SHIMLA, 19.02.25-Industry Minister Harshwardhan Chauhan and Technical Education Minister Rajesh Dharmani have said that the Central government is continuously discriminating against Himachal Pradesh. They said that many Ministers of the state government have repeatedly met the ministers of the Central Government and put forth the issues concerning the state, but the people of Himachal Pradesh got nothing except assurances.
He said that in the first Cabinet meeting, the state government restored the old pension scheme for 1.36 lakh NPS employees of the state. Unhappy with the decision, the central leadership of BJP on the advice of its state unit leaders imposed several financial restrictions on Himachal Pradesh. After implementing the old pension scheme, the Center made a huge cut in the loan limit of Himachal in order to pressurize our government to roll back OPS. "Rupees 9,000 crore of the state under NPS is lying with the Center and our government has repeatedly requested to the Centre to return our rightful share," said the Ministers.
With regard to the OPS, the top leadership of the state has met the central leaders several times and demanded the return of this amount in the interest of the employees and the state. They said that no positive response has been received from the Centre in this regard so far. "Instead of returning the NPS deposits, the Central Government is continuously sending letters to the state to bring the employees back under the purview of NPS or UPS," the Ministers added.
They said that in the year 2023, an unprecedented natural disaster struck Himachal Pradesh. Despite the massive scale of the disaster, loss of life and property across the state, the Government of India did not provide any help to the people of the state for relief and rehabilitation works. The central team itself undertook a Post Disaster Need Assessment (PDNA) and gave an estimate of Rs. 9,042 crore to the state due to the disaster. But the Centre has disregarded the interests of Himachal Pradesh to such an extent that even after more than two years, not even a single rupee has been provided to the state.
The Ministers said that in case of BBMP's pending arrears, the Apex Court has awarded the judgment in favour of Himachal Pradesh, but the central government has yet to abide by the judgment and release Rs. 4500 crore. If the Union Government would release the rightful share to the state, Himachal will take a big leap in moving closer to achieve the target of become a self-sufficient state by 2017.
Harshwardhan Chauhan and Rajesh Dharmani stated that even Chief Minister Thakur Sukhvinder Singh Sukhu has met several Union Ministers and demanded immediate release of the of the rights of Himachal Pradesh PDNA amount. He said that in its last budget, the Central Government gave direct financial help to the disaster affected states governed by the BJP, while the term Multilateral Development Assistant was used for Himachal Pradesh.
The Ministers said that considering the geographical location of Himachal Pradesh, the Center has not only denied the status of a special state, but has also snatched away the rights of Himachal. Conspiracies are being hatched deliberately to stop the development of Himachal Pradesh, in which the big leaders of the state BJP are playing a key role. Leader of Opposition Jai Ram Thakur and other senior BJP leaders regularly visit Delhi, meet the central leadership there and God knows what all conspires there that the files related to development of Himachal Pradesh keep gathering dust in the central government offices.
