Chandigarh March 4: Haryana Chief Minister, Sh. Nayab Singh Saini said that the upcoming state budget for the year 2025-26 will be growth-oriented, with a special focus on sectors such as agriculture, education, health, sports, infrastructure, and women empowerment. He emphasized that the budget will lay a strong foundation for the state's progress and contributes to Prime Minister Sh Narendra Modi’s vision of Viksit Bharat (Developed India) by 2047.

Sh. Nayab Singh Saini presided over a meeting with the Administrative Secretaries of various departments in Panchkula today. The meeting was part of the pre-budget consultations with diverse groups to gather valuable suggestions for the upcoming budget. The Budget Session of the Haryana Vidhan Sabha is scheduled to begin on March 7, 2025.

Chief Principal Secretary to the Chief Minister, Sh Rajesh Khullar and Chief Secretary Sh Anurag Rastogi also remained present in the meeting.

During the meeting, Chief Minister Sh. Nayab Singh Saini sought suggestions from the Administrative Secretaries to be incorporated into the State Budget. The Chief Minister said that the present state government is working to improve the lives of people through various reforms. He further stated that the state government has brought about a revolutionary change in governance over the past ten years, marking the most significant transformation in over a decade. As a result, citizens are now able to benefit from various government welfare schemes from the comfort of their homes, without the need for frequent visits to offices. He said that upon reaching the age of 60, people start receiving the old age allowance by sitting at home, benefiting senior citizens in a big way.

*Government plans to open e-libraries in schools and colleges in rural areas, enabling youth to prepare for competitive examinations*

Sh. Nayab Singh Saini said that the present state government has laid special emphasis toward providing quality education to the students and has taken several significant steps in this direction. In addition to ensuring an optimal student-teacher ratio, the infrastructure in government schools has been further strengthened. To promote girls' education, colleges have been established within a 20-kilometer radius, ensuring that daughters do not have to travel far to pursue higher education. He also mentioned that the state government plans to open e-libraries in schools and colleges in rural areas across the state, enabling youth to prepare for competitive examinations.

The Chief Minister stated that Haryana has emerged as a sports powerhouse. State players have proven their mettle at various national and international sports competitions, bringing glory to both the country and the state. Nayab Singh Saini added that Haryana's sports policy is being widely appreciated across the country. He further mentioned that the state government has supported the efforts of players by providing robust sports infrastructure and top-notch coaching facilities. He said that Haryana has also taken significant strides in Health sector. The bedded capacity of various government hospitals has been increased with test facilities and medicines available free of cost. He said that while fulfilling the promise made in the Sankalp Patra, the State present Government has started dialysis facility to kidney patients free of cost in government hospitals across the State.

The Chief Minister stated that he has been holding pre-budget consultations with various groups to gather their suggestions for the upcoming budget. So far, he has met with industry associations, chartered accountants, agricultural scientists, FPOs, progressive farmers, startups, youth, women entrepreneurs, women representatives, self-help groups, Namo Drone Didi, and representatives from the textile industry, all with the aim of preparing an inclusive budget.

He said that for the first time, suggestions have been invited from the state's citizens through an online portal, which has already received about 10,000 submissions. As part of this process, he also sought suggestions from MPs and MLAs of the state in a two-day pre-budget consultation held in Panchkula on March 3 and 4. He assured that the best suggestions from various stakeholders would be incorporated into the state’s budget, which will serve the interests of Haryana's 2.80 crore citizens.

Chandigarh, March 4 - The two-day "Pre-Budget Consultation" meeting, organized under the chairmanship of Chief Minister Sh. Nayab Singh Saini in Panchkula, concluded today. The event brought together all Ministers, MLAs, and Administrative Secretaries to provide valuable insights and suggestions for the upcoming state budget for the financial year 2025-26. Everyone provided valuable suggestions to help realize the vision of an inclusive budget.

Presiding over the consultation meeting, Sh. Nayab Singh Saini, who also holds the finance portfolio, expressed gratitude for the important suggestions shared by the Ministers and MLAs aimed at the welfare of the state and its people. He said that all suggestion will be carefully considered and incorporated into the forthcoming state budget to further accelerate Haryana's continuous development. "Our goal is to present a budget that drives prosperity for every citizen of the state," he added.

The Chief Minister also encouraged MLAs to submit their suggestions in writing to ensure that all perspectives are captured. "We are committed to creating a budget that reflects the needs and aspirations of our people," he further added.

The Chief Minister also thanked all the Ministers, MLAs, and officers for their significant contribution in the consultation meeting. The key areas highlighted during the meeting included improvements in road infrastructure, sports facilities, water supply, electricity, transport, industrial development, the optimal utilization of government properties, promoting natural farming practices, eradicating the drug network, rehabilitating addicts, equitable irrigation water distribution, digitization of government departments, accommodation facility for officers, addressing cybercrime, capacity building, and traffic management.

The Chief Minister said that the State Government has been actively engaging with various stakeholders over the past several days and holding pre-budget consultation meetings to ensure the upcoming budget aligns with the aspirations and expectations of the people of Haryana. Earlier, pre-budget consultations were held with stakeholders from diverse sectors, including industries and manufacturing in Gurugram, farmers and agricultural scientists in Hisar, youth and startup entrepreneurs in Kurukshetra, influential women from different sectors in Panchkula, textile industry representatives in Panipat, and manufacturing stakeholders in Faridabad.

This year, the state government has launched another innovative initiative, allowing the citizens of the state to submit their budget suggestions online. To date, over 10,000 suggestions have been received from the public through the online portal.

Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan, all Ministers, MLAs, Chief Secretary Sh Anurag Rastogi, Chief Principal Secretary to Chief Minister Sh Rajesh Khullar and senior officers of the state government were also present on this occasion.

Chandigarh, March 4 - Haryana's Energy, Transport and Labour Minister Sh. Anil Vij said he has directed officers to strengthen the infrastructure of the Energy Department and in this series, a new 800 MW power plant is being set up in Yamunanagar and approval has been given for this. Similarly, old power wires/low load wires will also be replaced.

Sh. Vij said, "Along with replacing old buses, the condition of bus stands will also be improved and modernized. Driving schools will be established in every district and instructions have been given to the officers to install automatic washing machine system and automatic system for checking vehicle fitness in every district." Instructions have also been issued to officers to establish air-conditioned hospitals for workers in every district so that they can also get better health facilities.

Sh. Vij was answering the questions of journalists after the pre-budget consultation meeting in Panchkula today. He said to run the 800 MW project, he has instructed the officers that funds should always be available so that this project runs smoothly.

He said he has directed the concerned officers to replace all old transformers installed in the state because low power transformers get damaged repeatedly and this causes power disruption. He said the work of replacing transformers will be done in a phased manner. Similarly, he also instructed the officials to replace the old electricity wires.

Sh. Vij said the old buses in the roadways will be replaced. The condition of bus depots is not good at many places and these will be improved. He said the condition of the bus stand of Gurugram, which is the Millennium City, is also not good as there are many sheds there.

Driving schools will be established in every district: Vij

The Transport Minister said instructions have been given to establish driving schools in every district so that people, especially the youth, can understand all the rules and techniques of driving. This will reduce road accidents due to increased awareness.

Automatic systems for checking vehicle fitness in every district

The minister said officials have been told to install automatic washing machine system in every district so that the cleaning of vehicles can be done in a quick and easy manner. Similarly, he instructed the officials to establish the provision of automatic system for checking vehicle fitness in every district of the state, on which work will be started soon.

Air conditioned hospitals for workers in every district

He said it has been suggested by him that in every district, we should build a hospital with as many beds as the number of workers so that the workers can get health facilities. Similarly, he also suggested to the officials to set up air-conditioned hospitals for workers in every district so that better facilities can be provided to them.

Pre-budget consultation meeting is very beneficial: Vij

In response to a question regarding the pre-budget consultation meeting organized in Panchkula for two days, the minister said pre-budget consultation meeting is very beneficial because people put forward their views in such consultation meetings.

Responding to a question regarding the point raised in the pre-budget consultation meeting regarding debt reduction, he said the government has set a limit for this and it will be kept within this limit.

Sh. Vij said the budget session of the Haryana Assembly is about to begin but the Leader of Opposition has not been elected yet. “This in itself tells how many divisions there are within their ranks but this is their internal matter," the minister added.

Regular monitoring of mining activities being done at Yamuna river and other places in Faridabad

Vehicles carrying minerals being checked round the clock as per orders of DG of Mining Department K.M. Pandurang

Chandigarh, March 4 – The Haryana Government is taking effective steps to stop illegal mining in the Yamuna river and other places in Faridabad district along with checking vehicles carrying minerals which are playing without e-way bill. A Mining Department team is checking vehicles round the clock on the roads and action is also being ensured against those who violate the rules. As per the orders of Director General of Mining Department, Sh. KM Pandurang, the department team is focusing on every aspect while performing its duty with full alertness.

District Mining Officer Smt. Kamlesh Bidhlan is actively inspecting every part of the Yamuna river originating from the district and is taking action to stop illegal mining. Along with this, mineral vehicles are also being checked by the team on national, state highways and other areas in the district. She said during checking, no illegal mining has been found anywhere and if any violation of rules is found, necessary action will be taken with immediate effect.

The District Mining Officer said the checking drive is being conducted by the Mining Department in the entire state, including Faridabad district, in compliance with the guidelines of Director General Sh. KM Pandurang. Under this campaign, while it is being ensured that there is no illegal mining, complete monitoring is being done to ensure that no mineral vehicle leaves the district without e-way bill. She said every activity of the department is also being informed to the senior officials of the department in writing. She said the Haryana Government is determined to stop illegal mining in the state in any form and the department is taking significant steps in this direction.

*Anil Vij orders departmental action against officials who wrongly cancelled registration of construction workers*

Chandigarh, March 4 - Haryana Labour Minister Sh. Anil Vij has directed officials of the Labour Department to take departmental action against the personnel who wrongly cancelled the registration of construction workers. The decision was taken during a meeting related to Haryana Building and Other Construction Workers’ Welfare Board chaired by Sh. Anil Vij at his office here today.

Sh. Vij had met a delegation of registered construction workers in which they told the Labour Minister that their registration has been cancelled wrongly. A review of the matter revealed that the names of 50,000 construction workers have been blocked in the registered list without any concrete reason. The minister clarified that it is not possible for one employee to verify 2000 construction workers in a day, so strict action should be taken against the employees involved. Also, it was ordered that the names blocked wrongly should be re-investigated. Till this process is completed, no construction worker should be removed from the registered list. The officers were asked to take necessary steps to ensure a fair hearing.

Principal Secretary of Labour Department, Sh. Rajeev Ranjan, Labour Commissioner Sh. Mani Ram Sharma and other officers were also present in the meeting.

*Task force constituted for implementation of 3 new criminal laws in Karnal district*

Chandigarh, March 4- The Haryana Government has constituted a task force for a pilot project of implementation of three new criminal laws in Karnal district.

As per an order issued to this effect by the Administration of Justice Department, the task force has been constituted under the chairmanship of Home Department Secretary Smt. Geeta Bharti.

State Crime Records Bureau officer Nikita Khattar, Joint Secretary, Administration of Justice Department, Smt. Radhika Singh, Additional Director, Prosecution Department, Sh. Madan Lal, Deputy Director, State Crime Records Bureau, Sh. Rajesh Bhardwaj, Deputy Director, Forensic Science Laboratory, Sh. Arvind Hooda, Deputy District Attorney, National Law Commission cell, Panchkula, Sh. Romil Lamba and Superintendent, District Jail, Karnal, Sh. Lakhbir Singh will be the members of the task force.

Apart from this, members of the district administration such as Deputy Commissioner, Superintendent of Police, District Attorney and Superintendent, District Jail, Karnal will assist in this pilot project.

Sh. Deepak Bansal of National Informatics Centre, Haryana will act as the Nodal Officer for training programme management for this project in consultation with Sh.Shashikant Sharma of National Informatics Centre, Government of India.
