Chandigarh, January 8 - Haryana Chief Minister, Sh. Nayab Singh Saini on Wednesday inaugurated a 2-day capacity building workshop for officers/employees of Haryana Vidhan Sabha at Mahatma Gandhi State Public Administration Institute in Sector 26, Chandigarh. Vidhan Sabha Speaker, Sh. Harvinder Kalyan and Director, Parliamentary Democracy Research and Training Institute of Lok Sabha, Smt. Juby Amar also remained present during this inauguration programme.
Speaking on the occasion, Sh. Nayab Singh Saini said that the Vidhan Sabha serves as the temple of democracy, with its employees being the fundamental pillars that support this institution. He said that employees are the cornerstone of any organization, and the strength of an institution is reflected in the competence of its workforce.
The Chief Minister said that each one of us has an important role in running this important institution (Vidhan Sabha) smoothly. He said that the loyalty, dedication of all of you is the basis of the strength and credibility of this institution. Therefore, each one of you should focus on continuously enhancing their skills to contribute more effectively to the institution's growth, said Sh. Nayab Singh Saini.
The Chief Minister said that this training programme will prove effective in achieving the goal of Prime Minister, Sh. Narendra Modi to make India a developed nation by 2047. We are living in the digital age, where lakhs of people watch the proceedings of the Vidhan Sabha live through virtual platforms. Those watching these proceedings should witness the proficiency of our work and the efficiency with which we operate, he remarked.
Sh. Nayab Singh Saini said that this training programme is not only aimed at personal development but also at equipping us with the skills to work in the best interest of the state. We must fulfill our roles in public welfare initiatives with impartiality. It is our collective responsibility to ensure transparency in the functioning of the Assembly, he said.

This will increase the skills of officers and employees and will increase the efficiency of the Assembly Secretariat, he said.

*State Youth Festival in Haryana paves way for National Youth Festival participation*
On this occasion, Director General, Youth Empowerment and Entrepreneurship Department, Sh. Vivek Aggarwal said that the Directorate of Skill Development and Industrial Training had successfully organized District Youth Festivals in all 22 districts of Haryana in November 2024. Approximately 6,000 youth participated in various competitions. Following this, the State Youth Festival was held in Palwal from January 3 to January 5, 2025, where district-level winners competed for a chance to represent Haryana at the National Youth Festival. This year’s theme for the National Youth Festival is "Viksit Bharat Young Leaders Dialogue," which will see around one lakh youth from across the country participating, said Sh. Vivek Aggarwal.
He further shared that a total of 75 participants from the state youth festival, including 30 top winners in categories such as folk song (group), folk dance (group), speech, story writing, painting, poetry writing, and innovation in science and technology, along with 45 youth participants in the "Viksit Bharat Young Leaders Dialogue," will represent Haryana at the National Youth Festival.

*Haryana Takes Strong Measures to Combat Female Foeticide and Ensure Strict Compliance with PCPNDT Act*

Chandigarh, January 8 – Haryana has intensified its efforts to combat female foeticide and enforce strict adherence to the provisions of the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act. Since 2014, the state has registered a total of 1,217 FIRs under the PCPNDT Act, including 397 FIRs through interstate raids. These actions have led to more than 4,000 arrests, targeting illegal practices carried out by doctors, quacks, and touts involved in sex determination and female foeticide.
Sharing information in this regard here today, an official spokesperson said that Haryana has successfully surpassed its target for improving the sex ratio at birth, achieving an increase of two points per year. From a sex ratio of 871 in 2014, the state has made a remarkable improvement of 39 points, bringing the sex ratio at birth to 910 in 2024. This achievement is a dedication to the effectiveness of Haryana's sustained efforts under the Beti Bachao Beti Padhao (BBBP) initiative.
He said that Haryana's commitment to improving maternal healthcare has also played a significant role in the state's success of improving the gender ratio. Institutional deliveries have increased from 35.7% in 2005-06 to an impressive 94.9%, and early ANC registration has risen from 51.4% to 85.2%. Apart from this, the enrollment in secondary education has seen a notable increase, reaching 4,00,736 in 2023-24, compared to 3,85,624 in 2015-16.
The spokesperson said that ten years ago, when the Prime Minister Sh. Narendra Modi launched the BBBP campaign in Panipat, Haryana was struggling from decades over this issue. However, with continuous and dedicated efforts, the state has made extraordinary progress, with further improvements still on the horizon.
In 2015, under the leadership of Prime Minister Sh. Narendra Modi, Haryana embraced the ‘Beti Bachao Beti Padhao’ programme as a challenge and has achieved a significant milestone in improving the sex ratio at birth.
The state has also implemented several initiatives to improve the sex ratio, including a one-time payment of Rs 21,000 for the birth of a girl child, benefiting over 5,23,056 families. The Poshan Abhiyan launched in 2018 has focused on improving nutrition and reducing anemia among adolescent girls, pregnant women, lactating mothers, and children, reaching 2,24,136 participants through community events at Anganwadi centers. Furthermore, the Adolescent Girls Scheme, aimed at girls aged 14 to 18 years in Mewat, has reached 13,439 beneficiaries in 2024-25, supporting self-development, health, skill-building, and access to essential services.
The Sukanya Samriddhi Scheme has enabled parents to open high-interest savings accounts for their daughters under 10 years of age, with over 8,23,522 lakh accounts opened to date. Financial relief has also been provided to survivors of the POCSO Act, with Rs 1.31 crore disbursed to 778 cases by October 2024.
In addition, the state launched the "Mahri Lado" radio program in August 2024, under the leadership of the Chief Minister, which has been instrumental in reshaping societal attitudes towards girls' rights. Broadcasted on All India Radio across Haryana, this program has engaged over 1,60,000 participants and covers vital topics such as health, nutrition, financial independence, and leadership.
The spokesperson assured that Haryana's commitment to fighting female foeticide will remain unwavering, with the state government continuing its vigorous efforts to ensure that those involved in illegal practices will not be spared.

Sh.Goel was presiding over a review meeting with the FMDA and Faridabad Municipal Corporation officers regarding the various developmental projects here today. Minister of State for Food, Civil Supplies, and Consumer Affairs, Sh. Rajesh Nagar was also present during the meeting.
Sh. Vipul Goel warned the officers that any negligence in the work will not be tolerated. He also directed senior officers to take action in this matter after the meeting. During the meeting, ongoing development projects in FMDA areas were reviewed, and plans for future projects were also discussed.
Sh. Vipul Goel directed officers to prepare a special action plan and a detailed report for beautifying the road from Sector 6 to Sector 37 in Faridabad.
He further directed the officers to ensure a 24-hour supply of water and electricity, along with proper sewage facilities on this road. The Minister urged officers to work on plans that align with the Smart City concept and he also reviewed beautification plans for roads in Sectors 15, 16, 17, and others.
While reviewing various projects, Sh. Goel said that the construction of the Jewar Airport connectivity road must be expedited.He directed officers to promptly address any issues hindering its construction. He also directed that until the proposed road is completed, alternative routes should be strengthened.
While taking the progress report of the work of FNG, he directed that there should be no delays. He also directed the realignment of Sector 82/87 roads as per the plan approved in the master plan.
Addressing the issue of overflowing ponds in newly incorporated villages of the Faridabad Municipal Corporation, Minister of State for Food, Civil Supplies, and Consumer Affairs, Sh. Rajesh Nagar called for permanent solutions. Sh. Goel directed FMDA and the Municipal Corporation to create a detailed plan to resolve this issue effectively.
After hearing fraud complaints from affected individuals,Sh. Goel took a strong stance against builders accused of frauding people. He directed officers to summon such builders and take strict action against them.

*Haryana bans transfer of officials involved in MC electoral roll preparation*
Chandigarh, January 8 – The Haryana Government has ordered a ban on posting or transfer of officers/officials involved in the preparation of electoral rolls of Municipal Corporations/Councils of Karnal, Yamunanagar and Sohna (Gurugram).
In an order issued by the Chief Secretary’s Office to all Administrative Secretaries, Heads of Departments and MDs/CAs of Boards/Corporations in Haryana, it is stated that the draft electoral rolls were published on January 7, 2025 and the claims and objections shall be received by the revising authority concerned by January 13, 2025. The final publication of electoral rolls shall be done on January 28, 2025.
The order states that the officers/officials involved in the preparation of electoral rolls of these municipal corporations/councils may not be transferred till the final publication of electoral rolls. However, in cases where it is considered absolutely necessary to transfer any officers/officials connected with the above duties, prior written approval of the State Election Commission must be obtained.

Chandigarh, January 8- Haryana Education Minister, Sh. Mahipal Dhanda said that the Education department is making extensive preparations to implement the National Education Policy (NEP) in 2025 across the state. On the birth anniversary of Swami Vivekananda on January 12, 2025 a state-level programme will be organised at Kurukshetra University (Kurukshetra), Maharshi Dayanand University (Rohtak), Ashoka University (Sonipat) and AMITY University (Gurugram). During these events an online portal will be launched, for submitting suggestions from universities, colleges, schools, and education experts.
Education Minister, Sh. Mahipal Dhanda chaired a meeting with the officers of Higher Education Department, Rohtak and Kurukshetra University regarding NEP at Haryana Bhawan in Delhi today.
Sh. Dhanda said that NEP is crucial for realizing Prime Minister, Sh. Narendra Modi’s vision of a developed India. He stated that Haryana is committed to becoming a role model for NEP implementation across the country and that every effort is being made to achieve this goal. He directed officers to place suggestion boxes in schools, colleges, and universities to collect feedback from students. He also proposed organising seminars to help students understand the NEP and provide suggestions for addressing challenges. He said that a national-level roundtable conference on the NEP is scheduled for February 2025.

Chandigarh, January 8- Development and Panchayat Minister, Sh. Krishan Lal Panwar said that Panchayati Raj institutions are consistently working on development projects to boost rural development. Over the past five years, Zila Parishad, Panchayat Samiti and Gram Panchayats have spent a total of Rs.5583 crore.
Sh. Krishan Lal Panwar was interacting with the journalists here today.
Sh. Panwar said that under the 15th Finance Commission, Zila Parishad, received Rs. 460.76 crore, Panchayat samitis received Rs. 691.14 crore, and village panchayats were allocated Rs. 3455.13 crore. Out of this, Rs. 2689.91 crore, or 58.4 percent, has been spent on development projects so far.
He said that during the year 2020-21, Rs. 1264 crore was allocated, out of which Rs. 229.36 crore was spent. Similarly, in the year 2021-22, Rs 467.50 crore was allocated and an amount of Rs. 340.71 crore was spent. In the year 2022-23, Rs. 660.96 crore was allocated, out of which Rs. 233.15 crore was spent. At the same time, out of Rs 1150.49 crore, Rs 763.79 crore was spent in the year 2023-24. In the year 2024-25, Rs.1064.08 crore was allocated by the 15th Finance Commission and an amount of Rs.1122.90 crore has been spent. In total, Rs.4607.02 crore were received in five years, of which Rs.2689.91 crore were utilised for development, added the Minister.
Development and Panchayat Minister, Sh. Krishan Lal Panwar further said that of the data of the State Finance Commission, an amount of Rs. 347.29 crore was allocated to the Zila Parishad, Rs. 526.13 crore to Panchayat Samitis and Rs. 2654.46 crore for Gram Panchayats, out of which a total of Rs 2894.06 crore i.e. 82 percent amount has been utilised by the three Panchayati Raj Institutions.
He said that during the year 2020-21, Rs 254.61 crore was allocated by the State Finance Commission, out of which the entire amount of Rs 254.61 crore was spent. Similarly, Rs. 1100 crore was allocated in the year 2022-23, out of which Rs. 478.13 crore was spent. At the same time, in the year 2023-24, Rs. 844.80 crore was spent out of Rs 1521.42 crore. He stated that in the year 2024-25, Rs. 651.85 crore was allocated and an amount of Rs. 1316.52 crore has been spent. Over five years, Rs. 3527.88 crore were allocated, with Rs. 2894.06 crore spent on rural development.

The minister emphasised that officers have been directed to ensure that funds received from the central and state governments are utilised within three months. If funds remain unspent, accountability will be fixed for the concerned officers and employees. He also said that a total of Rs. 2608.46 crore has been released under the Haryana Rural Development Fund and the Haryana Rural Development Scheme since November 2019.
*1,000 villages to get Mahila Sanskritik Kender*
Sh. Panwar said that the Panchayat Department has taken key development initiatives, including constructing boundary walls, paving roads, and building sheds in cremation grounds and cemeteries. Besides this, e-libraries will be set up in 1,000 villages, and 2,200 ponds are being renovated in the first phase. Plans are underway to establish open gyms in 250 villages and pave roads in 1,000 villages.
As part of a new initiative, 'Mahila Sanskritik Kender' will be opened in 1,000 villages, providing a space for women to engage in activities like 'kirtan' (singing devotional songs), said the Minister.

Through modern technology and organic farming, farmers can increase profits and establish the State as a leader in agriculture, fruit, and vegetable production, achieving significant success in exports as well.
Sh. Shyam Singh Rana visited villages Mallekan, Khari Surera, Abubshahar, and the Fruit Excellence Center in Mangeana in Sirsa district on Wednesday. During the visit, he interacted with progressive farmers. He said that the central and state governments have taken numerous impactful steps in favour of farmers.
The Agriculture and Farmers’ Welfare Minister said that the Haryana Government has decided to purchase 24 crops at MSP, the highest in the country. This decision has economically empowered the state’s farmers, said Sh. Shyam Singh Rana.
The Agriculture Minister reiterated the state government’s commitment to the welfare of farmers and assured a 100 percent resolution of their issues. The government has implemented several schemes aimed at strengthening the farmers economically and doubling their income. The initiative to form Farmer Producer Organizations (FPOs) has enabled farmers to secure better market prices. State's farmers set new benchmarks through their hard work, said Sh. Shyam Singh Rana.
At Mallekan village, the Agriculture Minister met with progressive farmers from Gujarat, Madhya Pradesh, and Haryana at the farm of Jasjit Singh Sandhu and discussed in detail the provision of better agricultural facilities for farmers.
Subsequently, he attended a programme organized by the Farmer Producer Organization in Khari Surera village and inspected the Kinnow Vaccine Plant in Abubshahar village. He also reviewed the processes of sorting, grading, cold rooms and staging units, pre-cooling units, cold storage, transport, and other facilities. He assured that the government is leaving no stone unturned to resolve farmers' problems promptly.
