Chandigarh February 24: Haryana Chief Minister, Sh Nayab Singh Saini said that the faith of the people in the public welfare policies of Prime Minister Sh Narendra Modi has grown stronger. This trust has led to the formation of the BJP government for the third consecutive term at both the Center and in Haryana. He emphasized that the government is committed to transparency, fulfilling the people’s expectations. Now, with the formation of the triple-engine government in the state, development works will be undertaken at three times the speed, he added.

The Chief Minister was addressing a program organized in Rohtak on Monday.

He said that as soon as the present state government assumed office, appointment letters were given to 25,000 youth selected on merit basis without any Kharchi-Parchi (Bribe or Recommendation) as promised in the Sankalp Patra. Within the first 100 days of its remarkable development, the government introduced free dialysis services for kidney patients in the state, fulfilling a commitment made in the Sankalp Patra. Additionally, under the Har Ghar-Har Grihini Yojana, women from households with an annual income of less than Rs 1.80 lakh are being provided gas cylinders at a cost of just Rs 500, benefiting approximately 15 lakh families. He said that officials have been instructed to ensure that eligible families get the benefits of this scheme.

The Chief Minister said that the government has decided to grant ownership rights to farmers who have been cultivating land for a long time but have been deprived of such rights. Similarly, individuals who have built homes on panchayat land for over 20 years will also be granted ownership rights, a decision that has brought significant relief to the people. He said that Haryana is the first state in the country where all crops are being purchased at MSP. While considering the demand of commission agents (Arhtiyas) for an increase in commission, the government has raised it from Rs 40 to Rs 55 per quintal, resulting in Rs 309 crore being transferred to their accounts. He also highlighted that under the PM Surya Ghar Muft Bijli Yojana, solar panels of up to 2 kilowatts are being installed in the homes of poor and eligible families. He said that solar panels of 2-kilowatt have already been installed in the homes of more than 12,500 families in the state. Under this scheme, the central government provides a subsidy of Rs 80,000, while the remaining amount is covered by the Haryana government.

The Chief Minister stated that the government has increased the pension of Matribhasha Satyagrahis from Rs 15,000 to Rs 20,000. He emphasized that the government’s objective is to ensure that poor families face no hardships and in the same series HAPPY Card Scheme has been introduced to facilitate smooth transportation in the state. HAPPY Cards are being issued to families with an annual income of upto Rs 1 lakh or less. So far, 30 to 35 lakh people in the state have distributed HAPPY Cards, allowing card holders to travel up to 1,000 kilometers for free in Haryana Roadways buses for one year. The Chief Minister further stated that, recognizing the faith and belief of poor families, the government has launched the Mukhya Mantri Teerth Darshan Yojana. Under this scheme, free travel arrangements have been made for people to visit Ayodhya in Haryana Roadways buses. Similarly, the government has sent buses from every district to Kumbh. The Chief Minister said that the government is dedicated to the all-round development of the state.

Chandigarh, Feb 24 – Emphasizing the vision of a strong and prosperous farmer as the cornerstone of a self-reliant India, Prime Minister Sh Narendra Modi today released the 19th installment of the PM Kisan Samman Nidhi, benefiting farmers across the country, during an event held in Bhagalpur, Bihar. As part of this initiative, approximately Rs 360 crore was credited to the bank accounts of 16.38 lakh farmers in Haryana.

To mark this occasion, a state-level Kisan Samman Samaroh was organized in Jhajjar district, where Haryana Chief Minister Sh Nayab Singh Saini participated as the chief guest.

Speaking on this occasion, Chief Minister Sh Nayab Singh Saini urged farmers to adopt innovative techniques and modern practices to commercialize agriculture. He said that farmers should take charge of marketing their products to enhance profitability. He also encouraged farmers to transition towards organic and natural farming, ensuring the optimal use of resources for a more prosperous agricultural future. He also urged them to strengthen financial position by taking maximum benefits of government schemes.

Chief Minister said that Rs 17.41 crore had been deposited into the accounts of 77,000 farmers from Jhajjar district today. Earlier, Rs 6,203 crore has been disbursed in 18 installments to approximately 20 lakh farmers across Haryana.

Central Government has launched several schemes to make agriculture profitable and for the economic upliftment of farmers

The Chief Minister said that Prime Minister Sh Narendra Modi, recognizing the economic challenges faced by small and marginal farmers, launched the Pradhan Mantri Kisan Samman Nidhi scheme on February 24, 2019. Under this scheme, small and marginal farmers receive financial assistance of Rs 6,000 annually, distributed in three equal installments. To further enhance the profitability of agriculture and uplift farmers economically, the central government has introduced several other key initiatives, including the Pradhan Mantri Fasal Bima Yojana, Kisan Credit Card Yojana, Pradhan Mantri Kisan Mandhan Yojana, Pashudhan Bima Yojana, Soil Health Card Yojana and Traditional Agriculture Development Scheme.

The Chief Minister highlighted that Prime Minister Sh Narendra Modi has mentioned four key pillars—farmers, poor, women, and youth—to achieve the vision of a developed India by 2047. The Prime Minister firmly believes that the nation's prosperity is incomplete without the prosperity of farmers. To realize this vision, the Haryana government is continuously working towards improving the financial conditions of farmers and making agriculture more profitable. The state government is also effectively implementing various central government schemes, which reflect the commitment of the "double engine government."

He further said that before 2014, the country's agriculture budget was Rs 24,000 crore, which has now increased to Rs 1,26,000 crore under the leadership of Prime Minister Sh Narendra Modi. Over the past decade, a range of schemes have been launched to connect farmers with new technologies, provide better facilities, increase production, and ensure fair prices for their produce. One such initiative, the Namo Drone Didi Yojana, allows for easy spraying of fertilizers in the fields, significantly benefiting farmers by streamlining these essential tasks.

Haryana government promoting natural farming

Sh Nayab Singh Saini said that the Haryana government is actively promoting organic farming to ensure sustainable agricultural practices. As part of this initiative, approximately 24,000 farmers have registered on the 'Natural Farming Portal'. Of these, around 10,000 farmers are practicing natural farming on 15,170 acres of land. To further support this transition, training centers have been established in Gurukul Kurukshetra, Gharaunda (Karnal), Hameti (Jind), and Mangiana (Sirsa), where progressive farmers are being educated about the benefits and techniques of natural farming.

Haryana is the first state to procure all crops at MSP

The Chief Minister said that Haryana has become the first state in the country to buy 24 different crops at the Minimum Support Price (MSP). In the last nine seasons, the government has deposited a remarkable Rs 1,25,000 crore into the accounts of 12 lakh farmers for the purchase of crops at MSP through the e-procurement portal, directly benefiting the farming community.

To address the challenges faced by farmers due to a delayed monsoon last year, which increased the cost of sowing Kharif crops, the government has provided a bonus of Rs 1,345 crore. This bonus, given at the rate of Rs 2,000 per acre for all Kharif crops, has been a significant relief for farmers, helping to offset the additional expenses incurred.

The Chief Minister highlighted that the government has successfully restored trust between tenant farmers and landowners. Previously, there were frequent disputes over land possession and compensation. However, the implementation of the Agricultural Land Lease Act has eradicated these disputes. In addition, the government has granted ownership rights to tenant farmers who have been occupying Shamlat land for over 20 years, providing them with legal recognition and stability.

He said that the government has made a compensation policy for high tension electricity lines passing through the fields. The policy ensures compensation at 200% of the market rate for land located in the tower area and 30% of the market rate for land under the electricity lines, ensuring fair compensation for affected farmers. For water conservation, the Haryana government is providing financial assistance to farmers at the rate of Rs 7000 per acre for growing alternative crops instead of paddy under the 'Mera Pani-Meri Virasat' scheme. Under this scheme, financial assistance of Rs 148 crore was deposited in the accounts of 1.29 lakh farmers.

Former Agriculture Minister Sh Om Prakash Dhankhar praised the continuous efforts of the Haryana government for the welfare of farmers under the leadership of Chief Minister Sh Nayab Singh Saini. He highlighted that Haryana is the first state in the country to purchase all crops from farmers at the Minimum Support Price (MSP). He also said that schemes like Bhavantar Bharpai have been implemented to shield farmers from risks and ensure their financial security. He further said that the region around Jhajjar faces waterlogging issues, but this area holds great potential for fish farming. He suggested that efforts should be made towards establishing a Center of Excellence for Ornamental Fish Farming to tap into this potential and provide farmers with additional avenues for income generation.

On this occasion, BJP State President Sh Mohan Lal Badauli, MLA Sh. Rajesh Joon and a large number of farmers were also present.

Additionally, he strongly opposed societal evils such as Sati Pratha, ostentation, untouchability, and others, advocating for societal awareness to eliminate these practices.

Krishan Kumar Bedi shared these remarks at a program organized by Arya Pratinidhi Sabha Haryana at Arya Senior Secondary School, Narwana, in celebration of Maharishi Dayanand Saraswati's birth anniversary and Bodh Utsav. The Cabinet Minister inaugurated the event by lighting the traditional lamp.

Sh. Krishan Kumar Bedi stated that Maharishi Dayanand Saraswati founded Arya Samaj and advocated for social equality and harmony among the masses. He initiated a social revolution by establishing orphanages and widows' homes, while also championing education, particularly for girls and women, throughout his life. Maharishi Dayaand emphasized in his Jan Jagran that Om is the supreme religion for humanity, the Vedic tradition represents the greatest civilization, Hindi is the sacred language, and Aryavart is the greatest identity. He urged individuals to acquire Vedic knowledge, adopt the best way of life, and spread wisdom throughout their lives.

The Cabinet Minister said that Maharishi Dayanand Saraswati faced numerous struggles in his efforts to bring about societal change. He highlighted that the Arya Samaj has produced many educated individuals who are actively working to promote education in society. Sh. Bedi emphasized that all schools should organize similar programs to ensure that future generations gain knowledge about our history, saints, sages, and the great individuals born in the country.

*State Election Commissioner hold meeting with representatives of political parties*

Chandigarh, February 24-Haryana State Election Commissioner, Sh. Dhanpat Singh, said that all political parties and candidates must strictly adhere to the Model Code of Conduct during the Municipal elections. He stressed the importance of cooperation from all political parties and candidates to ensure that the elections are conducted in a fair, peaceful, and transparent manner.

State Election Commissioner Sh Dhanpat Singh made these remarks during a meeting with representatives of political parties at Nirvachan Sadan in Panchkula on Monday.

Sh. Dhanpat Singh stated that no political party or candidate should engage in activities that create division, hatred, or tension among different communities, castes, or religions. He emphasized that caste or communal appeals should not be made to secure votes. Additionally, he urged that no candidate or party should use religious places, such as temples, mosques, churches, gurudwaras, or other places of worship, for election campaigns.

He emphasized that the Prevention of Defacement of Public Property Act must be adhered to. Additionally, candidates and political parties should not use private land or buildings without the owner’s permission for activities such as hoisting flags, putting up banners, pasting notices, or writing slogans. Campaigning will conclude at 6 PM on February 28. Bribing, threatening, intimidating, or offering any other form of inducement to voters is a legal offense. If any candidate or worker is found engaging in such activities , the District Administration or State Election Commission will take strict legal action. On voting day, no political party or candidate should transport voters to the polling booths in their vehicles.

Sh Dhanpat Singh said that political meetings should only be held at locations designated by the administration. All political parties, candidates, and their supporters must ensure mutual respect and harmony throughout the election process. He said that general, police, and expenditure observers have been appointed to ensure that the civic elections are conducted in a free, fair, transparent, and peaceful manner. Adequate police force will be deployed for security. Sensitive and highly sensitive polling booths will be identified, and additional police personnel will be deployed at these locations.

In the meeting, the representatives of political parties present several suggestions to State Election Commissioner Sh Dhanpat Singh. They requested that clear guidelines be issued regarding the 100-meter radius limit around polling stations. The party representatives also suggested that the administration should not remove promotional material from the homes of individuals who have given their consent for it to be displayed. On polling day, there should be proper arrangements for keeping the mobile phones of election agents at the polling booths. They further proposed that during the vote counting, the seating arrangement for the counting agents of political parties and contesting candidates should allow them to clearly view the number of votes on the EVMs. Additionally, they requested that Form No. 17 or 18 (as applicable) be provided to election agents immediately after the completion of voting. The State Election Commissioner Sh Dhanpat Singh assured the political party representatives that necessary instructions would be issued to all returning officers in this regard.
