Anti-drugs campaign and de-addiction monitoring to be an integral part of the Tandarust Punjab Mission-Suresh Kumar

  • ‘Green Construction Budget’ mandatory for every upcoming construction
  • ‘Changa Bazaar, Changa Veopar’ Campaign to decongest markets
  • Regular checks to ensure quality potable water

  • ===============================================================
  • Dedicated Technical Support Team to be incorporated in Tandarust Punjab Mission
  • Special focus on plantation in dry areas
  • Forest Department to contribute Rs. 1 crore in the Mission

Chandigarh, July 12:Directing the Tandrust Punjab Mission to be all encompassing, from 'Kisan to Naujawan', from farmers to youth, Mr Suresh Kumar Chief Principal Secretary to Chief Minister Punjab said that along with the ongoing measures to guide the farmers it is necessary that Anti-Drugs Campaign and De-Addiction Monitoring be an integral part of the Tandarust Punjab Mission. He said that although the infrastructure is in place for the same still inter departmental coordination and checks are a must and Tandarust Punjab Mission should pay special attention to it.

Reviewing the progress of the Tandarust Punjab Mission and deliberating with the Secretaries of the concerned departments on the further course of action for the mission, CPS/CM said that to increase the green cover in the State it is mandatory that green component be a part of every upcoming construction in the State, be it roads, highways or buildings. He suggested framing guidelines for the same and ensuring dedicated 'green budget' in every construction. In the view of the ongoing plantation period, he suggested the focus of plantation be in the dry or relatively less greener areas like Muktsar, Budlada and Bhiki (Mansa). Developing parks under MGNREGA in the rural areas is also to be targeted under the Mission, said he.

Stressing upon the need to decongest the markets, he suggested to start ‘Changa Bazar , Changa Veopar’ campaign where in the shopkeepers be motivated to stop encroaching the pavements and the roads for the free movement of customers and convince them that de- congested and clean markets self attract buyers.

To check the reckless extraction and digging out underground water, Mr. Suresh Kumar suggested strict monitoring and also made it clear that “ quality testing of water be mandatory for anybody and everybody, even the government supply of water should be checked regularly to ensure potable water supply to all.” Automatic meter reading and volumetric tariff instead of flat rates as well as checking the purity/quality of raw water consumed by people by withdrawing water through digging of bores was also discussed.

NAVJOT SINGH SIDHU GOES FULL THROTTLE

TERMS SAD-BJP PATTING ITS OWN BACK ON MSP INCREASE AS POLITICS OF 'MEANEST STANDARD'

  • UNION GOVERNMENT PLAYED 'GAME OF STATISTICS' BY PUBLICIZING INCREASE IN A2 & F.L.
  • ANNOUNCING MSP OF CROPS AS PER C2 IS ONLY SOLUTION TO FARMERS' WOES
  • LAST 5 YEARS OF UPA TENURE SAW CONSISTENT INCREASE OF MORE THAN 150 PERCENT; 205 PERCENT IN 2009-10
  • AKALIS RUBBED SALT ON WOUNDS OF FARMERS BY THANKING PRIME MINISTER: SIDHU
  • SELF PRAISE BY NDA AN EXAMPLE OF LOWEST EBB IN POLITICS
  • FARMERS EXPOSED FARCE OF 'MERE GAME OF STATISTICS' BY BOYCOTTING RALLY
  • 'IMPLEMENT SWAMINATHAN COMMISSION & DR. RAMESH CHAND COMMITTEE RECOMMENDATIONS IF YOU HAVE WELFARE OF FARMERS AT HEART'

Chandigarh, July 12:

Terming the patting of its own back by the Shriomani Akali Dal (SAD) and BJP leaders on the issue of increase in the Minimum Support Price (MSP) as the politics of 'Meanest Standard' the Cabinet Minister, Punjab, Mr. Navjot Singh Sidhu has said that all this hoopla and self praise is nothing but mere 'Jumlebaazi' whereas the stark reality is that the farmers haven't got anything. He said that the fact that the thanksgiving rally organized by the SAD-BJP combine for the Prime Minister was boycotted by the farmers signifies that the Union Government has played a 'mere game of statistics' which has been smashed to smithereens by the farmers.

Detailing the facts about the increase in MSP of the crops, Mr. Sidhu said that it is being hyped by NDA government that the prices have increased 151 percent but that is actually based on A2 and F.L. put together. In A2 are included the seeds of crops, fertilizers, pesticides, irrigation, rent of land, daily wagers, machinery expenditure etc whereas in F.L. the labour of the farmers family is also included. He said that the Union Government is exaggerating the 151 percent hike on A2 and F.L. whereas the UPA government headed by Dr. Manmohan Singh effected 150-200 percent increase in A2 and F.L. during the last 5 years of its tenure. He further said that this increase was 197 percent in 2008-09, 207 percent in 2009-10, 182 percent in 2010-11, 161 percent in 2011-12 and 148 percent in 2012-13. After NDA came to power this increase never crossed 150 percent whereas during UPA rule it crossed 200 percent. He further said that now seeing the polls approaching this increase has been marginally extended to 151 percent which has been publicized as a big victory whereas the UPA regime saw this increase being 56 percent more.

Elaborating more, Mr. Sidhu said that when the Prime Minister came for a rally in Bathinda during 2014 lok sabha polls then he had announced the implementation of the recommendations of the swaminathan commission. But now with more than 4 years time period lapsed there has been no attempt by the Union Government regarding the implementation of the recommendations of the swaminathan commission. He also said that as per the swaminathan commission the cost of the crops must be computed as per C2 which includes imputed value of owned land and other assets over and above A2 and F.L. In C2 are included the prospective price of the land of the farmer and other expenditures apart from A2 and F.L.

Mr. Sidhu also detailed that a committee was formed by the Union Government under the leadership of Dr. Ramesh Chand in which primarily 3 recommendations were made which included considering farmers as the skilled workers, counting interest for 6 months period on capital, and counting the rent of the land as per the contract prevalent in the market. He informed that until now the Union Government has not accepted the recommendations of the Dr. Ramesh Chand committee. Dr. Ramesh Chand is currently the member (Agriculture) in the NITI Aayog. He also divulged that had the Union Government had the courage to take farmer friendly decisions then these recommendations would have been implemented. He also stated that if the farmers get the true MSP of their crops then neither they would commit suicide nor would the debt burden pile up on them.

He also disclosed that the Union Government has increased the production cost of the Kharif crop of 2018-19 at the rate of just Rs. 49 per quintal in comparison with the production cost of the kharif crop for 2017-18 (A2 and F.L. including) and this increase is only marginal. In 2017-18 the cost was Rs. 1117 per quintal with inclusion of A2 and F.L. whereas in 2018-19 this cost was kept at Rs. 1166 per quintal which is hard to believe because the truth is that during this time the diesel prices have gone up from Rs. 55.28 per litre to Rs. 68.10 per litre. Now, the GST was levied on this agricultural input and the minimum wage has also increased by mere 42 percent. Keeping in view all these costs, the increase of Rs. 49 per quintal is only nominal. He also disclosed that the cost of land, production, capital expenditures as levied by the industrial sector are not included in the agricultural costs.

Mr. Sidhu further said that the SAD has rubbed salt on the wounds of the farmers of Punjab for which the farmers would not forgive SAD-BJP combine ever. Elaborating more, he said that no leader of Punjab, who otherwise proclaim themselves to be champions of the farmers' causes, raised the issue of farmers suicides, farmers debt waiver and implementing recommendations of Swaminathan Commission nor did the Prime Minister announced any relief for the farmers. He also added that the MSP of paddy has been increased by just 13 percent this year in comparison to the previous one whereas the diesel prices have increased by 22 percent, Of fertilizers the DAP prices have increased by 25 percent, Super by 20 percent and Zinc Sulphate by 60 percent. Given this, the MSP increase with regard to the crops is marginal.

The minister also said that in order to maintain the ecological balance 5 saplings must be planted on the axing of every tree because it takes a lot of time before a sapling blooms into a full blown tree. He said that since the inception of sports cell of PSPCL over 400 players have been a part of it and PSPCL is proud of holding All India Sports Control Board Champions Trophy for over a decade and a half. We have an Arjuna Awardee as our Senior Sports Officer and we also have a huge sports infrastructure in Patiala, Bhatinda and other districts. Most importantly, "Punjab government is committed to keep the youth away from drugs by means of providing suitable job opportunities to all; hence the question does not arrive of declaring sports cells as a dying cadre." "I have directed immediate reviewal of the decision by the Board of Directors and I ensure the players that PSPCL will continue absorbing players in its fold as usual," said Kangar.

It is pertinent to mention that BoD, PSPCL in its measures to prune the staff had proposed sports cell of PSPCL to be converted into a dying cadre. Implying abolishing of a post after the retirement of the current officer holding a post, no promotions for those under him, coupled with no new recruitment. Since, Punjab Police and Punjab State Power Corporation Limited are the largest organisations giving dignified job opportunities to the talented sports persons this decision on the part of Power Minister is a welcome relief to the young players.
