SAS Nagar (Mohali), March 6:In a move aimed at further making Sahibzada Ajit Nagar (Mohali) a safe and crime free city, the Punjab Chief Minister Bhagwant Singh Mann on Thursday inaugurated Phase-I of the City Surveillance and Traffic Management developed at a cost of Rs 21.60 crore.

The Chief Minister said that this is a significant step towards enhancing urban surveillance and traffic management. He said that this state-of-the-art system aims to improve public safety, curb traffic violations and ensure effective law enforcement through advanced AI-based surveillance and traffic monitoring systems. Bhagwant Singh Mann said that developed at a total cost of Rs 21.60 crore this system with the ICCC (Integrated Command and Control Center) situated at Sector-79, Mohali integrates 351 high-resolution CCTV cameras operational at 17 critical junctions across Mohali.

The Chief Minister said that this system is designed to streamline traffic management, enhance public security and support law enforcement efforts. He said that this system includes 175 Automatic Number Plate Recognition (ANPR) cameras, 50 Red Light Violation Detection (RLVD) cameras, 92 Bullet Cameras for general surveillance, 18 PTZ (Pan, Tilt, and Zoom) Cameras for enhanced monitoring and Speed Violation Detection systems at two key locations with 16 cameras. Bhagwant Singh Mann said that key feature of this initiative is the automated e-challan system, seamlessly integrated with NIC's VAHAN and SARATHI databases.

The Chief Minister said that this enables automatic generation of e-challans for violations such as red-light jumping, overspeeding, triple riding, wrong-side driving, helmet-less riding and stop line/zebra crossing violations. He said that on an average, the system generates between 5,000 to 6,000 challans per day, significantly improving traffic enforcement and compliance. Bhagwant Singh Mann said that after the successful installation of Phase 1, the Punjab Government is now planning Phase 2 of the project covering additional locations across the district, significantly enhancing the city's surveillance network.

The Chief Minister said that the focus is that Strategic locations will be equipped with advanced CCTV surveillance, major traffic junctions will feature AI-driven with Adaptive Traffic Control Systems (ATCS) and Vehicle Actuated Control (VAC). He said that additionally, Smart Traffic Lights will be introduced, adapting to real-time traffic flow for optimized vehicle movement and reduced congestion. Bhagwant Singh Mann further said that unified traffic corridors will also be created, ensuring smoother transit across Mohali, Kharar, Zirakpur and Derabassi.

The Chief Minister said that the ICCC project represents a major milestone in urban security and smart traffic management. He said that given Mohali's rapid expansion as a commercial, IT and residential hub, this initiative will play a crucial role in maintaining law and order, ensuring seamless traffic flow and enhancing public safety. Bhagwant Singh Mann said that Punjab government is committed to leveraging cutting-edge technology to build safer and smarter cities, setting new benchmarks in urban governance and security.

After laying the foundation stone for Sri Sukhmani Institute of Medical Sciences and Research today, the Chief Minister emphasized that healthcare is the backbone of any prosperous society, and the state government is leaving no stone unturned in strengthening it. He stated that a robust medical education system not only produces skilled doctors but also establishes a strong healthcare infrastructure to meet the needs of the people. The Chief Minister mentioned that the state government is setting up medical colleges across different districts, allowing students to pursue medical education within Punjab itself.

Discussing advancements in the healthcare sector, the Chief Minister pointed out that 881 Aam Aadmi Clinics have been established across Punjab, bringing about a revolution in the state’s healthcare system.

Referring to the new medical college in Dera Bassi, he noted that this will be the second medical college in Mohali district, with the first being Dr. B.R. Ambedkar State Institute of Medical Sciences in Mohali. Underlining the significance of medical colleges, Bhagwant Singh Mann stated that laying the foundation stone is not just about constructing a building, but about achieving another milestone towards a ‘Sehatmand Punjab’. The establishment of this institution will provide quality healthcare services to the local population while also increasing MBBS seats for students to pursue medical education.

During the event, the Chief Minister also extended his best wishes to students participating in LAMHA-2025, a program organized by Sri Sukhmani Institute featuring various competitions. He emphasized that youth festivals play a crucial role in the overall personality development of young individuals. He shared that his own participation in such festivals helped him succeed both as an artist and now as a politician. He encouraged students to make the most of these platforms for their personal growth.

Reminiscing about his college days, the Chief Minister recalled how he actively participated in various youth festivals and won trophies for his college. He said, “Winning has always been my passion, and I have always maintained a positive mindset to achieve victory.” He advised students to avoid negative influences and stay focused on their goals while working hard, as dedication and perseverance are the keys to success.

Comparing runways at airports that facilitate a smooth takeoff for airplanes, Mann remarked that the state government is similarly creating opportunities for youth to realize their dreams. Addressing the gathering after launching City Surveillance and Management System, the Chief Minister said that the state government has launched major crackdown against drugs. He said that this meticulously planned campaign has been launched to snap the supply line of drugs, put the drug peddler behind the bars and ensure the rehabilitation of drug addicts. Bhagwant Singh Mann profusely thanked the people for giving overwhelming response to the anti-drug campaign but he said that this war cannot be won without the active support of people.

The Chief Minister urged the people to share information about the drug smugglers who are involved in heinous crime of smuggling of drugs adding that exemplary action will be ensured against them. He said that the properties of the drug smugglers acquired through drug money is being razed/ confiscated as a part of the mega drive launched by the state government. Bhagwant Singh Mann said that the drive against drugs will continue till a single ounce of this scourge is present in the state.

Listing the pro-people initiatives taken by the state government, the Chief Minister said that more than 51000 youth have got government jobs, 90% households are getting zero bill, more that 2.5 crore people have got free treatment in Aam Aadmi Clinics besides others. He said that apart from fulfilling all the guarantees promised to people the state government has also done several works which were never promised to them. Bhagwant Singh Mann said that they are here to serve the people and are not from political background due to which they are fulfilling every word made to people.

The Chief Minister said that the state Government has launched first of its kind initiative in the country, a dedicated Sadak Surakhya Force to ensure enhanced security and to save precious lives on the state and National Highways. He said that specially trained, freshly recruited 1597 personnel including girls are acting as the backbone to this force, who have been provided with the latest, fully equipped 144 vehicles and since its launch in February last year the state has witnessed a 48.10% reduction in casualties due to accidents. Bhagwant Singh Mann said that several other states and even the Government of India has hailed this out of the box initiative of the state government.

The Chief Minister said that health, education, power, water and infrastructure along with law and order are the top priorities of his government. He said that no stone is being left unturned to ensure the holistic development of the state and progress of its people. Bhagwant Singh Mann said that every effort is being made to make Punjab a front runner state in the country.

The Chief Minister said that it is a moment of immense pride and satisfaction that this scheme has been launched in the city. He said that this scheme will be soon replicated in all other cities of the state so that people are immensely benefitted from it. Bhagwant Singh Mann said that all out efforts are being made to ensure safety, security and protection of the people.

The Chief Minister urged the people to become responsible citizens by following road safety rules as it was in larger public interest. He asked them to take a pledge for following the traffic rules so that their life can be saved. Bhagwant Singh Mann said that every effort is being made to facilitate the people and no stone will be left unturned for this Nobel cause.

Information about shelter homes and welfare schemes will also be provided.

A state-of-the-art control room in Chandigarh will manage call traffic, provide information on women-centric programs, and generate reports for monitoring and evaluation.

Reaffirming the government's commitment to protecting the rights of women and children, Dr. Baljit Kaur said, "'Project Hifazat' ensures that no victim remains unheard or unsupported. This initiative will create a safer environment and empower victims to rebuild their lives with dignity."

The Minister urged citizens to report any cases of violence against women and children by calling helpline numbers 181 and 1098. By strengthening legal and social support, 'Project Hifazat' aims to improve the implementation of key laws, including the Domestic Violence Act and the POCSO Act, ensuring a safer and more just society.

Chandigarh, March 6:On the eve of International Women's Day, Punjab's Minister for Social Security, Women, and Child Development, Dr. Baljit Kaur, launched 'Project Hifazat' today. The initiative aims to strengthen the response mechanism for victims of violence against women and children. Launched under the Punjab government's mission to ensure the safety and dignity of all, this project will enhance last-mile connectivity with victims and provide an integrated support system.

Addressing the event at MGSIPAP, Sector 26, Dr. Baljit Kaur emphasized that the launch of 'Project Hifazat' aims to eliminate the fear that prevents women from reporting domestic violence, workplace harassment, or any other form of abuse. She urged all women in Punjab to save the emergency helpline number 181 in their mobile contacts to tackle the emergency situation.

Dr. Baljit Kaur stated that Chief Minister Bhagwant Singh Mann envisions transforming Punjab into a vibrant and progressive state. She emphasized that this vision can only be realized when women in the state can live their lives without fear. She affirmed that 'Project Hifazat' will play a crucial role in achieving this goal.

Highlighting the need for a well-structured and efficient support system, the Minister noted that despite various initiatives, challenges remain in providing timely assistance. "'Project Hifazat' has been designed to streamline coordination among different departments and agencies, ensuring immediate support for victims," she added.

Dr. Baljit Kaur further elaborated that under Mission Shakti and Mission Vatsalya, the 24x7 Women and Child Helpline will serve as the backbone of 'Project Hifazat.' The helpline will ensure access to both emergency and non-emergency services, providing immediate assistance and guidance to women and children in distress. Calls will be categorized as emergency, non-emergency, or informational, with emergency cases promptly transferred to the Emergency Response Support System (ERSS-112).

Yudh Nashian Virudh: No One Involved In Drug Trade Will Be Spared, Regardless Of Position Or Influence- Harpal Singh Cheema

530 FIRs registered, 697 individuals arrested from March 1 to March 5

Chandigarh, March 6-The Chairman of the Yudh Nashian Virudh Cabinet Sub-Committee, Finance Minister Harpal Singh Cheema, declared on Friday that as the decisive war for complete eradication of drugs from the state has been gaining momentum the Chief Minister Bhagwant Singh Mann led Punjab government has adopted a stringent zero-tolerance policy against individuals involved in drug trafficking. He warned that that no one involved in this scourge or attempting to shield offenders will be spared, regardless of their position or influence.

In a press communiqué issued here following a two-day whirlwind tour of districts Rupnagar, SBS Nagar, Gurdaspur, Pathankot, and Tarn Taran to boost the Yudh Nashian Virudh Campaign across the state, Finance Minister Harpal Singh Cheema revealed that 530 FIRs have been registered, 697 individuals arrested, and narcotics including 42 KG of heroin, 15 KG of opium, and 41,027 medical drugs have been seized in the state from March 1 to March 5 under the Yudh Nashian Virudh campaign.

The Finance Minister highlighted various activities being conducted in the state, including cordon and search operations of hotspots under the supervision of senior police officials, checking of jails for mobile phones, checking of chemist shops, and raids on known smugglers, drug traffickers, and couriers. Additionally, public participation is being encouraged through meetings with students in urban and rural schools and colleges, and organizing Sampark meetings under the anti-drug campaign. Finance Minister Cheema said that the authorities have been directed to intensify their efforts against the sale of banned drugs also, emphasizing the crucial role of drug inspectors in this endeavor.

The Finance Minister said that while the conviction rate in NDPS cases was 58 percent during the previous Congress government, it has increased to 86 percent over the last three years under the AAP-led state government, with a goal to reach 100 percent. He highlighted SBS Nagar's impressive 99 percent and Rupnagar’s 95 percent conviction rate.

Finance Minister Harpal Singh Cheema also launched a scathing attack on the previous SAD-BJP and Congress-led state governments, stating that the synthetic drug "Chitta" was unheard of before the SAD-BJP regime took power from 2007 to 2017. He criticized Captain Amarinder Singh's symbolic oath taking at Sr Talwandi Sabo, calling it ineffective in tackling the drug issue during his tenure. Furthermore, Cheema pointed out that Chief Minister Charanjit Singh Channi also failed to make a significant impact in curbing the drug menace in the state.
