In a major development, Haryana Chief Minister, Mr Manohar Lal has given No Objection Certificate (NOC) for the construction of Kishau Dam on river Tons, a tributary of river Yamuna along the border of Uttarakhand and Himachal Pradesh.

Chandigarh September 19: In a major development, Haryana Chief Minister, Mr Manohar Lal has given No Objection Certificate (NOC) for the construction of Kishau Dam on river Tons, a tributary of river Yamuna along the border of Uttarakhand and Himachal Pradesh. With the construction of this Dam, Haryana would get additional 709 cusecs of water for drinking and irrigation purposes.

While stating this here today, an official spokesman said that as per Memorandum of Understanding (MoU) signed between six states in the year 1994, Haryana’s share in the Kishau Dam is 709 cusec water out of the live storage capacity of 1324 MCM.

It may be recalled that recently Mr Manohar Lal along with Chief Ministers of Uttarakhand, Rajasthan, Himachal Pradesh, Uttar Pradesh and Delhi has inked (MoU) with Union Water Resources Minister, Mr Nitin Gadkari in New Delhi for construction of Lakhwar multi-purpose project in the Upper Yamuna Basin. With the construction of this project, Haryana would get 177 cusecs as its share of water which constitutes about 47 per cent of the total storage capacity.

Haryana will be made stray cattle-free by January 26, 2019.

Chandigarh, Sept 19- Haryana will be made stray cattle-free by January 26, 2019. Strict actions would be taken against those, whose cattle are found roaming on the roads and fine would also be imposed on them.

This was disclosed by the Additional Principal Secretary to Chief Minister, Dr Rakesh Gupta, who was presiding over a review meeting of various development works, schemes and projects, with all deputy commissioners, Superintendent of Police and other officers of districts, through video conferencing here.

He said that further action plan would be prepared keeping in view the performance of those districts which are doing well in making their district stray cattle-free. Strict action would be taken against those, whose cattle are found roaming on the roads and fine would also be imposed on them. Every month, discussion would be held with the concerned officers in this regard.

Under Haryana Vision Zero scheme, Dr Gupta directed the officers to ensure that roads are properly painted for ensuring visibility on roads for safe movement of traffic. He directed all the concerned nodal officers to work on road safety in time bound manner and also attend the meeting of the concerned deputy commissioners.

While reviewing Zero Tolerance, he said that Ambala, Kurukshetra and Sonipat districts are performing well under the scheme, but Panipat needs to improve. He cautioned the officers of Gurugram to start taking Zero Tolerance seriously and complete their works in time, else strict actions would be taken against them.

On road safety, he directed the officers of those districts which do not have traffic control room and CCTV cameras to ensure setting up of the same, at the earliest. He said that the facility of e-Challan and e-Payment would be initiated in selected 12 districts and after their successful implementation, the facility would also be implemented in other districts. In this scheme, the Deputy Commissioner of Police (DCP), Traffic would be the Nodal Officer.

While giving directions to complete the work of street lights and toilets under Jagriti Abhiyan, he said that the Chief Minister has desired that the work under the abhiyan should be completed at the earliest and the employees of transport department should be imparted training to behave well with women, he emphasised.

Chandigarh, September 19: Haryana Roads will be made pothole free by January 2019.

This was informed by Additional Principal Secretary to Chief Minister, Dr. Rakesh Gupta during a review meeting taken by him with all Deputy Commissioners, Superintendent of Police and other officers of the districts through video conference.

Reviewing Harpath App, Dr Gupta said that 22,000 complaints have been received so far through this App, out of which maximum complaints i.e. 10,000 pertains to Urban Local Bodies. He directed the concerned officers to resolve these complaints as soon as possible. He said that like Karnal has got 4 Stars, all other districts should also speed up the resolving of complaints process. He said that Digital Haryana workshop has started from today in different districts and it would continue in a phased manner. He said that this workshop would be organized under the chairmanship of concerned Deputy Commissioner.

While reviewing Saksham Haryana work, he expressed satisfaction in districts of Panchkula, Sirsa and Hisar under which maximum number of youth have been provided apprenticeship. Similarly private apprentices would also be provided soon. He said that under this scheme, the best working industries would be given a citation and notices will be issued to the non-performing industries. He directed the concerned Nodal Officers of Saksham Haryana Scheme to co-ordinate with the industries on regular basis.

While reviewing the Shivdhams renovation Scheme, he directed the officers to collect fifty percent amount through CSR or people from the community groups so that people can get the prescribed facilities as per the scheme. Under this scheme basic facilities like boundary wall, drinking water, sheds and road would be provided for the cremation grounds.

Under the e-Panchayat scheme, 5 Gram Panchayats form every block of the State would be selected under which Gram Panchayats will formulate their work plans for developmental work. The announcements made by the Chief Minister on the occasion of the last Environment Day were also discussed in this meeting including ‘Tooti Lagao- Jal Bachao’, water conservation, Paudhgiri, making state polythene free and installing LEDs in the buildings of Haryana Government. Reviewing Swachh Survekshan scheme, he said that all the Deputy Commissioners should work to make State ODF+ (open defecation free) and ODF++.

Similarly, establishing Antyodya Saral Kendras was also discussed with all Deputy Commissioners of the state. All Antyodaya Bhawan will be made functional by November 30 in every district of the State and respective District Social Welfare Officer will be responsible for establishing these under the guidance of the concerned Deputy Commissioners. He directed all the Deputy Commissioners to review the establishment of these Antyodya buildings within next 10 days and should adopt wherever good work is being done. He said that there should be correct and adequate symbols in the Antyodya Saral Kendras so that visitors should not face any problem.

During the meeting, discussions were also held to review Citizen Helpline, Operator Helpline, District Library.

Chandigarh, Sept 19 – The grant for school uniforms in government schools of Haryana has been doubled which would benefit about 14.61 lakh students.

While stating this here today, an official spokesman said that earlier, grant of Rs 400 was given to each student for school uniform from classes I to VIII, but now Rs 800 would be given to each student for school uniform from classes I to V and Rs 1,000 to students from each student for school uniform from classes VI to VIII. Apart from this, Conflict Management and Counselling Cell is being established by Haryana School Education Department for redressal of disputes pertaining to students, teachers and parents.

He said that the School Education Department has distributed 2,300 science kits in government secondary and senior secondary schools in last two years. Apart from this, 8,000 kits have been sent to middle schools. Similarly, mathematics kits are also being given to primary schools for promoting maths subject. Apart from this, Math-Lab, Math Corner and Math-knowledge Clubs would also be set up. He said that efforts are being made for overall development of students besides making them educated and cultured. Several activities are organised on Saturday in schools to make it joyful day, he added.

Haryana Police have seized 100 boxes of illegal Indian Made Foreign Liquor (IMFL) worth lakh of rupees from district Rewari.

Chandigarh, Sept 19– Continuing action against those involved in smuggling of illegal liquor, Crime Investigation Agency (CIA) of Haryana Police have seized 100 boxes of illegal Indian Made Foreign Liquor (IMFL) worth lakh of rupees from district Rewari. Police have also arrested two persons and impounded a pick-up vehicle in this connection.

While stating this here today, a spokesman of Police Department said that arrested accused had been identified as Vinod Kumar, driver, a resident of Dadri and Shrikant of Jhanjharia. During preliminary investigation, accused revealed that they had brought liquor from Jharli and transporting it to supply in Dahina.

He said that police team on getting a tip-off had put barricades near village Bahala in Rewari and arrested both accused with pick-up van having 100 boxes of IMFL worth Rs four lakh. A case under Excise Act had been registered against the accused and further investigation is in progress.

Chandigarh, Sept 19 – Haryana Housing Board has extended the last date of applications for the 1,719 flats to be constructed in developed townships or colonies of Gurugram, up to October 9, 2018.

While stating this here today, Chairman of the Board, Mr Jawahar Yadav said that these three-storey flats, meant for BPL or EWS categories, would be built in licensee colonies of Gurugram are duly approved by Town and Country Planning Department and would be allocated among eligible beneficiaries on affordable estimated price of Rs 5.85 lakh per flat. The draw of lots would be held within six months of the closing date of the scheme and these flats would be allotted within two years period under self financing scheme.

Mr Yadav said that applicant must be a BPL card holder for making application under BPL category whereas annual income of EWS applicant should be upto Rs three lakh. He said that the beneficiaries could also take credit link subsidy scheme benefit @ 6.5 per cent under the Pradhan Mantri Awas Yojana (PMAY). Those applicant who are registered by Urban Development Department under PMAY, could also take subsidy benefit up to Rs 2.5 lakh. Apart from this, the eligible applicants could also finance their earnest money from any branch of HARCO bank or District Central Cooperative Banks in the state.

Application forms could be obtained from all Estate Offices as well as branches of Sarv Haryana Gramin Bank, IDBI Bank, Harco Bank and District Central Cooperative Banks.

Additional Session Judge-cum-Special Judge, Children’s Court, Hisar has sentenced a juvenile to 20 years rigorous imprisonment for raping and killing a six year old girl of Uklana in Hisar district.

Chandigarh, Sept 19 – The Court of Additional Session Judge-cum-Special Judge, Children’s Court, Hisar has sentenced a juvenile to 20 years rigorous imprisonment for raping and killing a six year old girl of Uklana in Hisar district. The court has also imposed a fine of Rs 80,000 on him.

While stating this here today, a spokesman of Police Department said that Police had ensured speedy trial of the case after submitting challan in the court in a very short span of time. All these resulted in severe punishment to accused, besides justice to the victim and her family.

Giving further details, he said that the incident took place on December 8, 2017 when accused juvenile kidnapped six year old girl from near her house. The accused took the girl to a secluded place and then raped and murdered her. The body of victim girl was found near to her house on December 9, 2017. After registering FIR against the accused under various sections of the IPC and provisions of the POCSO Act, police had arrested juvenile on December 14.

A Special Investigation Team (SIT) was constituted headed by the then SP Hisar, Ms Manisha Choudhary for investigation into this case along with two DSPs as members. It was first of its kind case in which Haryana Police got done Narco analysis test, polygraph and brain mapping test of accused from FSL, Gandhinagar in Gujarat.

Ayushman Bharat Scheme.

Chandigarh, September 19: Haryana Health Minister, Mr Anil Vij said that 194 government and private hospitals of the state have been taken on panel under the Ayushman Bharat Scheme. It would directly benefit around 80 lakh people of the state with free medical facility upto Rs five lakh.

Mr Vij said that Haryana is the first state in the country to start this facility on pilot project basis from August 15. Under this, it was implemented in one government hospital each in all 22 districts, one ESI hospital and Medical College Hospital. Prime Minister Mr Narendra Modi will inaugurate this scheme nationwide on September 23 from Ranchi. Under this scheme 10 crore families of the country and 15.50 lakh families of Haryana will get free of cost medical facilities up to Rs 5 lakh.

Health Minister said that the people of the state have started getting benefits under this scheme. So far, 35 people have claimed aid under this scheme and 18 of them have already received. Similarly, 126 people have been admitted in hospitals and 4556 people have been included in Golden Record after their examine. He said that so far this facility has been started in government hospitals in all the 22 districts, 35 sub divisional hospitals, 6 community health centers, 5 medical colleges and 4 ESI hospitals of the State. In these hospitals, the beneficiary can get the facilities by showing the letter received from the Prime Minister's Office.

Mr Vij said that Ayurveda Mitras are being deputed in the State hospitals for the assistance of patients. Under this so far 284 Ayurveda Mitras are being deputed. They all have been trained. They guide and assist the patients coming in these hospitals. Besides this, 22 District Nodal Officers and 22 District IT Managers have also been engaged for the implementation of Ayushman Bharat Scheme.

Manohar Lal has directed to suspend Devender, Sub Inspector and IO posted at Police Station Bas in district Hisar

Chandigarh, Sept 19 – Haryana Chief Minister, Mr. Manohar Lal has directed to suspend Devender, Sub Inspector and IO posted at Police Station Bas in district Hisar for not filing challan on time in a case of violation of the PC-PNDT and MTP Acts. Apart from this, the Chief Minister issued show cause notice to Commissioners, Municipal Corporations Gurugram and Faridabad for delay in disposal of complaints received at CM Window.

This was informed by Additional Principal Secretary to Chief Minister, Dr. Rakesh Gupta while presiding over review meeting with all Deputy Commissioners, Superintendents of Police and other senior officers of the districts through video conferencing, here late last evening.

While reviewing the CM Window, he appreciated the works done by districts Nuh, Karnal, Kurukshetra and Yamunanagar, besides appreciating the improvements made in district Jind and Panipat. He said that a weekly system should be made for complaints received at CM Window so that these complaints could be disposed of at the earliest. He said that for this, a new team could be constituted at district level.

In a case of misuse of government’s fund in Panipat, Dr. Gupta directed the Deputy Commissioner concerned to investigate the case and if anyone is guilty, FIR should be got registered against him. Similarly in case of embezzlement of Rs 20 crore in district Sonipat, he directed the Deputy Commissioner to investigate the matter. He also directed Rewari Deputy Commissioner to redress the cases related to unauthorised towers.

He directed the Deputy Commissioner, Sirsa to issue charge sheet within one week in case of irregularities committed by Junior Engineer and Clerk. Similarly in a case of district Yamunanagar, he directed the Deputy Commissioner to investigate and dispose of the case.

Reviewing the PC-PNDT and MTP Acts, he appreciated the efforts made by districts Sirsa and Sonipat. It was informed that 27 raids were conducted in Sirsa including raids at Uttar Pradesh. Dr. Gupta cautioned Dr. Krishnan Kumar of Rewari that he has not been working as per the provisions of the Act and has been informing wrong facts. He directed Dr. Kumar to mend his ways till next meeting else action would be initiated against him.

He said that districts namely Ambala, Nuh, Bhiwani, Faridabad and Karnal would have to raise the level of their efforts. He directed the officers of Health Department posted in districts Panchkula, Jind, Palwal, Panipat, Rohtak, Mahendragarh, Jhajjar and Fatehabad to conduct regular raids in their districts under PC-PNDT and MTP Acts and play significant role towards making Beti Bachao Beti Padhao Abhiyan a success.

Dr. Gupta said that De-addiction Centres are being established in the state. He directed the officers to nab those involved in selling drugs to put a check on this menace.
