Chandigarh, November 13- Haryana Governor, Sh. Bandaru Dattatraya while addressing the first session of the State Vidhan Sabha on Wednesday said that the difference between Haryana a decade ago and Haryana today is crystal clear. He called upon the members to affirm that no obstacle should stand in the way of fulfilling the resolution for 'Viksit Haryana – Viksit Bharat.' He showed confidence that each MLA will make the most of every moment in this House to prioritise public welfare. He said that he is confident that this Assembly will usher in a new chapter of decisions focused on public welfare. Let us all unite with full dedication to achieve the resolution of ‘Viksit Haryana – Viksit Bharat’.

Addressing the House, the Governor highlighted that this is the first time in the history of Haryana that people have shown trust in a government for the third consecutive time. He said that at present the environment is highly conducive for the development of non-stop Haryana in every way. The entire state is keeping an eye on the decisions and policies formulated by this Assembly in the coming time. Therefore it is the responsibility of every member to ensure that the state and its people get the maximum benefit of this favourable time.

The Governor advised the members to always remember the ‘moolmantra’ of the Father of the Nation, Mahatma Gandhi, who emphasised that every decision we make should be evaluated by its impact on the poorest and weakest person in society.

The Governor said that the people of the state have enthusiastically participated in the recently concluded election process and have sent you as advocates of their rights to this Assembly, the state's Supreme Panchayat and as legislators, you will fulfill your responsibilities with full dedication and commitment.

Happy that this time the number of women MLAs has increased by nearly one and half times, Governor

The Governor said that among the 90 members of this 15th Assembly, there are 40 members who have been elected for the first time. He extended a special welcome to all these members. The Governor said that in the 14th Assembly, only 9 women members (‘Navratnas’), were elected, while this time the number has increased by nearly one and half times, reaching 13.

The Governor said that this House is the flag bearer of the aspirations of 2.75 crore people of the state. Now, it is the utmost responsibility of every MLA to meet the expectations of the people, said Sh. Bandaru Dattatraya.

People have reaffirm trust in Government for a Historic third consecutive term, Governor

The Governor said that this is the first time in the history of Haryana that people have shown trust in a government for the third consecutive time. He said that the present state government has received a historic and decisive mandate in these elections. This mandate is a strong expression of the people’s unwavering trust and faith in the existing policies and programmes of the government. He said that this mandate indicates that people support a corruption-free, transparent administration and inclusive development. This mandate is a clear testament to the fact that the people of the state have embraced the government's policies, expressing their trust and support through their votes, said Sh. The Governor said that for the fair and peaceful elections held in the state, the vigilant voters of the state, the Election Commission of India, and all officers and employees associated with the election process deserve appreciation.

This election was based on trust in ‘Neeti, Niyat, Nishtha aur Nirnay’, Governor

The Governor said that the 2024 election has been an election based on trust in ‘Neeti, Niyat, Nishtha aur Nirnay’ (Policy, Intent, Integrity, and Decisions). The present state government has carried forward a mission of service, security, good governance, cooperation, and upliftment of the Antyodaya for the last 10 years, and this mandate is an endorsement of that mission. This is a mandate that the work of developing Haryana should continue non-stop and we should continue achieving our goals. The government will continue to move forward with the spirit of ‘Rajya ke vikas se desh ka Vikas’ (Development of the State contributes to the development of the Nation), Sh. Bandaru Dattatraya.

The Governor said that the present state government, over the past 10 years, has worked beyond the narrow mindset of regionalism, constituency consideration and family-based politics. Also, the state government has focused on ‘Shiksha, Swasthya, Suraksha, Swavalamban aur Swabhimaan’ (Education, Health, Security, Self-reliance, and Self-respect), giving new energy and momentum to the state's development. A Haryana where farmers get remunerative prices for their crops, no one is left unemployed, businesses prosper, the needy receive all the benefits of development, and no one feels neglected, said Sh. The Governor said that the present state government, following the guiding principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas” given by the Prime Minister, Sh. Narendra Modi, has provided equal opportunities for every section to progress in the state. The Prime Minister considers the poor, youth, women, and farmers as the four pillars of a ‘Viksit Bharat’ (Developed India).

He said that the present state government has oriented its policies toward strengthening these pillars.The government's effort is to ensure that every government scheme benefits them, as this is the path to their upliftment and welfare. When the government works with the resolve that not a single eligible person should be left out from receiving the benefits of any government scheme, then every penny spent from the treasury is utilised in public interest, said the Governor.

Chandigarh, November 13- Haryana Governor, Sh. Bandaru Dattatraya while addressing the first session of the State’s 15th Vidhan Sabha on Wednesday said that in a bid to further empower farmers and boost rural development, about 500 new CM-PACS centres would be set up in the state. He said that these CM-PACS will serve as one-stop centres for training, marketing, and providing financial services for farmers. He said that the present state government is establishing a vast network of cooperative organisations, such as Farmer Producer Organizations (FPOs) and PACS, to empower our farmers and enhance rural prosperity.

The Governor said that, additionally the FPOs and PACS will be provided with interest-free loans up to Rs. 1 Crore for building warehouses for grain storage. He said that Haryana is an agrarian state, so the welfare of farmers is at the core of the present state government's policies.

The Governor said that while working towards farmers welfare, the present state government has recently eradicated the colonial-era "abiyana" (a traditional tax). Besides this, Haryana has become the first state in the country where 24 crops are purchased at the Minimum Support Price (MSP). Due to the delayed monsoon this year, farmers had to arrange additional resources for the sowing of Kharif crops, which increased the cost of cultivation. To provide relief, the government has given a bonus of Rs. 2000 per acre to every farmer for all Kharif crops. This is the first time in the history of Haryana that such a step has been taken, said Sh. Bandaru Dattatraya.

In the Rabi season of 2023 and 2024, over Rs. 133.75 crore have been released as compensation to 49,000 farmers for the crop losses due to natural disasters. Besides this, the present state government has transferred Rs. 1 lakh 24 thousand crores into the bank accounts of 12 lakh farmers through the 'e-Kharid' portal, directly benefiting them from MSP-based crop purchases.

The Governor said that considering the current needs of the state, the present state government is making changes to the state’s agricultural system. Policies are being designed and several decisions are being taken with the aim of making farmers more self-reliant and increasing their income.

He said that today, fake fertilisers, seeds, and pesticides have become a major challenge for the agricultural sector. The present state government will enact strict laws to impose a ban of such practices and will ensure that farmers receive a hundred percent compensation.

The Governor said that in view of the shortage of irrigation water, the present state government will promote the cultivation of crops that require less water. Farmers will be given an amount of Rs. 10,000 per acre if they sow alternative crops or keep their fields fallow instead of growing paddy. Also, farmers will continue to receive crop purchase payments through DBT within 48 hours, he said.

Government is committed to optimising the use of every drop of water

The Governor said that water scarcity has emerged as a global challenge today, hence acknowledging the same the present state government is committed to optimising the use of every drop of water and preventing wastage in its distribution. He said that infrastructure improvements in canals will continue. Policies for micro-irrigation, rejuvenation of 19716 ponds, and treatment and management of wastewater will be continued. Government is committed to securing its legitimate share of water from the Ravi and Beas rivers and completing the Sutlej-Yamuna Link Canal. Continuous and firm advocacy is being done in these issues, said Sh. Bandaru Dattatraya.

Chandigarh, November 13- Haryana Governor, Sh. Bandaru Dattatraya while addressing the first session of the State’s 15th Vidhan Sabha on Wednesday said that in a bid to offer convenience to female employees, soon a policy will be implemented to give job postings to the Group-C and Group-D female employees in their preferred districts, enabling them to work closer to home. Besides this, all women working in night shifts will be ensured safe transport facilities.

He informed that the honorarium of Anganwadi workers has been increased by Rs. 750 and helpers by Rs. 400 per month. Anganwadi workers with 10 years of experience are now receiving Rs. 14750, those with less than 10 years of experience and mini Anganwadi workers are getting Rs. 13250 and helpers are being paid Rs. 7900 only.

The Governor said that dedicated efforts have been made for the successful implementation of the 'Beti Bachao-Beti Padhao' campaign, launched by the Prime Minister, Sh. Narendra Modi in 2015 from the historic land of Panipat. He said that the campaign has played a pivotal role in raising awareness in the state. As a result, the gender ratio in the state has improved from 871 in 2014 to over 900.

He said that the present state government is continuously working to create a favourable environment for every youth of the state to dream big and turn those dreams into reality. Over the past 10 years, every obstacle that caused youth to struggle or face delays has been eliminated. He said that the government has abolished interviews for recruitment in Group-C and D jobs. In addition, through merit-based recruitment campaigns, the morale of over 1.70 lakh youths has been uplifted by providing them with government jobs without ‘kharchi-parchi’.

The Governor said that fulfilling its pre-election promise, the present state government has provided government jobs to 26,000 youth. The government has also given job security to nearly 1,20,000 contractual employees deployed under HKRN, as well as those employed through Outsourcing Policy, until the retirement date, he said.

The Governor said that the present state government is committed to providing government jobs to 2 lakh youths. Apart from this, other employment opportunities will be offered to 5 lakh youths and monthly stipend assistance will also be provided through the National Apprenticeship Promotion Scheme. The Government will provide proper guidance and help to the youth wishing to get employment abroad. The problem of the donkey route will be completely eliminated, said Sh. Bandaru Dattatraya.

He said that today, Haryana is poised to become a leader in geospatial intelligence and space technology. This is based on India's remarkable progress in AI, machine learning and generative AI. Through the Haryana Space Applications Center (HARSAC) under the Citizen Resources Information Department, my government is advancing community-centred initiatives using Geo-AI to enable socially impactful and inclusive governance, said the Governor.

The Governor said that the present state government, through a strong task force and with the support of industry partners, is working towards an ambitious vision of designing and building its own satellites. With HARSAC’s commitment to public participation, Haryana is poised to make sustainable and community-centric decisions that will keep us at the forefront of space technology and innovation, he said.

The Governor said that Swami Vivekananda ji has said that education should meet the present needs of the nation and state. For this purpose, the present state government has set a target to fully implement the new National Education Policy by next year. With this, now the youth will have the option to study engineering in Indian languages, he said.

Our youth are bringing glory to the country and state by achieving great milestones in the world of sports, said the Governor.

Bandaru Dattatraya said that it is the positive result of effective efforts of the present state government that young players of the state are winning medals in record numbers at the global level. We are proud that just a few days ago, out of the total 6 medals won by the country in the Paris Olympics-2024, 4 medals were won by our players. Apart from this, 3 players from Haryana were part of the bronze medal winning hockey team. Similarly, out of the 29 medals won by the country in the Paralympics, 8 were won by players of Haryana. Therefore, the present state government is working to provide healthcare to every person. Continuing the same, the government has decided that a trauma centre will be established every 60 kilometres on all national and state highways. Besides this, 100 bedded civil hospitals will be upgraded to 200 bedded hospitals and 200 bedded civil hospitals will be upgraded to 300 bedded hospitals. He said that the government will also increase the number of seats in medical colleges to 3,500, while ICU will be set up in the civil hospital of every district.

The Governor further informed that Haryana is providing free treatment facility of up to Rs. 5 lakh annually to all citizens with annual family income up to Rs. 1.80 lakh under 'Chirayu Ayushman Bharat Yojana'. Also under Chirayu extension scheme, this benefit is being provided to families with annual income above Rs. 1.80 lakh up to Rs. 3 lakh on annual contribution of Rs.1500 only. Now, the amount for free of cost treatment under Chirayu Scheme will be increased to Rs.10 lakh annually, shared Sh.Bandaru Dattatraya.

He said that a free treatment facility of up to Rs. 5 lakhs is also being provided to senior citizens above 70 years of age in the State. He said that the present state government has started providing free dialysis services to all kidney disease patients in the state from October 18, 2024. Presently, dialysis facilities are available in 20 district hospitals and the medical colleges in Karnal, Nuh, and Rohtak.

Millions of poor people have benefited by virtue of the saturation of various government schemes. This includes families from Scheduled Castes, Backward Classes, and people from every society and every region, he said.

The Governor said that for the first time, the present state government has instilled in the poor the belief that the government is truly theirs and that they are an integral part of it. In the last 10 years, the empowerment of the poor has been the foundation of achievements and development of the state. The focus on last mile delivery has changed the lives of these sections. This resolve to serve the deprived is true social justice, he said.

The Governor informed that to benefit the deprived, the government has implemented the classification of reservation of Scheduled Castes into two categories. Under the Happy Scheme, 84 lakh people in the state are provided free travel facilities up to 1000 kilometres annually, shared Sh. Bandaru Dattatraya.

The Governor said that financial assistance is provided for the marriage of the daughters of workers and Rs. 1.01 lakh is provided to them under the Kanyadan Yojana. Now, a new initiative has been started to give an amount of Rs. 75,000, 3 days before the marriage of the daughter. The remaining amount of Rs. 26,000 is released after submitting the marriage certificate.

Separate welfare boards with adequate budgets will be set up for the welfare of backward communities. (36 castes). Additionally, 5 lakh houses will be constructed for the poor in both urban and rural areas.

The Governor said that students of Haryana belonging to Scheduled Castes pursuing engineering from any government college of the country will be given full scholarship and Backward Classes students will be given scholarship up to Rs. 20,000 (Rs. 10,000 as Tuition Fee + Rs. 10,000 as Development Fee).

PM Surya Ghar: Muft Bijli Yojana implemented to give relief to one lakh poor families from paying electricity bills

The Governor said that PM Surya Ghar: Muft Bijli Yojana has been implemented to give relief to 1 lakh poor families in the state from paying electricity bills and to encourage them to use solar energy. Besides this, to provide relief to domestic electricity consumers, the Minimum Monthly Charge has been discontinued. Because of this, 9.50 lakh poor families are being given relief of 2 percent to 91 percent on their domestic electricity bills.

12.29 lakh families have done their registration for Ghar-Ghar Grihini Yojana

The Governor said that under the Ghar-Ghar Grihini Yojana, poor families are being provided domestic gas cylinders for just Rs. 500 per month. A registration portal has been launched for this scheme, and so far, 12.29 lakh families have done their registration on this portal. Out of this, 1.92 lakh consumers have refilled their gas cylinders in the August month, thereby receiving a subsidy of Rs. 4.76 crore.

The Governor said that the annual income limit for the creamy layer of backward classes has been raised from Rs. 6 lakh to Rs. 8 lakh. Additionally, 5 percent reservation has been given to the OBC (B) category in Panchayati Raj institutions and civic bodies. He said that under the ‘Mukhya Mantri Shehri Awas Yojana’, 15,000 poor families have been allotted plots of 30 square yards each in the cities.

The Governor said that the Government has made concrete efforts for the encouragement and welfare of brave soldiers in the last 10 years. He said that the government has increased the pension for families of freedom fighters and their widows to Rs.40,000 per month from July, this year. The government has increased the ex-gratia amount for families of soldiers martyred in war to Rs.1 Crore, said the Governor.

He said that recently, the pension of Emergency Satyagrahis was increased from Rs. 10,000 to Rs. 20,000. Similarly, the pension of Matribhasha Satyagrahis of Hindi Aandolan-1957 has also been raised to Rs. 20,000.

The Governor said that the government is committed to giving government jobs to every Haryanvi Agniveer. Ex-servicemen will be given interest free loans up to Rs.10 lakh with payment period of up to 5 years. Under Veer Udaan Yojana, ex-servicemen will be given a lump sum of Rs.50,000 through DBT for getting vocational training and skill certification. Under Jai Jawan Awas Yojana, the work of building houses for ex-servicemen will be expedited.

He said that an EV Park in Rohtak, IT park and data centre in Panchkula and Faridabad, world-class logistics hub in Sonipat, industrial model park in Palwal, footwear park in Jhajjar, industrial cluster in Hisar, modern sunflower oil mill in Kurukshetra and the country's largest mustard oil cooperative mill will be established in Rewari.

The Governor further informed that apart from Mudra Yojana, the state government will bear the guarantee of a loan up to Rs. 25 lakh to all entrepreneurs of Other Backward Classes.

Sh. Bandaru Dattatraya said that as industry is the basic foundation of our economy, therefore the present state government has created an ecosystem of ease of doing business to accelerate the industrial development of Haryana. The government has abolished many rules and procedures that created obstacles in granting certificates, licences and permissions. As a result, Haryana has become the preferred destination for investors both nationally and internationally, said the Governor.

He said that along with the traditional sectors, sunrise sectors are also being promoted on mission mode. The NCR region of the state is being developed as a logistics hub. My government is also making continuous efforts to reduce the logistics cost. Now, the construction work of Integrated Multimodal Logistics Hub in Mahendragarh will be expedited, informed Sh. Bandaru Dattatraya.

Affordable Heli taxi service will be started for air transport

The Governor said that to improve transport options and ensure greater accessibility across the state, an affordable heli-taxi service will soon be launched. This service will offer convenient air travel to residents, businesses, and visitors, fostering connectivity between key locations. Besides this, to make the State self- reliant in the energy sector, new 800 MW thermal power stations will be established at Yamunanagar and Hisar, he said.

The Governor said that infrastructure is the key indicator of the physical and economic development of any State. Not only this, strong infrastructure is also the first condition for raising the living standard of the people residing there, attracting industry and investment and strengthening, state's economy, he said.

Efforts will be accelerated to develop Kurukshetra, especially Jyotisar, into a major spiritual centre through Mahabharata-themed projects. The Governor said that along with physical development, the present state government is working to preserve the state’s rich cultural heritage. In this direction, to gain inspiration from and learn about the lives of great personalities, their birth anniversaries are celebrated at the state level under the 'Sant-Mahapurush Samman Evam Vichar Prasar Yojana’. The government will continue to commemorate the birth anniversaries of the saints and great personalities under this scheme. The Government has also published a list of special days of birth anniversaries of saints and great personalities in its calendar so that the future generation remember their birth anniversaries and celebrate them, he said.

Chandigarh, November 13 - Haryana Agriculture Minister Shyam Singh Rana lauded the address by the Governor, describing it as a forward-thinking "vision document" for the agricultural sector of Haryana. Rana emphasized that the speech highlights the government’s commitment to ensuring Haryana’s farmers receive extensive support, particularly in challenging times. With Haryana being an agriculture-driven state, the Governor’s address underscored various reforms and policies centered around farmer welfare and agricultural growth, he said.

In a statement, Rana expressed appreciation for the Governor’s detailed focus on eliminating outdated colonial practices. One of the standout reforms, he noted, is Haryana becoming the first state in the country to procure 24 different crops at the Minimum Support Price (MSP). This pioneering step reaffirms the state’s commitment to fair pricing and securing farmers’ incomes, he said.

Additionally, recognizing the increased costs incurred by farmers due to the late arrival of the monsoon, the government has introduced a unique initiative to ease their financial burden. Farmers growing Kharif crops will now receive a direct bonus of Rs 2,000 per acre, marking the first time such support has been extended in Haryana's history. This bonus aims to partially offset the additional costs farmers faced for procuring extra resources during the delayed season.

In another significant move, the government allocated over Rs 133.75 crore as compensation to 49,000 farmers whose crops were affected by natural calamities during the Rabi season of 2023-24. The Minister said the address also emphasized the successful transfer of Rs 1.24 lakh crore directly into the accounts of 12 lakh farmers through the state’s e-procurement portal, ensuring swift payments at MSP for crop purchases. The Agriculture Minister underscored how these initiatives represent a transformative shift in state agricultural practices, promoting farmer self-sufficiency and boosting their incomes.

Acknowledging growing challenges such as the prevalence of counterfeit fertilizers, seeds, and pesticides, the Governor announced a forthcoming strict law to curb these issues and guarantee farmers full compensation for losses due to such products. The government’s approach, he added, also includes a scheme to address water scarcity by incentivizing farmers to grow less water-intensive crops. Farmers opting to plant alternative crops instead of paddy, or leaving fields fallow, will receive Rs 10,000 per acre as financial assistance.

The Governor further outlined plans to strengthen the state’s agricultural infrastructure through cooperative networks. A robust framework for Farmer Producer Organizations (FPOs) and Primary Agricultural Credit Societies (PACS) is under development, with plans to establish 500 modern PACS centers. These centers will serve as one-stop destinations, providing farmers with training, marketing assistance, and financial services. Additionally, farmers and PACS will be offered interest-free loans up to Rs 1 crore for building grain storage facilities, while payments for crop purchases will continue to be processed within 48 hours via Direct Benefit Transfer (DBT) mechanisms.

Water management, a global concern, also featured prominently in the Governor’s address. With a commitment to conserving every drop, the state plans to enhance canal infrastructure and promote micro-irrigation. The rehabilitation of 19,716 ponds and policies for treating and managing wastewater will continue as part of this strategy. Furthermore, the government is determined to secure Haryana’s rightful share of water from the Ravi and Beas rivers and remains committed to the completion of the Sutlej-Yamuna Link (SYL) canal.

Categorization of reservation for SC in Government jobs is now implemented across the State, CM


Chandigarh, November 13 - Haryana Chief Minister, Sh. Nayab Singh Saini said that the Haryana Cabinet had already approved the decision on categorization of reservation for Scheduled Castes in government jobs, as per the Supreme Court's directive. The Chief Minister said that this decision is effective across the state from today.

The Chief Minister was responding to questions raised in this regard in the House by opposition members during the first session of the 15th Haryana Vidhan Sabha on Wednesday.

He said that the order on categorization of reservation for Scheduled Castes in government jobs has been uploaded on the Chief Secretary's website, ensuring that all relevant individuals receive this information in a timely manner and can benefit from it.

The Governor said that the present state government, following the guiding principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas” given by the Prime Minister, Sh. Narendra Modi, has provided equal opportunities for every section to progress in the state. The Prime Minister considers the poor, youth, women, and farmers as the four pillars of a ‘Viksit Bharat’ (Developed India).

He said that the present state government has oriented its policies toward strengthening these pillars.The government's effort is to ensure that every government scheme benefits them, as this is the path to their upliftment and welfare.
