EXPLAINATIONS IN VIDHAN SABHA
Chandigarh, December 19 – Haryana Minister of State for Food, Civil Supplies, and Consumer Affairs, Sh. Rajesh Nagar said that as of October 2024, the total number of ration cards in the state was 51,72,270. The Minister was responding to a question raised by the Rohtak MLA, Sh. Bharat Bhushan Batra during the ongoing Winter Session of the Vidhan Sabha here today.
He shared that under the National Food Security Act, 2013, there are two categories of ration cards for beneficiaries, namely Priority Household (Below Poverty Line – BPL) and Antyodaya Anna Yojana (AAY).
The Minister informed the House that in October 2024, there were 48,79,423 ration cards issued to priority households (BPL families). Under the Antyodaya Anna Yojana, there were 2,92,847 ration cards. Thus, the total number of ration cards in the state in October 2024 amounted to 51,72,270.

Chandigarh, December 19 - Haryana Health Minister, Ms. Aarti Singh Rao said that the State Government is actively working to improve the doctor-population ratio by increasing MBBS seats through the establishment of new medical colleges in both the public and private sectors. She informed that while Haryana had only 700 MBBS seats in 2014, the number has now risen to 2,710.

She further informed the House that, as per the reply of the Ministry of Health and Family Welfare in the Lok Sabha in 2018, the doctor-population ratio stood at one doctor per 1,000 people. Referring to the data of the Haryana Medical Council dated December 16, 2025, she said that considering only allopathic doctors, the ratio in the state is currently one doctor per 1,225 people. When registered Ayurveda, Unani and Homeopathy (AUH) doctors are also included, the present ratio improves to one doctor per 819 people.
Reiterating the government’s efforts, Ms. Rao said that increasing the number of doctors remains a priority, and the state is continuously expanding medical education infrastructure in both public and private sectors to enhance MBBS intake.
She also highlighted that the National Health Policy 2017 and Indian Public Health Standards define benchmarks for the availability of health services, particularly in terms of population-to-hospital bed ratios. As per these standards, the combined government health and medical education sector should have at least one hospital bed per 1,000 population, while including ESIC and private hospitals, the availability should be two beds per 1,000 population.
Responding to a supplementary question, the Health Minister informed that the number of District Civil Hospitals and Sub-Divisional Hospitals has increased from 56 in 2014 to 74 at present. Similarly, the number of Community Health Centres (CHCs) has gone up from 109 in 2014 to 122.
She further stated that under the leadership of Chief Minister, Sh. Nayab Singh Saini, the Haryana Government has made dialysis services free of cost in government hospitals. In addition, economically weaker sections are being provided free treatment up to Rs. 5 lakh under the Ayushman Bharat scheme. The present government firmly believes that healthcare is not a privilege but a fundamental right, and keeping this principle in mind, affordable and accessible health services are being ensured close to people’s homes across the state, said the Minister.

Chandigarh, December 19 — Haryana Tourism and Heritage Minister, Dr. Arvind Sharma said that the ancient and massive Buddhist stupa dating back to the Kushan period, located in the Assandh area of Karnal district and popularly known as Jarasandh ka Teela, is a protected monument under the Archaeological Survey of India (ASI), Government of India.
Dr. Arvind Sharma was replying to a question raised by Assandh MLA Sh. Yogender Singh Rana during the second day of the Winter Session of the Haryana Vidhan Sabha here today.
He informed the House that the site is protected under the Ancient Monuments and Archaeological Sites and Remains Act, 1958. As a result, any development of the monument or its surrounding area can be undertaken only by the Archaeological Survey of India.
He further shared that apart from the remains of the Kushan-era stupa, surface explorations conducted in the Jarasandh Fort area at Assandh have revealed Painted Grey Ware pottery, coins from the early historic period, and archaeological remains from the medieval era.
The Cabinet Minister also assured the House that the State Government would explore possibilities for the beautification of the site in coordination with the Archaeological Survey of India.

Haryana Government released Rs. 4,771.89 Crore as Compensation to Farmers: Vipul Goel
Chandigarh, December 19: Haryana’s Revenue and Disaster Management Minister, Sh. Vipul Goel, said that the present state government has so far released Rs. 4,771.89 crore as compensation for crop losses to farmers. In comparison, during the Congress government from 2005 to 2014, only Rs. 1,158 crore was paid as compensation.

Sh. Vipul Goel stated that the BJP-led state government stands firmly with every citizen and farmer, both in times of prosperity and adversity. He explained that the crop damage assessment process involves inspections by Patwaris, Girdawars, Sub-Divisional Magistrates (SDMs), and Deputy Commissioners (DCs).
He further informed that the entire process has been reviewed by the Chief Minister, Sh. Nayab Singh Saini. Wherever any errors or negligence were found, charge-sheets were issued and appropriate action was taken.
Clarifying the assessment procedure, the Minister said that no crop damage assessment can be conducted once the crop has been harvested.

Block formation requires a minimum population of one lakh – Krishan Kumar Bedi
Chandigarh, December 19 – Haryana Social Justice, Empowerment ,SCs & BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi said that a minimum population of one lakh is mandatory for the formation of a block in any area or constituency.
The Minister was replying to a question asked during the ongoing Winter Session of the Haryana Vidhan Sabha here today.
He said that the Kosli constituency already has three blocks Nahan, Jatusana, and Dahina with a combined population of 3,08,729. Therefore, Kosli cannot be granted the status of a fourth block in the constituency.

Five Colonies Approved Under Ismailabad Municipal Council: Vipul Goel
Chandigarh, December 19 - Haryana Urban Local Bodies Minister, Sh. Vipul Goel, said that five colonies have been approved under the Ismailabad Municipal Council. He informed that in three of these approved colonies, basic facilities such as roads, streets and drinking water have already been provided, while estimates for the remaining two colonies have been prepared.

The Minister said that the tender process for the remaining works will be completed soon, following which all basic civic amenities will also be provided in these colonies.

85% construction work of Government College, Taraori Completed- Education Minister
Chandigarh, December 19 — Haryana Education Minister, Sh. Mahipal Dhanda said that nearly 85 percent of the construction work of the Government College at Taraori has already been completed. He informed that administrative approval of Rs. 500.50 lakh has been granted to the Public Works Department (Buildings and Roads) for the remaining work, and the re-tendering process will be undertaken within the next three months. The construction is expected to be completed within eight months from the actual date of commencement of the work.

Rs. 5.61 crore compensation released for crop damage in 16 villages of Lakhanmajra and Meham
Chandigarh, 19 December — Haryana Revenue, Disaster Management and Relief Minister, Sh. Vipul Goel said that compensation amounting to Rs. 5,61,08,431 has been disbursed among farmers in 16 villages of Lakhanmajra and Meham tehsils for crop losses.
He said that, across the state, a total amount of Rs. 516 crore has been released as crop damage relief.

He informed the House that crop damage assessments were conducted in two stages in all tehsils, including Lakhanmajra and Meham. Compensation was provided to those farmers who had applied through the e-Kshatipurti Portal.
The Minister further shared that the Chief Minister personally took cognizance of the compensation process. Strict action was taken against patwaris found negligent or careless during crop loss assessment.
He assured that if any irregularity is reported in Lakhanmajra or Meham tehsils in this matter, the details may be submitted and the issue will be examined seriously.

Chandigarh, 19 December — Haryana Health Minister, Ms Aarti Singh Rao, said that the state government plans to shift the District Civil Hospital, Karnal, to Sector-32A, Karnal, on HSVP land. A new building will be constructed on this site to establish a 200-bed hospital.
The Health Minister was responding to a question raised by a member during the ongoing session of the Winter Session Haryana Vidhan Sabha here today.
She informed the House that a new site of 9.90 acres has been identified for constructing the hospital on HSVP land. The previously selected land was unsuitable because high-tension wires ran over it. The newly selected land is now being officially demarcated.
Ms Aarti Singh Rao provided further details, stating that on 23 November 2021, 13 acres of land in Sector 32A, Karnal was allotted in the name of the Director General, Health Services, Panchkula, at a rate of Rs. 16,000 per square meter. According to a letter dated March 30, 2022, the allotting department requested an extension of time. Later, on January 27, 2023, the Civil Surgeon’s office in Karnal reported that 4 acres of the 13-acre land had high-tension wires running over it, making it unsuitable.
Subsequently, in a meeting held on November 16, 2022, chaired by the Additional Chief Secretary, Town and Country Planning Department, the government directed that 9.90 acres of land adjacent to the previously allotted plot be re-demarcated. The revised demarcation has since been approved by the Chief Town Planner of HSVP. The land transfer will be completed soon, after which construction of the new hospital building will commence.

The Haryana Shri Mata Mansa Devi Shrine (Amendment) Bill, 2025 was passed to amend the Haryana Shri Mata Mansa Devi Shrine Act, 1991.
The sub-section (b) of Section 8 of the Act disqualifies any person who is “of unsound mind and stands so declared by a competent Court or is a deaf, mute or is suffering from contagious leprosy or any virulent contagious disease” from being nominated as a Member of the Board. The Act was enacted in the year 1991, in compliance of Supreme Court directions dated May 07, 2025 passed in W.P. (c) No. 83 of 2010 titled Federation of Lepy. Organ. (FOLO) Vs. Union of India and in view with the change in the social structure where now physically challenged and terminally ill persons command great acceptability and respect in the society, to continue with the said provision appears unwarranted.
Hence, it is necessary to carry out amendment in the Haryana Shri Mata Mansa Devi Shrine Act, 1991 (14 of 1991) by way of enacting the Haryana Shri Mata Mansa Devi Shrine (Amendment) Bill, 2025.

The Haryana Shri Mata Sheetla Devi Shrine (Amendment) Bill, 2025 was passed to amend the Haryana Shri Mata Sheetla Devi Shrine Act, 1991.
The sub-section (b) of Section 8 of the Act disqualifies any person who is “of unsound mind and stands so declared by a competent Court or is a deaf, mute or is suffering from contagious leprosy or any virulent contagious disease” from being nominated as a Member of the Board. Haryana Municipal Corporation (Amendment) Bill, 2025
The Haryana Municipal Corporation (Amendment) Bill, 2025 was passed to amend the Haryana Municipal Corporation Act, 1994.
The sub-clause (a) of clause (8) of section 2 of the Act defines the dangerous disease means cholera, plague, chicken-pox, small-pox, tuberculosis, leprosy, enteric fever, cerebrospinal, meningitis and diphtheria. The Act was enacted in the year 1994, in compliance of Supreme Court directions dated May 7, 2025, passed in W.P. (c) No. 83 of 2010 titled Federation of Lepy. Organ. (FOLO) Vs. Union of India and in view with the change in the social structure where now physically challenged and terminally ill persons command great acceptability and respect in the society, to continue with the said provision appears great acceptability and respect in the society, to continue with the said provision appears unwarranted.
Hence, it is necessary to carry out amendment in the Haryana Municipal Corporation Act, 1994 (16 of 1994) by way of enacting the Haryana Municipal Corporation (Amendment) Bill, 2025.
Haryana Panchayati Raj (Second Amendment) Bill, 2025
The Haryana Panchayati Raj (Second Amendment) Bill, 2025 was passed to amend the Haryana Panchayati Raj Act, 1994.
As per existing provision, approval of the eligibility of identified beneficiaries of any government scheme and preparation of Gram Panchayat Development Plan are done by the Gram Sabha in its meeting with a quorum of one-tenth of its members or three hundred members, whichever is less, whereas to consider and approve the identified beneficiaries of any government scheme or to prepare a Gram Panchayat Development Plan, it is necessary to ensure presence of more members of Gram Sabha in its meeting to bring more transparency in the process. Approval of the eligibility of identified beneficiaries of Mukhya Mantri Gramin Basti Yojana by Gram Sabha is in process.
Haryana Municipal Bill, 2025
The Haryana Municipal Bodies Bill, 2025 was introduced to consolidate and amend laws relating to municipalities and to provide for the establishment of Municipalities in the State of Haryana so as to give them wider powers in the management of municipal affairs.
The Constitution of India has entrusted the responsibility of local administration to the municipalities in urban areas and assigned the role to the municipalities as a third tier of the governance on the pattern of Central and State Governments. Further, the Constitution of India has envisaged a hierarchy in the municipalities on the basis of population criteria.
Accordingly, municipalities in the State of Haryana are constituted under three categories, i.e., Municipal Corporations, Municipal Councils and Municipal Committees, mainly on the basis of population criteria and other factors such as population density, non-agricultural activities, revenue generation, etc. However, the municipalities existing/established at the district headquarters are designated as Municipal Councils, irrespective of their population. Municipal Councils and Municipal Committees are governed under the provisions of the Haryana Municipal Act, 1973 (24 of 1973) whereas Municipal Corporations are governed under the provisions of the Haryana Municipal Corporation Act, 1994 (16 of 1994).
The Ministry of Housing and Urban Affairs, Government of India had circulated the Model Municipal Law in the year 2003 to bring uniformity in the municipal laws across the country, simplifying the municipal bye-laws, introducing reforms in financial management and accounting systems as well as enhancing internal resource generation capacity of the municipalities.
The level and quality of delivery of municipal services to the residents needs to be in consonance within all the three categories of municipalities and cannot be subjected to vagaries of financial hardship and functional uncertainties. Urban Local Bodies Department is the single supervising department for all three categories of municipalities.
Since the enactment of the Haryana Municipal Act, 1973 (24 of 1973) and the Haryana Municipal Corporation Act, 1994 (16 of 1994), more than fifty amendments have been carried out in both the existing municipal Acts. Further, the department has to issue separate notifications under both these municipal Acts for similar matters/purposes, such as notifications related to the assessment of property tax, rules and regulations regarding licences, fixing of rates/fees related to advertisements, development charges etc. Such exercise results in unnecessary duplication of efforts, waste of time and is causing confusion among the public as well as departmental officials.
The existence of two separate set of Service Rules framed under both the municipal Acts has also led to ambiguities in the matters related to transfers, promotions and fixation of seniority lists of municipal staff. This often results in avoidable litigation and defeats the objective of efficient deployment of personnel for better productivity.
There are ten States in the country namely Bihar, Rajasthan, Kerala, Jharkhand, Tripura, Manipur, Meghalaya, Mizoram, Nagaland and Sikkim where all the categories of municipalities are governed under a single municipal Act.
In order to impart certainty, continuity and strength to the municipalities in the State as envisaged under the provisions of the Constitution (Seventy-Fourth) Amendment Act, 1992 and to bring greater transparency and improved governance, Urban Local Bodies Department proposes to enact a single consolidated Act namely the Haryana Municipal Bill, 2025 which will be applicable uniformly to all the municipalities of the State.
Some additional provisions have also been incorporated in the proposed Bill aiming to ensure that - Municipalities have been empowered to determine the taxes and fees related to property tax, development tax and fees, garbage fee, advertising fee, water and sewerage fee etc., between minimum and maximum rates prescribed by the government.
Allowing elected representatives of the municipalities to attend the meetings through electronic mode and enabling the municipalities to pass resolutions through circulation without physical attendance. Provisions have been made for effective planning of urban transport to improve traffic management and establishment of urban forestry for maintaining ecosystem services as well as lush green areas within municipal areas. Framing of common service rules for all the municipal employees, which will reduce the litigations to a large extent, and Appointment of municipal magistrate for trial of municipal offences.

Chandigarh, December 19 – Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa said that in view of frequent traffic congestion at two railway crossings on the road from Dabra Chowk to Nirankari Bhawan Road in Hisar, a letter has been sent to the Ministry of Railways regarding the construction of two Road Over Bridges (ROBs). A Detailed Project Report (DPR) for the construction of a two-lane ROB at Railway Crossing No. 1 has already been prepared by the consultant. For this purpose, M/S Singhal Group has been appointed.
Sh. Gangwa was replying to a question asked by Hisar MLA, Smt. Savitri Jindal during the ongoing Winter Session of the Haryana Vidhan Sabha here today.
He further informed the House that the available land width towards Dabra Chowk is varying from 14.58 meters to 15.55 meters and available land width towards Nirankari Bhawan is varying from 17.04 meters to 17.29 meters. He also informed that construction of both railway overbridges will begin after approval of the revised proposals, completion of statutory formalities, and approval from the Railway Department. At one location, an ROB will be constructed, while at the other, an RUB will be built. A committee has been constituted for this purpose, and the Railways have been asked to commence the work within three months.
Similarly, replying to another question regarding the construction of a new road from Khark Pandwa village to Pundri Drain and alongside drain further up to Anaj Mandi, Kalayat on National Highway-52, he said that at present, there is no proposal for the construction of this road. He informed that the total length of roads in the Kalayat Assembly constituency is 188.98 kilometers and the roads are in good condition.

No-Confidence Motion Against a Full-Majority Government Reflects Desperation of Congress: Rao Narbir Singh
Chandigarh, December 19 — Haryana’s Forest and Environment Minister Sh. Rao Narbir Singh, strongly opposing the no-confidence motion brought by the Congress during the Winter Session of the Haryana Vidhan Sabha, said that moving a no-confidence motion against a government that has been functioning with a full majority for the last 14 months reflects the Congress’ political frustration and irresponsible conduct. He stated that in a democracy, the basis of a no-confidence motion is numerical strength, not political illusion.
The Forest Minister said that a no-confidence motion is considered appropriate when a government depends on a coalition or when there is doubt about its majority. However, when a government is functioning with a clear mandate and full majority, such a motion turns into nothing more than political theatrics. Referring to the political history of the Congress, he said that while the Congress came to power with a full majority in 2005, its seats declined to 40 in 2009, were reduced to just 15 in 2014, and for the third time in 2024, it managed to secure only 37 seats.
Sh. Rao Narbir Singh said that in Haryana, a government has been formed for the third consecutive time under the leadership of Chief Minister Sh. Nayab Singh Saini, which has received widespread support within just three months of its tenure. He emphasized that this government is based on public trust and democratic values.
Reacting sharply to the allegations of vote theft made by the Congress, he said that the public has completely rejected these claims. He pointed out that in the Badshahpur Assembly constituency, he won by a margin of more than 60,000 votes, whereas the Congress alleged theft of 70,000 votes there. Similarly, in Rewari, the Congress claimed theft of 35,000 votes, while the BJP candidate won by a margin of more than 30,000 votes. He added that the Congress made allegations of vote theft involving more than 5,000 votes across the state, but the people, placing their faith in the democratic process, rejected these arguments outright.
Highlighting farmers’ interests, Sh. Rao Narbir Singh said that during the Congress’s 10-year rule, farmers were given a total compensation of ₹1,158 crore for crop damage, whereas the present government, showing sensitivity towards farmers, has provided crop damage compensation amounting to ₹4,771 crore. These figures clearly demonstrate that the current government believes not just in words, but in action.
He concluded by saying that the people of the state understand the politics of development, transparency, and accountability, and have repeatedly rejected the negative politics of the Congress.

Chandigarh, December 19 – Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa informed the House during Question Hour that the Haryana Government has accorded administrative approval of Rs. 2,583.55 lakh for the construction of a new four-lane road for the Chuchakwas Bypass and the Chuchakwas–Matanhail–Bahu–Karoli Road in Jhajjar district.
Sh. Gangwa was replying to a question asked by MLA, Smt. Geeta Bhukkal during the ongoing Winter Session of the Haryana Vidhan Sabha here today.
He said that a total of 26.981 acres of land is required for the construction of the new four-lane Chuchakwas Bypass. Out of this, 20.938 acres (78 percent) of land has already been purchased from landowners through the e-Bhoomi portal. The government has approved the acquisition of the remaining land under the Consolidation of Project Land (Special Provisions) Act, 2017, on November 14, 2025, and the process has been initiated.
He also informed the House that the Central Government has recently approved the Greenfield Expressway project from Jhajjar to Charkhi Dadri up to Atela Kalan, and the Chuchakwas Bypass will also be connected to this project.

Chandigarh, December 19 – Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa said that in view of frequent traffic congestion at two railway crossings on the road from Dabra Chowk to Nirankari Bhawan Road in Hisar, a letter has been sent to the Ministry of Railways regarding the construction of two Road Over Bridges (ROBs). A Detailed Project Report (DPR) for the construction of a two-lane ROB at Railway Crossing No. 1 has already been prepared by the consultant. For this purpose, M/S Singhal Group has been appointed.
Sh. Gangwa was replying to a question asked by Hisar MLA, Smt. Savitri Jindal during the ongoing Winter Session of the Haryana Vidhan Sabha here today.
He further informed the House that the available land width towards Dabra Chowk is varying from 14.58 meters to 15.55 meters and available land width towards Nirankari Bhawan is varying from 17.04 meters to 17.29 meters. He also informed that construction of both railway overbridges will begin after approval of the revised proposals, completion of statutory formalities, and approval from the Railway Department. At one location, an ROB will be constructed, while at the other, an RUB will be built. A committee has been constituted for this purpose, and the Railways have been asked to commence the work within three months.
Similarly, replying to another question regarding the construction of a new road from Khark Pandwa village to Pundri Drain and alongside drain further up to Anaj Mandi, Kalayat on National Highway-52, he said that at present, there is no proposal for the construction of this road. He informed that the total length of roads in the Kalayat Assembly constituency is 188.98 kilometers and the roads are in good condition.

Speaking with deep reverence, the Chief Minister underscored the song’s 150-year journey as a symbol of patriotism, sacrifice, and India’s struggle for freedom.

Nayab Singh Saini expressed his gratitude to all members for engaging in a collective discussion on Vande Mataram, describing it as a mantra that infused India’s freedom movement with courage, self-discipline, and a spirit of sacrifice. Historical Journey of Vande Mataram
The Chief Minister traced the origins of the song to Bankim Chandra Chattopadhyay, first published on 7 November 1875. He highlighted its role in galvanizing the freedom movement, mentioning the 1907 English newspaper Vande Mataram edited by Sri Aurobindo, which the British deemed highly dangerous, and recalled performances by Rabindranath Tagore and Sarala Devi Chaudhurani. He further shared that even India’s hockey team sang Vande Mataram after winning the 1936 Berlin Olympics, showcasing national pride.
He highlighted the pivotal role of Sardar Patel, who requested Pandit Omkarnath Thakur to render the song on All India Radio onAugust 15, 1947, and the Constituent Assembly, which accorded it the status of National Song on January 24, 1950. The Chief Minister remarked that the journey of Vande Mataram had witnessed both glorious moments and difficult phases, including colonial rule, Emergency, and challenges to democracy.

Chandigarh, December 19- The Congress-led no-confidence motion against the Haryana Government was decisively defeated in the Haryana Vidhan Sabha on Friday, with Chief Minister Sh. Nayab Singh Saini delivered a wide-ranging, data-driven response that dismantled the Opposition’s allegations and presented the government’s eleven-year governance record as the true measure of public trust.
Participating in the discussion, the Chief Minister said the Opposition failed to make out any serious or credible case against the government. He remarked that the motion was drafted in haste merely for political optics, lacking preparation, depth and factual grounding. Even a cursory reading, he said, made it evident that the proposal was moved out of frustration rather than conviction.
‘Tantralok’ Remark Shows Congress’ Intellectual Bankruptcy- CM
Responding to the allegation that the government had turned democracy into a “tantra-lok”, Sh. Saini said that the Opposition appeared unaware of the meaning and cultural context of the words it used. Tantralok, he explained, is a revered philosophical text of Kashmir Shaivism authored in the 10th century by Acharya Abhinav Gupta, one of India’s greatest philosophers, scholars and spiritual thinkers.
In a pointed remark, he asked whether Congress legislators had forgotten both linguistic meaning and intellectual context. Quoting poetically, he said, “When words lose their meaning, dialogue degenerates into noise.”
Government’s Vision Not Narrow, But Focused Like Arjuna’s Aim-CM
Countering the charge of “tunnel vision”, the Chief Minister said the government’s vision is sharply focused on outcomes and public welfare. Guided by Prime Minister Modi’s resolve of Viksit Bharat @ 2047, and inspired by Pandit Deendayal Upadhyaya’s Antyodaya philosophy, the government is committed to Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas. He said that the motion cited only one numerical figure and deliberately avoided mentioning inflation. This omission, he said, was an implicit admission that inflation has declined across the country under the leadership of Prime Minister, Sh. Narendra Modi, reflecting sound economic management.
Haryana to Become a Developed State Before 2047, assures CM
The Chief Minister asserted that Haryana will achieve the status of a developed state even before 2047. A developed Haryana, he said, would ensure prosperity for every family and reflect Gurudev Rabindranath Tagore’s vision of a fearless society where knowledge is free and dignity is protected. He said that the last 11 years of the BJP government are undoubtedly dedicated to Last-Mile Empowerment. He said that over the past eleven years, the government has consistently worked to raise the standard of living of the poorest, double farmers’ incomes, ensure safety and dignity for daughters, empower women economically, and provide transparent employment to youth without bribes or recommendations. True development, he added, is achieved when the person standing at the last rung of society smiles, said Sh. Nayab Singh Saini.
Unprecedented Infrastructure Growth Across the Country
Highlighting infrastructure achievements, Highlighting infrastructure growth, Sh. Nayab Singh Saini said that over the past eleven years, India has witnessed historic expansion of roads, highways and tunnels. Around 2,500 kilometres of tunnels have been constructed nationwide, including 460 kilometres of railway tunnels alone.
He said that projects such as the Dr. Syama Prasad Mukherjee Tunnel connecting Kashmir with the rest of India and the Banihal–Qazigund Tunnel stand as symbols of India’s engineering capability and political will. He recalled that the inauguration of key railway tunnels in 2017 proved that geography and harsh climate can no longer obstruct India’s progress. In 2024, the 12.7-kilometre T-50 railway tunnel under the USBRL project firmly integrated Jammu and Kashmir into the national rail network.
Major Connectivity Boost in Haryana
The Chief Minister said that in Haryana, the tunnel connecting the state border to Delhi Airport has emerged as a symbol of commuter convenience, time savings and technical efficiency. Additionally, a tunnel exceeding one kilometre is under construction under the Haryana Orbital Rail Corridor along the KMP route. He also referred to the 9-kilometre Atal Tunnel, the world’s highest highway tunnel, inaugurated in 2020 and named after Bharat Ratna Atal Bihari Vajpayee, whose vision laid the foundation for India’s modern road network.
Atal Bihari Vajpayee’s Vision Continues to Guide Development
Recalling Vajpayee’s tenure, the Chief Minister said that the Golden Quadrilateral project created over 14,000 kilometres of national highways, while the Pradhan Mantri Gram Sadak Yojana brought roads to remote rural areas, including nearly 3,500 kilometres in Haryana. The Delhi Metro, major irrigation projects such as the Sardar Sarovar Dam and the India Shining vision all originated during Vajpayee’s leadership and continue to inspire development under Prime Minister Modi.
Criminals Must Reform or Leave Haryana: Zero Tolerance Policy
On law and order, the Chief Minister reiterated that criminals have no place in Haryana. Since assuming office, seven criminals who had fled abroad have been extradited from Thailand, the Philippines, Armenia, Kazakhstan, Cambodia and the United States and lodged in Haryana’s prisons.
He said that the crime rates have declined sharply as compared to the Congress eara. Divulging the data, Sh. Nayab Singh Saini said that compared to the Congress regime, murders have declined by 12.75 percent , dacoity by 49.41 percent , riots by 20.78 percent and robberies by 10.52 percent, while these crimes had increased significantly during the Congress regime from 2004 to 2014.
He further shared that operations such as Clean, Prahari, Track Town and Hotspot Domination have yielded concrete results. Between November 5 and November 27, 7,587 criminals were arrested and 322 illegal weapons seized. Under Operation Hotspot Domination, over 2,200 criminals were arrested. This year alone, 3,320 NDPS cases have been registered, 6,018 drug traffickers jailed, including nearly 1,500 from other states, and properties worth over Rs. 12 crore confiscated, shared the Chief Minister.
Merit-Based Jobs End Congress-Era Corruption
Rejecting claims on unemployment, the Chief Minister said nearly two lakh youth have received permanent government jobs purely on merit under the BJP government, compared to 86,000 during Congress’ ten-year rule, when recruitment was marred by nepotism and scams.
Citing RBI data, he said Haryana’s rural unemployment stands at 3.1 percent , the lowest in northern India, while urban unemployment is just 4 percent. He said that he also exposed attempts by a so-called “recruitment-stop gang” that seeks to derail transparent recruitment through litigation.
He said that through the Haryana Kaushal Rozgar Nigam, over 1.22 lakh youth have received employment, with job security ensured up to 58 years, protecting them from contractor exploitation.
Massive Expansion of Education Infrastructure
Rejecting allegations of illiteracy, the Chief Minister said over 80 percent of Haryana’s population is literate. Government colleges increased from 105 in 2014 to 185, including 30 girls’ colleges. Universities rose from 43 to 56, medical colleges from 6 to 17, and MBBS seats from 700 to 2,435. He further shared that Polytechnic institutes increased from 28 to 43, with intake capacity rising from 11,985 to 16,434.
He further highlighted the establishment of 80 new colleges, 13 universities, expansion of medical colleges and polytechnics, along with nearly Rs. 989 crore spent on sports infrastructure and over ₹641 crore awarded to athletes.
Poverty and Inequality Reduced Through Targeted Welfare
Citing a World Bank report, Sh. Nayab Singh Saini said India’s poverty rate declined from 16.2 percent to 2.3 percent over the past eleven years, lifting 17 crore 10 lakh people out of poverty through schemes like Jan Dhan, DBT, Ayushman Bharat, PM Vishwakarma and PM Garib Kalyan Yojana. Clarifying allegations on BPL ration cards, Sh. Nayab Singh Saini said cards were verified online in a transparent manner. Only ineligible beneficiaries were removed, while deserving families were supported to rise above poverty.
Haryana’s Sports Policy Strengthens ‘Land of Players’ Identity, says CM
Defending the government’s sports policy, the Chief Minister said nearly Rs. 989 crore has been spent on sports infrastructure, the sports budget increased from Rs. 275 crore to Rs. 590 crore, a Sports University was established in 2022, and athletes received over Rs. 641 crore in awards. Reservation in government jobs has benefited 231 sportspersons.
* Amit Shah to Unveil Vajpayee Statue; Vision 2047 Document to be released-CM*
The Chief Minister announced that on December 24, Union Home Minister Sh. Amit Shah will unveil Atal Bihari Vajpayee’s statue in Panchkula. On the same occasion, the Haryana Government’s Vision 2047 document will be released at Indradhanush Auditorium. December 25 will be observed nationwide as Good Governance Day.
Congress has Forgotten Public Welfare-CM
The Chief Minister said that the opposition has even accused the government of seizing power through unconstitutional means and vote manipulation. In a democracy, everyone has the right to express their views, but misusing this right to make baseless allegations is irresponsible. Congress, however, has already forgotten the welfare of the people. The internal state of democracy within the party is visible to everyone. Even after almost a year since the assembly elections, the party could not elect a leader of opposition, depriving the Haryana Assembly of this position for a long period, he said.
Sh. Nayab Singh Saini further said that Congress members are solely engaged in spreading misleading propaganda. Questioning the opposition, he asked why they fail to recall the electoral manipulations they themselves were involved in. For instance, in the 2009 assembly elections, the case of bogus voting involving Sukhbir Kataria gained widespread attention. The allegations mainly concerned manipulating the voter list using fake voter ID cards and forged documents. In 2009, an NGO called Voter Awareness Forum filed a petition alleging that Kataria and others were involved in creating and using fake voter IDs to influence election results in Gurugram. Following this, in 2013, a district court ordered two new FIRs against Kataria, he said.
The Chief Minister said that during the 2014 Lok Sabha elections in Nuh, Firozpur Jhirka, and Punhana, allegations of bogus voting and booth-capturing surfaced. While the voter turnout was recorded at 78 percent in the region, especially in the Nuh district headquarters including areas like Raina village, ink marks on voters’ fingers were barely visible. Before the 2014 assembly elections, Paras Mittal from Kaithal filed a case in the Punjab and Haryana High Court, alleging votes were being registered for non-residents of Kaithal, and that several individuals had voting rights in both Kaithal and Narwana constituencies, where Congress leader Randeep Surjewala contested elections. On May 6, 2014, Paras Mittal submitted a list of 10,000 fake voters to the election officer; following verification, 7,447 were removed from the voter list. He questioned the morality and electoral integrity of Congress during this period, citing that in the 2024 assembly elections, Congress MLA Jassi Petwad of Narnaul allegedly urged people to cast multiple votes in public meetings, said Sh. Nayab Singh Saini.
Fair Compensation ensured for Farmers-CM
The Chief Minister informed the House that farmers remain at the core of the government’s pro-agriculture policies. In August-September, heavy rains caused waterlogging in several districts of Haryana. The government conducted inspections of affected areas, and to compensate for crop losses, the e-compensation portal was kept open until September 15. On December 10, 53,821 farmers received compensation of Rs. 116.51 crore directly in their bank accounts. Earlier, in November, Rs. 4.72 crore had been released to cover losses due to livestock, house damage, and other essential items caused by floods.
During the Kharif season, 57,394 farmers filed claims for crop damage due to natural calamities. Out of these, 33,390 farmers will soon receive Rs. 78.22 crore as compensation. Over the past 11 years, including through the PM Fasal Bima Yojana, the state has disbursed a total of Rs. 15,448 crore to farmers for crop losses.
World Bank approves ‘Haryana Clean Air Project’ with $305 Million Funding-CM
The Chief Minister remarked that the opposition now remembers environmental issues only after being rejected by farmers in the last election. During their tenure, they did little to protect the environment. The current government has made substantial efforts to reduce pollution, aiming to make Haryana pollution-free by 2030. Recently, the World Bank approved $305 million (approximately Rs. 2,600 crore) for the ‘Haryana Clean Air Project,’ which aims to improve air quality across transport, industry, agriculture, urban management, and scientific monitoring sectors. Of this, Rs. 746 crore will be spent in the agriculture sector through the Agriculture & Development and Panchayati Raj departments, including Rs. 280 crore to end stubble burning by 2030, Rs. 52 crore for research on bio-decomposer technology, Rs. 151 crore to establish a secondary emission monitoring center, and Rs. 263 crore for developing a clean manure management system to reduce emissions from animal waste.
State Debt Situation Remains Sustainable-CM
Addressing Congress’s criticism of poor financial management, he said that during their 10-year rule (2004-05 to 2014-15), debt liabilities grew by 458.30 percent, while under the current government (2014-15 to 2024-25), the increase was only 227.49 percent, less than half of the previous period. According to the 2025-26 budget estimates, the state’s fiscal deficit is projected at 2.67 percent of GSDP, below the 3 percent limit prescribed by the FRBM Act. Over the past decade, Rs. 3,66,016 crore has been paid towards debt servicing, including Rs. 1,61,796 crore in interest and Rs. 2,04,220 crore as principal, all on schedule with no defaults, indicating a sustainable debt position.
No-Confidence Motion Reflects Opposition’s Desperation- CM
The Chief Minister questioned whether the no-confidence motion reflects the public’s lack of trust or the opposition’s own lost ground. He said that when the public trusts the government, such motions remain merely procedural. The state government has upheld public trust and continues to do so. The motion merely documents the opposition’s frustration. He highlighted that in 13 months, the government has completed 54 of the 217 promises in its manifesto, with progress underway on the remaining 163. He urged the Assembly to reject the no-confidence motion based on facts, actions, and public interest, and to strengthen the ongoing journey towards a developed and progressive Haryana.
