Chandigarh, March 27 – Haryana Chief Minister Sh. Nayab Singh Saini while strongly refuting the misleading statement of the opposition regarding the rising debt on citizens shared in the House, said that opposition first misleads citizens with false statements, creates unnecessary worry, and then pretends to care about them. He said that opposition should refrain from spreading baseless concerns to confuse and scare people.
The Chief Minister said this while replying to questions raised by the opposition during the budget discussion in the Haryana Vidhan Sabha here today.
Sh. Nayab Singh Saini clarified that personal loans, agricultural loans, and industrial loans mentioned by the opposition are not included in the government's debt. According to the 2025-26 budget estimates, the total debt liability is projected at Rs. 3,52,819 crore, which constitutes 26.18 percent of the GSDP—well within the 15th Finance Commission's prescribed limit of 32.5 percent.
The Chief Minister also addressed the repeated claim of the opposition that every citizen of the state bears a debt of Rs. 2 lakh. He challenged opposition members to present at least 5-10 people who have received calls from banks asking them to repay a loan taken by the Haryana government. He asserted that any debt taken by the government will be repaid by the government itself.
*By the end of the year 2025-26, the revenue deficit will be less than one percent- CM*
The Chief Minister said that the present state government is working at triple the speed and is making efforts to reduce the revenue deficit. By the end of the year 2025-26, the revenue deficit will be less than one percent.
He further shared that during the Congress regime, the revenue deficit in 2014-15 was 1.90 percent of the state GSDP, whereas, under their tenure, it was estimated at just 1.09 percent in the last financial year. According to the 15th Central Finance Commission, the fiscal deficit should remain within the 3 percent limit. In the financial year 2024-25, it is estimated to be 2.68 percent of the state GDP, and in the budget for 2025-26, it is expected to be 2.67 percent, shared Sh. Nayab Singh Saini.
The Chief Minister informed that loans are taken only within the limits set by the Central Finance Commission. In the budget for 2025-26, the state's debt-to-GSDP ratio stands at just 26.18 percent compared to the prescribed limit of 32.5 percent.

Responding to the opposition's claim of including State Public Enterprises' loans in the government's debt figures, he clarified that the loans taken by enterprises are not counted in the government's debt data. However, efforts are often made by the opposition to mislead people regarding the debt figures, said Sh. Nayab Singh Saini.
He said that in 2014-15, the loan of State Public Enterprises stood at Rs. 69,922 crore. Through relentless efforts over the past ten years, the present state government has reduced it to Rs. 68,295 crore by 2023-24. The government has strictly controlled the tendency of Public Enterprises to take loans, which is evident from these figures. The debt of public enterprises was 16 percent of the GSDP in 2014-15, which has now reduced to just 5.6 percent in 2023-24, informed Sh. Nayab Singh Saini.

Chandigarh, March 27 – Haryana Chief Minister, Sh. Nayab Singh Saini while responding to the issues raised by the Opposition during the budget discussion in the Vidhan Sabha here today said that all announcements made in the Budget 2025-26 will be implemented with the proposed allocation of Rs. 2,05,017 crore.
While addressing concerns raised by Opposition members about budget reductions in certain departments, Sh. Nayab Singh Saini informed the House that in the financial year 2014-15, the budget of the health sector is Rs. 2,368 crore, which constituted 3.82 percent of the total budget. In the financial year 2025-26, the health sector budget has been increased to Rs. 10,540 crore, which is 5.14 percent of the total budget. Similarly, in 2014-15, the budget allocated for agriculture and allied sectors was Rs. 2,058 crore, making up 3.32 percent of the total budget. However, in 2025-26, this budget has been increased to Rs. 8,315 crore, which is 4.05 percent of the total budget, he informed.
The Chief Minister further shared that in 2014-15, the budget for the Rural Development and Panchayat Department was Rs. 1,831 crore, constituting 2.95 percent of the total budget. In 2025-26, this has been increased to Rs. 7,314 crore, accounting for 3.56 percent of the total budget. Similarly, in 2014-15, the budget for the Social Welfare Department was Rs. 3,149 crore (5.09 percent of the total budget), which has now been increased to Rs. 16,651 crore in 2025-26, making up 8.12 percent of the total budget.
The Chief Minister said that in 2014-15, total expenditure in the industry and commerce sector was Rs. 129 crore, whereas in 2025-26, an allocation of Rs. 1,848.13 crore has been made for this sector, which is nearly 14 times higher than in 2014-15. Similarly, in 2014-15, a total of Rs. 155 crore was spent on sports and youth welfare, whereas in 2025-26, the sports department has been allocated Rs. 590 crore, which is approximately four times higher than in 2014-15.
Sh. Nayab Singh Saini emphasized that the present state government is committed to providing a roof to every family and in this regard, the budget estimate for the 'Housing for All' department for this year has been set at Rs. 2,444.27 crore, which is four times higher than the revised estimate of Rs.605.30 crore for the financial year 2024-25.

Chandigarh, March 27 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the Wholesale Price Index (WPI) is a key measure to assess inflation in any country or state. He said that at the constant prices of the year 2011-12, the state's WPI was 113.9 in the year 2014–15, whereas in the year 2024–25 it stands at 154.8.
The Chief Minister, while responding to concerns raised by the Opposition in the Vidhan Sabha regarding budget growth in relation to inflation shared that if the Opposition’s 2014-15 budget of Rs. 61,904 crore were adjusted for inflation, it would have been only Rs. 78,618 crore today. In contrast, the present state government has proposed a budget of Rs. 2,05,017 crore for 2025-26, which is Rs. 1,26,399 crore more than the opposition's budget at that time.
*Chief Minister dismisses Opposition’s Allegations on Power Sector Dues*
Refuting the Opposition’s baseless claims that state power utilities (DISCOMs) owe Rs 46,193 crore to government departments and undertakings, the Chief Minister clarified that as of 2021, the actual outstanding amount was only Rs. 461.93 crore, not Rs. 46,193 crore. He further informed that currently, the government’s outstanding dues to DHBVN and UHBVN stand at only Rs.383 crore.
Taking a jibe at the Opposition, he pointed out that on the day they left power, these dues were Rs. 663 crore. He also highlighted that when Congress left office, DHBVN and UHBVN had a loan burden of Rs.34,600 crore, which, due to efficient financial management by the present state government, has now been reduced to Rs. 19,326 crore.

The Chief Minister was responding to questions raised by the Opposition during the discussion on the budget in the Haryana Vidhan Sabha session today.
The Chief Minister while sharing the 11 key initiatives aimed at accelerating the state's development said that the establishment of a Department of the Future and the creation of a Rs. 2,000 crore Fund of Funds to support startups will certainly boost the state’s development graph.
He said that to tackle drug abuse, the government will set up the ‘Sankalp’ Authority, while a Task Force for Mission Haryana 2047 will be formed to plan long-term growth. A bill against counterfeit seeds and pesticides has been introduced to protect farmers, said the Chief Minister.
The Chief Minister shared that the state will construct Mahila Chaupal in villages and set up one Gau Abhyaranya in every district. Apart from regularization of unauthorized industrial colonies, each district will have a government model college to enhance education. Further, a Divyangjan Fund will be created, ensuring free bus travel for all differently-abled persons. Also, the government will introduce the Lado Lakshmi Yojana to support women's welfare, he said.
The Chief Minister emphasized that these 11 initiatives will give Haryana a new direction and momentum, making it a significant step towards a Viksit Haryana Viksit Bharat.

Chandigarh, March 27 – Haryana Chief Minister Sh. Nayab Singh Saini has urged all MLAs to encourage farmers in their respective constituencies to demand fair rates for their land on the e-Bhoomi portal or to offer land under the Land Pooling or Partnership Policy for the establishment of Industrial Model Townships (IMTs). The government will provide farmers with the option of Land Pooling Policy and Land Partnership Policy for this purpose, he said.
The Chief Minister was responding to concerns raised by the Opposition regarding the establishment of IMTs during discussion on the budget speech in the Vidhan Sabha's budget session here today.
He said that 10 Industrial Model Townships would be developed in the state, and the land requirement for these will be registered on the e-Bhoomi portal at the beginning of the 2025-26 financial year. The specific locations of these IMTs will be decided based on land availability.
The Chief Minister emphasized that the IMTs will be set up wherever suitable land is available and clarified that, unlike the Congress government, the present state government does not resort to forced land acquisition but rather procures land through the Land Pooling Policy in collaboration with farmers.
Sh. Nayab Singh Saini assured the House that the present government is committed to developing 10 new industrial cities, thereby creating lakhs of job opportunities for the youth and fulfilling its promise of economic growth.

Chandigarh, March 27 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government has adopted a zero-tolerance policy against illegal mining and has developed the Haryana Mining GIS Portal to streamline mining activities. As a result, government revenue has increased.
The Chief Minister shared this information while responding to the opposition's concerns regarding illegal mining during the discussion on the budget speech in the Vidhan Sabha’s budget session here today.
Sh. Nayab Singh Saini said that at present, 42 mines in the state are operating under contracts and leases, generating approximately Rs.600 to Rs. 800 crore in revenue. In the financial year 2024-25, the mining sector contributed Rs.730 crore in revenue. How such a significant amount could have been collected if illegal mining was rampant. The revenue target for the financial year 2025-26 has been set at Rs.1,400 crore, he said.
The Chief Minister said that previous governments allocated mining licenses considering districts as a single unit, favoring only their close associates. He informed the House that between 2009 and 2014, only three license holders were granted mining operations for the entire state. However, the present state government introduced a transparent process, divided mining areas into smaller sections, and allocation was done through online applications. At present, 42 mining licenses have been issued in the state, he shared.
The Chief Minister emphasized that earlier, the government received minimal revenue from mining. From 2005 to 2014, the average annual revenue was approximately Rs. 129 crore. After the implementation of a transparent system, the annual average revenue increased by 391.95 percent, reaching Rs. 637.52 crore. This increase is attributed to the rise in legal mining after curbing illegal activities, said Sh. Nayab Singh Saini.
He further shared that strict action continues to be taken against illegal mining. The average penalty imposed on illegal mining has increased from Rs. 4.73 crore to Rs. 10.75 crore.

Chandigarh, March 27 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government has allocated a separate provision of Rs. 5,000 crore for the Lado Lakshmi Yojana in the financial year 2025-26. He further shared that the government has not introduced any new taxes nor increased any existing taxes or fees by even a single rupee to fulfill its commitments.

Responding to the Opposition's claims regarding the construction of the Kundli-Manesar-Palwal (KMP) Expressway during the Congress regime, the Chief Minister informed the House that Congress only misled and delayed the project in the name of KMP. He said that not even the earthwork for KMP was completed under their rule, let alone its construction.
Sh. Nayab Singh Saini said that after assuming office, state government ensured the completion of KMP, which was dedicated to the public by Prime Minister, Sh. Narendra Modi on November 19, 2018. Besides this, the present state government also completed the Kundli-Ghaziabad-Palwal (KGP) Expressway within a record time.

Government will take steps for certification, packaging and marketing of natural farming products: Agriculture Minister
Chandigarh, March 27 - Haryana Agriculture and Farmers' Welfare Minister Sh. Shyam Singh Rana said the State Government is focusing on awareness and training programmes for farmers and officials in the first phase of Natural Farming Scheme. In the second phase, it will take comprehensive steps for certification, branding/packaging and marketing of natural farming products. Besides, the State Government will link HAFED and Haryana Agro Industries Corporation (HAIC) with Farmer Producer Organizations/Natural Farming Groups to help farmers get better price for their natural produce.
Sh. Rana was replying to a calling attention motion related to 'Importance of Natural Farming' in the Haryana Assembly today.
The Agriculture Minister informed that Haryana State Seed Certification Agency has been nominated by the Government of India for certification of natural farming products. The State Government has also constituted a committee to explore the formula/fixation of MSP for natural farming products or to provide incentives to farmers to compensate for the loss of yield at the beginning of adopting natural farming. Giving information about the steps taken by the state government to create interest of farmers towards natural farming, he said that the state government is implementing natural farming from the year 2022-23 under the State Scheme 'Promoting Sustainable Agriculture Strategic Initiatives and Farmers' Welfare Fund', so that farmers can be made aware to adopt chemical-free agriculture. He informed that the main objective of this scheme is to promote climate-friendly farming in harmony with nature, reduce the cost of cultivation, make farming a sustainable livelihood option, improve soil fertility, micro flora and fauna, water holding capacity, water infiltration and percolation, promote chemical-free agriculture, reduce soil, environmental and aquatic pollution and create awareness in the farming community to adopt natural farming.
He said that to achieve these objectives of Natural Farming Scheme, the State Government has started large-scale awareness campaigns, farmer seminars, workshops, natural farming fairs and exposure visits for officials and farmers. 720 Kisan Goshtis, 22 workshops and one state level fair have been organized since the year 2022 and more than 35,000 farmers have participated in these programmes.
He further informed that the methods of natural farming are quite different from the prevalent chemical-based farming, hence farmers need extensive training in view of the challenges in adopting the new system. Therefore, the state government has established four training centers at Gurukul-Kurukshetra, Hameti-Jind, Gharaunda-Karnal and Mangiana-Sirsa to enhance the awareness and training skills of farmers and Agriculture Department officials. 9707 participants have been trained so far since the year 2022. The trainees include young farmers, women and government employees. Apart from this, Hameti-Jind has also given one-day online training to 6,234 Sarpanches of the state. Sh. Shyam Singh Rana informed that 1,77,892 farmers have shown interest in natural farming and have registered themselves on the Prakritik Kheti portal for 2,63,979 acres of area. Out of this, 10474 farmers have been verified for adopting natural farming in 16800 acres of area.
The minister said the government provides various types of grants and incentives to encourage the farmers of the state towards natural farming. He informed that Rs 3,000 per farmer is provided to the farmers for the purchase of 4 drums for storage/processing of raw material. Similarly, farmers adopting natural farming in 2 acres or more area were given a subsidy of Rs 25000 on the purchase of a native cow, which has now been increased to Rs 30000 (1 acre) from the year 2025.
He further informed that a total of Rs. 14.77 crore has been disbursed under this scheme from the year 2022 till date which includes Rs. 1.23 crore for purchase of 492 desi cows and Rs. 75 lakh for purchase of drums to 2500 farmers.
Sh. Shyam Singh Rana also informed that Government of India has also launched National Mission on Natural Farming (NMNF) with a budgetary allocation of Rs. 39.70 crore to promote natural farming with interventions like awareness generation, cluster formation, involvement of Krishi Sakhis (Community Resource Persons) and orientation programmes in Gram Panchayats. Additionally, Gurukul-Kurukshetra and Hameti-Jind have been notified as Centres of Natural Farming (CONF) in the state under NMNF. To make farmers aware and reach out to the public, training under NMNF has started at Centres of Natural Farming (CONF), Gurukul from January 2025. The Government of India has focused on setting up two Indian Natural Bio-Input Resource Centres to promote bio-fertilizers.
He informed that the state government has set a target of 1 lakh acres under natural farming in the budget for the year 2025-26.
Expressing his commitment to focus specially on natural farming in the state, the Agriculture Minister said the state government is making every effort to improve the health and economic condition of the people of the state.

Chandigarh, March 27 - Haryana Health Minister Kumari Arti Singh Rao informed that Accident and Trauma Care Services will be upgraded at the Civil Hospital located at Mandikhera village in Nuh district. This hospital will also be upgraded from 100 bed capacity to 200, for which approval has been given.
The Health Minister was responding to a question asked during the ongoing Budget Session of Haryana Vidhan Sabha here today.
She informed that the 100-bed Al-Afia District Civil Hospital in Mandikhera village has been functioning since 2005. The total land of the hospital is 16 acres and 8 marla. The government has given in-principle approval to upgrade the 100-bed Al-Afia (Mandikheda) District Civil Hospital to a 200-bed hospital in July 2024. At present, 135 health facilities are available in Nuh district.
She informed that the total population of Nuh is 15,48,460, which includes 14,41,724 rural and 1,06,736 urban population. Among these 135 health facilities, there is one district civil hospital, 5 community health centers, 17 primary health centers and 111 sub health centers in Nuh district. Apart from these, there is a medical college in district Nuh.

Chandigarh, March 27- Haryana Urban Local Bodies Minister, Sh. Vipul Goel said that the proposal to develop Chhath Puja Ghat and River-Front on the western bank of Western Yamuna Canal from Badi-Majra Bridge to Old Jagadhari-Saharanpur Road is under consideration of the government. This work will be started in about 6 months after necessary approvals.
The Minister shared this information in the House during the ongoing budget session of the Vidhan Sabha here today. He said that administrative approval of Rs. 12.87 crore has been given for the said work.
The Minister said that 4.5 km long river front will be developed from Badi-Majra Bridge to Old Jagadhari-Saharanpur Road, in which there is also a provision for construction of road from Badi-Majra Bridge to Old Jagadhri-Saharanpur, footpath of 5 to 12 meters width, landscaping, street lights and renovation work of Chhath Puja Ghat.

Mahipal Dhanda said that 8.05 acres of land of Haryana Shehri Vikas Pradhikaran(HSVP) has been identified in Sector-5, Fatehabad, for the construction of Government College, Fatehabad (Headquarters). The building of this college is proposed to be constructed within 36 months from the date of allotment of work by HSVP.

The demand has already been sent to HPSC/HSSC for recruitment of various teaching and non-teaching posts.

Chandigarh, March 27 - Haryana Urban Local Bodies Minister, Sh. Vipul Goel informed that the construction work of Bhagwan Parshuram Baraat Ghar at Kalayat, for which the contract amount of Rs. 187.78 lakh was released in July, 2018, has been completed.
The Minster was replying to a question asked by MLA, Sh. Vikas Saharan during the ongoing budget session of Haryana Vidhan Sabha today.
He also apprised the House that earlier there was 1.75 acres of land for the construction of Bhagwan Parshuram Baraat Ghar, but on the demand of local people, the area of the community center was increased to three acres. Similarly, an estimate of Rs 238.44 lakh has been prepared to complete the construction of Parshuram Baraat Ghar, for which administrative approval and allocation of fund shares under process.

Chandigarh, March 27 - Haryana Public Health Engineering Minister Sh. Ranbir Gangwa said the roads which were damaged during the construction of a sewer line in Adampur town are being repaired.
The Cabinet Minister, while replying to a question asked by Adampur MLA Sh. Chandra Prakash during the Assembly session today, said that all the internal roads of Adampur town are being restored after the completion of the work, so that people do not face inconvenience. He said there is a provision of Rs 583.09 lakh for restoration of roads in the approved estimate. An amount of Rs 1,43,00,464/- has been paid or is in process to the Public Works Department (Buildings and Roads), Haryana Urban Development Authority and Haryana State Agricultural Marketing Board for the reconstruction of external/main roads. This work is likely to be completed in 4 months.

Chandigarh, March 27 - Haryana Revenue and Disaster Management Minister Sh. Vipul Goel said that the rules and criteria for making Dharuhera sub-tehsil a sub-division are not fulfilled. Therefore, Dharuhera town can be made a tehsil.
Sh. Vipul Goel was responding to a question asked by Kalayat MLA Sh. Laxman Singh Yadav during the ongoing budget session of the Haryana Legislative Assembly today.
He also informed the House that the proposal to make Dharuhera sub-tehsil a sub-division is not under the consideration of the government. Dharuhera needs 40 villages to make it a tehsil but there are 37 villages there right now. According to the census conducted in 2022, the population of Dharuhera was 105000. The area of Dharuhera is 13,500 square meters while an area of more than 15,000 is required.
He assured the House that as per the rules and norms, the matter of converting Dharuhera sub-tehsil into a sub-division will be considered.

Narendra Modi to accomplishment, the bill of the country's first cooperative university has been passed in the Lok Sabha yesterday under the leadership of Union Cooperation Minister Sh. Amit Shah. He told in the Lok Sabha that Tribhuvan Cooperative University will be established in Gujarat in the name of Tribhuvan Das Patel, the father of the cooperative movement. Dr. Arvind Sharma said that the establishment of a cooperative university will strengthen the rural economy as well as promote innovation and research in the cooperative sector. The formation of a cooperative university will strengthen the spirit of cooperation and our youth, women and farmers will get cooperative leadership. He said that the establishment of this university will provide trained human resources in the cooperative sector and every year, 8 lakh youth will get the opportunity to do degree, diploma, certificate course and PhD. This will give new momentum to the cooperative movement. He said that the establishment of this university will benefit the cooperative institutions across the country as well as Haryana. On this, the members in the House expressed their happiness by thumping the table.

Chandigarh, March 27 – Haryana Irrigation and Water Resources, Minister, Smt. Shruti Choudhry said that as per the information shared by the Agriculture Department, the groundwater in the villages of Bhanakpur, Nagla Jogian, Kabulpur Bangar, Mahola and Laudiyapur in the Prithla Assembly Constituency is saline, and these areas also suffer from waterlogging, making farming impossible.
The Minister was responding to a question raised in this regard in the House during the ongoing Budget session of the Vidhan Sabha here today.
She informed that to resolve this issue, the Irrigation and Water Resources Department has prepared a project to drain water from the fields. Under this project, 20 shallow tubewells with solar panels will be installed in the waterlogged area. The total cost of this project is Rs. 265.63 lakh, and the work has already been allocated to the concerned agency, shared the Minister.
As part of this project, water from Sikrona, Kabulpur Bangar, Mahola, Laudiyapur, and Firozpur Kalan villages will be diverted to the Kabulpur Link Drain. Also, water from Harphola, Mahola, and Bhanakpur villages will flow into the Gonchi Drain, shared the Minister.
She further shared that water from Seharla village will be directed to the Seharla Drain in Faridabad district.
Smt. Shruti Choudhry shared that this project will commence after the harvest in April 2025 and is expected to be completed by July 30, 2025.

Chandigarh, March 27 - Haryana Urban Local Bodies Minister Sh. Vipul Goel informed that various steps are being taken in Haryana like establishment of new Gaushalas by Municipal Corporations, increase in financial assistance to Gaushalas, arrangement of fodder, vaccination and sterilization of stray animals and provision of medical facilities for such animals.
Sh. Vipul Goel was replying to a question asked by Sirsa MLA Sh. Gokul Setia during the ongoing Budget Session of Haryana Vidhan Sabha today.
He informed that in order to encourage Gaushalas to rehabilitate stray animals, the State Government has constituted a special Gau Raksha Task Force in each district and a State-level Special Gau Raksha Task Force.
He also apprised the House that Haryana Municipal Bye-laws were published in the year 2005 and 2007 for control of stray animals in district Sirsa. In addition, Animal Birth Control (Dogs) Rules were notified in the year 2023 to control rabies, stray dog population and to review, coordinate and monitor animal birth control in the State.
He also informed the House that the Government has a total of 683 Gaushalas in the state to control stray and destitute animals. Out of these, 185 Gaushalas with a total capacity of 1,73,501 animals are within the Municipal limits. Apart from this, the Municipalities have been directed to establish new Gaushalas as per their requirement.
From 1st January, 2024 to 7th March, 2025, a total of 56,615 stray animals have been relocated from Gaushalas and rehabilitated, 25,325 dogs have been sterilized and 41,152 monkeys have been released in forest areas. With the aim of strengthening the Gaushalas, the government is providing fodder subsidy to the Gaushalas through Animal Husbandry and Dairy Department, Haryana. In view of the fodder subsidy announcement of the Chief Minister, Haryana, an estimated grant of Rs 163 crore has been released to the Gaushalas in the state so far in this financial year. Under this scheme, Rs 10 per calf, Rs 20 per cow and Rs 25 per bull/bull (Nandi) have been given for the fodder of the animals transferred to the Gaushalas. A total of Rs 294.55 crore has been released from the year 2020-21 till now. Registered Gaushalas are also being provided subsidized electricity supply at the rate of Rs 2 per unit. As a result, the number of registered Gaushalas in the state has increased by 158 (from 525 to 683) in the last five years.
He informed that five Gaushalas in Sirsa city namely Nandi Shala (Kelniya), Shri Radha Krishna Gau Seva Sadan (Ramnagariya), Shri Gaushala (Sirsa), Choudhary Devi Lal Gaushala and Shri Shyam Gau Raksha Dal (Sirsa) are managing stray animals. These are run by NGOs and various committees. From January 1, 2024 to March 7, 2025, 1644 stray animals have been shifted to these Gaushalas, while 856 cattle are yet to be shifted. A total of 1644 cattle have been tagged and Rs 24 lakh has been released as fodder subsidy.
The government has established two Gau Abhyarans with a capacity of 5,000 animals in village Nain of Panipat and village Dhandhoor of Hisar at a cost of Rs 8.00 crore. So far, about 6,000 stray animals have been rehabilitated in these sanctuaries. Steps are being taken by the government to prevent citizens from roaming their animals on the streets. In this regard, a fine of Rs 34.63 lakh has been collected from the cattle keepers by the municipalities from January, 2024 to March 7, 2025.

Chandigarh, March 27 - Haryana Health Minister Kumari Arti Singh Rao said that the construction work of Sub-Divisional Civil Hospital (SDCH) at Narnaund in District Hisar will be completed by December 31, 2025. A 100-bed Sub-Divisional Civil Hospital is being constructed at Narnaund.
The Health Minister was responding to a question asked by a member of the House during the Budget Session of Haryana Vidhan Sabha here today.
Kumari Arti Singh Rao said that Sub-Divisional Civil Hospital (SDCH) Narnaund in District Hisar was upgraded as a 100-bed Sub-Divisional Civil Hospital on April 23, 2018.
She said that earlier administrative approval of Rs. 3409.79 lakh was granted on August 27, 2018 for construction of this hospital building. However, due to a more than 10 percent increase in the original cost, an additional estimate of Rs.306.02 lakh was submitted to the PWD (B&R) headquarters on January 9, 2025, for technical approval. After technical approval of the estimate, tender will be invited for the remaining work.
The Health Minister assured that the building of Sub-Divisional Civil Hospital at Narnaund would be completed by 31 December 2025.

Chandigarh, March 27 - Haryana Agriculture and Farmers' Welfare Minister Sh. Shyam Singh Rana said a Centre of Excellence for Mustard would be set up in Rewari. Besides, there is a proposal to open a seed sale centre in Dahina/Qawwali village as well.
The Agriculture and Farmers' Welfare Minister was replying to a question raised by a member of the House during the Assembly Session today.
He informed the House that on the request of Kosli MLA Sh. Laxman Singh Yadav, action has been initiated on the proposal for setting up a Centre of Excellence for Mustard (CoEM) at Tahna (Rewari) and a detailed draft of the CoEM has been prepared. About 20 acres of land is required for setting up this Centre of Excellence. The Department also has about 23 acres of land on Rewari-Jhajjar Road on NH-71. He informed that in a meeting held on March 2, 2023, about two years ago, the officials of the Department of Agriculture and Farmers' Welfare and experts/scientists of Chaudhary Charan Singh Agricultural University, Hisar had agreed on the draft proposal of CoEM at Tahna, Rewari. The above land is leased with Haryana Land Reforms Development Corporation (HLRDC) for 25 years from the year 1998 at the rate of Rs 1000 per acre per year. The HLRDC further leased the land to the farmers on an annual basis and said that the lease is up to this Rabi season till March 31.
He further informed that there is also a proposal to open a seed sale center in Dahina/Qawwali village by Haryana Seed Development Corporation (HSDC). He said that it has always been the endeavor of the corporation to ensure the supply of good quality seeds to the farmers of the state at their doorstep. Accordingly, HSDC has a sales network of 80 sales counters in Haryana to provide good quality seeds with the brand name 'Haryana Seeds' to the farmers of the state. The Corporation already has a regular sales counter at Kanina which is about 10 kms from Dahina/Kawwali. Apart from this, HSDC also has regular sales counters at Rewari, Mahendragarh and Kosli which are about 20 to 35 kms from Dahina. Nevertheless, for the convenience of the farmers, the Corporation has proposed to open a seed sales centre at Dahina/Kawwali village also.

Chandigarh, March 27 - Haryana Health Minister, Kumari Arti Singh Rao that 46 new de-addiction centres will be opened across the state to help the youth to overcome drug addiction. She assured that she herself will also monitor the de-addiction centres to ensure they provide necessary facilities as required.

Expressing concern over the growing issue of drug addiction in the state, Kumari Arti Singh Rao said that the state government is running a campaign for de-addiction at its own level, she appealed to all the members of the House to participate in the campaign to make Haryana a drug-free state. Over the past five years, 14,621 young people have been freed from addiction, and the government’s efforts in this regard continue, she added.
She said that at present 130 de-addiction centres are operating in the state, including private, government and semi-government centres.The licenses of these de-addiction centres are issued by the Director Services after the consent of the Director General Health Services, Haryana as per the Haryana De-addiction Centre Rules, 2010 and their amendments in 2018.
Kumari Arti Singh Rao, said that there are a total of 20 regular and 5 contractual psychiatrists in the Health Department. To address the shortage of psychiatrists, 38 medical officers have completed a six-month online "De-Addiction Training" from PGIMER, Chandigarh. These officers have been assigned additional duties at their respective postings to strengthen de-addiction services. The second batch of 6 months online de-addiction training by the Department of Psychiatry, PGIMER Chandigarh has started from December 3, 2024 for 50 Medical Officers of the Health Department, she added.
The Health Minister said that urine drug detection kits are being made available in hospitals for early detection of drug abuse. These kits quickly identify the presence of substances like opioids, cocaine, cannabis, benzodiazepines, amphetamines, and barbiturates in urine samples. Detection of drug abuse through these kits helps the doctor to provide appropriate and early treatment to the drug addict individual.
The state government is considering a proposal to open 46 new de-addiction centres in areas with high prevalence of drug addiction. Out of these, 12 are proposed to be opened in district hospitals and 34 in sub-divisional hospitals. The 12 proposed de-addiction centres in district hospitals are in Bhiwani, Charkhi Dadri, Faridabad, Jhajjar, Jind, Palwal, Panipat, Nuh, Rewari, Rohtak, Sonipat and Yamunanagar districts. She said that 34 proposed de-addiction centres will be opened in sub-divisional level (SDH) hospitals and at community health centres (CH) level. It is proposed to open these de-addiction centres in SDCH Ambala Cantt, SDCH Naraingarh, SDCH Loharu, SDCH Bawani Khera, SDCH Tosham, SDCH Siwani, SDCH Tohana, SDCH Ratia, SDCH Ballabgarh, SDCH Pataudi, SDCH Sohana, SDCH Hansi, SDCH Adampur, SDCH Narnaund, SDCH Barwala, SDCH Nilokheri, SDCH Assandh, SDCH Indri, SDCH Samalkha, CH Shahbad, SDCH Gohana, SDCH Kalayat, CH Guhla, SDCH Narwana, SDCH Safidon, SDCH Jagadhri, SDCH Meham, SDCH Dabwali, SDCH Ellenabad, SDCH Kalka, CH Bahadurgarh, SDCH Beri, CH Kosli, CH Mahendragarh.
Kumari Arti Singh Rao further shared that AIDS Control Society runs 18 Opioid Substitution Therapy (OST) centres in the state. These centres help drug users transfer to oral opioid alternatives through nurses and encourage drug addicts to de-addiction centres. At present, 18 OST centres are functioning in government health facilities.
The Health Minister said that the state government is committed to make the state drug-free, for this all social organisations should also cooperate. She also appealed to the youth to channel their energy into productive activities rather than drug abuse, ensuring a better future for themselves and their families.

Chandigarh, March 27- Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry has said the government is running Amrit Sarovar Yojana for the beautification of ponds in the state. Under this scheme, a total of 1069 ponds have been beautified and repaired.
She said 849 ponds in the financial year 2022-23, 219 ponds in the financial year 2023-24 and one pond in the financial year 2024-25 have been beautified and repaired under this scheme. A total of Rs 373.26 crore was spent on this work. Works have been done at a cost of Rs 323.87 crore in the financial year 2022-23, Rs 49.18 crore in the financial year 2023-24 and Rs 0.21 crore in the financial year 2024-25.

Chandigarh, March 27 - Haryana Health Minister Kumari Arti Singh Rao said there is a proposal to start ultrasound facility at the Community Health Centre, Julana, through PPP mode.
The Health Minister was responding to a question posed by a member of the House during the Budget Session of the Haryana Vidhan Sabha today.
She informed that for this, a tender was issued by HMSCL but no bid was received. The HMSCL has again issued a tender for this.
She said that at present, there is some shortage of doctors in the state. At present, out of 3969 sanctioned posts of Medical Officers, 3192 are filled and 777 are vacant. In CHC Julana, 4 doctors are appointed against 8 sanctioned posts.
She informed that on March 8, 2025, appointment letters have been issued to 561 newly appointed medical officers by the department and they will be given stations soon. This will help in meeting the shortage of medical officers, she added.

Chandigarh, March 27- Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan has called upon the public representatives across the state to promote natural farming. Addressing the house during the budget session on Thursday, the Speaker said that natural farming is the need of the hour and many farmers are doing very commendable work in it. He said that there is a need to create a supportive environment for natural farming and called for active participation from representatives at all levels, including Panchayat level, Block Committee, District Council, MLA’s and MP’s.
Vidhan Sabha Speaker, Sh. Kalyan said that the government also introduces many schemes from time to time to promote natural farming. Public representatives can help farmers understand the difference between chemical-based and natural farming more effectively. He said elected representatives should engage with farmers through meetings and small groups in their respective areas to make a meaningful contribution.
He said that in the upcoming time, Haryana Vidhan Sabha will organise a seminar on natural farming for all the members. Experts in the field will share their insights, government representatives will also participate and successful natural farmers will also be invited to share their experiences. This will also encourage other farmers.

Restricted holiday in Haryana on March 31
Chandigarh, March 27- The Haryana Government has declared a restricted holiday under Schedule-II instead of a gazetted holiday on the occasion of Eid-ul-Fitr on March 31.
A notification to this effect has been issued by the Haryana Government.
The notification states that March 29 is Saturday and March 30 is Sunday, while March 31 is the closing day of the financial year 2024-25.
