Chandigarh, July 17 - In a significant move to further secure the future of Agniveers, Haryana Chief Minister, Sh. Nayab Singh Saini today announced that the state government will provide a 10 percent horizontal reservation for Agniveers in direct recruitment for the posts of constable, mining guard, forest guard, jail warden, and SPO (Special Police Officer).


The Chief Minister was addressing a press conference here today. He said that Prime Minister, Sh. Narendra Modi had implemented the 'Agnipath' scheme on June 14, 2022. Under this scheme, Agniveers are enrolled in the Indian Army for 4 years.


Agniveers will be given a 5 percent horizontal reservation in direct recruitment for civil posts in Group-C and a 1 percent horizontal reservation in Group-B

Sh. Nayab Singh Saini announced that the government has also decided to grant Agniveers a 3-year relaxation in the maximum age limit for government jobs in Group-B and Group-C. However, for the first batch of Agniveers, this age relaxation will be 5 years.


He further shared that the government will provide a 5 percent horizontal reservation for Agniveers in direct recruitment for civil posts in Group-C and a 1 percent horizontal reservation in Group-B.


Agniveers establishing their own business will get interest benefit on the loans up to Rs. 5 lakh, CM


The Chief Minister further shared that the state government has decided that if any industrial unit provides a monthly salary of more than Rs. 30,000 to an Agniveer, the state government will offer an annual subsidy of Rs. 60,000 to that industrial unit. Additionally, if an Agniveer establishes his own business, he will be provided interest benefit on the loans up to Rs. 5 lakh.

The Chief Minister said that Agniveers will be given Arms licences on a priority basis. Agniveers seeking employment in government departments/boards/corporations will be given priority in the matrix score, he said.

Sh. Nayab Singh Saini said that under the leadership of Prime Minister, Sh. Narendra Modi, the transparency seen in job recruitment over the past 10 years has been mirrored by the Haryana Government, which has also consistently provided government jobs based solely on merit, without any ‘Parchi Kharchi’, in the last 10 years.

He said that previously, only relatives of certain people would become HCS officers, but due to our merit mission, children from poor families are now becoming officers without any ‘Parchi Kharchi’. He emphasized that the present state government strives to ensure that diligent youth are rewarded for their efforts and enter government service to serve society.

The Chief Minister, while making a special mention of former Chief Minister and present Union Minister, Sh. Manohar Lal said that if a transparent system is to be created in the state, a firm stand must be taken. The Chief Minister said that it is the government's job to make policy decisions for the welfare of citizens, but it is the officers' responsibility to implement those decisions on the ground. Good governance means making citizens' lives easier and ensuring they receive the benefits of government schemes. Therefore, in line with the Antyodaya vision, the sole goal of all the selected officers should be to ensure that the benefits of government policies reach the last person in society, said Sh. Nayab Singh.

He said that to solve citizens' problems, ‘Samadhan Shivir’ are being held in districts daily from 9 to 11 in the morning. In these Shivir, Deputy Commissioners, Superintendents of Police, and all District Administration officers are present to ensure on-the-spot resolution of issues. This is providing great relief to the people.

Victims of hit-and-run accidents to get cashless treatment in Haryana

Will get immediate assistance, compensation to be paid in 15 days: CM

Chandigarh, July 17 – With the aim of providing assistance to the victims of road accidents in Haryana, a new scheme has now been started in the state on the lines of the Central Government. Announcing this here today, Chief Minister, Sh. Nayab Singh Saini said under this scheme, such victims will be provided free cashless treatment facility as well as compensation in hit-and-run accident cases. The time limit for the process of application of compensation and payment to the victims has also been fixed.

The Chief Minister made this announcement while addressing a press conference here today.

He said under this scheme, the expenditure will be borne from the Haryana Road Safety Fund. Apart from this, a district-level committee will also be formed to properly implement this scheme at the district level.

Compensation will be paid in 15 days

The Chief Minister said an order for payment of compensation will be issued within 15 days of submission of the report by the Inquiry Commissioner. After this, compensation will also be paid within 15 days.

Chandigarh, July 17 – Haryana Chief Minister, Sh. Nayab Singh Saini has made a significant decision to resolve the issues related to soil disposal faced by farmers and small traders by launching a portal of Mines and Geology department today. Now, farmers and small traders can obtain permits related to soil utilization online from the comfort of their homes. This will provide substantial relief to farmers and small traders.

The Chief Minister made these announcements while addressing a press conference held here today.

Addressing the media, the Chief Minister said that our farmers and small traders have been facing numerous problems due to the complex departmental permissions and other processes related to soil for a long time. kisan.minesharyana.gov.in portal has been launched to resolve these issues, he said.

He said that for the next two months, farmers and small traders can obtain No Objection Certificates (NOCs) both online and offline by visiting the respective mining officers. Previously, they had to personally visit offices to submit all documents and obtain permissions.

Farmers can obtain NOCs for soil filling work via Portal, a permit fee of Rs. 200 waived off

Sh. Nayab Singh Saini shared that now farmers can also obtain online NOCs for levelling their fields through this portal. Additionally, farmers can get NOCs for soil filling work through this portal without any fee. The permit fee of Rs. 200 has also been waived off.

Permission for excavating Up to 450 Cubic Metres of ordinary clay will also be available online, now no need to get e-Ravana

Sh. Nayab Singh Saini announced that small traders involved in the business of ordinary clay can also obtain permission through this portal. Such traders can get permission for excavating up to 450 cubic meters of ordinary clay online from home and now they will not need e-Ravana for this. He said that traders excavating more than 450 cubic meters of clay can also obtain permissions through this portal from home and will require e-Ravana.

50 percent of the royalty from soil excavation to go to Gram Panchayats

The Chief Minister said that Gram Panchayats have been given significant responsibility in this process. In the village where ordinary clay is excavated, an NOC from the Sarpanch or Gram Sachiv is necessary. The village where soil is excavated will receive 50 percent of the royalty from the excavation in the Gram Panchayat’s account. The Gram Panchayat can use this royalty for any developmental work in the village.

Notably, earlier, obtaining permissions for matters related to soil required visiting the mining office and had a timeframe of 45 days. Now, this complex process will be simplified through the portal, and permissions will be obtained immediately.

Chandigarh, July 17 - Haryana Chief Minister, Sh. Nayab Singh Saini today inaugurated the first phase of Asia's largest modern apple, fruit, and vegetable market in Pinjore, district Panchkula, and provided several benefits for the welfare of farmers and traders. To boost business in the modern apple, fruit, and vegetable market in Pinjore, the Chief Minister also announced the reduction of market fees from 1 percent to 0.5 percent.

Besides this, he also announced the expansion of the Haryana Mukhyamantri Kisan Evam Khetihar Mazdoor Jiwan Suraksha Yojana, 2013, increasing the upper age limit from the current 10 to 65 years to now 10 to 75 years. The Chief Minister said that previously, no compensation was provided for accidents caused by lightning strikes on farmers and farm labourers. Now, such accidents will also be covered under this scheme.

The Chief Minister said that under the Atal Kisan Mazdoor Canteen Scheme, government has decided to open 100 canteens in the state to provide subsidised meals at Rs 10 per plate throughout the year to farmers and labourers. So far, 48 canteens have been operational. He further announced that other canteens will also be opened soon.

Regarding the Vivadon Ka Samadhan policy, he announced that no compound interest will be charged from all plot holders in the market yard and all outstanding amounts will be calculated at simple interest only. Additionally, no penal interest will be charged if the instalment is paid within 20 days of the due date. He also announced the abolition of HRDF on all fruits and vegetables and extended the Vivadon Ka Samadhan scheme till September 30, 2024.

CM laid the foundation stone for the construction and repair works of markets at a cost of Rs 15.68 crore

Earlier, the Chief Minister laid the foundation stone for the construction of a new grain market at village Sagga in district Karnal, costing Rs 8.99 crore, and the special repair works of Babain grain market in district Kurukshetra, costing Rs 6.69 crore, to maintain various basic facilities. He also announced a grant of Rs 5 crore for various development works in the Kalka Assembly constituency.

The second phase of the market will be completed by December 31, 2024

Sh. Nayab Singh Saini said that the modern apple, fruit, and vegetable market in Pinjore will be the largest modern market in Asia. Spread over 78 acres, the construction of this market will cost Rs 220 crore. The first phase has been constructed at a cost of Rs 14.66 crore over 10 acres. The second phase is under progress and will be completed by December 31, 2024. He said that the establishment of this market will benefit the fruit and vegetable farmers and traders of Haryana, as well as the apple growers and traders from Himachal Pradesh and Jammu & Kashmir.

Traders can buy and sell fruits and vegetables in the Pinjore market instead of Delhi

The Chief Minister said that an average of 210 lakh quintals of fruits and vegetables are brought to various markets in Haryana annually. Currently, the largest apple market is in Sector-20, Panchkula. Apple trading started in this market in 2016, with about 35 lakh boxes of apples traded annually. Apples are brought to this market from August to November. Due to insufficient space in the Panchkula market, this large market is being established in Pinjore. Previously, Haryana's fruit traders bought fruits from Himachal and Jammu and Kashmir and sold them directly in Delhi. Now, with the establishment of this market, traders can buy and sell fruits and vegetables here. Farmers in this region will also benefit. This market will meet the needs of Chandigarh, Panchkula, Mohali, and the northern region. He said that 77 shops and plots have been sold through e-auction in this apple market. The establishment of this market will provide modern facilities for the maintenance and trading of fruits and vegetables to traders and producers.

The Chief Minister said that Pinjore, being the gateway to Haryana from Himachal Pradesh, will become a major centre for apple trade. Apple traders from Himachal and Jammu and Kashmir are in contact with the Haryana State Agricultural Marketing Board for apple trade, thus making Pinjore a central hub for apple trade. He said that the establishment of this apple, fruit, and vegetable market in Pinjore will increase business and create employment opportunities in this region.

Work is underway on the construction and improvement of 14 new markets at a cost of Rs 100 crore

The Chief Minister said that the Haryana State Agricultural Marketing Board has spent Rs. 2,322 crore on the construction, expansion, and upgradation of new markets during the current government's tenure. At present, work is underway on the construction and improvement of 14 new markets at a cost of Rs. 100 crore. An international-level horticulture market is being established in Ganaur. Similarly, a flower market is being established in Gurugram at a cost of Rs 25 crore. A spice market is being established in Sersa, Sonipat, on about 16 acres of land at a cost of Rs 35 crore. The state's 108 markets have been connected to the e-NAM portal.

He informed that the e-kharid project has been started in the state to bring transparency at all levels of grain purchase, facilitate trade, ensure farmers get the right price for their produce, and ensure timely payment. KIsan Bazar have been started in Sector-20, Panchkula, and Gurugram.

The government has prioritised farmers' interests and stood by them in every situation

The Chief Minister said that the present state government has prioritised the interests of farmers. The government has stood by farmers in every situation, providing compensation for crop losses due to natural disasters. From Beez se Bazar, the government has provided all possible assistance to farmers. As a result, the state's grain production increased to 184 lakh 32 thousand metric tons in 2022-23. It is a matter of pride that Haryana ranks second in contributing to the central grain reserve.

He said that the Haryana government has implemented the country's first 'Bhavantar Bharpai Scheme' for crops to ensure remunerative prices for farmers and make them risk-free. Haryana is the only state that purchases 14 crops at MSP from farmers, he added.

He said that so far, Rs 104 crore 89 lakh has been given as incentive to 23,221 farmers. Moreover, millet and sunflowers have also been included in this scheme. So far, Rs 717 crore has been directly deposited into the bank accounts of millet farmers.

Haryana is the first state in the country to start the 'Mukhyamantri Bagwani Bima Yojana' to protect farmers' crops from weather uncertainties. This scheme covers 46 horticultural crops. Insurance is provided for fruits and vegetables with a premium of Rs 750 to Rs 1,000 per acre, with compensation of up to Rs 30,000 for vegetables and Rs 40,000 for fruits. Under the scheme, Rs 27 lakh 71 thousand was collected as premium in 2023-24, and Rs 68 lakh 34 thousand was given as compensation to 92 farmers.

The goal is to double the area under horticulture to 22 lakh acres by 2030

Sh. Nayab Singh Saini said that in the past nine and a half years, seven Centers of Excellence based on Israeli technology have been established, and work is ongoing on two more. A horticulture university named after Maharana Pratap has been established in Karnal. Currently, about 7 percent of Haryana's total crop area is under horticulture.

The Chief Minister said that the State Government's goal is to double the area under horticulture to 22 lakh acres by 2030 and triple the production. For this, horticultural crop cluster development programs are being run, supply chains for fresh fruits and vegetables are being established, pac houses are being set up, and farmer producer organisations are being formed. Additionally, the state government has formulated a food processing policy to promote horticulture. Under this policy, the establishment of agro-based industries is being encouraged. These industries will provide farmers with more remunerative prices for their produce.

The Haryana Trader Welfare Board has been formed to address traders' issues

The Chief Minister said that the government has formed the Haryana Trader Welfare Board to address traders' issues as promised. This board acts as a bridge between the government and traders. A group life insurance scheme is being formulated for traders. He said that the online e-refund facility has been started. We rank sixth in the country in the GST collection.

Earlier speaking on the occasion, Haryana Agriculture and Farmers’ Welfare Minister, Sh. Kanwar Pal said that the inauguration of the first phase of the modern apple, fruit, and vegetable market in Pinjore will benefit farmers and traders from Haryana as well as Himachal, Punjab, and Kashmir. He said that apples will come for sale in this market from 14 places in Himachal, four places in Jammu and Kashmir, and 24 places abroad. This market, being on the national highway, will open new avenues for trade. He said that the state government has taken many steps for the welfare of agriculture and farmers. As a result, Haryana has emerged as a leading state in crop production. He said that Haryana is the only state that purchases 14 crops at MSP from farmers, ensuring timely payments, he said.

The Chief Minister also inspected the new premises of the Pinjore fruit and vegetable market and flagged off the transportation of fruits and vegetables from the market. In the first phase of this market, a world-class auction platform has been constructed.

She requested the Chief Minister to organise an apple fair in Pinjore similar to the mango fair held annually and also expressed gratitude to Sh. Chandigarh, July 17 - To accelerate the development of highway infrastructure in Haryana, several road projects related to the National Highways Authority of India (NHAI) will now be expedited. A review meeting was held under the chairmanship of Union Minister for Road Transport and Highways, Sh. Nitin Gadkari late evening on July 16 in New Delhi regarding road projects related to Haryana. Haryana Chief Minister, Sh. Nayab Singh Saini and Union Minister of State for Road Transport and Highways, Sh. Harsh Malhotra along with senior officers from the central and state governments attended this meeting.

In the meeting, meaningful discussions were held on issues related to removing the Kherki Daula Toll Plaza, preparing a new ring road for Kurukshetra, and connecting Jewar International Airport to Faridabad-Ballabgarh Bypass from Mohna. The Central Minister after listening to the various demands put forth by Haryana assured prompt action on them.

Bird parks and multi-modal logistic parks could be established in the state

In the meeting, the Central Minister said plans to explore the possibilities of creating bird parks near the National Highways. Approximately four acres of land will be required for this. These bird parks will be established on a large scale, and NHAI will be responsible for their development. He said that the plans to establish multimodal logistic parks along the highways.

Garbage waste and fly ash can be used for road construction - Nayab Singh Saini

The Chief Minister, Sh. Nayab Singh Saini suggested that garbage waste and fly ash from electricity plants could be more effectively utilised for road construction. He said that applications can be made on the portal of the Haryana government for soil-related works in National Highway projects, and efforts will be made to fulfill the availability of soil.

These road projects will gain momentum

The Chief Minister informed that in this meeting, the current status of construction of ongoing road projects like Rohtak-Jind four-lane highway, Jind-Gohana four-lane highway, Delhi-Amritsar Expressway, Ambala-Kala Amb highway, Jagadhri-Tajewala highway, Jalbehra-Shahabad highway, Bhiwani-Hansi highway, and under Bharatmala project six-lane Ambala-Shamli highway of Bareli-Ludhiana Corridor, Ambala and Karnal ring roads, four-lane Ismailabad-Ambala highway in Ambala-Kotputli corridor, Pinjore bypass, etc., was reviewed. Construction of projects that are more than 90 complete will be completed in the next three to four months.

Discussion held on constructing a bypass in Kurukshetra, NHAI will prepare a report

The Chief Minister said that constructing a bypass in Kurukshetra is needed, and it will reduce traffic pressure in the city. Currently, there is more traffic on local roads due to the absence of a bypass. Union Minister, Sh. Nitin Gadkari directed NHAI officers to provide a report on this immediately.

Chandigarh, July 17 - Haryana Agriculture, Farmers' Welfare, Animal Husbandry, and Dairying Minister, Sh. Kanwar Pal, stated that at least one Gaushala in each district should be adopted to improve cow breeds, as this will help to increase milk production in the state. He also directed officers to explore the possibilities of opening one "Pet Care Center" in each district on the lines of "Pet Animal Medical Centre" (PAMC) in Panchkula, to provide proper treatment for sick and injured pets as well as birds.

Sh. Kanwar Pal chaired a meeting with senior officers of the Animal Husbandry and Dairying Department at Haryana Niwas, here today. The meeting was attended by the Additional Chief Secretary of the department, Sh.Raja Sekhar Vundru, Director General, Dr. L.C. Ranga, and other senior officers.

The minister gave special directions to improve cow breeds in the state, emphasising the use of modern technology to increase the birth rate of female calves instead of male calves. He stated that each district should adopt at least one Gaushalas to increase the number of high milk-yielding cows in the future.

He further directed that "Pet Care Centers" to be established in other districts, similar to PAMC in Panchkula. He noted that the trend of keeping pets is increasing in urban areas especially in nuclear families. Therefore, proper "Pet Care Centers" should be opened in each district for the treatment of these animals and birds.

Sh. Kanwar Pal directed that all veterinary institutions should be equipped with RO systems for clean drinking water, inverters for uninterrupted power supply, computers for record maintenance, and necessary stationery. He also directed that necessary amendments be made to the land conditions for new buildings of veterinary institutions and that a civil department wing be established for civil works.

Agriculture, Farmers' Welfare, Animal Husbandry, and Dairying Minister, Sh. Kanwar Pal expressed his commitment to improving the quality of animal husbandry in the state, and also assured that there would be no shortage of funds for any necessary work

Welcome gate near cantt will make Hisar stand out: Dr. Kamal Gupta

Chandigarh, July 17 - Haryana Minister of Civil Aviation and Health, Dr. Kamal Gupta said that a grand Welcome Gate, designed with the Ashoka Chakra, is being constructed near the Cantt on the Delhi Road in Hisar. The gate is being built at a cost of approximately Rs.4 crore.

Dr. Kamal Gupta was inspecting the construction of the Welcome Gate, the crematorium at Rishi Nagar, and the Town Park today.

Dr. Gupta stated that this Welcome Gate is being built using modern technology and has an earthquake-resistant structure. The National Highway is currently a 4-lane road, but it may be expanded to 6 lanes in the future. Considering this possibility, the gate has been designed with a width of 120 feet and a height of 9 meters. The gate features India’s national emblem, the Ashoka Chakra, made of steel. The construction of the gate’s pillars is complete, and finishing touches and other works are underway. Dr. Gupta directed the officers to complete the work on the Welcome Gate, the Rishi Nagar crematorium, and the Town Park by the deadline of August 15.

Gate will enhance the beauty of Delhi Road

The Welcome Gate will be the first thing visitors see when entering the city from Delhi Road, enhancing the road’s appearance. The Maharaja Agrasen International Airport has already been inaugurated on Delhi Road. In the future, Delhi Road is set to become the hub of the city's main activities.

Welcome gate will become a popular Selfie Point

Dr. Gupta also said that the welcome gate will be a selfie point for travelers from Delhi and other parts of Haryana as well.

Haryana launches Three-Day Forensic Training Program for Public Prosecutors

Chandigarh, July 17 - Haryana Chief Secretary, Sh. T.V.S.N. Prasad, virtually inaugurated the first-of-its-kind three-day training program for the state's public prosecutors (District Attorneys and Additional District Attorneys) today. The program focuses on forensic analysis and other aspects of criminal justice delivery.

On June 29, an agreement was signed between the Haryana Government and the National Forensic Sciences University (NFSU), Gandhinagar, to enhance, facilitate, and strengthen collaborative activities in forensic and prosecutorial training, research, and forensic sample testing. As part of this initiative, the training course was launched today at HIPA, Gurugram. Initially, 26 District Attorneys and Additional District Attorneys are participating.

Chief Secretary, Sh. TVSN Prasad addressed the government lawyers undergoing training at the Haryana Institute of Public Administration (HIPA), Gurugram. He directed the Director General, HIPA to collaborate with the National Forensic Sciences University (NFSU) to develop a standardised curriculum. The training should have three components: the first at HIPA, the second at the Lok Nayak Jayprakash Narayan National Institute of Criminology and Forensic Sciences (LNJN-NICFS) at Rohini, New Delhi and the third at the National Forensic Sciences University in Gandhinagar, Gujarat.

Sh. Prasad emphasised the crucial role of forensic science in securing convictions in serious crimes. This course is therefore being made mandatory for all public prosecutors to enhance their expertise in forensic sciences. He also highlighted the increased responsibility of public prosecutors to ensure justice for the underprivileged, noting the challenges of access to justice for the poor.

Chief Secretary, Sh. Prasad further stressed the importance of government lawyers handling criminal cases in addition to their existing responsibilities.

Director General, HIPA, Smt. Chandralekha Mukherjee stated that the three-day training will cover several critical topics, including biological evidence in crime detection, recent trends in cybercrime and forensics, crime scene management, crimes involving firearms, road accident investigation, document examination and admissibility, and the role of forensic psychology.

ACS Anurag Agarwal appointed as In-charge of Bhiwani District

Chandigarh, July 17 - Haryana Government has assigned Sh Anurag Agarwal, Additional Chief Secretary of the PW (B&R), Architecture, Irrigation and Water Resources Department, as the in-charge of Bhiwani district. He will take on this role in addition to his current duties, replacing Sh Pankaj Agarwal, Chief Electoral Officer, Haryana.

An order to this effect has been issued by Chief Secretary, Sh TVSN Prasad, here today.

As per the orders, he will review projects worth Rs. 25 Crores and more of the district. Besides, he will make a broad review of overall crime incidents and the occurrence of heinous crimes, vigilance matters in terms of clearances within the ambit of 17A and 19 of the Prevention of Corruption Act, 1988, the efficacy and functioning of service delivery mechanisms as envisaged in the Right to Service Act, parameters of functioning of the Health, Education, and Social Sectors, and impediments faced by DETC concerning taxes, GST, etc

Haryana Government Reschedules "Hariyali Teej" Restricted Holiday

Chandigarh July 17- The Haryana Government has announced a change in the observance date for the restricted holiday of "Hariyali Teej" as listed in Schedule-II of the State Government Calendar for 2024. The holiday will now be observed on August 7 instead of the previously scheduled September 6. A notification to this effect was issued by the Chief Secretary, TVSN Prasad here today.
