President launches 'Spiritual Education Project for Holistic Well-being' in Hisar

Chandigarh, March 10 - President of India Smt. Droupadi Murmu launched the 'Spiritual Education Project for Holistic Well-being' on the occasion of Golden Jubilee celebrations of Prajapita Brahmakumari Ishwariya Vishwavidyalaya in Hisar. On this occasion, she underlined the importance of spirituality and emphasized its role in the all-round development of society. She extended her heartfelt congratulations and best wishes to all for organizing this event.

The President said in his address that the power of the blessings of Pitashree Prajapita Brahma Baba is present at the root of the success of the journey of 50 years. The President paid obeisance to the sacred spiritual energy of Prajapita Brahma Baba and said all of you have made an invaluable contribution to the institution and society through your centre on the strength of sacrifice and penance. Due to your efforts, the paths of physical, psychological and spiritual progress have opened up for the people.

The President said that on coming to Haryana, the message of Shrimad Bhagavad Gita comes to mind. Yogeshwar Shri Krishna had told the characteristics of a person of steady wisdom, taught to maintain equanimity in every situation, and inspired to do work with full devotion without paying any attention to the result of the work. Just as the Pandavas had the challenge of the Kauravas, similarly every person has the challenge of negative tendencies and adverse circumstances inside and outside. Just as Arjuna was filled with positive energy on the strength of the teachings of the Gita, similarly every person should infuse spiritual energy within himself to face the battle of life and win it.

The President said that spirituality rises above man-made boundaries and connects the entire humanity in one thread. The social, economic, scientific, cultural, political or any other type of system built on spiritual basis remains ethical and sustainable. On the strength of spirituality, today Brahma Kumari centres are imparting social and economic education in about 150 countries of the world.

Addressing the programme, the President said I have been told that the name of the building of this auditorium is Peace Palace. This name of the building is very meaningful. With the name of this building, I remembered a small book by the great Russian writer and thinker Tolstoy, which has been translated into many languages. The Hindi version of that book is named 'Vaikunth Tumhare Hriday Mein Hai'. Father of the Nation Mahatma Gandhi used to mention this book with respect. Vaikunth i.e. Paradise is the abode of supreme peace and bliss. The aim of a person walking on the path of spirituality is to attain that inner experience, where a person feels deep peace, free from attachment-hatred, beyond fear and desire. Shanti-Bhavan, Shanti-Kunj or Shanti-Prasad exists within the person who has attained a high spiritual level. The aim of achieving holistic well-being on the basis of spiritual education is to create such a holistic lifestyle that provides inner peace.

She said Brahma Kumari Sansthan is actively contributing in many campaigns of national service and social service. By contributing to the virtuous work of environmental conservation like Drug Free India Campaign, national programmes related to water conservation, efforts for women empowerment and 'Ek Ped Maa Ke Naam', you all have used your spiritual energy in a planned manner in the interest of the nation and society.

Earlier, Haryana Governor Sh. Bandaru Dattatraya welcomed President Smt. Droupadi Murmu on her arrival in Haryana. He said Brahma Kumari is majorly a women organization. This organization has worked for the welfare of the people. The organization has played an important role in bringing change in the lives of people.

The Governor said the Brahma Kumari Sansthan has done welfare work in many areas of education, health and society. More than 25,000 Rajyogis are working for the betterment of the society by dedicating their lives. Brahma Kumaris are teaching mental peace and work to take the society forward.

Chandigarh, March 10 - More than half of the students who received PhD degrees and other medals are girls, which is a proof of the development of not only Haryana but the whole India. Today, more than 75 per cent of the students who received gold medals are girls and it is a matter of satisfaction and pride that our daughters are progressing in diverse fields, including agriculture and allied sciences. Students should enlighten the society and the country with the light of their knowledge.

This was stated by President of India Smt. Droupadi Murmu while addressing the students as the chief guest at the 6th convocation organized in the auditorium of Guru Jambheshwar University of Science and Technology, Hisar on Monday.

Earlier, at Maharaja Agrasen Airport, Governor Sh. Bandaru Dattatraya welcomed President Smt. Droupadi Murmu by presenting her a bouquet on behalf of the people of the state. On reaching the university, the President first planted a sapling and gave the message of environmental protection.

The President and other guests inaugurated the programme by lighting a lamp in front of Maa Sharda. During the ceremony, Governor Bandaru Dattatraya honoured Sh. Indresh Kumar with an honorary degree for his important contribution to environment and social unity.

Smt. Droupadi Murmu said in her address that the role of women is constantly increasing in the development of our country and society. Guru Jambheshwar ji was a great saint and philosopher. He was a supporter of scientific thinking and environmental protection. He believed that protecting nature, having compassion and kindness towards all living beings and providing them protection is the moral duty of a man.

Smt. Droupadi Murmu said in the 30-year journey of the university, the students and faculty members here have achieved many important milestones in various research projects. Special departments have been created here for incubation, start-ups and patent filing research projects. All these efforts will prove helpful in establishing India as a global knowledge superpower by developing the spirit of innovation and entrepreneurship among the students here. For the balanced and sustainable development of the country, it is also necessary that the benefits of education and technology reach every village. Higher education institutions like Guru Jambheshwar University have a very important role.

The President said students should also tell the people of their village and city about the importance of education and inspire them to study. The National Education Policy-2020 has been implemented to bring significant changes in the education system as per the demand of the time. All the courses of this university are in line with the National Education Policy, which will promote original thinking and creative ability in the students and provide better employment opportunities.

She said that today a new journey of your life is starting. There will be challenges as well as opportunities in this journey. By continuously learning and improving your skills, you can turn challenges into opportunities. Students should become job providers instead of being job seekers.

PROCEEDINGS OF HARYANA VIDHAN SABHA

Mukhyamantri Khet Khaliyan Sadak Yojana

Chandigarh, March 10- Haryana Development and Panchayat Minister Sh. Krishan Lal Panwar said under the Mukhyamantri Khet Khaliyan Sadak Yojana, there is a provision to pave farm roads up to 25 km in every assembly constituency. So far, 3580.44 km of roads have been paved in 90 assembly constituencies. An amount of Rs 63,931.1 lakh has been released for this.

Sh. Panwar was responding to a question asked by MLA Umed Singh during the ongoing budget session in the Haryana Assembly today.

He informed the House that under the Haryana Rural Development Scheme, the Mukhyamantri Khet Khaliyan Sadak Yojana was implemented from November 01, 2018. Under this scheme, there is a provision to construct unpaved farm roads up to 25 km in every assembly constituency with bricks or 15 km with interlocking paver blocks. As per the demand made by the ministers/MLAs, the Chief Executive Engineer of the District Council and the Executive Engineer of Panchayati Raj Department prepare the estimates of the works and send them to the government for approval. After that, approval is received from the Chief Minister.

Sh. Panwar informed that as far as Charkhi Dadri district is concerned, an amount of Rs. 10.39 crore has been released so far for paving 28.41 km of roads in the district.

Once the land is identified in Sonipat, a bus stand will be built -VIJ

Chandigarh, March 10 - Haryana Transport Minister Sh. Anil Vij said that once the land is identified in Sonipat, a bus stand will be built with commercial facilities and it will be built soon.

Sh. Vij was responding to a question raised during the ongoing budget session of the Haryana Vidhan Sabha here today.

He said that the land that was identified in Sector 7 of Sonipat is 8.86 acres, out of which 4.6 acres of land is green belt and the sector road passes through the middle of the remaining land and high tension wires also pass above the land. He said that a district bus stand cannot be built within four acres of land as there should be at least 10 acres of land to build a district bus stand.

He said that the MLA of Sonipat can cooperate in building a bus stand by identifying land without any dispute and without any green belt by coordinating with the officials. The government will soon identify a bus stand as per commercial facilities in Sonipat.

81 stone crushers of the Haryana State Pollution Control Board (HSPCB) are operating in the Nangal Chaudhary assembly constituency of district Mahendragarh-.Rao Narbir Singh

Chandigarh, March 10- Haryana Environment, Forests and WildLife Minister, Rao Narbir Singh said a total of 81 stone crushers of the Haryana State Pollution Control Board (HSPCB) are operating in the Nangal Chaudhary assembly constituency of district Mahendragarh.

Rao Narbir Singh was replying to a question asked by MLA, Smt. Manju Choudhary during the ongoing budget session of Haryana Vidhan Sabha today.

He informed the House that all stone crushers in the Nangal Choudhary constituency are complying with the prescribed environmental standards.15 stone crushers were found to be non-complying with the environmental standards in the last 2 years. Out of these, 03 stone crushers were closed by the Haryana State Pollution Control Board. Besides this, the remaining 12 non- complying stone crushers were given permission for operation after depositing fine and installation of requisite air pollution control devices and submission of performance security.

Thus fine amounting to Rs. 1,30,12,500 has been imposed against 13 stone crushers. 10 of these stone crushers have deposited fine of Rs.1,26,18,750. In case of the remaining 03 stone crushers, the process of recovering fine is under progress.

Rs 2,054.61 crore has been released over the past three years for the provision of free indoor healthcare -ARTI SINGH RAO

Chandigarh, March 10 – Haryana Health Minister Kumari Arti Singh Rao said that a total of Rs 2,054.61 crore has been released over the past three years for the provision of free indoor healthcare to beneficiaries of the "Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana" and Chirayu Yojana in the state.

The Health Minister was responding to a question asked by a member of the House during the question hour in the ongoing Budget Session of Haryana Vidhan Sabha here today.

Kumari Arti Singh Rao informed that, at present, 12,12,922 families are registered under the "Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana," while 28,08,763 families are registered under the Chirayu Yojana.

She further informed that the number of families registered under the "Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana" and Chirayu Yojana were 26,76,153 in the financial year 2022-23, 35,88,495 in 2023-24, and 40,21,685 in 2024-25. The amounts released to the beneficiaries during these three years are Rs 278,34,70,350, Rs 699,43,58,680, and Rs 1,076,82,40,109, respectively.

Haryana Special Task Force (STF) set up to deal with organised crime- CM

Chandigarh, March 10 – Haryana Chief Minister Sh. Nayab Singh Saini said that Haryana Special Task Force (STF) set up to deal with organised crime has not only reined in gangs perpetrating crimes such as kidnapping, contract killing, extortion, loot and dacoity between 2020 and 2024 but also performed exceedingly well by apprehending 1997 accused including 542 most wanted criminals, 256 gangsters/gang members and 1199 other offenders involved in the heinous crime.

The Chief Minister Sh. Nayab Singh Saini was responding to a question raised during the ongoing budget session of the Haryana Vidhan Sabha today.

The STF has consistently launched massive crackdowns on various gangs and criminals involved in organized crime across the state. In total, the STF arrested 325 offenders in 2020, 227 in 2021, 388 in 2022, 421 in 2023, and 636 in 2024.

In addition to apprehending most-wanted criminals and gangsters, STF sleuths have also recovered significant quantities of illegal weapons, including 217 pistols, 7 revolvers, 272 country-made pistols, 47 magazines, and over 2,000 cartridges from the possession of the offenders.

Haryana has witnessed a significant reduction in incidents of crime against women-CM

Chandigarh, March 10 – Haryana has witnessed a significant reduction in incidents of crime against women, with a sharp decline of 19.6% in 2024. A total of 9,488 cases were registered, as compared to 11,814 cases in 2023, marking a noteworthy decrease in crimes affecting women.

This was informed by Chief Minister Sh Nayab Singh Saini in response to a question during the ongoing budget session of the Haryana Vidhan Sabha today.

Similarly, there was a substantial decrease of 23.3% in rape cases, in year 2024 as compared to 2023. In addition, gang rape incidents saw a 19.8% decline.

The Chief Minister also highlighted that the number of murder cases in 2024 fell to 966, a reduction of 8.9% from the 1,061 cases in 2023. Similarly, cases under the SC/ST Act saw a notable drop of 30.7%, from 1,514 cases in 2023 to 1,049 in 2024.

The Chief Minister attributed this overall reduction in crime rates to the enhanced presence of police personnel, coupled with vigilant monitoring and relentless efforts by law enforcement agencies to ensure public safety and security.

Between 2019 and December 2024, a total of 119,011 FIRs were lodged in Haryana, encompassing a range of crimes including murder, rape, gang rape, kidnapping, robbery, loot, crimes against women, and offenses targeting Scheduled Castes and Scheduled Tribes. Out of the 6,338 murder cases registered from 2019 to 2024, 95.23% were worked out, with 12,966 accused arrested. Similarly, 97.67% of the 22,994 kidnapping cases registered during the same period were solved. In the cases of robbery, 2,594 cases were registered over the past five years, of which 2,491 cases were solved (96.02%). Out of 68030, 98.20% cases were worked out. In addition, 97.15% of the 7,779 cases under the SC/ST Act, registered between 2019 and 2024, were also worked out.

The Haryana Government continues to adopt a "zero tolerance for crime" policy and has empowered law enforcement agencies to effectively control crime and maintain law and order. The government has implemented a range of measures to ensure the safety and security of all citizens, including traders. These initiatives include increasing police manpower to keep pace with the growing population, creating specialized units to address heinous and emerging crimes, and modernizing the police force to ensure it is equipped with the latest technology, training, and resources to combat crimes such as murder, violence, crimes against women, and property-related offenses.

Bhagal Sub-Division will be operational after meeting the required criterion of 15,000 to 20,000 consumers.

Chandigarh, March 10 - Haryana Energy Minister Sh. Anil Vij said that Bhagal Sub-Division will be operational after meeting the required criterion of 15,000 to 20,000 consumers.

Sh. Vij gave this information in response to a question raised during the Budget Session of the Haryana Legislative Assembly today.

He informed that Bhagal Sub-Division was constructed under the office order dated 15.02.2021. As per the norms circulated vide Office Order No. 787/UH/GA-842/FO/Cadre/Vol-1 dated 15.02.2021 duly approved by Haryana Bureau of Public Enterprises (HBPE), the new sub-division will normally serve 15,000 to 20,000 electricity consumers in rural/urban sub-division and at present, Bhagal Sub-Division does not fulfil the requisite norms, i.e. existing connections are less than 15,000. At present, there are 12,764 consumers in Bhagal Sub-Division area (as on 05.03.2025).

He informed that as per the report received from SE/Operation Circle, UHBVNL, Kaithal, no representation has been received from the residents of several villages of Ghaggar and Kurukshetra regarding the working of Bhagal Sub-Division.

He added that to further accelerate development in Mewat, a meeting of the Mewat Development Board (MDB) would be convened soon.

The Chief Minister was responding to a question raised during the Question Hour in the ongoing Budget Session of Haryana Vidhan Sabha here today. He emphasized that the contrast between Mewat's development before 2014 and the progress made over the last ten years is evident.

Construction of the Dadupur Nalvi Canal.

Chandigarh, March 10 – Haryana Chief Minister Sh. Nayab Singh Saini clarified that no order has been issued by the Hon'ble Punjab and Haryana High Court regarding the construction of the Dadupur Nalvi Canal.

The Chief Minister made this statement in response to a question regarding the canal's construction during the ongoing budget session of the Haryana Vidhan Sabha here today.

He said that this is a highly sensitive issue, and the opposition is continuously politicizing it. He pointed out that the Act concerning the canal was passed during the tenure of the opposition members.

He further informed the House that the Advocate General of Haryana has opined that the decision of the Hon'ble High Court could be challenged by filing a Special Leave Petition (SLP) before the Hon'ble Supreme Court of India. The preparation of the SLP is underway, and once it has been reviewed by the Advocate General, it is expected to be filed soon.

Shyam Singh Rana informed that a Government Veterinary Polyclinic will be constructed at Narnaul in Mahendragarh district at a cost of Rs 10.81 crore. The Agriculture Minister was replying to a question raised by a member in the House today.

Sh. Shyam Singh Rana informed that 3 acres of land required for the construction of Government Veterinary Polyclinic is available. The PWD (B&R) Department has prepared an estimate of Rs 10.81 crore for Government Veterinary Polyclinic, Narnaul. It will be constructed in the coming financial year 2025-26.

373 eligible farmers of Narnaund Assembly Constituency have been given incentive amount for the year 2022-23

Chandigarh, March 10 - Haryana Agriculture and Farmers' Welfare Minister, Sh. Shyam Singh Rana informed that a total of 373 eligible farmers of Narnaund Assembly Constituency have been given incentive amount for the year 2022-23 by the government for not burning paddy straw/residue.

The Agriculture Minister was responding to a question raised by a member in the House today.

He informed that during the year 2022-23 in Narnaund Assembly Constituency, a total of 561 farmers of this area had registered on the departmental portal to receive incentive amount of Rs. 1000 per acre for crop residue management, out of which the applications of a total of 373 farmers were approved and in all the approved cases, subsidy has been provided in the accounts of the farmers.

Chandigarh, March 10 – Haryana Chief Minister Sh Nayab Singh Saini said that there is no encroachment on the Waqf Board land at Peer Bodhi, located on Rohtak-Gohana Road. Farmers are cultivating the land under lease agreements.

The Chief Minister made this statement in the Vidhan Sabha while responding to a question raised by MLA Sh. Bharat Bhushan Batra during the ongoing budget session here today.

He explained that the land, which was uneven, has been leveled for farming by the leaseholders. The farmers cultivate this land each year under lease arrangements. There is no encroachment on the land.

The Chief Minister assured the House that if any additional information is required, it would be provided to the member.

Cabinet Minister Sh. Mahipal Dhanda informed that irrigation in Saiman village of Meham is mainly done from Meham Minor

Chandigarh, March 10- Cabinet Minister Sh. Mahipal Dhanda informed that irrigation in Saiman village of Meham is mainly done from Meham Minor. During monsoon 2024, about 45 acres of land in the village was submerged. To solve this problem, drainage was done in Saiman Pump House Link Drain using 2 electric pump sets and 2 diesel pump sets. The Nindaana village is irrigated from Bainsi Minor, Bhiwani Sub-Branch and Meham Minor. For permanent drainage, about 73 acres of area was drained into Meham Drain by laying underground RCC pipeline.

The irrigation system of Girawad village is mainly done by Bhiwani Sub-Branch and New Nindaana Minor. The work of laying pipeline as a permanent drainage solution was completed before monsoon 2024 at a cost of Rs 16.69 lakh. During monsoon of2024, about 50 acres of area was submerged, which was drained into Lakhan Majra Link Drain through the above scheme.

Responding to a question asked in the House, the Minister informed that Lakhan Majra village of Meham is irrigated mainly by Lakhan Majra Minor and Bhiwani Sub-Branch. As a permanent drainage solution, pipeline laying work was done before monsoon 2024 at a cost of Rs 45.73 lakh, due to which water of about 20 acres of area was drained into Lakhan Majra Link Drain through the above scheme. At the same time, Madina village is irrigated by Bhiwani Sub-Branch and New Nindaana Minor. This village is situated at the end of New Nindaana Minor. As a permanent drainage solution, 8 schemes of laying pipelines were completed before monsoon 2024 at a cost of Rs 167.55 lakh. During monsoon 2024, about 50 acres of area was submerged, which was drained into Madina Link Drain and Lakhan Mazra Link Drain through the above schemes. The irrigation requirements of Kharanti village are met through Bhiwani Sub-Branch, Kahnaur Distributory and New Nindaana Minor.

For permanent drainage, water was drained into Lakhan Majra Link Drain by laying pipelines before monsoon.

During monsoon 2024, 39 electric pumps/diesel pumps/VT sets have been installed along with laying of drainage pipelines in the existing infrastructure to drain 1400 acres of submerged area in the villages of Meham Assembly Constituency. Regarding permanent solution in addition to the above schemes, 17 permanent schemes worth Rs 900.09 lakh have already been completed covering 10 villages, due to which flood water is being drained timely from the fields of Meham Assembly Constituency.

The obituary resolution was first read out by the Leader of the House, Chief Minister Sh. Nayab Singh Saini. Haryana Vidhan Sabha Speaker Sh Harvinder Kalyan and Sh. Bhupinder Singh Hooda also paid tribute by reading the obituary resolution on behalf of his party.

All members of the House, along with officers, media personnel, and employees present, observed two minutes of silence and prayed for the peace of the departed soul.
