The procurement schedule includes the purchase of lentil from March 20, mustard from March 28, gram from April 1, summer moong from May 15, and sunflower from June 1.
Dr. Joshi directed officials to ensure adequate procurement arrangements, identify procurement centers, and make necessary provisions for storage and gunny bags to facilitate smooth operations. He emphasized the timely commencement of procurement to benefit farmers.
The Minimum Support Price (MSP) for various crops in the 2025-26 season has been fixed as follows: mustard at Rs. 5,950 per quintal, gram at Rs. 5,650 per quintal, sunflower at 7,280 per quintal, summer moong at Rs 8,682 per quintal, and lentil at Rs. 6,700 per quintal.
Officials informed the Chief Secretary that mustard has been cultivated on approximately 21.08 lakh acres in the state during the 2024-25 season. The cultivation area for gram, sunflower, and lentils stands at 0.61 lakh acres, 0.63 lakh acres, and 98 acres, respectively. The estimated mustard production is 15.59 lakh metric tonnes at an average yield of 740 kg per acre. Similarly, gram are expected to yield 0.30 lakh metric tonnes at 494 kg per acre, while sunflower production is estimated at 0.50 lakh metric tonnes with an average yield of 800 kg per acre. Moong cultivation covers about 1 lakh acres, with an estimated production of 0.48 lakh metric tonnes at 480 kg per acre.

Chandigarh, February 5- Haryana Chief Minister, Sh. Nayab Singh Saini was presented a cheque amounting Rs.2,35,76,759 on account of Dividend at the rate 15 percent on Profit after Tax for the financial year 2021-22.
Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Dr. Raja Shekhar Vundru, Chairman, Haryana State Warehousing Corporation, Sh. Dinesh Sharma and Managing Director, Sh. K.M. Pandurang presented the cheque to the Chief Minister Haryana on Wednesday.
Notably, during the year 2021-22, the turnover of the Haryana State Warehousing Corporation was Rs.7,243.52 crore. At present the Corporation is operating 123 Warehouses in the State with a total average storage capacity of 22.84 lakh MTs and utilization is 22.20 lakh MTs (97 percent). During the year 2024-25, HSWC has procured 16.10 lakh MT Wheat, 8.55 lakh MTs paddy, 2.35 lakh MT Bajra and 4.16 lakh MT Mustard on MSP from farmers.
