Chandigarh, January 10 – Haryana Chief Minister Sh Nayab Singh Saini said that the state government will introduce a law aimed at strictly controlling illegal immigration. The proposed legislation will be presented in the upcoming budget session. In addition, the state government will soon unveil an ORP policy to reward police personnel for their exceptional service. This policy will not only recognize and encourage good work but will also the provision of strict action against any lapses in crime prevention.

The Chief Minister shared this information while interacting with media persons shortly after chairing state-level review meeting in Panchkula, which was held with senior police officers to assess crime and law and order in the state.

He mentioned that a detailed review of crime trends was conducted during the meeting. Notably, Haryana has witnessed a significant reduction in crime rates. In particular, incidents of crime against women have decreased in 2024 compared to the previous year, and the state has made commendable progress in addressing cybercrime, he added.

The Chief Minister also said that police officers have been instructed to take stringent action against crime and criminals. He assured that officers and personnel demonstrating excellence will be recognized, while those showing negligence will face strict disciplinary measures. He directed the police officers to be sensitive towards the public and work quickly to resolve their concerns.

Free hand to Haryana Police to crack down on crime - Chief Minister

The Chief Minister said that Haryana Police has been given a free hand to take strong action against crime and criminals. A target has also been given to further the de-addiction campaign, with the goal of making 70 percent of the villages drug-free by the end of 2025. Besides, instructions have been given to take strict action against those involved in the illegal drug trade.

He further said that instructions have been given to the police to launch a campaign targeting criminals involved in activities such as extortion calls made from abroad, as well as those aiding them within the country. The Chief Minister assured that the state government will provide the necessary resources to the police to support these efforts.

Haryana Police battalion to be established in Nuh district

He said that a battalion of Haryana Police will be established to strengthen law and order in Nuh district. For this, the concerned officer has also been instructed to identify land. He said that steps will also be taken to make Haryana 112 service more efficient and reduce the response time further. At present, the response time of 112 is about 6:30 minutes, it will be reduced further so that the criminals cannot escape.

Rs 300 crore to be spent on police modernization

The Chief Minister said that the state government had committed to implementing schemes worth Rs 300 crore for the modernization of the police force, as outlined in its election manifesto. Police department has been directed to prepare a detailed proposal and submit it to the state government at the earliest. He said that the police are continuously enhancing their infrastructure to effectively combat cybercrime, with the aim of completely curbing cyber fraud and apprehending cybercriminals.

Rohingyan and those coming from Bangladesh to be identified

In response to a question about the Rohingyan, the Chief Minister stated that Rohingya and those coming from Bangladesh will be identified, and a list will be compiled. Following this, appropriate decisions will be made about them.

In response to a question about individuals operating crime networks from abroad, the Chief Minister said that since this is an international issue, Haryana police regularly coordinates with the National Investigation Agency (NIA). He said that progress has been made in some cases, and police will take strict action against criminals running illegal operations from outside the country, as well as their associates operating locally.

Sh Nayab Singh Saini also mentioned that three new criminal laws are being advanced rapidly, and the process is expected to be completed by February 28.

Regarding a question about the Interstate Crime Coordination Committee meeting, the Chief Minister shared that several meetings of the committee have been held. He added that it is asked in today’s meeting that a larger meeting should be organized periodically in Chief Minsters of states be invited to discuss and find ways to completely eradicate the drug trade. He said that the police should identify key locations in the drug supply chain—where drugs are sourced, where they are distributed, and where they are stopped—and take strict action against the perpetrators in order to protect the youth from falling victim to drug abuse.

Haryana should be number one in dismantling drug smuggling operations

Earlier, the Chief Minister reviewed the crime and law and order situation in the state with senior police officials and provided them with essential guidelines. He urged all Superintendents of Police (SPs) to focus on eradicating drug abuse in their respective districts to protect the youth. He said that no individual, regardless of their stature, should be spared if involved in the illegal drug trade. Strict punitive action should be taken against such offenders, he added. The Chief Minister expressed his goal for Haryana to become number one in dismantling drug smuggling operations and stressed that the police should foster a reputation of friendliness and approachability among the public.

He also directed the police to take stringent measures to curb cow smuggling cases. The Chief Minister discussed various issues, including the overall crime and law and order situation, the introduction of new criminal laws, cybercrime, complaint resolution, CCTV surveillance, and road and traffic safety. He provided necessary instructions to the officials to address these concerns effectively.

Union Minister Manohar Lal Announces Expansion of Basic Facilities in Villages with Populations Over 10,000

Chandigarh, January 10: Union Minister of Power, Housing, and Urban Affairs, Mr. Manohar Lal, today met with the residents of Kohand village in Karnal district to assess the availability of basic facilities. He said that, as part of an ongoing initiative, the government would prioritize expanding basic amenities in villages with populations exceeding 10,000 in the Karnal Lok Sabha constituency.

The Union Minister held the meeting at the Gharaunda PWD Rest House today, where he was welcomed by Vidhan Sabha Speaker Mr. Harvinder Kalyan, who presented him with a bouquet of flowers, and the villagers, who draped a shawl on him as a mark of respect.

During the meeting, Mr. Manohar Lal inquired about the conditions of local infrastructure, including schools, street lighting, roads (firnis), Gram Sachivalayas, ponds, crematoriums, parks, and gymnasiums. He emphasized that the expansion of basic facilities would begin in villages with populations above 10,000. In the second phase, attention would shift to villages with populations between 8,000 and 10,000, followed by those with populations between 5,000 and 8,000.

The Minister highlighted the importance of community involvement in the development process, urging the formation of committees comprising 10-12 local residents to monitor the progress of these initiatives. He added that the success of these programs was a testament to the system's transformation, noting that, in the past decade, youth have been securing jobs based on merit, without resorting to bribes or undue expenditures.

Mr. Manohar Lal further said that substantial development had been achieved in the state over the past 10 years through revolutionary changes, but emphasized that the work was far from complete. The pace of development would continue in the future. He also pointed out that, unlike in the past when only 15 percent of the funds allocated for development were spent, now 100 percent of these funds are being utilized efficiently. He stressed that government funds should never be used for personal gain.

Vidhan Sabha Speaker Mr. Harvinder Kalyan also praised the Union Minister, stating that since his appointment, Mr. Manohar Lal has visited 22 states, gaining comprehensive knowledge on various subjects. As the former Chief Minister of Haryana, Mr. Lal had implemented numerous ground-level initiatives that have significantly benefited the people. Mr. Kalyan emphasized that the Union Minister remains dedicated to improving the living standards of the poor.

The Chairman and all members of Gau Seva Ayog will visit the Gaushalas

Chandigarh, January 10: Haryana Chief Minister, Sh. Nayab Singh Saini, has expressed concern over the deaths of elderly Gauvansh in Gaushalas due to the severe cold. He has directed all members, including the Chairman of the Gau Seva Ayog, to personally visit Gaushalas across the state and assess the available facilities for the Gauvansh. He has also directed to ensure the availability of veterinary surgeons in the Gaushalas to monitor the health of the Gauvansh.

The Chief Minister has taken cognizance of the deaths of Gauvansh at the Gaushala in Kaithal and has issued these instructions.

The Chief Minister has asked the Chairman and members of the Gau Seva Ayog to also provide information about the efforts and schemes initiated by the Haryana Government for the welfare of Gauvansh in the State, so that Gaushala operators can contribute to the cause by adopting these schemes.

Chief Minister takes strict cognizance of MGNREGA discrepancies case in Kaithal

Chandigarh, January 10 – Haryana Chief Minister, Sh. Nayab Singh Saini while taking a strict cognizance of the reports related to MGNREGA in Kaithal has directed immediate removal of ABPO, Sivan, and four Junior Engineers from their present postings. Besides this, the Chief Minister has also directed the senior officers to investigate the matter and take appropriate action as per rules if any discrepancies are found.

Sharing more details in this regard, an official spokesperson said that reports concerning corruption under MGNREGA in Kaithal district were published in certain newspapers. Taking serious notes of these media reports, the Chief Minister has ordered immediate removal of the ABPO, Sivan, and four Junior Engineers from Saraswati Heritage Division-3 from their present postings. He has further directed these officers to report to their respective directorates or headquarters immediately.

Furthermore, the Director, Rural Development Department has been directed to investigate the matter. If any discrepancies are found, suitable action will be taken in accordance with the law or rules. The Commissioner and Secretary, Development and Panchayat Department have been asked to submit an action-taken report on this case within 15 days, shared the spokesperson.

Chandigarh, January 10 – Haryana Cooperation, Jails, Heritage, and Tourism Minister Dr. Arvind Sharma said that Haryana's contribution to Indian achievements is steadily growing, not just in space but across the globe. Haryana-made products are making their mark in over half the countries worldwide. The state leads in various sectors, including space exploration, defense, healthcare, and automobile manufacturing. He invited Indian expatriates, emphasizing that Haryana offers a welcoming and conducive environment for their return.

Dr. Sharma made these remarks during the 18th Pravasi Bharatiya Divas convention in Bhubaneswar, Odisha. Haryana Government Extends Security Benefits to Agniveers: Minister Rao Narbir Singh

Chandigarh, January 10 – Haryana Sainik and Ardh Sainik Welfare Minister, Sh. Rao Narbir Singh, said that Haryana has become the first state in India to offer a security cover for Agniveers. Under the central government’s Agneepath scheme, which was launched on July 15, 2022, Agniveers have been recruited across all three branches of the armed forces – the Army, Navy, and Air Force. The scheme also stipulates that 25% of Agniveers will be regularized after their service.

The first batch of Agniveers is expected to complete their service in July 2026, while Haryana’s Cabinet has already taken a progressive step by implementing the Haryana Agniveer Policy 2024, ensuring robust security and welfare measures for Agniveers in the state.

The Minister Sh. Rao Narbir Singh revealed that during 2022-23, a total of 1,830 Agniveers were recruited into the Army, Navy, and Air Force, followed by around 2,215 Agniveers in 2023-24.

He further shared that as part of the state's commitment to Agniveers, a series of initiatives will be rolled out. These include a 10% horizontal reservation for Agniveers in the recruitment of police personnel, mining guards, jail wardens, and Special Police Officers (SPOs). Additionally, 5% reservation will be provided for direct recruitment in Group C posts, and 1% in Group A posts.

To support the Agniveers in their transition, the state will also provide a 5-year relaxation in the age limit for the first batch of Agniveers, along with exemption from the Common Eligibility Test. For those interested in self-employment or entrepreneurship, Agniveers will be eligible for loans of up to Rs 5 lakh. They will also receive priority in employment through the Haryana Skill Employment Corporation.

To further incentivize industries, the Haryana government will offer an annual subsidy of Rs 60,000 to those industries that hire Agniveers on a monthly salary of Rs 30,000 or more. In addition, Agniveers seeking careers in private security will be given priority in obtaining gun licenses.

Haryana RTS Commission orders strict action against officials for poor maintenance of Panchkula park

Imposes penalty of Rs. 5,000 on DO-cum-SDE (Civil) of PMDA, orders inquiry into other lapses

Chandigarh, January 10 - The Haryana Right to Service (RTS) Commission has taken strict notice of civic apathy and poor quality of infrastructure at Topiary Park, Sector 6 in Panchkula. The Commission has ordered strict action along with penalties on officials for negligence in work.

While giving this information here today, a spokesperson of the Commission said the action has been ordered after a field visit to the park was conducted by Sh. TC Gupta, Chief Commissioner of the Haryana Right to Service Commission and Sh. Jinson George Chacko, Consultant from the Commission along with other senior officers of various departments.

The team observed that the EPDM path in the park was laid only recently and despite having a 3 year warranty and constructed by importing the material, it got damaged within few months of its construction clearly indicating non-supervision during construction and possible corruption. It was ascertained that Sh. Ashok Rana, SE, Electrical, HSVP who was holding the charge of SE, Horticulture got this work executed and, therefore, CA, HSVP has been told to conduct an inquiry into it, fix responsibility for this lapse and send a report to the Commission by January 31, 2025. Since maintenance of park is a notified service, the construction of a substandard of EPDM path by spending public money amounts to non- maintenance of park and, therefore, the Commission will consider imposition of penalty on the concerned under whose supervision this EPDM path was laid.

The CA, HSVP, has been advised to identify the XEN responsible for installing the rainwater harvesting structure near the fountain which is of no use keeping in mind the topography of the park. He may consider recovering the amount of infructuous expenditure spent on its construction from him by issuing a chargesheet, the Commission said.

Regarding stormwater drainage, the SDE (Civil), MC, Panchkula, has been directed to ascertain whether a stormwater drainage system exists in front of the Gymkhana Club. Additionally, the SDE must provide details of any cleaning performed on the drainage system over the past two years (from October 2022 to October 2024), along with supporting documentation to substantiate the claims. The Commission directed XEN, Panchkula Metropolitan Development Authority (PMDA) to prepare a comprehensive stormwater drainage plan first to ensure that the water from outside does not enter the park and secondly to ensure that rain water in the park accumulates at places where rain water harvest structure has been put in place so that it can get discharged quickly.

The Chief Commissioner observed that the washrooms were in a dilapidated state and unfit for public use. In additional to general maintenance and cleanliness issues, the flush was found to be non-functional. The XEN (Horticulture), HSVP, has been directed to ensure their cleaning and provide photographs as proof after the cleaning. Further, under the powers conferred by Section 17(1)(h) of the Haryana Right to Service Act, 2014, the Commission has imposed a penalty of Rs. 2,500 for each washroom i.e. total amount of Rs. 5,000 to be deducted from the salary of the concerned XEN, SDE, or other responsible officials. XEN (Horticulture), PMDA is requested to conduct an inquiry and send a report to the Commission in this regard by January 17, 2025.

It was also complained by many residents that the park's musical system was being operated at the whims and fancies of the operator. In this regard, the XEN, PMDA has been advised to identify the person and display his name on the notice board in the park along with names of other officials responsible for maintenance of the park.

The Commission observed that Sh. Hardeep Malik, Advisor, Green Planning, PMDA had conducted various inspections of the park and issued inspection notes. It is clear from these inspection notes that the park is not being maintained properly rendering the concerned Designated Officer i.e. the SDE, responsible for non-maintenance of the park under the provisions of the Haryana Right to Service Act, 2014 (hereinafter referred to as the 'Act’). Therefore, the Commission, in exercise of its powers vested in it under Section 17(1)(h) of the Act, imposed a token penalty of Rs. 5,000 on Sh. Ram Kumar, DO-cum-SDE (Civil), PMDA. The CEO, PMDA has been requested to ensure the deduction of this amount from his salary of January, 2025 to be paid in February, 2025 and deposit the same in the State Treasury.

The Commission further said that all-round lapses have been observed in the maintenance of this park. The Commission is not satisfied with the performance of duties by the FGRA-cum-XEN and SGRA-cum-SE. Therefore, notices under Regulation 10 of the Haryana Right to Service Commission (Management) Regulations, 2015 have been issued to Sh. N.K. Payal, XEN, PMDA and Sh. Rajiv Sharma, SE, PMDA, to explain why disciplinary action should be not recommended against them. They have been directed to send replies in this regard by January 20, 2025.

Haryana Allocates ₹216.25 Crore for Gaushala Operations, Announces Benefits: Shravan Kumar Garg

Chandigarh, December 10 – Chairman of the Haryana Gau Seva Aayog, Sh. Shravan Kumar Garg, said that the state government has allocated Rs. 216.25 crore for the operation of gaushalas. Additionally, the electricity rate for gaushalas has been set at Rs. 2 per unit. He also said that no fees are charged for the registration of land related to gaushalas, nor is any property tax or requirement for a Change of Land Use (CLU) certificate applicable.

Sh. Garg shared this information following a surprise inspection of gaushalas in Ambala today. He inspected the Gau Seva Trust Gaushala and the Keval Krishna Miglani Gaushala on Spatu Road in Ambala city, reviewing the facilities and arrangements for the cattle.

The primary objective of these inspections, according to Garg, is to ensure that gaushala management is effectively implementing proper care for the cattle. He emphasized the importance of maintaining cleanliness and adequate care, especially during the cold and rainy seasons.

Sh. Garg said that there are approximately 5,993 cattle housed across 13 gaushalas in the Ambala district. He dismissed recent media reports of cattle deaths due to cold as baseless, clarifying that the cattle deaths reported were natural. For instance, in the Keval Krishna Miglani Gaushala, only three cattle deaths occurred in the past one and a half months, all due to natural causes.

Committee Formed to Review Cattle Deaths Due to Cold in Kaithal

Chandigarh, January 10 – Taking cognizance of the deaths of cows in a gaushala on Jind Road in Kaithal, Deputy Commissioner Ms. Preeti has formed a committee to oversee the management and welfare of the cattle. The committee will be chaired by the Executive Engineer of the Panchayati Raj department, with members including a representative nominated by the District Municipal Commissioner, the Deputy Director of the Animal Husbandry and Dairy Department, and the head of the concerned gaushala.

The Deputy Commissioner has directed the committee to conduct joint inspections of the site and ensure the provision of essential facilities and adequate arrangements for the care of the cattle. The goal is to ensure that the cattle receive proper care and their needs are adequately met. The committee has been directed to submit a detailed report to the Deputy Commissioner's office every 48 hours, ensuring regular monitoring and prompt action.

World Bank Mission Reviews Progress of Atal Jal Project in Haryana

Chandigarh, January 10 – A meeting was held today in Chandigarh to review the progress of the Atal Bhujal Yojana (Atal Jal) project in Haryana. The meeting was attended by senior officials from various departments, the State Project Management Unit (SPMU), District Project Management Units (DPMUs), and District Implementation Partners (DIP), including key stakeholders.

Dr. Satbir Singh Kadian, Engineer In Chief, Irrigation and Water Resources Haryana who is also as Project Director, presented the progress report of the Atal Bhujal Yojana and provided a comprehensive snapshot of the achievements under the scheme.

On this occasion, Mr. Satya Priya, TTL from the World Bank, acknowledged the achievements under DLI-5 and emphasized the importance of its sustainability. He also encouraged further comparative studies on the effects of water levels, advanced training programs, and strong IEC activities. Notably, he suggested the development of a detailed training plan for 2025 with a focus on groundwater management and module preparation. Mr. Pratul Saxena, PD, NPMU, New Delhi, stressed the timely use of incentive funds and urged SPMU and line departments to prioritize achieving DLI-5 while ensuring adherence to financial timelines. Mr. M.K. Goyal, State Coordinator, World Bank, presented an analysis of Haryana’s data on the MIS portal, guiding future project strategies. Mr. Sujeet Kumar Sinha, NTS Team Leader from NPMU, advocated for the adoption of additional water-saving methods like crop diversification, mulching, and micro-irrigation to effectively meet water demands. Ms. Neeti Nayar, Deputy Director, NPMU, highlighted the increasing awareness at the grassroots level regarding groundwater management and its role in ensuring sustainability.

During the meeting, various officials shared their perspectives on the implementation of the Atal Bhujal Yojana and highlighted the progress achieved in their respective domains. The meeting emphasized the need for collective efforts and collaboration to ensure the successful implementation of the Atal Bhujal Yojana in Haryana. Under the recommendations of the World Bank and NPMU, emphasis was placed on sustainability, capacity building, and the adoption of innovative water-saving technologies. A strategic work plan for 2025 was also laid out.

Following the meeting, representatives from the National Program Management Unit (NPMU) and the World Bank Mission held a detailed discussion with Additional Chief Secretary Mr. Anurag Aggarwal and Chairperson of Haryana Water Resources Authority (HWRA) Mrs. Keshni Anand Arora. The focus was on refining and enhancing the implementation strategies for the Atal Bhujal Yojana in the state.

Central Minister Manohar Lal Addresses Media in Karnal, Highlights Initiatives for Farmers and Women Empowerment

Chandigarh, January 10 – During a media interaction in Karnal, The Union Minister of Power and Housing & Urban Affairs Shri Manohar Lal, emphasized the continuous efforts of both the union and state governments to improve the economic conditions of farmers. He said that both governments have consistently worked towards the welfare of farmers by introducing various schemes aimed at strengthening their financial position. The Minister further said that if any issues arise concerning farmers, solutions can be found through dialogue and cooperation. He assured that the central government remains dedicated to addressing such concerns.

In response to another query, the Minister shared that the Beti Bachao Beti Padhao campaign is yielding positive results in Haryana, with noticeable improvements in the declining sex ratio. He stressed that social and religious organizations must take the lead in raising awareness and bringing about a change in societal attitudes.

On the topic of upcoming local body elections, Union Minister Mr. Manohar Lal responded confidently, saying that the Bharatiya Janata Party (BJP) takes all elections, big or small, with utmost seriousness. He assured that the party is fully prepared for the elections, which are expected to be concluded by the end of March, following the Delhi elections. He further added that in the ongoing Delhi elections, the BJP is in a favorable position and progressing towards forming a government. As the elections progress, the public mood will become clearer, he remarked.

The Union Minister Mr. Manohar Lal also inaugurated three projects under the Smart City Karnal initiative, which collectively cost approximately Rs 59 crore. Among the key projects was the inauguration of an Indoor Sports Complex, which was built at a cost of about Rs 44 crore. This complex features the first-ever international Olympic standard swimming pool in Haryana. The Minister said that this pool would benefit athletes not only from Haryana but from across the country. He stressed the importance of providing modern facilities to athletes in various sports, especially in disciplines like wrestling, kabaddi, and swimming, which are particularly popular among Haryana’s youth.

He said that while many village youths learn swimming informally in village ponds, it is essential to provide state-of-the-art sports facilities for their development in the changing times. The swimming pool at the Karnal Indoor Sports Complex will serve as a landmark for swimmers and athletes, offering them an opportunity to train in world-class conditions.

Encouraged by the success of the two-day employee capacity building programme organized in Chandigarh for the employees of the Haryana Vidhan Sabha, Speaker Sh. Harvinder Kalyan has planned to expand these training programmes. In this regard, he held a meeting with senior officials of the Lok Sabha Secretariat immediately after the programme. During the meeting, along with reviewing the programme, point-wise discussion was held to make it more comprehensive in future.

During a discussion with senior officials, including Lok Sabha's Director of Parliamentary Research and Training Institute for Democracies (PRIDE) Juby Amar and Deputy Secretary Sunil Minocha, it was decided that short-term courses should be prepared to enhance the work skills of the employees of the Haryana Vidhan Sabha. The Speaker said the employees have not only been trained well but have also been encouraged to work with new energy with the way the subjects were presented in the two-day programme. It is necessary that this enthusiasm should remain intact, he added.

He said the employees have shown a lot of interest in learning the nuances of file work related to noting and drafting. Kalyan said the subjects related to office procedure, record management and manuals are of utmost importance. In the changing perspective, we have to work more on this. There is a need to work extensively on the functioning of committees in future training programmes. He said although the reports of study tours of committees in Haryana Legislative Assembly are being prepared in a legal manner, there is a need to make their drafting more meaningful and useful.

Sh. Kalyan said in the future training sessions, special attention will be paid to the drafting of questions coming for the Question Hour. The role of Research and Reference Division of the Legislative Assembly will also be enhanced. With this, the members will be able to get information about their work at a fast pace. It is also necessary to improve the functioning of the legal cell. Similarly, special courses should be prepared on the work of the establishment branch and following protocol and etiquette while dealing with the members. Security has always been a serious issue. High standards of security have been implemented in the Indian Parliament. Training on security will not only facilitate the entry of visitors, there will also be no apprehension of any anti-social activities taking place, he added.
