Chandigarh, November 08 – Haryana Chief Minister Sh. Nayab Singh Saini announced the launch of a Vivadon ka Samadhan with the aim of settling the matters related to enhancement for the plot allottees of the Haryana Shahari Vikas Pradhikaran (HSVP) in order to provide relief to them. The scheme will be launched on November 15, 2024 on the occasion of the birth anniversary of Sh. Guru Nanak Dev ji and will remain in force for 6 months. Under this scheme, more than 7,000 plot allottees will get relief.

The Chief Minister was chairing the 127th meeting of the HSVP here today. A total of 65 agendas were placed in the meeting and all the agendas were approved.

Giving instructions, the Chief Minister said the plot allottees should not face any kind of trouble and apart from enhancement, other pending cases should also be settled as soon as possible. It was informed in the meeting that earlier also the Vivadon ka Samadhan was started from time to time, in which a total of 40,762 default allottees had benefited and they got relief of about Rs 1560 crore. The Dispute Resolution Scheme is again being started from November 15, 2024 in which about more than 7000 allottees will get the opportunity to avail the benefits.

8 Advertisement to be issued for allotment of plots to displaced persons*

The Chief Minister, while giving instructions in the matter of allotment of plots to displaced persons while developing new sectors by the HSVP, said displaced persons should be given equal opportunity to apply for plots and advertisement should be issued again for such pending cases in which displaced persons have not got the plots. The officials informed the Chief Minister that complete preparations have been made by the authority in this regard and soon as per its policy, advertisement of plots reserved for displaced persons will be issued, in which all such persons will get an opportunity to apply.

*Allottees can apply for pending Occupation Certificate till March 31, 2025*

During the meeting, a discussion was held over the plot allottees of the HSVP not getting the Occupation Certificate due to some reason. On this, the Chief Minister gave instructions and said the plot allottees should be given another opportunity so that they can get the certificate. For this, the process has been completed by the authority and now such plot allottees, who have not yet received the Occupation Certificate, can apply till March 31, 2025.

*Plots can be transferred on basis of gift deed till December 31, 2024*

It was also decided in the meeting that now the transfer of plots will also be allowed on the basis of gift deeds. According to the instructions of the authority, earlier the transfer of plots was allowed only on registered sale deed (sale DD). However, permission for the registry of the plot was granted by the authority. But many such cases have come to light where the plot could not be transferred due to the gift deed. The HSVP amended the policy and to give relief to such people, it was decided today that such concerned allottees will be given an opportunity till December 31, 2024, so that they can get their plots transferred. After that no such case will be considered. This decision will be of great benefit to the old allottees.

*Prepare action plan to fulfil resolutions of manifesto: CM*

The Chief Minister, while instructing the officials, asked them to prepare a comprehensive action plan to fulfil the promises mentioned in the government's manifesto. According to the manifesto, the allottees will be provided a loan at 7 per cent interest rate from the bank to build a house on the plot of HSVP. If the bank gives a loan at an interest rate of more than 7 per cent, then HSVP will bear the rate above the 7 percent. The Chief Minister directed the concerned officials to make a comprehensive plan in this regard.

Chandigarh, November 8– Haryana Chief Minister, Sh. Nayab Singh Saini on Friday chaired a review meeting of the Housing for All Department. He said that soon, 2 lakh people in villages will receive plots of 100 square yards each. Besides this, beneficiaries under the Pradhan Mantri Awas Yojana (Rural) will receive financial assistance for constructing homes.

Development and Panchayat Minister, Sh. Krishan Lal Panwar and Urban Local Bodies Minister, Sh. Vipul Goel also remained present on this occasion.

The Chief Minister said that these 100-square-yard plots will be allocated in well-developed colonies with all basic facilities, similar to urban areas. These colonies will have essential amenities such as paved roads, electricity, clean drinking water, street lighting, solar power, parks, and open green spaces.

During the meeting, it was decided that in the first phase, 6,618 flats constructed by private developers in 8 districts for the Economically Weaker Section (EWS) category will soon be allocated to registered applicants under the Mukhya Mantri Shehri Awas Yojana.

Sh. Nayab Singh Saini said that beneficiaries who received plot allocations in 14 cities under the Mukhyamantri Shehri Awas Yojana will receive financial aid of Rs. 2.5 lakh through the Pradhan Mantri Awas Yojana to build homes. Moreover, infrastructure development projects costing around Rs. 170 crore will soon commence in these 14 cities, with estimates already prepared by the Haryana Shehri Vikas Pradhikaran.

The meeting was informed that, in Sector 23, Jagadhri, plots will be handed over to 2,000 beneficiaries under the Mukhya Mantri Shehri Awas Yojana for house construction. The Haryana Shehri Vikas Pradhikaran has ensured the provision of all necessary amenities here.

*Haryana's Power Policy applauded Nationwide; Line Loss Reduced from 34% to 10%, Union Minister Manohar Lal*

Chandigarh, November 8– The Union Minister for Power, Housing, and Urban Affairs, Sh. Manohar Lal said that Haryana’s power policy is being appreciated nationwide. Dedicated efforts by the state government to reduce line losses have yielded positive results, with line losses in Haryana dropping from 34 percent in 2014 to 10 percent today. Haryana’s Power Discoms are now ranking A+, said Sh. Manohar Lal.

Sh. Manohar Lal shared this while interacting with the media persons after chairing a key meeting with the officers of Power and Urban Local Bodies Departments at Haryana Civil Secretariat, Chandigarh. Haryana Urban Local Bodies Minister Sh. Vipul Goel also remained present on this occasion.

The Union Minister said that meetings are being held with all the states regarding the schemes of both the departments and in this series, today two meetings have been held with Haryana as well. Discussions were held regarding the ongoing projects and new schemes of both the departments, he said.

Sh. Manohar Lal said that in the meeting detailed discussions were held to address present and future power requirements and strengthening transmission lines through initiatives like RRDS. During the meeting, there was also a suggestion to consider public listing for Haryana Power Discoms, which could serve as a model for other states.

He said that the central government grants funds for the prepaid meter scheme, which will initially be implemented in government offices and then gradually expanded based on its success.

He shared that discussions on solar energy have also been held during these meetings. He said that as the availability of land in Haryana remains an issue for execution of solar energy projects, the state will look to advance rooftop solar policies. Each state has unique circumstances—hydropower projects are suitable for Himachal Pradesh, while Haryana and Punjab are more reliant on thermal power plants, said Sh. Manohar Lal.

*Focus on Urban Development Initiatives*

The Union Minister also discussed urban development plans during the meeting. He said that under the Pradhan Mantri Awas Yojana (PMAY), an initial goal of Rs. 1 crore homes has been achieved, with another 1 crore planned. According to SECC data, eligible beneficiaries will receive benefits, and new surveys will be conducted to ensure that all eligible individuals can access these welfare schemes.

He said that in cities where metro services are already operational, expanding the metro network is a priority. Proposals have been received for metro systems in cities like Ambala, Ambala Cantonment, Yamunanagar, and Jagadhri, which will be considered. Additionally, 450 new buses will be added under the PM e-Bus Service to strengthen urban transport.

Sh. Manohar Lal said that directions have been issued to expedite the cleanliness campaign in Haryana. Under the Swachh Bharat 2.0 Project, solid waste management and waste disposal are being reviewed. Waste disposal plants are being established. An MoU with NTPC signed to set up a plant to produce charcoal from waste in Faridabad.

Chandigarh, November 8 – Union Minister of Power and Housing and Urban Affairs, Sh. Manohar Lal today reviewed various central projects being implemented in the Haryana state and issued necessary directives to the concerned officials to ensure their timely execution.

Sh. Manohar Lal, currently visiting Haryana, held a meeting with state government officials here today. The meeting was also attended by Haryana Energy and Transport Minister, Sh Anil Vij, and Urban Local Bodies Minister, Sh. Vipul Goel.

Key topics discussed in the meeting included urban development initiatives such as the PM e-Bus Sewa, Urban Transport, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the Smart City initiative, the Swachh Bharat Mission-Urban, the Deen Dayal Antyodaya Yojana - National Urban Livelihood Mission, PM Swanidhi, and the Pradhan Mantri Awas Yojana-Urban.

While emphasizing the importance of timely implementation of centrally sponsored projects, Sh. Manohar Lal said that it the responsibility of the states to submit utilization certificates promptly to facilitate timely release of further funds from the Central Government.

Regarding the PM e-Bus Seva Project, launched by Prime Minister Sh Narendra Modi on August 16, 2023, Sh Manohar Lal highlighted its goal of reducing pollution and to augment urban bus operation. The initiative plans to operate 10,000 air-conditioned electric buses nationwide, with a funding support of Rs 20,000 crore from the Central Government. In Haryana, 450 buses have been approved for seven cities: Faridabad, Gurugram, Hisar, Rohtak, Panipat, Karnal, and Yamunanagar. The number of buses will be increased on a cluster basis to accommodate growing populations, he added.

During the review of the Atal Mission for Rejuvenation and Urban Transformation, it was informed that 57 projects worth Rs 1,727.36 crore have been approved under AMRUT 2.0, with 48 projects focused on water supply and nine on sewerage management.

It is noteworthy that Union Minister Sh Manohar Lal is currently touring states across the country to review central projects. Yesterday, he visited Himachal Pradesh to review and assess the urban development and power sector situation there. Today, Sh Manohar Lal reviewed various central projects related to his ministries with officials from the Haryana Government. He discussed relevant issues and directed the officials to ensure the swift implementation of these projects. In addition, he assured continued support and cooperation from the Government of India for the overall development of Haryana.

Sh Manohar Lal also praised the state's "Mhara Gaon Jagmag Gaon" scheme, which aims to provide 24-hour electricity to villages. He highlighted that the initiative has received widespread appreciation across the country for its effectiveness and impact.

Sh Manohar Lal was presiding over a meeting to review the progress of Revamped Distribution Sector Scheme (RDSS), here today. Haryana Energy Minister Sh Anil Vij and Senior officers of Uttar Haryana Bijli Vitran Nigam (UHBVN), Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Ministry of Power, Government of India were also present in the meeting.

The Ministry of Power, Government of India, launched the Revamped Distribution Sector Scheme (RDSS) in 2021 with the objective of improving the quality and reliability of power supply to consumers, while ensuring affordable power through a financially sustainable and operationally efficient distribution sector. The scheme also aims to reduce AT&C losses to a pan-India level of 12-15 per cent and reduce the ACS-ARR gap to zero by 2024-25. With a total outlay of Rs 3, 03,758 crore, the estimated grant component of the scheme is Rs 97,631 crore. The Power Finance Corporation (PFC) is the nodal agency for implementation of RDS Scheme in Haryana.

*DHBVNL and UHBVNL achieved an A+ rating for two consecutive financial years*

While reviewing the progress of the scheme, Union Minister Sh Manohar Lal directed to expedite the process of awarding contracts and ensure their timely completion. He also emphasized the need to improve the Integrated Rating (IR) and Consumer Service Rating of Discoms (CSRD) by enhancing consumer satisfaction. The DHBVNL and UHBVNL have achieved an A+ rating for two consecutive financial years, 2021-22 and 2022-23, along with B and B+ CSRD ratings for the same periods. In addition, the Minister suggested that, for the convenience of consumers, separate electricity bills should be generated for domestic and commercial categories.

The Union Minister also reviewed progress of various infrastructure works of Discoms, fund utilization, smart meterting and other financial parameters and gave necessary directions to the concerned officers.

*Rs 6695 crore sanctioned to Discoms under RDS Scheme*

It was informed in the meeting that under the Revamped Distribution Sector Scheme, an amount of Rs 6695 crore has been sanctioned to Discome including 1527 crore to UHBVN and 5168 crore to DHBVN. Out of Rs 5168 crore, an amount of Rs 3584 crore has been sanctioned for Faribabad and Gurugram smart distribution works.

In comparison, the peak demand during the previous financial year (2023-24) was 13,088 MW. To promote ease of living with electricity, the Discoms have introduced simplified and easy-to-understand bills for consumers. Additionally, SMS notifications of electricity bills are being sent to consumers in both English and Hindi for their convenience. Consumers are now able to avail themselves of automatic load enhancements of up to 10 kW, and connection charges have been simplified. Furthermore, an MOU has been signed under the PM-Surya Ghar Yojana for the installation of rooftop solar power plants.

Chandigarh, November 8- Haryana Government has constituted a District Coordination Committee(DCC) for planning and implementation of PM Gati Shakti National Master Plan (NMP) project at district and local level.

According to a notification issued by the Department of Industries and Commerce to this effect, the Deputy Commissioner of the concerned district will be the Chairman of the Committee. The committee will include District Forest Officer (DFO), Chief Executive Officer of District Rural Development, District Revenue Officer, Chief Executive Officer of Development Authority/Municipal Commissioner, District Land Acquisition Officer, District Transport Officer, Executive Engineers of National Highway, Public Works Department, Irrigation and Water Resources Department and Energy Departments, District Level Officers of Town and Country Planning Department, Health, Education and Mining and Geology Departments, representatives of the project, implementing agency, District Informatics Officer (DIO) and National Informatics Centre(NIC), any other officer nominated for PM Gati Shakti from Government of India and Government of Haryana, two to four representatives from Industry and Logistics Service Provider/ Association, to be nominated by the Chairman will be the members. The Joint Director/Deputy Director of the District Industries Centre will be the Member Secretary of the Committee.

Apart from this, the DCC can invite anyone else as a special invitee if it seems necessary to discuss and finalise any specific proposal or issue.

According to the notification, the functions of the committee include designating the District Informatics Centre of the National Informatics Centre or any other similar agency as the District Resource Agency at the district level, support in planning (information sharing, mapping data on the National Master Plan/State Master Plan portals, onboarding remote sensing agencies, District Informatics Centre, etc.), inter-agency coordination, Identification of infrastructure gaps and deficits, social sector assets, logistics facilities, etc. to be developed, Project prioritisation, Project implementation and monitoring, to facilitate resolution of issues including land acquisition, clearances, utility shifting coordination, administrative support etc.

The officers of the concerned Department will be responsible to ensure that the data inputs required for project planning have been correctly mapped/Updated on PM Gati Shakti SMP portal.

Chandigarh, November 8 The Defence welfare department of Punjab government is going to start Special Drive For Ex-Servicemen and the widows to Upload their Live Certificates. Disclosing this here today Mohinder Bhagat said that welfare of the ex-servicemen, widows and their dependents living in Punjab is always on the priority list and it has been making efforts from time to time to fulfill this genuine demands. At present there are total of 4,33,000 ex-servicemen and widows in Punjab. In the recent past, the pension of ex-servicemen and widows is disbursed through the SPARSH system. All these pensioners are required to upload their Live Certificates on SPARSH in the month of November so that their pension wil remain continue.

The Cabinet Minister informed that large number of ex-servicemen and their widows are not familiar with modern tools of information, due to which they are facing difficulties in uploading their live certificates. Pertinently, the Sparash system has been adopted for pension disbursement recently and the pensioners didn’t have complete knowledge about it. For the convenience of these pensioners, uploading their live certificates through Sparash system is being carried out in all District Defence Services Offices from 11 November 2024 to 22 November 2024 under the supervision of Cdr Baljinder Virk (Retd), District Defense Services Welfare Officer, Amritsar (Nodal Officer). Special camps are being organized so that they do not face any sort of difficulty in uploading live certificates through Sparash system.

During this Special Camps, Help Desks will also be set up separately at all the District Defence Services Welfare Offices, under Sparsh banner. Necessary IT infrastructure is being arranged for this purpose. Along with this, it is also informed that we have contacted ICICI Bank which has agreed to provide their teams for establishing the Help Desks.
