Haryana Government partners with University of Birmingham (UK) to establish Centre of Excellence in Sustainable Crop Post-Harvest Management and Cold Chain

Chandigarh, Feb 19 – In a pioneering move towards enhancing horticultural practices, the Haryana Government has signed a Memorandum of Understanding (MoU) with the University of Birmingham to establish the first-of-its-kind Haryana-UK Centre of Excellence on Sustainable Crop Post-Harvest Management and Cold Chain for horticulture crops. The state-of-the-art centre, located in Panchkula, aims to significantly reduce post-harvest losses while maintaining the quality and freshness of horticultural produce from farm to consumer.

The MoU was signed in the presence of Haryana Chief Minister Sh. Nayab Singh Saini and Haryana Agriculture and Farmers Welfare Minister Sh. Shyam Singh Rana.

On behalf of the Haryana Government, the MoU was signed by Additional Chief Secretary Agriculture and Farmers Welfare Department, Sh. Raja Shekhar Vundru, while Prof. Robin Mason, Pro-Vice Chancellor (International), University of Birmingham, signed on behalf of the university.

Speaking at the signing ceremony, Chief Minister Sh. Nayab Singh Saini said that Haryana, being the food bowl of India, is rapidly diversifying into fresh fruits and vegetables. This expansion calls for the effective management of the cold chain to minimize post-harvest losses in the sector. He further said that the Centre of Excellence will play a crucial role in ensuring quality, reducing wastage, and supporting the agricultural community in Haryana.

The Centre of Excellence will serve as a comprehensive research and testing hub under one roof, dedicated to improving the post-harvest management of fruits and vegetables. It will also provide vital research and testing services for students and researchers from CCS Haryana Agricultural University (CCS HAU), Hisar and Maharana Pratap Horticulture University, Karnal allowing them to undertake studies and experiments in the fields of post-harvest management and cold chain technology.

Key objectives of the Centre include reducing post-harvest losses by developing guidelines and protocols to mitigate such losses; fostering cold chain innovations by providing testing facilities and supporting advancements to ensure an efficient cold chain for horticultural products; nurturing tech start-ups by offering incubation support for cold chain technologies; driving sustainable practices through cutting-edge research on energy-efficient cold chain solutions and the development of sustainable business models; and establishing a comprehensive national framework for cold-chain practices and post-harvest management (PHM), aimed at curbing horticultural produce wastage.

In addition to its core research activities, the Centre will provide training, technology demonstrations, and incubation facilities for businesses and farmers, helping them adapt and thrive in a rapidly evolving agricultural landscape.

The Haryana Government has allocated 15 acres of land adjoining the Directorate of Horticulture, Sector 21, Panchkula, for the development of the CoE-SPMCC. The Centre will feature a training centre, technology demonstration area, testing centre, and technology incubation centre.

With this collaboration, Haryana is poised to set a benchmark in sustainable crop post-harvest management and cold chain practices, contributing significantly to reducing food waste and enhancing the profitability and sustainability of horticultural farming.

Experts from the University of Birmingham are leading a consortium of UK and international universities to provide technical assistance in developing the Centre in Panchkula. The consortium includes Heriot-Watt University, Cranfield University, London South Bank University, and the United Nations Environment Programme (UNEP). This collaborative effort has driven the design and establishment of the Centre, with the University of Birmingham taking the lead on resilient systems approaches to energy and cooling, energy transitions and storage, and understanding the social impacts of these technologies.

Additional Principal Secretary to Chief Minister Dr Saket Kumar, HoD Horticulture Department Dr Arjun Singh Saini and other officers were also present on this occasion.

Chandigarh, February 19 - Haryana Chief Minister Sh. Nayab Singh Saini has directed officials that this time, in view of the early arrival of mustard crop in the mandi, government procurement should be started from March 15 instead of March 28.

The Chief Minister was chairing a review meeting held here today regarding the purchase of mustard during the Rabi marketing season 2025-26.

While reviewing the preparations for the purchase of mustard, the Chief Minister said the state government always gives priority to the interests of farmers and works for their welfare. Haryana is the first state where all crops are being purchased on Minimum Support Price (MSP).

While giving instructions to officials, he said farmers should not face any inconvenience in selling their crops. Around 108 mandis have been fixed for the purchase of mustard. He directed the procurement agencies, Mandi Board and related departments to purchase mustard smoothly.

The officials informed the Chief Minister that mustard is generally grown in 17 to 20 lakh acres of area in the state, whereas during the Rabi crop season 2024-25, mustard has been grown in 21.08 lakh acres of area. In such a situation, the estimated production is likely to be 15.59 lakh metric tonnes. This year, the Government of India has fixed the MSP of mustard at Rs 5950 per quintal.

He informed that to avail the said support price, farmers are required to get registered and verified on the Meri Fasal Mera Byora portal. He also informed that the purchase of mustard in the state will be done by HAFED and Haryana State Warehousing Corporation.

Officers of Agriculture and Farmers’ Welfare Department, HAFED, Haryana State Marketing Board, Food and Civil Supplies and Consumer Department and Haryana State Warehousing Corporation were present in the meeting.

Chandigarh, February 19 - Haryana Chief Minister Sh. Nayab Singh Saini directed officers to ensure the timely implementation of public welfare schemes and policies of both the Central and State Governments at the ground level, ensuring that the common people receive quick benefits. He emphasized that it is the government's responsibility to make citizens' lives easier and more prosperous. To achieve this, all officers must prioritize addressing the problems and complaints of the public.

The Chief Minister gave these directions while chairing the State Level DISHA Committee meeting via video conferencing with Administrative Secretaries and Deputy Commissioners, here today. The meeting was co-chaired by Development and Panchayats Minister Sh Krishan Lal Panwar. Lok Sabha MPs Sh Dharambir Singh, Sh Naveen Jindal, Sh Jai Prakash, and MLAs Sh Ram Kumar Kashyap, Sh Vinod Bhayana, Sh Tejpal Tanwar, Sh Kapoor Singh, Smt. Savitri Jindal, and Sh Devender Kadian also attended the meeting. During the meeting, various schemes sponsored by the Central Government were reviewed in detail.

While reviewing the Pradhan Mantri Awas Yojana (Rural), the Chief Minister issued strict instructions to the Deputy Commissioners to complete the geo-tagging of applications from about 77,000 beneficiaries pending under the scheme within the next 15 days. This will ensure the timely release of installments for house construction to these beneficiaries. Additionally, the Chief Minister directed that the survey work be expedited to prepare a new list under the Pradhan Mantri Awas Yojana (Rural).

During the meeting, it was informed that under the Mukhyamantri Gramin Awas Yojana 2.0, launched to provide housing for poor families with an annual income of up to Rs 1.80 lakh, plots of 50 square yards have been allocated in Mahagram Panchayat and 100 square yards in general Gram Panchayats. In the first phase, plots were allotted to 4,533 families through a draw in 62 Gram Panchayats (61 general Gram Panchayats and 1 Mahagram Panchayat). These beneficiaries will receive funds to construct houses under the Pradhan Mantri Awas Yojana (Rural). Additionally, 1,000 Panchayats have been identified for the next phase.

While reviewing the Beti Bachao-Beti Padhao campaign, the Chief Minister directed that strict action be taken against those who conduct or facilitate fetal sex determination. He emphasized that the Health and Women and Child Development departments should collaborate and work swiftly in this regard. Additionally, the Deputy Commissioners were directed to identify locations for “Sanjha Bazar” to provide market facilities for products made by self-help groups.

*Children should be tracked to reduce school drop out*

While reviewing the Samagra Shiksha initiative, the Chief Minister emphasized the importance of tracking children between the ages of 6 and 18 to curb school dropouts, ensuring that no child is deprived of education. He stated that it is the government's responsibility to ensure every child receives quality education. Therefore, both school infrastructure and other essential facilities must be prioritized. Regarding civil works in schools, officers informed that 9,400 out of 13,000 works have been completed, with the remaining works in various stages of progress. Additionally, vocational courses have been implemented in 1,381 schools, with 1.95 lakh students getting vocational education. Furthermore, 2,238 skill laboratories have been set up across 1,074 schools.
In the meeting, it was informed that under the Har Ghar-Har Grihini Yojana, aimed at providing gas cylinders to poor families for Rs 500, 15 lakh beneficiaries have registered so far. The Chief Minister directed officers to promote the scheme extensively to ensure that more people benefit from it. He also suggested that local public representatives should actively encourage the community to take advantage of this initiative.

*Special efforts should be made to promote micro irrigation*

The Chief Minister, while reviewing irrigation schemes, emphasized the need for special efforts to promote micro-irrigation. He also directed that broken or incomplete watercourses across the state be cemented in a phased manner. Additionally, he stressed the importance of raising awareness among farmers to encourage the use of sprinkler irrigation systems through Amrit Sarovars. In the review of the Krishi Clinic and Krishi Vyavasay Kendra Yojana, the Chief Minister instructed officials to assess activities such as vermicomposting, mushroom production, beekeeping, and honey production, ensuring their effective implementation. Regarding the National Gokul Mission, he highlighted the importance of improving cow breeds and stressed the need for better implementation of related schemes.

In the meeting, it was shared that to promote natural farming, the state government has allocated Rs 26.50 crore during 2024-25, with a target to cover 25,000 acres of land. So far, 23,776 farmers have registered for 39,423 acres on the Prakritik Kheti Portal. Additionally, a subsidy of Rs 1.23 crore has been provided for the purchase of 493 indigenous cows. Rs 75 lakh has been distributed to 2,500 farmers through direct benefit transfer for purchasing drums. It was also informed that under the National Agricultural Development Scheme, micro-irrigation has been promoted, covering 2.85 lakh acres of land in the state.

*Panchayat representatives to be trained*

It was informed in the meeting that under the National Gram Swaraj Abhiyan, a framework has been developed to train Panchayat representatives about government schemes. By March 31, 2025, all councilors in districts, Panchayat Samiti members, and Gram Panchayat Sarpanches will receive training. A program will also be planned to train all Panchs in the coming financial year. Additionally, it was informed that due to changes in the rules within a 3-kilometer radius from the village's firni, electricity connections have been provided to 2,547 Dhanis in the state. The meeting also highlighted the implementation of the Haryana Land Records Information System under the Digital India Land Records Modernization Program. In the year 2024-25, the department has issued 10,71,281 e-stamps, and the Revenue Department has received an amount of Rs 11,043.92 crore. Furthermore, over 2.32 crore documents have been digitized.

It was shared in the meeting that 2,987 villages in Haryana have been declared ODF Plus Model Villages, and by March 31, 2025, a total of 3,646 villages will be declared as ODF Plus Model Villages. Under the ODF Plus Model, in addition to making villages free from open defecation, solid and liquid waste management activities will also be implemented.

The minister was chairing a review meeting of officials of the Department of Youth Empowerment and Entrepreneurship and Shri Vishwakrama Skill University, Dudhola (Palwal) here today. He said initiatives will have to be taken to implement Saksham Yojana, Drone Didi Yojana and Pradhan Mantri Kisan Kalyan Nidhi Yojana in the state. Today, the youth power of Haryana is continuously progressing in sports and skill development. Drone Didi and Lakhpati Didi are unique schemes of the Central Government. To ensure that the women of Haryana also get the benefits of these schemes, the government has prepared a framework for Drone Didi Scheme. Today, women of Haryana are becoming drone pilots and are playing an important role in spraying pesticides in agricultural fields. Under the Drone Didi Scheme, the government has also made a provision of subsidy for purchasing drones worth Rs 8 lakh. He said he will hold a review meeting every month to review the progress of these schemes.
The minister said plans are being made to build skill centers in ITIs of every district of the state and youth hostels in five districts. A multipurpose hall will also be constructed in the ITIs. Similarly, Youth Parliament will be organized at the district level, in which 8,000 to 10,000 youths will participate from every district.

He said Guru-Shishya Samman Yojana is also important. Under this, 25,000 youths will be given training. He instructed the officials to contact as many companies and industrial units as possible to provide maximum employment to ITI students. A record of how many youths have got employment should also be prepared and he will also review it soon.

He said in the next five years, 26 ITIs will be opened in the blocks of the state, so that the youth do not face any problem in taking skill training.

Haryana Government takes strict action against illegal miners

Cases registered, hefty fines imposed on people involved in illegal mining in Mahendragarh district

Chandigarh, February 19 - The Haryana Government is taking strict action against illegal miners. To curb illegal mining in Mahendragarh district of Aravalli region, the Mining Department is continuously inspecting the potential areas with the cooperation of the district administration. Complying with the orders issued by the Director General of the Headquarters, the district administration has tightened the noose around the persons involved in illegal mining and has also imposed fines.

Giving detailed information in this regard, a spokesperson of the Mining and Geology Department said during the surprise inspection, two separate cases were registered on February 17, 2025 against the land owners and vehicle owners who were illegally mining soil/gravel from the panchayat and private land in Mausampur and Biharipur villages of the district. Apart from this, on February 09, 2025, a case was registered against the persons doing illegal mining from the boundary of Sohla village. In this regard, on February 18, 2025, Rs 1,49,826 have been recovered from the people involved in illegal mining. Apart from this, a fine of Rs 3,20,500 has also been deposited in the government account from the truck owners caught on February 14, 2025.

He said in compliance with the guidelines of the Director General, no negligence will be tolerated in the district to prevent illegal mining. The district administration has also appealed to the local people not to do illegal mining and give information about those doing illegal mining to the district administration so that action can be taken as per the orders of the NGT.

Minister seeks special package for Haryana to make it a water safe state

Chandigarh, February 19 - Haryana's Public Health Engineering Minister Sh. Ranbir Gangwa has said that Haryana will accomplish the goal of ‘Water Safe State’ before 2047. For this, Jal Jeevan Mission, AMRUT Yojana and canal-based drinking water projects are being expanded in Haryana. The Public Health Minister demanded a special package for strengthening various projects to make Haryana a water safe state.

Sh. Gangwa was addressing a conference organized in Udaipur (Rajasthan) on the topic of 'Water Safe Nation'. Irrigation, Women and Child Development Minister Smt. Shruti Choudhry was also present in the conference.

Sh. Gangwa said in various sessions of the two-day conference, several suggestions and plans were given for a water secure nation by 2047. This program will play an important role in the journey of developed India in matters of water conservation.

Giving information about the proper use of water resources and schemes in the state, Sh. Ranbir Gangwa said canal-based schemes are being further strengthened in Haryana. In areas where there is shortage of water in water houses, the process is underway to shift them to the upper end of the canals. This is a huge task, which requires investment. The minister said we are taking the assitance of NABARD for these projects. He demanded a special package from the Union Jal Shakti Minister to make Haryana a water secure state.

216 villages connected to Ranney Well project

The minister said the Haryana Government has provided drinking water to 216 villages on a permanent basis through the Ranney Well project from the Yamuna river. This project with new and sustainable sources has been a game changer. He said the Haryana Government is continuously working to bring the villages of Mewat region under the purview of Ranney Well schemes.

Moving forward on plan to reuse treated wastewater

Sh. Gangwa said the government is moving forward by taking positive steps to deal with the threat posed by excessive exploitation of groundwater. He said there are 177 sewage treatment plants in Haryana with a total capacity of 2137.00 MLD, out of which 1487.12 MLD treated wastewater is being generated. It is our endeavour to increase this quantity to more than 1000 MLD by December 2025. We hope to reuse 100 percent treated wastewater in the state of Haryana by December 2028.

State Water Action Plan-II to increase drinking water supply in cities

He said under the AMRUT 2.0 scheme, we have included 44 more cities under the scope of State Water Action Plan-II to increase the supply of drinking water in cities. The projects for these cities include provision to address the problem of non-revenue water. It is proposed to assess the amount of non-revenue water and take appropriate measures to reduce losses by creating district metering areas in our state and installing bulk/flow meters, which are mainly caused by leakage in distribution systems and theft of water.

Cooperation of Self Help Groups in Amrit Mitra Scheme

Sh. Ranbir Gangwa said under Amrit Mitra, we have involved the services of women self help groups who are actively engaged in collection of water samples, leakage detection and repairing unclean connections. Work is already being done in 13 cities in Haryana under this scheme. Recently, the Government of India has approved 29 other cities under Amrit Mitra. The expansion of these activities is a good sign for our state. He said we will achieve the goal of 'Water Safe State' by 2047 well in advance. We are doing everything possible for this purpose.

The minister said we need to take measures in advance to protect and replenish depleting water resources so that people do not have to struggle. He urged the Haryana Government to allow new works to strengthen and sustain water availability and also provide financial assistance in Jal Jeevan Mission extension. Along with this, he thanked Union Minister Sh. RR Patil for taking the initiative to organize national consultation with the states on an important issue like water sustainability and security.

Haryana Police launches pilot project to provide cashless treatment to road accident victims

21 persons receive benefit of cashless facility under scheme

Chandigarh, February 19- Additional Chief Secretary of Haryana's Home Department, Dr. Sumita Mishra said the Central Government has expressed concern over the increasing road accidents in the country. She said the Union Ministry of Road Transport and Highways has issued guidelines in this regard to the state police. The one hour after the accident is the golden hour, so if the victims are taken to the nearest hospital, precious lives can be saved.

She said the Haryana Police has taken a unique initiative in this regard and is providing cashless treatment facility of Rs 1.5 lakh to the injured victims, the duration of which will be a maximum of seven days from the date of the accident. So far, 21 persons have been given the benefit of cashless facility. Under the scheme, treatment facilities are being provided in government-empanelled hospitals by the National Health Authority, local police and state Health Department. The hospital management will upload the data of the injured person in its software and inform the concerned police station. The police station will confirm within 6 hours whether the person is injured in a road accident or not. After confirmation, the injured person will be provided cashless treatment facility. She said this treatment facility will be available under Section 162 of the Motor Vehicles Act, 1988.

She also instructed the police officers to give special emphasis on installing traffic warning signs on national highways and state highways, in which signs like accident prone zones and cat’s eye on dangerous mode should be installed. People should also be made aware of following traffic rules. She said the common man should come forward to help the victims of road accidents.

*Haryana will implement National Education Policy by 2025: Mahipal Dhanda*

Chandigarh, February 19 - Education Minister Sh. Mahipal Dhanda said Haryana is the first state in the country which has taken the initiative to implement the National Education Policy by 2025 although the central government has given the target of implementing it by 2030 to all the states of the country.

The Education Minister was chairing a meeting of representatives of universities of the state to implement the National Education Policy-2020 at Deenbandhu Chhotu Ram University of Science and Technology, Murthal (Sonipat) today.

He paid tribute to Deenbandhu Chhotu Ram by offering flowers to his statue and released the university's newsletter Shiksha on this occasion.

The Education Minister said the universities of the state are doing a good job in implementing the National Education Policy. All the Vice Chancellors should work seriously in collaboration with the Haryana Higher Education Council, so that the National Education Policy can be fully implemented on time.

He said we should have experts in every subject and we all need to work together on this.

He suggested to the Vice Chancellor of Sanskrit University on making Haryanvi dialect a language, so that the glorious culture and literature of the state can be written down.

He told the Vice Chancellor of SUPVA that just as Punjab and the southern states of the country have worked on their culture, art, musical instruments and folk music, in the same way, the university should also work on the culture, art, musical instruments and folk music of Haryana.

On this occasion, Additional Principal Secretary of Higher Education and Technical Education Sh. Vineet Garg said the state government is playing a leading role in implementing the National Education Policy.

He said the policy will play an important role in making the country a developed nation. Universities should meet with industrialists and prepare such courses which can meet the needs of our industries. This will also help students get employment after completing their education.

Director General of Higher Education Sh. Rahul Hooda and Vice Chancellors of various universities of the state were present in the meeting.

Chandigarh February 19: The Haryana Government has dismissed as completely baseless and far from the truth, the news item that appeared in a section of the print media, which reported allegations made by former Chief Minister Sh. Bhupinder Singh Hooda about a loss of Rs. 5,000 crore due to illegal mining in the state, allegedly based on the latest CAG report. Based on this figure, it was further claimed by him that the total loss due to illegal mining amounts to Rs. 50,000 crore during the 10-year tenure of the BJP Government.

In a statement issued today, a spokesman of the Mines and Geology Department said that , upon verification of the fact, it was found that the report in question pertains to the year 2019 and there is no mention of a loss of Rs. 5,000 crore due to illegal mining in the report. The report has already been discussed in December 2022 in the PAC. While there were some findings based on the geo-spatial survey of sand and gravel mines, no specific loss of Rs 5000 crore due to illegal mining or "scam" was identified by CAG as alleged by Sh. Bhupinder Singh Hooda.

. Since the methodology adopted by the CAG for the geo-spatial study was flawed, the findings based on it were refuted by the Mines & Geology Haryana Department during discussion. The Public Accounts Committee (PAC) had recommended improving the monitoring system to prevent illegal mining.

He said that, based on the recommendations of the PAC, the Department has already taken several steps to enhance the monitoring of mining activities. The Department has replaced the old E-Rawana System with the new HMGIS portal, developed by NIC, which addresses all the flaws of the previous system. The new E-Rawana system is now integrated with CCTV cameras and weighbridges to curb illegal mining. Additionally, to track and monitor real-time vehicle locations, GPS-enabled vehicles have been integrated with the HMGIS portal in collaboration with HARSAC.

The spokesman further said that both the District Level Task Force (DLTF) and State Level Task Force (SLTF) are already in place to combat illegal mining. At present, all departments involved in the District Level Task Force are also maintaining vigil over incidents of illegal mining and the transportation of illegally mined minerals.

He said that the State Government has constituted the Haryana State Enforcement Bureau to curb illegal mining. A Standard Operating Procedure (SOP) has also been finalized to ensure coordination between the Haryana State Enforcement Bureau and the concerned departments. This procedure outlines various actions to be taken by authorities at both the district and state levels. Additionally, the Department has awarded a work order to Drone Imaging and Information Services of Haryana Limited for conducting a drone survey of all operational mining sites across the state. As a result of the department's concerted efforts to combat illegal mining, a penalty of Rs. 396.83 crore has been realized from 2011-12 to October 31, 2024.

The Mela showcases India's artistic diversity, and Baredi has emerged as not just entertainment but also a celebration of Indian heritage and tradition. This year, Madhya Pradesh and Odisha are the theme States of the event.

Ramnath from Kaithal has been captivating audiences with his soulful sarangi tune. He engages audiences with his performances including historical stories like Heer-Ranjha and Meera, as well as folk songs celebrating Haryana’s heritage. Ramnath, a resident of Kaithal district further shared that he has been performing at the Surajkund Crafts Mela since he was 20 years old keeping the folk art alive.

He said that the state government is coming forward in preserving its culture and also expressed gratitude to Chief Minister, Sh. Nayab Singh Saini. He said the government is making efforts for safeguarding cultural heritage. He also suggested youth to engage in art and culture as it will help them to stay away from negative influences like substance abuse.

Renowned Haryanvi artist Gajender Phogat enthralled the audience at the Badi Chaupal stage with a spectacular musical evening. His lively performance of Haryanvi, Punjabi, and Hindi songs had the crowd cheering.

The Surajkund Mela continues to host remarkable performances by artists from India and abroad, organised under the aegis of Haryana Tourism Corporation and the Art and Cultural Affairs Department.

A sculpture competition at the International Crafts Mela is providing young artists with an opportunity to hone their sculpting skills. More than 20 participants are competing in the event, which will continue until February 21, 2025.

Art and Culture Officer (Sculpture) Sh. Hirday Kaushal shared that the competition is being organised under the guidance of Commissioner, Dr. Amit Agrawal, Director General, Sh. K.M. Pandurang, and Additional Director, Sh. Vivek Kalia. Young sculptors are learning intricate techniques to refine their craftsmanship.

Renowned comedians, Gaurav Gupta and Khyali entertained the audience with their stand up comedy. Their witty performances, infused with relatable humor, had spectators laughing throughout the evening at Badi Chaupal.

Craftsmen at Surajkund Mela are drawing significant attention with their handcrafted products. One of the standout attractions this year is the Gulak (piggy bank) made up of wood rather than clay is witnessing high sales, particularly among children and families.

Surajkund Mela remains a grand platform for artisans to showcase their craftsmanship. Stalls from across India and abroad feature a variety of handcrafted items, including pottery, textiles, paintings, and home decor.

*39 candidates to contest for Mayor post, 184 for President in local body elections: State Election Commissioner*

Chandigarh, February 19 - Haryana State Election Commissioner Sh. Dhanpat Singh said in the Urban Local Body elections (except Panipat Municipal Corporation), after withdrawal of nominations, 39 candidates will contest for the post of Mayor in the respective Municipal Corporations, 184 for the post of President in Municipal Councils and Municipalities and 2335 candidates will contest for the post of ward members.

Election symbols have been allotted to all the candidates. The State Election Commissioner said for the post of Mayor, 6 candidates are in the fray in Municipal Corporation Faridabad, 2 in Gurugram, 4 in Manesar, 7 in Hisar, 4 in Karnal, 5 in Rohtak and 4 in Yamunanagar.

He informed that 2 candidates are in the fray for the by-election for the post of Mayor of Municipal Corporation Ambala and 5 candidates are in the fray for the by-election for the post of Mayor of Sonipat Municipal Corporation.

He further informed that for the post of Municipal Council President, 4 candidates will contest in Ambala Sadar, 11 in Pataudi Jatoli Mandi, 5 in Thanesar and 8 in Sirsa. Similarly, for the post of Nagar Palika President, 7 candidates will contest in Barara, 11 in Bawani Khera, 17 in Loharu, 8 in Siwani, 3 in Jakhal Mandi, 11 in Farrukh Nagar, 10 in Narnaund, 5 in Beri, 9 in Julana, 7 in Kalayat, 8 in Siwan, 3 in Pundri, 3 in Indri, 3 in Nilokheri, 5 in Ateli Mandi, 7 in Kanina, 10 in Tawadu, 9 in Hathin, 4 in Kalanor, 4 in Kharkhoda and 5 in Radaur. Voting for all these posts will be held on March 2 from 8 am to 6 pm.

He said nomination papers for Municipal Corporation Panipat will be filled from February 21 to February 27 (on all working days except gazetted holidays). After this, the nomination papers will be scrutinized on February 28. After that, the candidates who want to withdraw their nomination can withdraw their names on March 1 from 11 am to 3 pm. After 3 pm on the same day, election symbols will be allotted to the candidates. On March 1 itself, the list of candidates contesting the election and polling stations will be pasted in public places. After this, voting will be held on March 9 from 8 am to 6 pm. After the completion of the entire election process, counting of votes will be done on March 12 from 8 am and the election results will be declared on the same day.

*Enhance efficiency, accelerate renewable energy adoption, HERC Chairman tells power utilities*

*Haryana Electricity Regulatory Commission convenes 31st State Advisory Committee meeting in Panchkula*

Chandigarh, February 19 - The Haryana Electricity Regulatory Commission (HERC) convened its 31st State Advisory Committee meeting under the chairmanship of Nand Lal Sharma in Panchkula. Held under Sections 87 and 88 of the Electricity Act, 2003, the meeting focused on enhancing operational efficiency, minimising power losses and accelerating the adoption of renewable energy in Haryana's power sector.

Senior officials from power utilities, including Dakshin Haryana Bijli Vitran Nigam (DHBVN), Uttar Haryana Bijli Vitran Nigam (UHBVN), Haryana Vidyut Parsaran Nigam (HVPN), and Haryana Power Generation Corporation Limited (HPGCL) presented their progress reports.

Chairman Nand Lal Sharma emphasised the significant need to improve operational efficiency and reduce the gap between the Average Cost of Supply (ACS) and Average Revenue Realisation (ARR). He directed power utilities to engage full-time consultants to align operations with international standards and optimise performance. Stressing the intent behind the Electricity Act, 2003, he reiterated the need for fostering competition in the power sector while ensuring consumers receive affordable and reliable electricity.

Recognizing grid stability during peak hours as a major concern, Sharma instructed utilities to develop robust energy storage solutions to efficiently integrate renewable energy sources. He also mandated strict compliance with central government initiatives such as PM-KUSUM and PM Surya Ghar Yojana to meet renewable energy targets within stipulated timelines.

Efforts to curb Aggregate Technical & Commercial (AT&C) losses were extensively reviewed in the meeting. MD DHBVN, A. Sreenivas, reported that DHBVN, serving 42.58 lakh consumers, currently faces 12.37% AT&C losses (Aggregate transmission and commercial losses), with a strategic target to bring them into single digits. He also highlighted the successful installation of 385.81 MW of rooftop solar capacity under PM Surya Ghar Yojana. MD UHBVN, Ashok Kumar Meena, stated that UHBVN, catering to 37.64 lakh consumers, has already reduced its losses to 9.15%, staying well within regulatory limits.

MD, HVPN, Ashima Brar, detailed that HVPN operates 468 substations with transmission losses limited to just 1.86%, well below HERC’s permissible threshold. However, she raised concerns over rising compensation costs for high-tension (HT) transmission lines, which have significantly impacted budget allocations. Meanwhile, MD HPGCL, Ashok Meena, confirmed that HPGCL has an installed generation capacity of 2,587.40 MW, operating in full compliance with HERC guidelines.

Chairman Nand Lal Sharma underscored the imperative for power utilities to ensure uninterrupted electricity supply and effectively execute projects under the Revamped Distribution Sector Scheme (RDSS) and other central and state initiatives. He stressed the need for continuous monitoring, technological advancements, and infrastructure upgrades to strengthen Haryana’s power sector. The meeting reinforced HERC’s commitment to driving efficiency, promoting renewable energy, and ensuring consumer-centric power distribution and transmission systems while maintaining regulatory compliance and financial sustainability.

Electricity Ombudsman R.K. Khanna and other senior officers were also present on the occasion.
