Chief Minister gives pension benefits to 41,591 new beneficiaries
Chandigarh, April 24– On the occasion of National Panchayati Raj Day, Haryana Chief Minister Sh. Nayab Singh Saini gave a development bonanza worth Rs. 368 crore to the state's panchayats. During the state-level ‘Gram Utthan Samaroh’ held in Panchkula, the Chief Minister inaugurated 923 development works worth Rs. 233 crore and laid the foundation stones for 413 works worth Rs. 135 crore. Further strengthening grassroots governance, the Chief Minister also transferred Rs. 573 crore to 22 Zila Parishads, 142 Panchayat Samitis, and 5,388 Gram Panchayats as their share of stamp duty revenue.
In addition, the Chief Minister released Rs. 18.28 crore for the construction of Mahila Chaupals in 511 Gram Panchayats. He also released an honorarium amount of Rs. 1.45 crore to 411 Zila Parishad members and 3,081 Panchayat Samiti members.

Shruti Choudhry, Vidhan Sabha Deputy Speaker, Dr. Krishan Middha and Minister of State for Food, Civil Supplies and Consumer Affairs, Sh. Rajesh Nagar were also present at the event.
During the event, Sh. Nayab Singh Saini also launched the Mukhyamantri Jagrit Gram Puraskar Yojana. Under this scheme, awards will be given to Panchayats that demonstrate outstanding performance across various socio-economic parameters such as education, healthcare, sanitation, women empowerment, agricultural productivity, digital connectivity, and sustainable infrastructure.
Based on population criteria, Gram Panchayats securing the first position will receive an incentive of Rs. 51 lakh, second position Rs. 31 lakh, and third position Rs. 21 lakh. The prize money is to be utilized for local development initiatives.
To empower elected representatives of Panchayati Raj Institutions, the Chief Minister also launched the distribution of training kits under the National Gram Swaraj Abhiyan. Under this campaign, all 71,000 elected representatives across the state will receive refresher training over the course of this year, along with training kits.
The Chief Minister urged all representatives to actively participate in the training. As part of the programme, exposure visits will also be organized to enable them to study best rural development models from neighboring states.
During the event, Sh. Nayab Singh Saini also released books titled Mera Gaon–Meri Dharohar and Mukhyamantri Jagrit Gram Puraskar Yojana. The Chief Minister shared that Mera Gaon–Meri Dharohar is a unique effort to preserve the spiritual heritage of Haryana’s villages. One story has been selected from a village in each district that reflects its religious, spiritual, and historical legacy. These 22 stories have been compiled into the ‘Mera Gaon Meri Dharohar’ book, which aims to showcase the rural heritage of Haryana to the nation and the world.
41,591 new beneficiaries receive pension benefits
From the event venue itself, the Chief Minister disbursed social security pension benefits to 41,591 new beneficiaries across the state under various pension schemes. An amount of Rs. 12.59 crore was directly transferred to the bank accounts of these beneficiaries.
The Chief Minister said that the government has implemented various pension schemes. Now, no one needs to run from pillar to post to avail pension benefits, he said. Unlike the previous governments, where people had to make multiple rounds of government offices, today, pension benefits are generated automatically for the beneficiaries at the convenience of their homes, said Sh. Nayab Singh Saini.

The Chief Minister was addressing the State-Level Gram Utthan Samaroh held on the occasion of National Panchayati Raj Day in Panchkula on Thursday. Earlier, the Chief Minister and others present observed a two-minute silence and paid tribute to the people who lost their lives in the terrorist attack in Pahalgam.

Panchayati Raj Institutions Accelerate Grassroots Development- CM
Addressing the gathering Sh. Nayab Singh Saini said that Panchayati Raj Institutions are a vital link in democracy that give a new momentum to development. When the Panchayati Raj system was granted constitutional status, the objective was to empower villages and ensure their development through panchayats. He said that the soul of this nation lies in its villages. Haryana has had a proud tradition of panchayats since Vedic times, where ‘Panchs’ have been given the status of ‘Panch Parmeshwar’. Hence, their responsibility is immense. Panch Parmeshwar must work with this spirit to ensure the holistic development of villages, said the Chief Minister.
He said that 50 percent of the panchayat representatives present at this programme are women, which is a symbol of women empowerment—an empowerment that will give a new boost to the development of our villages. He added that this samaroh is not just an event, but a pledge toward the holistic development of villages.
Panchayat Representatives Should Pledge to Develop Villages on Socio-Economic Parameters Including Education, Healthcare, Sanitation, and Women Empowerment
The Chief Minister said that panchayat representatives should work with the resolve that ‘Mera gaon, meri panchayat poore Haryana mein, poore zile mein number one aaye. Yeh sankalp lein ki mere gaon ka ek bhi baccha school se dropout na ho.’ (My village, my panchayat should be the number one in the entire district and the entire state of Haryana. Everyone must ensure that not a single child in their village drops out of school and that every child receives the right to education, he said.
Sh. Nayab Singh Saini said that everyone in the village should have access to proper healthcare facilities. He urged the representatives to commit themselves to advancing villages on parameters like education, healthcare, sanitation, women empowerment, and overall socio-economic development.
Panchayat Representatives Should Play a Role in Making Villages Drug-Free
The Chief Minister appealed to panchayat representatives to pledge for a drug-free village. He urged that every representative should take a vow to eliminate drug use from their respective villages. He said that if anyone is found consuming drugs or involved in drug trafficking, the information should be reported to the government via the MANAS portal. The identity of the informant will be kept confidential. He emphasized that we must work together to make our villages drug-free.
Sh. Nayab Singh Saini said that during the Panchayat Conference held on July 12, it was announced that there would be no shortage of funds for development in the panchayats. Since then, Rs. 3,566 crore has been transferred to the accounts of panchayats. He assured that there will be no dearth of funds for development works in the future as well.
He further said that in the direction of making every village self-reliant, the government has connected each village with the internet. Initiatives like tap water in every home, Har Khet ko Pani, 24-hour electricity under the ‘Mhara Gaon-Jagmag Gaon’ scheme, and health facilities for every individual under the Ayushman Bharat Yojana have been implemented.
Rs. 583 crore transferred to Panchayat accounts as 'Gap Fund' last year
The Chief Minister said that some ‘sarpanches’ had informed him that they did not have sufficient funds, and taking swift action on the same he had directed the department officers that panchayats with a total grant of less than Rs. 20 lakh should be provided with additional funds as a 'gap fund,' so that each panchayat has at least Rs. 21 lakh available. As a result, Rs. 583 crore was directly transferred to panchayat accounts last year.
He further shared that the government has established 948 e-libraries, 281 indoor gyms, 453 street lights in villages, and 349 Mahila Chaupals to improve the quality of rural life. Additionally, the ‘Phirnis’ (village lanes) of 316 villages have been paved.
The Chief Minister assured that these facilities will be expanded to all villages, and every village's phirni will be paved. He also said that Rs. 118.47 crore has been directly transferred to the accounts of panchayats for the repair of 2930 SC and BC chaupalas in the state.
He emphasized that the goal is for panchayats to create plans based on the needs of their villages, bring transparency to panchayat operations, and work together with the rural community to realize the mantra of ‘Sabka Saath, Sabka Vikas.’
Panchayat representatives should work with honesty and lead villages on the path of development, Krishan Lal Panwar
Development and Panchayat Minister Sh. Krishan Lal Panwar said that training programmes have been organized for panchayats, as a result of which the working of the panchayats in the state have become more swift and village development is continuously being strengthened. He emphasized that panchayat representatives must work honestly and advance their villages on the path of development.
He said that the Chief Minister had assigned all ministers a 100-day target. During these 100 days, the Panchayati Raj Department set a goal to open e-libraries in 1,000 villages in the first phase. Additionally, it was decided to establish Mahila Sanskritik Kendra in 1,000 villages. The rejuvenation of ponds across Haryana is also underway. There are approximately 19,000 ponds in the state, out of which the department has identified 6,000 ponds. In the first phase, 2,200 ponds are being restored, said Sh. Krishan Lal Panwar.
He further shared that as per the Chief Minister's announcement, boundary walls, sheds, and paved paths will be constructed for cremation and burial grounds across the state. Furthermore, three-karam-wide pathways in agricultural fields will also be paved. Roads are being constructed across the state, leading to a network of roads being laid down throughout Haryana. By June 30, no road in the state will remain in poor condition, said Sh. Krishan Lal Panwar.

Earlier, Commissioner and Secretary, Development and Panchayat Department, Dr. Amit Agrawal, welcomed and honored the Chief Minister and other dignitaries. He said that Chief Minister Sh. Nayab Singh Saini, with the vision of ‘Haryana Ek- Haryanvi Ek’, has brought the light of development to every village. Under his able leadership, the concept of Gram Swaraj is becoming a reality, and villages are no longer focused solely on agriculture and they are becoming centers of innovation, self-employment, and prosperity.
The Chief Minister has consistently worked towards village development, rural empowerment, and strengthening Panchayati Raj institutions. Due to the government's policies, Haryana’s panchayats are now becoming digital, transparent, and setting new standards of accountability, said Dr. Amit Agrawal.
He further said that through this programme, the Chief Minister has envisioned that Panchayati Raj representatives should also be given social responsibility. Representatives should be established as social leaders, focusing not only on development projects but also on eliminating social problems and evils in society, said Dr. Amit Agrawal.

Chandigarh, April 24 – Haryana Chief Minister Sh Nayab Singh Saini directed officials to establish a dedicated feedback cell within the Urban Local Bodies Department to collect public input on garbage collection services in municipalities. He said that the feedback cell should be integrated with the CM Dashboard to enable real-time monitoring and continuous improvement of cleanliness initiatives so that cities can be made cleaner and more beautiful.
The Chief Minister made these remarks while presiding over a review meeting of the Urban Local Bodies Department here today. Urban Local Bodies Minister Sh. Vipul Goyal also present in the meeting.
Reiterating the commitment to make the cities clean and beautiful, the Chief Minister instructed the department to implement door-to-door garbage collection using advanced technology across all Municipal Corporations, Municipal Councils and Committees so that accurate information about the vehicles and manpower engaged in this work can be available on the basis of live location. He further directed that in cases where the tender deadline is approaching, all related processes should be completed at least 15 days in advance to avoid any delays.
While reviewing the Swachh Survekshan programme, the Chief Minister called for accelerated implementation of related activities across the state. We must work together to improve the state's ranking in the Swachh Survekshan and that special efforts should be made toward this goal. He said that a special campaign was launched to make Dharmakshetra-Kurukshetra the number one city in terms of cleanliness. Social organizations, NGOs and other groups enthusiastically participated to accelerate the cleanliness drive in this religious city. To maintain this momentum, the concerned officials should work with a well-structured plan to make the land of the Gita, Kurukshetra, cleaner and more beautiful. A plan should also be made to enhance the grandeur of the Gita Dwar located at Pipli Gate, he added.
While reviewing the management of stray cattle, the Chief Minister directed officials to ensure that captured cattle are relocated to Gaushalas or Nandishalas. He also instructed that the possibility of tagging these cattle with QR codes should be explored, so that complete information about each cattle is readily available to the department. He emphasized the need for continuous efforts to make all cities completely free of stray animals.
The Chief Minister directed that if any illegal colony is found developing within the municipal areas of the state, prompt action must be taken against those responsible. In addition to imposing heavy penalties on individuals involved in the unauthorized development of such colonies, immediate notices should be issued, and FIRs should be registered. Furthermore, officials should identify slum areas within their jurisdictions so that proper housing can be constructed and allotted to the residents.
He also called for exploring the use of Corporate Social Responsibility (CSR) funds for urban beautification projects such as wall paintings. He also reviewed the progress of the Swamitva Yojana, Gobardhan Yojana, and Solid Waste Management Portal, providing necessary directions for each initiative.
During the meeting, it was shared that Prime Minister Sh Narendra Modi, in a recent Chief Secretaries’ Conference, had praised Haryana’s Solid Waste Management Portal and encouraged other states to develop similar platforms.

Chandigarh, April 24 - Haryana's Development and Panchayat Minister Sh. Krishan Lal Panwar, while congratulating and wishing the elected public representatives of the Panchayati Raj institutions of the state on the occasion of National Panchayati Raj Day, said the issue of lack of funds will not be allowed to come in the way of development works in the state under the leadership of Chief Minister Sh. Nayab Singh Saini. Today, the Chief Minister has released a total amount of Rs 368 crore to the Gram Panchayats.
The Development and Panchayat Minister was addressing public representatives present at the state-level Gram Utthan Samaroh organized at Tau Devi Lal Sports Stadium in Panchkula today. He thanked the Chief Minister for releasing the special amount today. He also thanked the Chief Minister for allowing expenditure of Rs 21 lakh to the Panchayats at their own level. He said the history of Panchayati Raj system has been glorious. Under the leadership of the Chief Minister, continuous improvements are being made for the development of the Gram Panchayats of the state and this system is being made even more capable, transparent and public-responsive.
He said the overall development of villages is the foundation of a developed India. Only when the villages prosper, the country will become self-reliant. The state government has taken many historic steps to empower the Panchayats in the last 10 years.
He said the state government has given special importance to the role of women in Panchayati Raj institutions. Today thousands of women of the state are deciding the direction of their villages as Sarpanch, Panch and Block Committee members. This change is not only of numbers but also of thinking. He said we are also giving training to Panches and Sarpanches from time to time.
The minister said e-libraries are being opened in every Gram Panchayat in which the daughters and children of the entire state will be able to prepare for competitive exams. He said out of 6225 Panchayats of the state, 1000 villages have been selected in the first phase in which we will open e-libraries.
In the last 10 years, 1,75,000 jobs were given in the state without ‘kharchi-parchi’. Similarly, it has also been decided to open Mahila Sanskriti Kendra in 1000 villages and to build Mahila Chaupal. The ‘phirnis’ will be cemented in 1000 villages and street lights will also be installed on them. He said gyms will also be opened in every village of the state. There are about 19000 ponds in the entire state, out of which 6000 ponds will be developed and renovated by the Panchayat Department. In the first phase, 2200 ponds will be converted into parks by providing retaining walls, street lights, benches etc. Young people are coming forward by getting elected as representatives in Panchayati Raj institutions, which is a good sign for democracy, he added.

Chandigarh, April 24- What may seem like an ambitious dream for any state, is becoming a structured mission in Haryana—driven by empowered women, streamlined governance, and next-generation Technology. Despite comprising only 2 percent of India’s geographical area and population, Haryana has set an ambitious vision to be among the first states to aim for a trillion-dollar economic milestone—a feat currently achieved by only 19 countries globally. Recognizing that this vision requires unlocking untapped potential, the Chief Minister has placed women empowerment and technological innovation at the heart of this growth agenda.
The Chief Minister, Sh.Nayab Singh Saini has unveiled a series of strategic Measures aimed at accelerating the state’s journey toward becoming a trillion-dollar economy. Emphasizing the transformative potential of women’s participation in the workforce and the integration of cutting-edge technology in governance, these measures mark a paradigm shift in Haryana’s development strategy.
Among the most notable reforms is the removal of legal and procedural hurdles that have historically restricted women from participating fully in the workforce. The Labour Department, under direct instructions from the Chief Minister, is amending existing Factory Rules to permit women—except for expecting and lactating mothers—to work in all sectors without limitations. This includes industries where night shifts were previously not accessible to women workers.
To further streamline processes and promote ease of doing business, a fully automated system for granting night shift permissions to commercial establishments and factories has been introduced. Employers can now apply online and receive approval by the next working day, eliminating months of delay and bureaucratic red tape. Standardized terms and conditions will apply across the board.
Additionally, existing restrictions on night shift employment have been eased. Employers are now allowed to pool resources and partner with nearby hospitals or nursing homes for medical support and emergency services. The requirement for mandatory deployment of women supervisors has been withdrawn. Senior women professionals in the IT and ITeS sectors earning over Rs. 1 lakh per month may now attend night shifts without the need for a quorum.
Night shifts, previously restricted to select industries like IT, warehousing, and hospitality, will now be permitted across all sectors. This bold move is a significant step toward true gender parity in employment.
Furthering his vision of governance powered by innovation, the Chief Minister has also directed the Labour Department to integrate Artificial Intelligence (AI) into the Atal Shramik Kisan Canteens for advanced data management and analytics. Blockchain technology is also being explored for secure and tamper-proof data management related to sensitive worker information.

Haryana Approves ₹22.09 Crore State Action Plan to Modernise Police Force
Chandigarh, April 24 – A meeting of the State-Level Empowered Committee (SLEC) was held under the Chairmanship of Additional Chief Secretary (Home) Dr. Sumita Misra here today to review and approve the State Action Plan for Modernisation of Police Forces (MPF) for the financial year 2025–26.
During the meeting, Dr. Sumita Misra underlined the state government’s commitment to ensuring a safe and secure environment for all residents of Haryana. She said modernisation of our police force is essential not just for crime prevention and investigation but also for building a technologically adept and community-friendly law enforcement system.
The committee approved the State Action Plan of Rs 22.09 crore (60:40), which includes procurement of advanced arms and equipment like pistols and CQB (Machine Guns), FSL equipmemnt like image and video enhamcement software, facial recognition and comparison software, polygraph system with accessories, next generation sequencer and trinocular stereo-zoom microscope, along with purchase of hi-tech communication, security, CCTNS and training equipment. In order to ensure effective use of this modern equipment, domain experts will be engaged to provide technical guidance and support.
In line with the Government of India’s MPF Scheme, the 2025–26 plan focuses on improving operational efficiency, responsiveness, and citizen-centric policing through the integration of smart technologies and capacity-building initiatives.
Dr. Misra highlighted the importance of deploying cutting-edge technology capable of delivering results swiftly. The meeting was informed that analogue communication equipment has been replaced by digital systems in 13 districts of Haryana till now, and all districts shall be covered under this soon.
Dr. Sumita Misra also directed officials to finalise the modalities under the Phase-I of Rs 150 crore-plan for modernization of police force as announced in this year’s Budget. She also directed that a separate proposal must be made for modernization of Forensic Science Laboratories of the state.
She also stressed the need to make the police force future ready and at par with other countries. She suggested setting up a task force which will suggest the measures to make long-term structural changes in the police force, in accordance with needs of the future. She said domain experts can be consulted for this and directed officials to come up with a proposal in this regard within next one month.
The committee also deliberated on proposals aimed at strengthening the police infrastructure, modernising communication and mobility systems, upgrading forensic capabilities, and promoting the use of emerging technologies in data analytics in policing. Emphasis was also laid on modern training for police personnel.

Specialized one-day training programme for State Police Nodal Officer (SPNO) and Police Officers from Bihar also begins
Chandigarh, April 24- The Election Commission is organising a 2-day training and capacity building of Booth Level Officers (BLOs) at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi. This is the third such batch of BLOs to be trained from the poll-bound state of Bihar. 229 BLOs, 12 EROs and 2 DEOs from the State are participating in the 2-day training programme. A specialized one-day training programme for the State Police Nodal Officer (SPNO) and Police Officers from Bihar also commenced today. The training programme was inaugurated by Chief Election Commissioner of India Sh. Gyanesh Kumar in the presence of Election Commissioner Dr. Vivek Joshi at IIIDEM, New Delhi and was followed by an interaction with the participants.
The training is planned to familiarise the BLOs with their roles and responsibilities as per statutory framework and equip them to ensure error free electoral rolls. They will also be trained in the IT applications designed to support their roles.
This is the latest in the first phase of the ongoing physical training programmes at IIIDEM in which 555 BLOs from poll-bound states of Bihar, West Bengal and Assam and 279 Booth Level Agents (BLA-1s) of 10 recognised national and state political parties from Bihar have already been trained. These well-trained BLOs will form a corps of Assembly Level Master Trainers (ALMTs) to strengthen the entire network of BLOs nationwide.
The training of SPNOs and Police Officers from Bihar aims to improve coordination between election authorities and the police for enhanced electoral management, especially in the areas of law and order, vulnerability assessment, Paramilitary forces (CAPF) deployment, and model code of conduct (MCC) enforcement.
Till date over 3000 participants from 141 countries including large democracies such as Australia, United Kingdom, USA, Brazil, Egypt, France, Indonesia, Israel, Russia and South Africa have benefited from training programmes from India’s globally acclaimed election management practices at IIIDEM.

Chandigarh, April 24: Union Minister of State for Cooperation, Sh Krishan Pal Gurjar, emphasized that the Ministry of Cooperation will play a pivotal role in revitalizing the rural economy under the leadership of Prime Minister Sh Narendra Modi. Speaking at a national conference, he highlighted that the cooperative sector entered a new era of inclusivity in 2021, and is expected to contribute one lakh trillion to the nation’s development over the next five years, aligning with the ‘Developed India’ campaign.
On Thursday, Sh Krishan Pal Gurjar, along with Haryana Cooperation Minister Dr. Arvind Sharma, inaugurated a two-day national conference titled "Developing Developed India: Farmer Empowerment, Development, and Rural Progress through Cooperatives". The event, organized by the Regional Institute of Cooperative Management, Sector 32, Chandigarh, began with a traditional lamp-lighting ceremony.
Sh Gurjar stated that the Ministry of Cooperation, established by Prime Minister Sh Modi in 2021 with the vision of "prosperity through cooperation," has since launched around 60 significant initiatives in the last three years under the leadership of Union Minister for Cooperation, Sh Amit Shah. These initiatives aim to transform India’s 8.5 lakh cooperative societies into engines of rural and national growth.
He further added that standardized bylaws are being developed to unify and strengthen cooperative societies, and computerization of Primary Agricultural Credit Societies (PACS) is underway to boost operational efficiency. Making PACS multi-functional by integrating 25 types of services will unlock greater self-employment opportunities for members, thus benefiting communities and the nation at large. Looking ahead, the government plans to establish 2 lakh new cooperative societies in the next five years, of which 15,000 have already been formed in the past four months. He said that in the next 5 years, 9,000 new cooperative societies will be formed in Punjab and 2,500 in Haryana, further reinforcing the sector.
Speaking on the occasion, Haryana’s Cooperation Minister Dr. Arvind Sharma underscored the importance of cooperation in strengthening India’s socio-economic fabric, particularly in rural and agrarian contexts. “A strong village is the foundation of a strong nation,” he said, adding that the cooperative sector is key to realizing Prime Minister Modi’s vision of a ‘Developed India 2047.’
Dr. Sharma stated that the establishment of Tribhuvan Cooperative University, the first of its kind in India, which will provide degree, diploma, and certificate courses, enabling 8 lakh youth annually to engage in research and innovation in the cooperative sector. He highlighted that this initiative will foster leadership among youth, women, and farmers, while driving rural economic development. He also noted technological advances under the leadership of Chief Minister Sh Nayab Singh Saini, including digital transformation in the cooperative department, online fertilizer distribution, and cold storage facilities.
During the event, Sh Gurjar and Dr. Sharma planted saplings as part of the Ek Ped Maa Ke Naam campaign, promoting environmental sustainability. They also visited an exhibition showcasing products from various cooperative institutions and praised the quality and innovation on display.
The conference began with a two-minute silence in memory of those who lost their lives in the recent terrorist attack in Pahalgam.

Chandigarh, April 24 – A high-level review meeting was held today in Chandigarh under the chairmanship of Union Minister of State for Cooperation, Sh Krishan Pal Gurjar, to discuss the progress and expansion of the cooperative sector. Several important decisions were made to make cooperative institutions transparent, effective, and technologically capable.
Sh. Gurjar directed the officers that the audit process must be made entirely online to digitally empower the functioning of cooperative institutions. He emphasized that all audit procedures should now be conducted on digital platforms. He also directed that issues faced by the PACS in the state should be identified, and PACS should be developed as model institutions with concrete plans to enhance their income. Necessary directions had been issued to accelerate the Grain Storage Scheme.
Sh. Gurjar also directed for the speedy completion of the drug licensing process for setting up “Jeevan Aushadhi Kendras”. He noted that currently only 8 centers have received licenses, whereas there is a need to connect more PACS under this scheme. Additionally, 9 Farmer Producer Organizations (FPOs) have been registered, and the process of developing their websites has begun to help expand their businesses, he said.
Emphasizing the modernization of state cooperative banks during the meeting, he stated that the banks should be made technologically advanced and that farmers should be ensured benefits of loan guarantees up to 85 percent. He also directed that special programs be organized across the state on the occasion of International Cooperative Day to spread the spirit of cooperation to the masses.
Haryana Cooperation Minister, Dr. Arvind Sharma, also directed the officers that the target of opening 2,500 new PACS set by the state government should be completed on a priority basis. He emphasized that action plans should be designed in a way that all stakeholders benefit equally from the federation.
He emphasized studying the best cooperative systems in states like Gujarat and Maharashtra for implementation in Haryana. Additionally, he directed that “Vita Parlors” be developed in a modern format and established within urban societies. He stressed the importance of regular inspections of mandis, stating that this would directly benefit the public.
During the meeting, he also directed that 25 services provided through PACS be implemented effectively, simply, and seamlessly so that the public can directly and easily benefit from these schemes.

Haryana Right to Service Commission imposes fine on sanitation inspector for not removing construction waste
Chandigarh, April 24 – The Haryana Right to Service Commission has imposed a fine of Rs. 3,000 on the Chief Sanitation Inspector of Municipal Council Jind under the Haryana Right to Service Act. The complaint was filed by the Sh. Vipin Jain through the ‘ Swachh Haryana’ app for failing to remove construction debris in time.
After the complaint the matter was taken up by the Second Grievance Redressal Authority, and the hearing was held on December 23, 2024. According to the complaint, the debris remained at the site for a long time, and the officers showed negligence in handling the matter.
Sharing information in this regard a spokesperson of the commission said that the investigation clearly showed the work was not done within the time period of 2 days prescribed under the Haryana Right to Service Act, 2014. The debris was finally removed on February 6, 2025, which was a significant delay. The officers involved failed to address the complaint responsibly.
It was also found that the First Grievance Redressal Authority and other department officers did not take any action in time. Because of this, the Commission fined the Sanitation Inspector of Municipal Council Rs.3,000, which will be deducted from his salary and deposited into the government treasury.
A warning has also been issued to the First Grievance Redressal Authority, and their name has been added to the Commission’s database. If any future negligence is found, disciplinary action will be recommended against them.

Chandigarh, April 24 – Haryana Chief Minister Sh Nayab Singh Saini directed officials to establish a dedicated feedback cell within the Urban Local Bodies Department to collect public input on garbage collection services in municipalities. He said that the feedback cell should be integrated with the CM Dashboard to enable real-time monitoring and continuous improvement of cleanliness initiatives so that cities can be made cleaner and more beautiful.
The Chief Minister made these remarks while presiding over a review meeting of the Urban Local Bodies Department here today. Urban Local Bodies Minister Sh. Vipul Goyal also present in the meeting.
Reiterating the commitment to make the cities clean and beautiful, the Chief Minister instructed the department to implement door-to-door garbage collection using advanced technology across all Municipal Corporations, Municipal Councils and Committees so that accurate information about the vehicles and manpower engaged in this work can be available on the basis of live location. He further directed that in cases where the tender deadline is approaching, all related processes should be completed at least 15 days in advance to avoid any delays.
While reviewing the Swachh Survekshan programme, the Chief Minister called for accelerated implementation of related activities across the state. We must work together to improve the state's ranking in the Swachh Survekshan and that special efforts should be made toward this goal. He said that a special campaign was launched to make Dharmakshetra-Kurukshetra the number one city in terms of cleanliness. Social organizations, NGOs and other groups enthusiastically participated to accelerate the cleanliness drive in this religious city. To maintain this momentum, the concerned officials should work with a well-structured plan to make the land of the Gita, Kurukshetra, cleaner and more beautiful. A plan should also be made to enhance the grandeur of the Gita Dwar located at Pipli Gate, he added.
While reviewing the management of stray cattle, the Chief Minister directed officials to ensure that captured cattle are relocated to Gaushalas or Nandishalas. He also instructed that the possibility of tagging these cattle with QR codes should be explored, so that complete information about each cattle is readily available to the department. He emphasized the need for continuous efforts to make all cities completely free of stray animals.
The Chief Minister directed that if any illegal colony is found developing within the municipal areas of the state, prompt action must be taken against those responsible. In addition to imposing heavy penalties on individuals involved in the unauthorized development of such colonies, immediate notices should be issued, and FIRs should be registered. Furthermore, officials should identify slum areas within their jurisdictions so that proper housing can be constructed and allotted to the residents.
He also called for exploring the use of Corporate Social Responsibility (CSR) funds for urban beautification projects such as wall paintings. He also reviewed the progress of the Swamitva Yojana, Gobardhan Yojana, and Solid Waste Management Portal, providing necessary directions for each initiative.
During the meeting, it was shared that Prime Minister Sh Narendra Modi, in a recent Chief Secretaries’ Conference, had praised Haryana’s Solid Waste Management Portal and encouraged other states to develop similar platforms.
Principal Secretary to Chief Minister Sh Arun Kumar Gupta, Commissioner and Secretary Urban Local Bodies Department Sh Vikas Gupta, Director General Sh Pankaj, OSD to the Chief Minister Sh Bharat Bhushan Bharti, all Commissioners of Municipal Corporations, District Municipal Commissioners and other senior officers were also present in the meeting.
