PM Launches Haryana State Action Plan on Climate Change and Human Health
Chandigarh, Oct 29 – Prime Minister Sh Narendra Modi today launched the Haryana State Action Plan on Climate Change and Human Health virtually. This initiative is part of the National Programme for Climate Change and Human Health (NPCCHH), established in 2019 to effectively enhance the health sector's capacity to respond to climate change impacts.
The launch event was attended by several dignitaries, including Ms. Aarti Singh Rao, Hon’ble Health Minister of Haryana; Sh. T.V.S.N. Prasad, Chief Secretary, Haryana; Sh. Sudhir Rajpal, Additional Chief Secretary (Health); Dr. Aditya Dahiya, MD, NHM Haryana; Dr. Manish Bansal, Director General Health Services, Haryana; and Dr. Kuldeep, DGHS (P) Haryana. Directors, Civil Surgeons, and officials from across the state also participated in the event.
The plan adopts a multi-pronged approach to mitigate the health impacts of climate change. It focuses on raising awareness by promoting public knowledge about the harmful effects of air pollution, heat waves, and vector-borne diseases through community engagement and Information, Education, and Communication (IEC) campaigns. To improve health preparedness, the plan emphasizes issuing advisories for vulnerable populations and conducting comprehensive situational analyses at national, state, and district levels to enhance response mechanisms. It aims to strengthen the health system by building a robust surveillance and monitoring framework through the IHIP portal to track climate-sensitive diseases. Capacity building initiatives are designed to train healthcare professionals and Multi-Task Workers on preventive measures against climate-induced risks, such as heat-related illnesses and air pollution. Apart from this, the plan incorporates a One Health approach, addressing the interconnection between human, animal, and environmental health to combat zoonotic diseases, vector-borne illnesses, and environmental threats effectively.
The Health Department has undertaken several preparatory measures to address climate-related health challenges. It issued air pollution advisories during poor air quality in October and heat wave alerts in March 2024. Training programs were organized for District Nodal Officers and epidemiologists on climate change and health impacts, while key environmental days—such as International Blue Sky Day, World Earth Day, World Water Day, and World Environment Day—were observed in line with Government of India guidelines. State and District Nodal Officers were appointed to ensure effective implementation of the action plan. Health facilities were instructed to allocate dedicated beds, maintain essential drugs, and keep ambulances on standby with the 112 helpline for emergencies. Continuous training sessions were conducted for Medical Officers and paramedics across all 22 districts to manage heat-related illnesses, and 409 suspected heat stroke cases were reported at state facilities as of June 5, 2024. In addition, IEC materials were distributed, awareness campaigns continued, and all districts initiated heat-related illness reporting on the IHIP portal.
The Haryana State Action Plan aims to strengthen public health resilience by fostering preparedness and timely response to the health challenges posed by climate change. With this comprehensive strategy, the state is committed to mitigating the adverse health impacts of environmental factors while promoting sustainable well-being for its citizens.

Chandigarh, October 29 – Haryana Health Minister, Ms. Aarti Rao today expressed gratitude to the Prime Minister, Sh. Narendra Modi for virtually inaugurating various developmental projects for the Faridabad district on Tuesday. The list of the projects include upgradation of ESI hospital in Faridabad from 650-bed to 1,150-bed, construction of a new ten-story building, including a basement at the hospital's premises at a cost of Rs. 625 crores, construction of a 15-bed capacity AIIMS CHC in Fatehpur Billoch village and setting up of Center of Excellence on Air Pollution and Health at the AIIMS sub-health center in Ballabhgarh for research purposes.
Meanwhile, on the occasion of the 9th Ayurveda Day, Prime Minister, Sh. Narendra Modi laid the foundation and inaugurated health projects worth Rs. 13,000 crores during a grand event held at the All India Institute of Ayurveda in New Delhi. The programme was broadcasted live via video conferencing at the AIIMS sub-health center in Ballabhgarh.
Ms. Aarti Rao while welcoming the developmental gift received from the Prime Minister, Sh. Narendra Modi on the auspicious day of Dhanteras, said that healthcare services in Haryana will be strengthened at the ground level. Under the leadership of Prime Minister, Sh. Narendra Modi, various welfare schemes such as Ayushman Bharat are underway in the healthcare sector, she said.
The Minister said that dedicated efforts would be made to ensure that modern healthcare services are available promptly in hospitals in the future. She said that at present, Faridabad has a 650-bed ESI hospital, which has now been expanded by 500 beds, making it an 1,150-bed hospital. She said that the construction of a new building costing Rs. 625 crores will certainly enhance the medical services in Faridabad.
Ms. Aarti Rao shared that a 15-bed CHC will be constructed by AIIMS in Fatehpur Billoch at a cost of around Rs. 20 crores, which will be expanded to a 30-bed facility in the future. The village panchayat has provided 6.5 acres of land for this purpose.
The Health Minister said that a Center of Excellence on Air Pollution, worth Rs. 50 lakhs, will be developed at the Ballabhgarh sub-health center.
Former Minister and MLA, Sh. Mool Chand Sharma also praised the Prime Minister's significant expansion in healthcare services. He said that senior citizens over 70 years will be provided medical services up to Rs. 5 lakh for their treatments through Ayushman Bharat and Vandana cards. Besides this, the vaccination program for pregnant women and children has been integrated into the digital U-WIN portal to ensure no vaccine is missed.

Chandigarh October 29: Haryana Chief Minister, Sh Nayab Singh Saini said that the launch of U-WIN portal by Prime Minister, Sh Narendra Modi reflects the Government of India's commitment to ensuring the health and safety of all its citizens by promoting universal and equitable access to essential services.
Prime Minister, Sh Narendra Modi dedicated the U-WIN portal to the Nation on Tuesday, aimed at strengthening immunization services, through an online platform. Subsequent to the successful implementation of eVIN and Co-WIN, the Ministry of Health and Family Welfare built a third pillar for digitizing the routine immunization services in the country called UWIN.

The U-WIN platform is a digital solution to facilitate tracking of each pregnant woman, newborn, child and adolescent for vaccination. The system will allow planning of vaccination sessions, registration of beneficiaries, updating of vaccination status digitally on a real-time basis from the last mile of service delivery by the vaccinator, recording and reporting of all data for the UIP.
Beneficiaries get periodic alerts through SMS about their due vaccines from UWIN portal
U-WIN is designed in linkage with Ayushman Bharat Digital Mission (ABDM) for Healthcare Professional Registry (HPR), Healthcare Facility Registry (HFR) and ABHA. It will be interoperable with all the existing management information systems. U-WIN will include an interactive user interface for citizens and provides relevant vaccination certificates and different modules for programme managers. Beneficiaries get periodic alerts through SMS about their due vaccines from UWIN portal.
Around 29,000 session sites created on UWIN portal for Routine immunization sessions in Haryana
It supports the beneficiaries through various features including blended (offline and online) registrations, instant acknowledgement of vaccination and convenient slot-booking. Around 6000 Health care workers and more than 20,000 mobilizers were registered and trained on the U-WIN portal for registration and vaccination of beneficiaries. Besides, around 808 Government and 1525 private Health Facilities are created and trained on UWIN portal. Around 29,000 session sites are created on UWIN portal for Routine immunization sessions in Haryana.
Each year, approximately 12 lakh beneficiaries receive various vaccinations in the state under the Routine Immunization program
To date, more than 24.04 lakh beneficiaries have been registered in Haryana, including 6,50,960 pregnant women and 17,53,826 children. A total of 14,85,792 infants (0-1 years), 4,93,107 children (1-5 years), 49,816 adolescents (10-16 years), and 5,11,763 pregnant women have been vaccinated in Haryana through the U-WIN portal. Each year, approximately 12 lakh beneficiaries (children and pregnant women) receive various vaccinations in the state under the Routine Immunization program.
The long-term benefits of U-WIN include providing a centralized immunization database, improving vaccination coverage with timely dose intervals and consistent scheduling, and enhancing beneficiary tracking, management, and mobilization.

204 posts out of newly created posts of AMOs to be re-designate to promote Homeopathy and Unani Health Care Services
120 Posts to be re-designated as HMO and 84 as UMO, approved by Chief Minister
Chandigarh, October 29 – In an effort to ensure easy access to AYUSH health services for the public in Haryana and to promote Homeopathy and Unani healthcare services, the government has decided to re-designate a total of 204 posts out of 1085 newly created posts of Ayurvedic Medical Officer (AMO). Out Of these, 120 posts will be redesignated as Homoeopathic Medical Officers (HMO) and 84 posts as Unani Medical Officers (UMO). Chief Minister, Sh. Nayab Singh Saini granted administrative approval for the same today.
Sharing information in this regard an official spokesperson said that with the aim of promoting AYUSH health services, the Chief Minister gave the directions to appoint 1000 Ayurvedic Medical Officers at all PHCs and Sub Health Centers in the review meeting of the AYUSH Department. In compliance with the directions, 1085 posts of AMOs were created within the department.
The spokesperson stated that a request has already been sent to the Haryana Public Service Commission (HPSC) to recruit 557 AMOs in the first phase, with 419 earmarked for placement in PHCs and 138 for Sub Health Centres. This recruitment will help meet the growing demand for AYUSH services by strengthening primary-level healthcare facilities with an adequate workforce, the spokesperson added.
The spokesperson further said that for the second phase a proposal has been made to fill the remaining 528 posts, including AMOs, HMOs, and UMOs, for comprehensive utilisation of AYUSH services to the general public. As part of this, 120 posts need to be re-designated as Homoeopathic Medical Officers and 84 posts as Unani Medical Officers. The allocation of 120 HMO posts is essential to meet the increased daily outpatient department (OPD) demand across the state. Recently, it has been observed that an average of 35-40 patients from all facilities visit homoeopathy OPDs daily at CHCs and PHCs throughout Haryana. Therefore, in the public interest and to ensure broader access to the AYUSH healthcare system, these posts have been re-designated accordingly.

Rs 9439 crore paid to farmers for ongoing paddy, millet procurement
Out of 46,62,244 MT of paddy that reached mandis, 44,59,363 MT has been procured

Chandigarh, October 29 – The procurement process of paddy and millet crops is going on smoothly in Haryana and timely payment is being ensured to farmers. So far, an amount of Rs 9439 crore has been disbursed directly into the bank accounts of paddy and millet farmers. This includes an amount of Rs 8545 crore for paddy and Rs 894 crore for millet.
Giving information, a spokesperson of the Food, Civil Supplies and Consumer Affairs Department said so far, 46,62,244 metric tonnes (MT) of paddy has arrived in various mandis. Out of the total arrival, 44,59,364 metric tonnes of paddy has been procured by the agencies on MSP. Continuous lifting of paddy from the mandis is also being ensured. At the same time, 4,38,516 metric tonnes of millet has arrived in various mandis so far. 4,27,364 metric tonnes of millet has been procured on MSP, which is about 98 per cent of the total arrival.
Giving information, the spokesperson said this time the department has provided the facility of online gate pass so that farmers do not face any problem in selling the crop and they do not have to wait unnecessarily to enter the mandis. The government is giving a minimum support price of Rs 2,300 per quintal for normal paddy and Rs 2,320 per quintal for grade-A paddy. All senior officials are keeping a close watch on the entire procurement process.
The spokesperson said Kurukshetra, Karnal and Kaithal have the highest procurement of 9,57,007; 8,05,360 and 7,79,382 metric tonnes of paddy, respectively. The highest lifting of paddy in these three mandis so far is 8,83,705, 7,15,380 and 7,46,714 metric tonnes, respectively.
Out of 5,32,418 metric tonnes of arrival in Ambala district, 4,98,584 metric tonnes of paddy has been purchased. Out of 5,26,388 metric tonnes in the mandis of Yamunanagar district, 5,01,041 metric tonnes and out of 4,95,771 metric tonnes in Fatehabad district, 4,51,311 metric tonens of paddy has been purchased. Apart from this, 1,65,950 metric tonnes out of 1,79,879 metric tonnes have been procured in Jind district, 1,30,206 metric tonnes out of 1,56,291 metric tonnes in Sirsa district and 73,146 metric tonnes out of 83,855 metric tonnes in Panchkula district.
About 98 percent of total arrival of millet purchased
Giving information, the spokesperson said 1,08,380 metric tonnes of millet has arrived in various mandis of Mahendragarh district, out of which 1,07,446 metric tonnes have been purchased. Similarly, 95,934 metric tonnes of millet has arrived in various mandis of Rewari district, out of which 95,009 metric tonnes have been purchased. About 98 percent of the total arrival of millet has been purchased in the mandis of the state.
