Chandigarh, November 24: The birth anniversary of Adi Kavi Maharishi Valmiki ji, who first composed Shri Ram Katha, was celebrated with devotion in Haryana. On this occasion, a grand state-level function was organized at Eklavya Stadium in Jind district in which Chief Minister Sh. Nayab Singh Saini participated as the Chief Guest. On this occasion, the Chief Minister announced to give an amount of Rs 51 lakh for Maharishi Valmiki Bhawan in Narwana. He said assistance will also be given to build a hostel in Hisar.

On this occasion, the Chief Minister, while paying obeisance to Maharishi Valmiki Ji, said he is happy and proud to be present at this ceremony. He said it was our great fortune that we have become witness to the construction of the grand and divine temple of Lord Shri Ram ji in Ayodhya. He said Maharishi Valmiki ji had the knowledge of the Vedas and was a ‘Brahmgyani’. He taught the humanity to have compassion and kindness towards the exploited and the oppressed.

*State implemented sub-categorisation in reservation for Scheduled Castes: CM*

Sh. Nayab Singh Saini said by following the teachings given by Maharishi Valmiki ji for an ideal ruler in the Ramayana, the government is working for the welfare and upliftment of every citizen of Haryana. In accordance with the teachings, ideals and principles of Maharishi Valmiki ji and under the dynamic leadership of Prime Minister Sh. Narendra Modi, the state government has worked to uplift deprived people. He said fulfilling the promise of its manifesto, the state government has implemented the classification of reservation for Scheduled Castes into two categories: 'Deprived Scheduled Castes' (DSCs) and 'Other Scheduled Castes'. Out of the 20 per cent quota reserved for Scheduled Castes in direct recruitment in government services, half i.e. 10 per cent quota has been reserved for candidates from Deprived Scheduled Castes. If suitable candidates from Deprived Scheduled Castes are not available, the remaining vacant posts will be filled from among candidates from Other Scheduled Castes. Similarly, if suitable candidates from Other Scheduled Castes are not available, candidates from Deprived Scheduled Castes will be considered to fill the remaining vacant posts. Earlier, the government provided 20 per cent reservation to Scheduled Castes in first and second class posts.

The Chief Minister said today, the people of DSC society have been given respect and work will continue to be done in their interest. On this occasion, he also thanked the people of Maharashtra, who have given another opportunity to Prime Minister Sh. Narendra Modi to realize the dream of ‘Ram Rajya’. He said the teachings of Lord Valmiki ji are not only an inspiration for us to live our lives but also to work and serve the people.

The Chief Minister, while targeting the Opposition, said the results of the work done by the Opposition during its tenure have come before them today. He assured that the Haryana Government will continue to work for the upliftment of the citizens.

*Government will establish Samrasta Virasat Kendras in major cities*

The Chief Minister said to spread the message of Maharishi Valmiki ji and other saints among the new generation, the government is celebrating their birth anniversaries at the state level. For this, the government has started the Sant-Mahapurush Vichar Samman and Prasar Yojana. Under this scheme, the birth anniversaries of saints and great men are being celebrated at the state level. He said the state government will establish Samrasta Virasat Kendras in major cities to propagate the thoughts of great saints like Maharishi Valmiki ji, Sant Kabir Das ji, Sant Ravidas ji and Baba Saheb BR Ambedkar ji.

*Salaries of Safai Karamcharis increased*

Sh. Nayab Singh Saini said the government has constituted Haryana Rajya Safai Karamchari Aayog to protect the interests of Safai Karamcharis. A provision has been made for an insurance amount of Rs 5 lakh in case of death of Safai Karamcharis on duty and Rs 10 lakh in case of death while doing sewerage work. The Chief Minister said the state government has increased the salary of Safai Karamcharis from Rs 16,000-17,000 to Rs 26,000-27,000. Apart from this, it will also be ensured that 50 per cent of the cleaning contracts in the state are given to Safai Mitras and their groups.

*5 lakh houses will be built for poor in urban and rural areas*

Sh. Nayab Singh Saini said 5 lakh houses will be built for the poor in urban and rural areas. He said under the Mukhyamantri Shehri Awas Yojana, 15,250 poor families have been given plots of 30 square yards in 14 cities. A detailed plan to give plots in the remaining cities will be made soon. Similarly, houses are being built under the Pradhan Mantri Awas Yojana to provide a roof over the head of every poor person. Similarly, to provide a roof over the head of every poor, 50 lakh new houses have been given in the last 10 years under the Pradhan Mantri Awas Yojana and the keys of 15,000 more houses will be handed over to the eligible persons soon. Not only this, an amount of Rs 80,000 is also given for the repair of houses under Dr. BR Ambedkar Awas Navinikarn Yojana.

*‘Pledge to serve the deprived is true social justice’*

Sh. Nayab Singh Saini said inspired by the vision of Baba Saheb Dr. BR Ambedkar, the state government has worked for the upliftment of every poor person in the state. In the last 10 years, the very basis of achievements and development in the state has been the empowerment of the poor. The focus on last mile delivery has changed the lives of these sections. This pledge to serve the deprived is true social justice.

He said to ensure that no poor person remains hungry, 48 lakh BPL families of the state are being given free foodgrains. Apart from this, about 13 lakh LPG connections have been given to the women of poor families under the Pradhan Mantri Ujjwala Yojana. The state government is providing gas cylinders to BPL families for Rs 500. He said Happy Cards have been issued to BPL families with an annual income of Rs 1 lakh for the convenience of travelling in government buses. Such families can travel 1000 km free in Haryana Roadways buses every year. He said the state government has increased the annual income limit of the creamy layer of the Backward Classes from Rs 6 lakh to Rs 8 lakh. The BC (B) category has also been given 5-5 percent reservation in Panchayati Raj institutions and municipalities. He said the PM Surya Ghar: Muft Bijli Yojana has been launched to free 1 lakh poor families from electricity bills and light up homes with solar energy. Under this, work is being done to install solar systems of up to 2 KW on the roofs of the houses of poor families. They do not have to pay any amount for this. Out of the total cost of Rs 1.10 lakh, Rs 80,000 will be borne by the Government of India and the remaining amount by the Haryana Government. Apart from this, free treatment of up to Rs 5 lakh annually is being provided to poor families under the Ayushman Bharat-Chirayu Yojana. The government has decided to increase this amount of Rs 5 lakh to Rs 10 lakh.

The Chief Minister said the ‘Kanyadan’ amount of Rs 71,000 given to BPL families for the marriage of their daughters under the Mukhya Mantri Vivah Shagun Yojana will also be increased soon. In Haryana, daughters of families with an annual income of Rs 1,80,000 are being provided free education up to postgraduate classes. He said an amount of Rs 1,11,000 is given as incentive to girl students who score more than 90 per cent marks.

*CM Nayab Singh Saini gave DSC community their rights: Krishan Kumar Bedi*

Social Justice, Empowerment, Scheduled Caste and Backward Class Welfare and Antyodaya (SEWA) Minister Sh. Krishan Kumar Bedi said by taking the decision to give reservation to the DSC community on October 18, Chief Minister Sh. Nayab Singh Saini has worked in the interest of children of this community. He said this fight of the DSC community was going on since the time of joint Punjab-Haryana. A decision of the Punjab and Haryana High Court was implemented against the DSC community during the government of Bhupendra Singh Hooda. Hooda said in the Assembly that he worked to give reservation while the truth is that he always tried to snatch reservation. The minister said the DSC community has made an important contribution in forming the BJP government in the state.

*Government giving jobs on merit: Dr. Krishan Lal Middha*

During the function, Deputy Speaker of Assembly Dr. Krishan Lal Middha said the state government has worked to give government jobs on merit and transparency. In the 56-day tenure before the elections, the Chief Minister gave about 10,000 jobs to the youth. The jobs, which were sold for crores of rupees in the previous governments, have been given without ‘kharchi-parchi’. Today, the dream of children of poor families to become HCS officer is also being fulfilled. He urged the Chief Minister to make efforts to set up industries in Jind so that the youth get employment opportunities.

*BJP working to uplift poor: MLA Kapoor Singh Valmiki*

MLA Sh. Kapoor Singh Valmiki, while welcoming the Chief Minister, said the work of giving rights to the DSC community has been done by Chief Minister Sh. Nayab Singh Saini. He said the focus of the BJP is that the last person in the queue should get his rights and should be uplifted. He said the Opposition even opposed the making of BPL cards for poor people in the Assembly.

The Chief Minister said the Prime Minister has done many works for the welfare of the poor in the last 10 years. Under the Ayushman Bharat Scheme, free treatment facilities have been provided to poor families so that they are able to get treatment for serious diseases. The BJP government has won the trust of the people by continuously working for the development of infrastructure like roads, railways and hospitals.

The Chief Minister said protection of the environment has become very important in the present times. Addressing a review meeting with officials from the district administration, GMDA, MCG, HSIIDC, NHAI, and other departments at the local rest house, the Chief Secretary directed officials to take strict legal action against contractors or private firms failing to meet departmental standards. He stressed that no citizen should face issues related to basic amenities such as electricity, water and roads. Any arising problems must be addressed promptly on-site.

The Chief Secretary highlighted the need for GMDA and MCG to integrate advanced technologies into waste management and urban services. Officials were encouraged to seek expertise from other states if necessary. Gaurav Gautam inaugurated the 41st sugarcane crushing season 2024-25 of the Palwal Cooperative Sugar Mill on Sunday. Hodal MLA Sh. Harinder Singh was also present at the event.

Farmers from Deeghot and Hassanpur, who brought the first sugarcane loads to the mill in tractor trolleys, were honoured on the occasion.

While addressing the gathering, Sh. Gaurav Gautam extended his heartfelt congratulations to the mill management, employees, and farmers. He said that farmers are the backbone of the country, and the nation cannot progress without their prosperity.

The Minister emphasised Prime Minister Sh. Narendra Modi's vision, stating that there are four key pillars of development in India: farmers, the poor, youth, and women. Only when these groups progress will the country truly develop. He urged the mill officers and sugarcane farmers to work together for the efficient functioning of the mill.

He also spoke about the farmer-friendly initiatives by the mill management, such as the Atal Canteen, which provides meals to farmers for just Rs.10. Additional facilities include a rest house, drinking water, toilets, and an LED TV.

Awareness campaigns are also being organised in villages to educate farmers about increasing sugarcane production in the region. The goal is to boost sugar exports from the Palwal mill and strengthen the economic condition of farmers.

Over 44 lakh students participated in the competition, setting a record and spreading the message of road safety.

Director General of Police, Sh. Shatrujeet Kapur said that students are the most powerful medium to create awareness about road safety and traffic rules. He said that students in schools and colleges are the best teachers. Through this quiz competition, students will not only be aware of road safety themselves but will also share important information about following traffic rules with their parents. He said that road safety is a serious issue and due to lack of information about safe driving, people often become victims of road accidents. He said that road safety depends on three factors: driver, vehicle, and road quality, and the role of the driver is the most important out of these. Lack of driving skills is the main cause of road accidents and awareness about it is very important among the common people.

He informed that many important works have been done under this campaign to make Haryana's roads safe for the common people. All students were made aware of road safety rules through various quiz competitions. In addition, necessary improvements were made in road engineering as per the requirement and the accountability of the concerned department was ensured. Not only this, but an initiative was also taken to provide immediate health facilities to the accident victims immediately after the accident. Road safety knowledge centers and road safety clubs were established in all schools, colleges, and universities and their operation was done. A road safety fund was established and arrangements were made to provide adequate funds to all interested institutions and departments. He said that the present government has provided over Rs. 14,000 crore as compensation to the farmers, in comparison to the previous governments.

Sh. The Cabinet Minister said that Haryana will soon get a new Assembly building. The current building has seating capacity for 90 MLAs, but with the increase in the number of Assembly seats after the delimitation process, a new building is being constructed to accommodate the expanded legislature.
